Development Support for Coffee in Traditional Areas: Water Augmentation is a sub-component of the Coffee Board's development support scheme, run under the Integrated Coffee Development Project. The Coffee Board functions under the Department of Commerce, Ministry of Commerce and Industry.

According to the Coffee Board, the Water Augmentation component aims to enhance the production and productivity of coffee plantations in India's traditional coffee-growing regions by helping growers create irrigation infrastructure. Coffee is sensitive to timely rain: especially the "blossom showers" and "backing showers" — and a failed or delayed monsoon can sharply reduce yields. Water augmentation, through storage and lifting arrangements, gives growers a buffer against these dry spells.

The traditional coffee areas are the long-established coffee districts of Karnataka, Kerala and Tamil Nadu. Separate Coffee Board schemes cover non-traditional areas and the North-Eastern region.

Who is eligible for the Water Augmentation subsidy?

You can apply if:

• You are a coffee grower in a traditional coffee area.
• Your coffee holding is at least 0.4 hectare and not more than 25 hectares.
• For SC/ST growers, the minimum holding can be as low as 0.10 hectare, provided the extension functionary certifies feasibility.

You cannot apply if:

• Your holding is outside the traditional coffee areas: non-traditional and North-Eastern growers are covered by different Coffee Board components, not this one.
• Your coffee holding is below the minimum area (0.4 ha for general growers, 0.10 ha for SC/ST) or above 25 hectares.
• The work is not a genuine water-augmentation or irrigation asset as defined in the scheme modalities.

This is a grower subsidy, so the applicant must actually own and cultivate the coffee holding. It is not open to the general public or to those without a coffee plantation in the notified traditional tracts.

How much subsidy does the scheme provide?

According to the Coffee Board:

• The subsidy is 40 percent of the unit cost.
• The maximum ceiling is Rs 2,50,000 per beneficiary across all components of the water-augmentation package.
• SC/ST growers with holdings up to 4.00 hectares get an additional 10 percent subsidy.

The subsidy is a partial reimbursement of the cost of the completed water-work. The grower funds the work and receives the eligible subsidy share after verification.

How to apply for the Water Augmentation subsidy

1. Contact your local Coffee Board extension office in the traditional coffee area (Karnataka, Kerala or Tamil Nadu) and confirm that your holding meets the area criteria.
2. Register your interest / submit an application for the water-augmentation work, giving your land records, identity proof, bank details and the cost estimate for the proposed irrigation asset.
3. Complete the water-augmentation work as approved, and submit the bills and completion details to the extension functionary.
4. The extension staff verify the holding and the completed work; on approval, the Deputy Director (Extension) releases the subsidy directly to your bank account.

How much benefit can an SC/ST grower get?

An SC/ST grower with a holding up to 4.00 hectares gets the base 40 percent subsidy plus an additional 10 percent, giving 50 percent of the unit cost, still subject to the overall Rs 2,50,000 per-beneficiary ceiling. SC/ST growers also benefit from the reduced minimum-area threshold of 0.10 hectare.
