EPF/PF Withdrawal and UAN Activation

Quick answer

EPF/PF withdrawal and UAN activation are online member services of the Employees' Provident Fund Organisation. Activating your 12-digit Universal Account Number on the EPFO member portal takes a few minutes with an Aadhaar-linked mobile number, and unlocks passbook access and online claims. Online PF claims filed with approved KYC are settled in roughly 3 to 20 days.

What is the UAN and what is EPF withdrawal?

The Universal Account Number (UAN) is a 12-digit permanent identifier issued by the Employees' Provident Fund Organisation (EPFO), a statutory body under the Ministry of Labour & Employment, to every member of the Employees' Provident Fund. EPFO allots one UAN per person for life. Every job you take adds a new member ID under the same UAN, which is what allows a lifetime of provident fund savings to sit in one place instead of being scattered across employers.

EPF withdrawal is the process of taking money out of that fund, either as a partial advance while you are still working or as a final settlement after you leave a job. According to the EPFO member services page, three claim types are filed by members themselves: Form 19 for final settlement of the provident fund, Form 31 for a partial advance, and Form 10C for the Employees' Pension Scheme component.

An activated UAN is the gateway to all of it. Until you activate, you cannot log in to the Member Interface, cannot view your passbook, cannot see whether your employer is actually depositing contributions, and cannot file a single claim online. Activation is a one-time step and costs nothing.

What activation gives you

  • Login to the Member Interface at unifiedportal-mem.epfindia.gov.in
  • Your month-by-month passbook showing employee, employer and pension credits
  • Online claim filing for Forms 19, 10C and 31 without employer attestation
  • Online transfer of an old account under Form 13 when you change jobs
  • KYC updation, nominee filing and correction requests
  • The same services inside the UMANG mobile app

Who can activate a UAN and file a PF claim?

You can use these services if:

  • You are or have been employed with an establishment covered under the Employees' Provident Fund and Miscellaneous Provisions Act, 1952, and EPF is deducted from your salary.
  • A UAN has been allotted to you. Your employer generates it at the time of joining, and it usually appears on your salary slip.
  • Your Aadhaar is seeded against your EPF account.
  • Your bank account and Aadhaar KYC have been digitally approved by the employer using a Digital Signature Certificate. EPFO states this condition explicitly for member-filed claims.

You cannot use these services if:

  • You have no UAN because you were never enrolled in EPF. Employees of establishments outside the Act's coverage, most self-employed people, and informal-sector workers are not EPF members and are not eligible to file a PF claim. There is no way to open an EPF account on your own without an employer.
  • Your KYC is not approved. A member with an activated UAN but unapproved Aadhaar or bank details cannot submit an online claim; the claim option simply does not appear.
  • You are seeking full final settlement while still employed. Form 19 is not available until your exit is recorded, so a serving employee cannot apply for full withdrawal and is not eligible for that particular claim.
  • Your account is an exempted trust account. Some large employers run their own PF trusts; the money sits with the trust, not EPFO, and withdrawal is applied for through the trust even though a UAN exists.

What documents do you need?

Document Mandatory Notes
UAN Yes From your salary slip or employer HR
Aadhaar number Yes Must be seeded and KYC-approved
Aadhaar-linked mobile Yes All OTPs go here; face auth is the fallback
Bank account and IFSC Yes Must be in the member's own name
Cancelled cheque or passbook image Yes Uploaded with the online claim
PAN No Prevents higher TDS on settlement before five years
Date of exit Yes for Form 19 Marked by employer, or self-marked on the portal

What does it cost?

Nothing. UAN activation, passbook access, KYC updation, claim filing and claim tracking on the EPFO Member Interface and the UMANG app are free government services. There is no application fee, no processing fee and no "release charge".

This matters because PF withdrawal is one of the most heavily touted services by middlemen. Agents advertising fast PF release for a percentage of your balance are offering you nothing you cannot do yourself in fifteen minutes. EPFO warns on its homepage that neither the organisation nor its staff ever ask for personal details over messages, calls, WhatsApp or social media. Never share your UAN password or an OTP with anyone, including someone claiming to be from EPFO or from your employer's HR.

How to activate your UAN online

  1. Open the EPFO Member Interface at unifiedportal-mem.epfindia.gov.in/memberinterface and click Activate UAN on the right-hand panel.
  2. Enter your UAN, name, date of birth and the mobile number linked to Aadhaar exactly as they appear in EPFO records, then tick the Aadhaar consent box.
  3. Click Get Authorization PIN. An OTP arrives on the Aadhaar-linked mobile number.
  4. Enter the OTP and submit. EPFO sends your password by SMS to the same number.
  5. Log in with your UAN and that password, then change the password to one of your own from the Account menu.
  6. If your mobile number is not linked to Aadhaar, use the alternative route: install the UMANG app, open EPFO Services, and choose UAN Activation under "UAN Services Through Face Auth", which verifies you by scanning your face instead of sending an OTP.

How to file a PF withdrawal claim online

  1. Log in to the Member Interface with your activated UAN and password.
  2. Open Manage → KYC and confirm that Aadhaar, PAN and your bank account show as verified and approved. If bank KYC is pending, ask your employer to approve it digitally before going further.
  3. For a final settlement, first confirm that your date of exit is recorded under Manage → Mark Exit. If the employer has not entered it, mark it yourself once the required gap since your last contribution has passed.
  4. Go to Online Services → Claim (Form-31, 19, 10C & 10D).
  5. Enter the last four digits of your bank account and click Verify, then accept the certificate of undertaking.
  6. Choose Proceed for Online Claim and select the claim you want: Form 19 for PF final settlement, Form 31 for an advance, or Form 10C for the pension component.
  7. For Form 31, select the purpose of the advance, enter the amount and your address, and upload a scanned cheque or passbook page.
  8. Submit and complete Aadhaar OTP verification. The OTP is the digital signature on your claim.
  9. Note the claim reference number shown on the acknowledgement screen.

How to apply offline

Online filing is the intended route and the only fast one, but an offline path still exists for members who cannot use it, for example where the establishment has closed, where KYC cannot be digitally approved because no authorised signatory exists, or where the claim is by a nominee after a member's death.

  1. Download the relevant claim form from epfindia.gov.in under Downloads, or the Composite Claim Form (Aadhaar) where it applies.
  2. Fill it in block capitals without overwriting, and attach a cancelled cheque showing your name, account number and IFSC.
  3. Get the form attested by the employer. Where the establishment has shut down and no authorised signatory is available, EPFO accepts attestation by a magistrate, gazetted officer, post or sub-post master, MP or MLA, the manager of the bank where the account is held, or the head of a recognised educational institution.
  4. Submit it at the regional EPF office that holds your account and keep the receiving acknowledgement.

How do you check claim status?

  1. Log in to the Member Interface and open Online Services → Track Claim Status.
  2. Read the status line against your claim reference number: Under Process, Settled, Rejected or Returned.
  3. If it says Settled, the payment reference and the date of transfer are shown.
  4. The same status is available in the UMANG app, and a missed call to 9966044425 from your registered mobile returns your latest account details by SMS.

How long does it take?

UAN activation is immediate, usually two to five minutes end to end. Claim settlement is the part that varies. EPFO has been pushing settlement times down sharply, and for straightforward auto-settled categories the organisation's working target is around three working days. A normal online claim with clean KYC is commonly credited within about twenty days. Claims that need manual scrutiny, a name correction, a pending transfer, or a missing date of exit, take considerably longer, and the clock effectively restarts each time a correction is made.

Why PF claims get rejected, and how to fix each one

  • Name, date of birth or father's name mismatch between Aadhaar and the EPFO record. Fix it through Manage → Modify Basic Details, which routes a joint request through your employer to EPFO.
  • Bank KYC not digitally approved. Only the employer can approve it with a Digital Signature Certificate. Follow up with HR; nothing you do on the portal will bypass this.
  • Date of exit missing or wrong. A final settlement filed while the record still shows you as employed will be rejected. Mark exit yourself under Manage → Mark Exit, choosing the correct reason for leaving.
  • Service history broken. If an earlier account was never transferred, your continuous service looks shorter than it is, which can change both your eligibility and your tax. File Form 13 to transfer first, then claim.
  • Wrong claim form. Filing Form 19 while still in service, or Form 31 for a purpose you do not qualify for, both end in rejection. Check the claim form guidance on epfindia.gov.in before filing.
  • Bank account not in the member's own name. Joint accounts other than with a spouse, and accounts in a relative's name, are not accepted.

If a claim is rejected, the rejection reason appears in Track Claim Status. Fix the underlying record and file a fresh claim; there is no limit on refiling and no penalty for a rejected claim.

What are the current withdrawal rules?

The rules governing partial withdrawals were substantially simplified following decisions of EPFO's Central Board of Trustees, which consolidated the earlier long list of separate partial-withdrawal provisions into a small number of broad categories covering essential needs, housing and special circumstances, reduced the minimum service requirement for several of them, and introduced a minimum balance that must remain in the account. Because these provisions have been amended more than once in recent years, check the exact limit and minimum service condition for your purpose on epfindia.gov.in or in the claim form itself at the time you apply rather than relying on any figure quoted elsewhere. The portal shows you the permitted amount for your chosen purpose before you submit.

Two things have not changed and are worth knowing. Withdrawal of the accumulated balance before five years of continuous service is taxable, and TDS applies at a higher rate if PAN is not seeded. And transferring your balance when you change jobs, rather than withdrawing it, keeps your service continuous, which protects both the five-year tax threshold and the ten-year threshold that qualifies you for a monthly pension.

Grievance and helpline

  • EPFO toll-free helpline: 14470
  • Missed call service: 9966044425 from your registered mobile number
  • SMS service: 7738299899
  • EPFiGMS, the EPFO grievance management system, for written complaints; it is also available through the UMANG platform
  • UMANG app for passbook, claim filing, claim tracking and face-based UAN activation

Raise a grievance on EPFiGMS with your UAN and claim reference number if a claim has been pending well beyond the normal window or has been rejected for a reason you believe is wrong. Grievances are routed to the regional office holding your account, and you can track the ticket to closure.

Who is eligible

The page above already covers the basic member conditions (UAN allotted, Aadhaar seeded, KYC approved). Beyond that baseline, eligibility differs by which service you are actually trying to use.

Establishment and enrolment

  • Eligible: employees of any factory or establishment employing 20 or more persons in one of the industries or classes notified under the EPF & MP Act, 1952, once monthly wages fall within EPF's coverage rules.
  • Eligible: employees of an establishment with fewer than 20 employees where the employer has voluntarily opted in under Section 1(4) of the Act.
  • Not eligible on your own: an employee whose establishment is not covered at all. You cannot open an individual EPF account without an employer who is covered or has opted in; EPFO has no direct-enrolment route for individuals.
  • Not eligible: most self-employed persons, gig workers without an employer-employee relationship, and workers in the informal sector who are not on any covered payroll.

International workers

  • Eligible, with a separate compliance track: an "international worker" as EPFO defines the term, meaning a foreign national working for a covered Indian establishment, or an Indian employee who has worked or will work in a country with which India has a Social Security Agreement.
  • Withdrawal for international workers from Social Security Agreement countries follows the terms of that specific agreement rather than the standard domestic rules, so the permitted timing and amount can differ from what is described elsewhere on this page.

Pension (EPS) withdrawal specifically

  • Eligible for withdrawal benefit under Form 10C: a member with less than 10 years of eligible service in EPS at the time of leaving.
  • Not eligible for a lump-sum pension withdrawal: a member who has completed 10 or more years of eligible service. That service converts to a monthly pension entitlement payable from age 58 instead, and cannot be withdrawn as a lump sum through Form 10C.

Claims by someone other than the member

  • Eligible to claim: a nominee or legal heir of a deceased member, using the death claim forms rather than the standard Form 19/31/10C route, and with a different, larger document set (death certificate, succession or nomination proof, and the claimant's own KYC).
  • Not eligible to use the standard online member flow described on this page: a nominee or legal heir, since that flow is built for the living member logging in with their own UAN credentials.

Exempted establishments

  • Not covered by this page's Member Interface process at all: an employee of an establishment that runs its own EPFO-exempted provident fund trust. The balance sits with the trust rather than with EPFO, so activation, passbook access and claim filing happen through the trust's own process, even though EPFO still issues the member a UAN for record-keeping.

Documents required

Universal Account Number (UAN)
A 12-digit number allotted by EPFO and printed on your salary slip or available from your employer's HR.
Aadhaar number
Must be seeded and verified against your EPF account; online claims are not permitted without approved Aadhaar KYC.
Aadhaar-linked mobile number
Every OTP in the activation and claim flow goes to this number. Face authentication on UMANG is the alternative if it is not linked.
PANoptional
Needed for final settlement before five years of service, otherwise TDS is deducted at the higher rate.
Bank account number and IFSC
The account must be in the member's own name and approved as KYC by the employer before a claim can be filed.
Cancelled cheque or bank passbook image
Uploaded with the online claim so EPFO can verify the account number and IFSC.
Date of exit from the establishment
Required for final settlement (Form 19). If the employer has not marked it, the member can mark exit himself on the portal.

Frequently asked questions

Is there any fee to activate a UAN or file a PF claim?

No. UAN activation and online PF claim filing on the EPFO Member Interface are completely free. EPFO does not authorise any agent to charge for "getting your PF released", and the organisation states plainly on epfindia.gov.in that its staff never ask for personal details, OTPs or account information over calls, messages, WhatsApp or social media.

How do I activate my UAN if my mobile number is not linked to Aadhaar?

Use Aadhaar-based Face Authentication on the UMANG app. EPFO allows UAN activation through the "UAN Services Through Face Auth" option under EPFO Services in UMANG, which scans your face instead of sending an OTP. This is the route designed for members whose mobile number is not seeded with Aadhaar.

How long does an online PF withdrawal claim take?

Most online claims with approved KYC are settled within about 20 days, and EPFO's stated target for eligible online claims is far shorter, around 3 working days for auto-settled categories. Claims that need manual scrutiny, such as a name mismatch or a missing date of exit, take longer.

Which form do I use to withdraw my PF?

Form 19 is the final settlement of the provident fund, Form 31 is a partial advance while still in service, and Form 10C is the EPS pension component. According to EPFO, members can submit Forms 19, 10C and 31 online without employer attestation provided the UAN is activated and Aadhaar and bank KYC are approved by the employer with a digital signature.

Can I withdraw my full PF while still employed?

No. Full final settlement under Form 19 is available only after you leave employment and the date of exit is recorded. While in service you can take partial advances under Form 31 for permitted purposes such as illness, education, marriage and housing.

Why was my PF claim rejected?

The most common reasons are a name, date of birth or father's name mismatch between Aadhaar and the EPFO record, bank KYC not digitally approved by the employer, a missing or wrong date of exit, and an incomplete service history because an old account was never transferred. Each of these is fixable and the claim can be refiled.

Do I need my employer's approval to file an online claim?

No, not for the claim itself. Forms 19, 10C and 31 can be filed directly by the member. The employer's role is earlier, in digitally approving your Aadhaar and bank KYC and in marking your date of exit, and those steps do have to be complete first.

How do I check the status of my PF claim?

Log in to the Member Interface at unifiedportal-mem.epfindia.gov.in and open Online Services, then "Track Claim Status". The same status is visible in the UMANG app, and a missed call to 9966044425 from your registered mobile number returns your latest account details by SMS.

What happens to my PF if I change jobs?

Your UAN stays the same for life. The new employer links a fresh member ID to the same UAN, and you file Form 13 online to transfer the old balance into the new account. Transferring rather than withdrawing preserves continuous service, which matters for the ten-year pension threshold and for tax.
