Employment Exchange Registration (National Career Service)
Employment Exchange Registration is now done through the National Career Service portal at ncs.gov.in, run by the Directorate General of Employment under the Ministry of Labour & Employment. A jobseeker registers in minutes with a mobile number and OTP or through DigiLocker, and NCS states its services are free of cost at every stage. Helpline 1514.

What is employment exchange registration today?
Employment exchange registration is the act of putting your name, qualifications and job preferences on the government's official jobseeker database so that employers and government departments can find you. In practice it is now done on the National Career Service (NCS) portal at ncs.gov.in, a platform of the Ministry of Labour & Employment, managed by the Directorate General of Employment (DGE) at Shram Shakti Bhawan, Rafi Marg, New Delhi.
According to the NCS About Us page, NCS is designed as a single digital platform serving jobseekers, employers, counsellors and skill providers, and the current version, NCS 2.0: adds personalisation, simplified workflows and AI-powered tools. NCS explicitly covers "fresh graduates, experienced professionals, informal sector workers, gig workers, and recruiters from both public and private sectors."
The older district employment exchanges have not disappeared. NCS runs a separate Employment Exchange Portal at eex.ncs.gov.in for exchange officials, and publishes a List of Employment Exchange for jobseekers under its Resources section. For most people, though, the useful step is the national NCS registration, because that is what employers actually search.
What you get with an NCS account
- A searchable jobseeker profile and applications to domestic vacancies
- International jobs, including an e-Migrate stream
- Dedicated streams for differently abled persons, ex-servicemen, women and government jobs
- Free career counselling through listed counsellors and Career Centres
- Skill courses, internship opportunities and job fairs
- Employability assessment, an AI Interview Coach, personalised online mentoring and resume-building tools
- NCSC-DAs and VRCs: National Career Service Centres for Differently Abled and Vocational Rehabilitation Centres, for specialised support
Who can register, and who cannot?
You can register if:
- You are a jobseeker in India looking for work of any kind, there is no minimum qualification, no requirement to be unemployed, and no income ceiling published for creating an account.
- You are a fresher, an experienced professional, an informal-sector worker or a gig worker. NCS names all four groups as intended users.
- You are an ex-serviceman, a person with a disability, or a woman returning to work — each has a dedicated job stream on the platform.
- You already hold an older NCS account. You do not need a new one; NCS confirms existing users can keep logging in with mobile number and OTP.
You cannot use the jobseeker registration if:
- You are an employer posting vacancies, a career counsellor, or a career centre or skill provider. NCS keeps separate Employer and Others login tracks, and a jobseeker account will not let you post jobs.
- You are an employment exchange official. Exchange staff use the separate official-login Employment Exchange Portal at eex.ncs.gov.in, not the public jobseeker route.
- You are looking for a statutory certificate. NCS registration is a jobseeker listing; it is not an unemployment certificate, and where a state scheme requires an employment-exchange seniority date or a specific state registration, you must check the requirement with your district employment exchange or state employment department, because those rules are set at state level.
How to register on NCS (employment exchange registration) online
- Open the official portal at ncs.gov.in and click Login/Signup in the top navigation.
- Choose the For Jobseekers track. The page for it is ncs.gov.in/login/jobseeker.
- Enter your 10-digit mobile number with the +91 prefix and press Continue, then type the OTP sent to that number. Alternatively, choose Continue with DigiLocker, or Login using User ID if you already hold NCS credentials.
- If you use DigiLocker–MeriPehchaan, authorise the consent screen. NCS then authenticates you automatically, can fetch your educational documents from DigiLocker, and auto-fills parts of your profile from your DigiLocker demographic data.
- Complete your profile: personal details, highest qualification, skills, work experience, preferred job roles, preferred locations and expected salary. The more complete the profile, the better the matching.
- Set your communication preferences. NCS allows the mobile number used for login to differ from the number and email where you receive job updates, and both can be changed later from the profile.
- Search and apply. Use Find Jobs, or browse by sector, IT & Communication, Education, Operations & Support, Healthcare, Manufacturing, Transportation and Storage, Finance and Insurance, Hotels, and Power and Energy are the leading sectors listed on the portal.
- Save jobs for later and track your applications from your dashboard, so you know which employers have viewed or shortlisted you.
How to register offline or with in-person help
- Visit an NCS Career Centre or Model Career Centre. NCS publishes a Find Career Center directory on the portal so you can locate the nearest one.
- Visit your district employment exchange, whose address you will find in the List of Employment Exchange published on ncs.gov.in. Exchange staff can create or update your NCS record through the Employment Exchange Portal.
- If you have a disability, approach an NCSC-DA or Vocational Rehabilitation Centre, which offers assessment, counselling and placement support in addition to registration.
- Carry your mobile phone, an identity document and your education certificates, and get an acknowledgement of the registration before you leave.
Is NCS registration free?
Yes, and NCS says so in unusually blunt language. The portal's own warning notice reads: "NCS services are free of cost. NCS does not charge any fee at any stage of registration, job application, interview processing and other employment related services."
The same notice adds that "Jobseekers should not pay fees to employers", and warns that some websites, employers and individuals falsely claim association with NCS or the Ministry of Labour & Employment and misuse the NCS logo. This is the single most important consumer-protection point on this page: there is no such thing as a paid NCS registration, a paid "employment exchange number", a paid interview slot or a paid placement guarantee. Cyber cafés and consultants that charge ₹200 to ₹2,000 for "employment exchange registration" are charging you for five minutes of typing on a free government website.
Verify everything against www.ncs.gov.in itself. NCS lists its genuine email addresses as support[dot]ncs[at]gov[dot]in, noreply-ncs[at]gov[dot]in and no-reply[at]sampark[dot]gov[dot]in: mail from any other domain claiming to be NCS should be treated with suspicion.
Why NCS registration fails, and how to fix it
- OTP not arriving. Check that the number is active and not on a DND block, wait for the resend timer, and try again; if it persists, use the DigiLocker route instead, which bypasses SMS OTP entirely.
- "Access restricted" on account creation. NCS lists this as a known issue in its jobseeker FAQ. Contact 1514 or support[dot]ncs[at]gov[dot]in rather than creating duplicate accounts on other numbers.
- Duplicate accounts. Creating a second account on a new mobile number splits your application history. If you already had an NCS account, log in with the old mobile number and OTP and link DigiLocker instead of starting again.
- Thin profile, no callbacks. Employers filter on skills, qualification and location. A profile with no skills tagged and no preferred roles is effectively invisible in employer searches.
- Stale contact details. Job alerts and interview calls go to the email and phone in your communication preferences, not necessarily to your login number. Update them when they change.
- Documents not verified. Linking DigiLocker lets NCS pull authenticated educational documents, which employers weight more heavily than self-declared qualifications.
Where to get help
- NCS toll-free helpline: 1514
- Email: support[dot]ncs[at]gov[dot]in
- Cyber crime (recruitment fraud, fake job websites): 1930
- Grievance / Feedback and Contact Us links in the footer of ncs.gov.in
- Postal address: Directorate General of Employment (DGE), Ministry of Labour & Employment, Government of India, Shram Shakti Bhawan, Rafi Marg, New Delhi-110001
Registration on NCS costs nothing, takes a few minutes and can be done entirely from a phone. Where a specific state scheme or reservation requires a state employment exchange registration number or seniority date, confirm that separate requirement with your district employment exchange, since those rules are set by state governments and not by the national platform.
How to check your NCS registration and application status
NCS registration itself does not generate a separate reference number or a pending/approved workflow the way a certificate application does: once your mobile OTP or DigiLocker login succeeds and your profile is saved, the registration is live immediately. What you actually need to track after that is your profile status and the status of each job you have applied to, and NCS gives you three ways to do this.
- Log in and check your dashboard. Go to ncs.gov.in, choose Login/Signup, sign in with your registered mobile number and OTP (or DigiLocker), and open the jobseeker dashboard. It shows your profile completeness, so you can see at a glance which sections such as skills, work experience or preferred locations are still blank.
- Open "My Applications" or the applied-jobs list on the dashboard to see every vacancy you applied to and where it stands. Typical stages shown are applied, viewed by employer, shortlisted, interview scheduled or not selected. NCS also lets you keep a separate list of jobs you have only saved, so saved and applied jobs do not get mixed up.
- Check notifications and communication preferences on the profile page if an expected update has not arrived. Job alerts and interview calls go to the email and phone number set in communication preferences, which can be different from your login mobile number, so confirm those details are current before assuming an application has gone unanswered.
If your login itself is not working, or a status you expect to see is missing, call the NCS toll-free helpline at 1514 or write to support[dot]ncs[at]gov[dot]in with your registered mobile number, rather than creating a second account to check again. A second account starts a fresh, empty applied-jobs list and will not show the history tied to your original registration.
For candidates using the disability or ex-servicemen streams, the assigned NCSC-DA, Vocational Rehabilitation Centre, or Career Centre counsellor can also look up your case status on your behalf if you registered or were assisted in person rather than online, since that record is linked to the same NCS profile.
Where a state government scheme asks for proof of employment exchange registration status, such as a registration date or seniority number, that status sits with the state employment department or district employment exchange, not with the national ncs.gov.in dashboard, so confirm it directly with that office.

Frequently asked questions
Is employment exchange registration free?
Yes, it is completely free. The NCS portal states that "NCS services are free of cost. NCS does not charge any fee at any stage of registration, job application, interview processing and other employment related services." There is no charge to create a jobseeker account, build a profile or apply for a vacancy.
What is the employment exchange helpline number?
The National Career Service toll-free helpline is 1514, displayed at the top of every page on ncs.gov.in. NCS can also be reached by email at support[dot]ncs[at]gov[dot]in. Suspected recruitment fraud should be reported to the cyber crime helpline on 1930.
Do employment exchanges still exist, or has NCS replaced them?
Both exist and are linked. Employment exchanges continue to function at district level, and NCS runs a dedicated Employment Exchange Portal at eex.ncs.gov.in for exchange officials, along with a published List of Employment Exchange for jobseekers. Registration for jobseekers, however, is done on the national NCS platform.
How do I register on NCS as a jobseeker?
Go to ncs.gov.in, choose Login/Signup, select the Jobseeker option, enter your mobile number and verify the OTP. You can alternatively continue with DigiLocker, or log in using a User ID if you already have one. After login you complete your profile and start applying for jobs.
What is DigiLocker login on NCS and should I use it?
DigiLocker–MeriPehchaan login authenticates you automatically, fetches your educational documents from DigiLocker and auto-fills parts of your profile from your DigiLocker demographic data. NCS recommends that existing users link their account to DigiLocker from the profile screen after logging in with mobile OTP.
I already have an old NCS account. Do I need to make a new one?
No. NCS states that existing users can continue logging in with their mobile number and OTP exactly as before. NCS recommends linking the existing account to DigiLocker from the profile screen for a faster login, but a fresh registration is not required.
Does registering on NCS guarantee me a government job?
No. NCS is a matching and information platform, not a recruiting authority. Registration lists your profile against vacancies posted by employers, including government vacancies, but selection is entirely the employer's decision under its own recruitment rules.
Can I find jobs abroad through NCS?
Yes. NCS carries an international jobs section and a dedicated stream for international jobs through e-Migrate, alongside domestic vacancies. Verify any overseas offer independently, because overseas recruitment fraud is common.
What should I do if a website charges me a fee in the name of NCS?
Treat it as fraud and do not pay. NCS warns that some websites, employers and persons falsely claim association with NCS or the Ministry of Labour & Employment and use the NCS logo. Verify everything on www.ncs.gov.in, report to support[dot]ncs[at]gov[dot]in, and use 1930 for cyber crime.
