Development Support for Coffee in Traditional Areas: Water Augmentation is a sub-component of the Coffee Board's development support scheme, run under the Integrated Coffee Development Project. The Coffee Board functions under the Department of Commerce, Ministry of Commerce and Industry.

According to the Coffee Board, the Water Augmentation component aims to enhance the production and productivity of coffee plantations in India's traditional coffee-growing regions by helping growers create irrigation infrastructure. Coffee is sensitive to timely rain: especially the "blossom showers" and "backing showers" — and a failed or delayed monsoon can sharply reduce yields. Water augmentation, through storage and lifting arrangements, gives growers a buffer against these dry spells.

The traditional coffee areas are the long-established coffee districts of Karnataka, Kerala and Tamil Nadu. Separate Coffee Board schemes cover non-traditional areas and the North-Eastern region.

Who is eligible for the Water Augmentation subsidy?

You can apply if:

• You are a coffee grower in a traditional coffee area.
• Your coffee holding is at least 0.4 hectare and not more than 25 hectares.
• For SC/ST growers, the minimum holding can be as low as 0.10 hectare, provided the extension functionary certifies feasibility.

You cannot apply if:

• Your holding is outside the traditional coffee areas: non-traditional and North-Eastern growers are covered by different Coffee Board components, not this one.
• Your coffee holding is below the minimum area (0.4 ha for general growers, 0.10 ha for SC/ST) or above 25 hectares.
• The work is not a genuine water-augmentation or irrigation asset as defined in the scheme modalities.

This is a grower subsidy, so the applicant must actually own and cultivate the coffee holding. It is not open to the general public or to those without a coffee plantation in the notified traditional tracts.

How much subsidy does the scheme provide?

According to the Coffee Board:

• The subsidy is 40 percent of the unit cost.
• The maximum ceiling is Rs 2,50,000 per beneficiary across all components of the water-augmentation package.
• SC/ST growers with holdings up to 4.00 hectares get an additional 10 percent subsidy.

The subsidy is a partial reimbursement of the cost of the completed water-work. The grower funds the work and receives the eligible subsidy share after verification.

How to apply for the Water Augmentation subsidy

1. Contact your local Coffee Board extension office in the traditional coffee area (Karnataka, Kerala or Tamil Nadu) and confirm that your holding meets the area criteria.
2. Register your interest / submit an application for the water-augmentation work, giving your land records, identity proof, bank details and the cost estimate for the proposed irrigation asset.
3. Complete the water-augmentation work as approved, and submit the bills and completion details to the extension functionary.
4. The extension staff verify the holding and the completed work; on approval, the Deputy Director (Extension) releases the subsidy directly to your bank account.

How much benefit can an SC/ST grower get?

An SC/ST grower with a holding up to 4.00 hectares gets the base 40 percent subsidy plus an additional 10 percent, giving 50 percent of the unit cost, still subject to the overall Rs 2,50,000 per-beneficiary ceiling. SC/ST growers also benefit from the reduced minimum-area threshold of 0.10 hectare.

• Growers should deal directly with the Coffee Board extension office for their area. The scheme is administered at the field level, and applications, verification and subsidy release all go through these offices rather than a central online portal.

Because scheme modalities and ceilings are revised across plan periods, growers should confirm the current unit costs and any updated ceilings with their local extension office before starting the work.

How to check your application status

This scheme has no central online tracking portal. All processing happens through the local Coffee Board extension office, so status checks are offline too:

1. Call or visit your local Coffee Board extension office, the same office where you submitted your application and cost estimate. Quote your name, coffee holding details and the date you submitted your papers.
2. Ask specifically which stage your file is at: whether the holding verification is done, whether the work has been inspected after completion, or whether the case has gone to the Deputy Director (Extension) for subsidy release.
3. Use the Coffee Board helpline (1800-425-1969) if you cannot reach the extension office directly, or to get the extension office's current contact details if your local office has changed.
4. Check your bank account for the subsidy credit. Because the Coffee Board pays the subsidy as a direct transfer after verification, a credit in your account confirming the amount is the clearest sign the claim has been finalised. Compare the credited amount against the expected 40 percent (or 50 percent for eligible SC/ST growers) of the verified unit cost.
5. Follow up in writing (a letter or email to the extension office) if verification or payment is delayed well beyond what the office indicated, and keep a copy of your application acknowledgment as a reference for that follow-up.

Since there is no SMS or portal-based tracking for this component, keeping your own record of submission dates, the extension officer you dealt with and any acknowledgment received is the most reliable way to follow up.

Common reasons for rejection

• Holding falls outside a traditional coffee area. The scheme covers only established coffee districts in Karnataka, Kerala and Tamil Nadu. Growers in the North-East or in non-traditional tracts are rejected under this component and must instead apply under the Coffee Board's separate schemes for those regions. Fix: confirm with the extension office that your holding falls within a notified traditional coffee area before applying.

• Holding size outside the permitted range. A general grower's holding must be at least 0.4 hectare and not more than 25 hectares; applications from smaller or larger holdings are rejected. Fix: check your holding area against these limits first, and note that SC/ST growers get a lower threshold of 0.10 hectare only where the extension functionary certifies feasibility.

• No feasibility certification for a sub-minimum SC/ST holding. An SC/ST grower below the standard 0.4 hectare threshold needs the extension staff to certify that the water-augmentation work is feasible on that holding; without this certificate, the reduced threshold cannot be applied. Fix: request the feasibility assessment from the extension officer before submitting the claim.

• Land or ownership records do not match the applicant. If the coffee holding is registered in another family member's name, or old land records have not been updated, the ownership proof does not match the applicant, and the claim is held up or rejected. Fix: get the land records updated to reflect the actual owner, or apply in the name of the person the records already show.

• Estimates or completion bills do not correspond to a genuine water-augmentation asset. The scheme funds irrigation infrastructure such as storage and lifting arrangements; work that does not fit this description, or bills that are incomplete, unclear or inflated relative to the approved estimate, can be rejected at the verification stage. Fix: get the estimate approved by the extension office before starting work, and keep bills that clearly itemise the water-augmentation components actually built.

• Work not verified because it was completed without informing the extension office. Since subsidy release depends on the extension staff physically verifying the completed work against the approved plan, growers who complete the work without keeping the office informed risk delays or rejection for lack of verifiable proof. Fix: inform the extension office when the work begins and again when it is finished, so verification can be scheduled promptly.

• Bank account details incorrect or not in the applicant's name. Since the subsidy is credited directly to the applicant's bank account, a mismatched name, wrong account number or unlinked Aadhaar can cause the transfer to fail. Fix: double-check the account details submitted match the applicant's own active bank account before the claim is finalised.
