What is the e-Shram card?

e-Shram is the National Database of Unorganised Workers (NDUW), built and run by the Ministry of Labour and Employment. According to the e-Shram portal, its purpose is to register every unorganised worker in the country, give each of them a permanent identity number, and use that database to deliver welfare benefits and social security measures to the sector that has historically been invisible to government records.

The e-Shram card is the physical output of that registration. Each registered worker receives a Universal Account Number (UAN), a 12-digit number that is permanent and never changes: printed on a downloadable card carrying the worker's name, photograph pulled from Aadhaar, date of birth and occupation code.

Key features of e-Shram

  • Registration is free, and the portal is open 24 hours a day, 7 days a week, with no last date announced.
  • The card never expires and never needs renewal.
  • The UAN is permanent. A worker who changes job, trade or state keeps the same number.
  • The database is Aadhaar-seeded, which is what allows benefits to be ported across states for migrant and construction workers.
  • Registered workers are enrolled under Pradhan Mantri Suraksha Bima Yojana (PMSBY), with the first year's premium borne by the Ministry of Labour and Employment.

Who is eligible for an e-Shram card?

You can register if:

  • You are aged between 16 and 59 years. A 16-year-old is eligible provided the other criteria are met.
  • You work in the unorganised sector as a home-based worker, a self-employed worker or a wage worker.
  • You are not a member of EPFO or ESIC.
  • You are not an income tax payer.

The Ministry defines the unorganised sector as establishments or units engaged in the production or sale of goods or services that employ fewer than 10 workers and are not covered under ESIC and EPFO. Agricultural labourers and landless farmers are specifically confirmed as eligible.

You cannot apply if:

  • You are a member of EPFO or ESIC, that makes you an organised sector worker by definition.
  • You are an income tax payer. There is no income ceiling as such, but a taxpayer is not eligible.
  • You are under 16 or 60 and above at the time of registration.

There are no educational qualification requirements at all — the only test is that you are in gainful employment in the unorganised sector. e-Shram data is validated periodically against EPFO, ESIC and income tax department records, so registering while ineligible will eventually be detected.

What documents are required for e-Shram registration?

Document Mandatory Notes
Aadhaar number Yes The single identity document required
Aadhaar-linked mobile number Yes For OTP authentication; use CSC biometric route if not linked
Bank account details No Captured for future direct benefit transfer
Date of birth proof No Not required; taken from Aadhaar
Income proof No Not required

At a Common Service Centre, the e-Shram FAQ is explicit: the worker is not required to submit any document at all. They simply carry their Aadhaar number and mobile number.

How to apply for an e-Shram card online

  1. Open the official portal at eshram.gov.in and choose your preferred language.
  2. Select the self-registration option and enter your Aadhaar-linked mobile number along with the captcha.
  3. Declare whether you are an active member of EPFO or ESIC. Answering yes to either stops the registration, because members of those schemes are not unorganised workers.
  4. Enter your Aadhaar number and complete OTP authentication. Your name, date of birth, gender, address and photograph are pulled automatically from Aadhaar, you cannot type them in or edit them.
  5. Fill in the remaining details: current address, educational qualification, primary occupation and, if applicable, secondary occupation, skill type, and bank account details.
  6. Choose your occupation from the National Classification of Occupation (NCO) list. Primary occupation means the activity that is your major source of income; secondary occupation is a minor but significant source.
  7. Review the preview screen, submit, and your 12-digit UAN is generated.
  8. Download the e-Shram card as a PDF immediately from the confirmation screen, and save the UAN somewhere safe.

How to register for e-Shram offline

  1. Find your nearest Common Service Centre (CSC) using the official locator at findmycsc.nic.in/csc, or go to a State Seva Kendra (SSK).
  2. Carry your Aadhaar number and mobile number. No paperwork or photocopies are needed.
  3. Ask the operator to register you on e-Shram. If your mobile number is not linked to Aadhaar, the operator will complete biometric authentication with a fingerprint scan instead of OTP.
  4. Collect the printed e-Shram card carrying your UAN before you leave.

The assisted route exists precisely for workers whose mobile is not Aadhaar-linked, who do not have a smartphone, or who are not comfortable filling an online form. It is the same registration and produces the same card.

Is the e-Shram card free, and what should I watch out for?

e-Shram registration is completely free. The Ministry's own FAQ states that registration on the e-Shram portal is free and that workers are not required to pay any charges to any registering entity, that covers both self-registration and CSC-assisted registration.

This matters because agents charging Rs 100 to Rs 500 to "make an e-Shram card" is one of the most common small frauds around this service. Nobody needs to be paid to add your name. Two further protections worth remembering:

  • No money is ever deducted from your bank account after registration. Bank details are captured only so that a future central or state benefit can be credited directly to you.
  • Never share your Aadhaar OTP with anyone, including someone claiming to be from the Labour Ministry or a CSC. The OTP goes into the portal on your own screen, or is generated biometrically at the centre.

How do I update or download my e-Shram card?

To update details, open eshram.gov.in, choose "Update profile using Aadhaar" under the "Already registered" menu, and log in with your UAN and OTP. Workers can self-update mobile number, current address, occupation, educational qualification, skill type and banking details, then save the changes. A CSC can do the same update for you.

Two limits are worth knowing:

  • Your photograph cannot be edited on e-Shram. It is retrieved from Aadhaar at registration. If you update your photo with UIDAI, it will reflect on e-Shram only after you complete Aadhaar re-eKYC on the portal.
  • If you changed your mobile number, use the "Update profile using Aadhaar" route. If the new number is not Aadhaar-linked, you must visit a CSC or SSK.

The card itself can be downloaded any time by logging in with your UAN and OTP. There is no charge for a re-download.

Why does an e-Shram registration fail, and how do I fix it?

The most common failure points, and what to do about each:

  • Aadhaar OTP does not arrive. Your mobile number is probably not linked to Aadhaar. Go to a CSC or State Seva Kendra and register biometrically.
  • The portal blocks you at the EPFO/ESIC question. You are shown as an organised sector worker. If you genuinely left that employment, raise a grievance rather than declaring falsely.
  • Name or date of birth is wrong on the card. These fields come from Aadhaar and cannot be corrected on e-Shram. Fix the record with UIDAI first, then complete Aadhaar re-eKYC on e-Shram.
  • The portal is slow or errors out. The Ministry's own guidance is to check your connection, refresh, clear browser cache, try a different browser or device, and only then contact the helpdesk with the exact error message.
  • Occupation is wrongly recorded. e-Shram registrants are repeatedly advised on the portal to update their occupation to keep receiving benefits, so this is worth correcting rather than ignoring.

Where do I get help with e-Shram?

  • National helpdesk: 14434 or 1800-889-6811, open 9:00 AM to 6:00 PM daily, including Sundays.
  • Grievance portal: gms.eshram.gov.in for written complaints. The Ministry advises using this route when the helpline is engaged because of call volume.
  • Mobile app: the e-Shram app carries a Grievance section under the Menu tab.
  • CSC locator: findmycsc.nic.in/csc to find an assisted registration centre near you.

The helpdesk and grievance redressal mechanism are managed directly by the Ministry of Labour and Employment, not by an outsourced agency, and both are free to use.

How to check your application status

e-Shram registration is not a multi-day approval process, your UAN is generated the moment you complete the form, so there is no pending or under-review state to track the way there is with a scheme application. What you actually need to check afterward falls into three cases.

1. Confirm your UAN and card are valid

  • Go to eshram.gov.in and choose the "Already registered" menu, then "Update profile using Aadhaar."
  • Log in with your 12-digit UAN and the OTP sent to your Aadhaar-linked mobile.
  • If the login succeeds and your profile opens with your correct name, photograph and details, your registration is live and your UAN is genuine.
  • If you registered at a CSC and were not given a UAN on paper, ask the operator to look it up using your Aadhaar number, or call the helpline with your Aadhaar number ready.

2. Check whether your details are still marked eligible

Because e-Shram data is checked periodically against EPFO, ESIC and income tax records, a worker's status can change after registration, for instance if they later join EPFO. There is no separate "status" screen for this, the practical check is: log in with your UAN and OTP and confirm the profile still opens normally and shows active details. If a discrepancy exists, it typically surfaces when you try to claim a benefit routed through e-Shram data rather than on the portal itself.

3. Track a grievance you have already filed

  • If you raised a complaint on gms.eshram.gov.in, log back in with the same credentials you used to file it, your complaint reference number and its current status (open, under process, resolved) are shown there.
  • If you called the helpline (14434 or 1800-889-6811) instead, ask the operator for a complaint or ticket number at the time of the call, and quote it if you call again later.
  • The e-Shram mobile app's Grievance section under the Menu tab also shows the status of complaints filed through the app.

For everything else, a downloaded card and a working UAN login are the only "status" that exists, there is no queue, waiting list or approval stage after that.

Common reasons for rejection

e-Shram does not reject applications in the usual sense: if your Aadhaar authenticates and you answer the EPFO/ESIC declaration correctly, a UAN is issued immediately. What actually goes wrong falls into a smaller set of real cases, each with a specific fix.

  • You are flagged as an EPFO or ESIC member. The registration form itself stops you at the declaration step if you answer that you are currently a member of either. This is not a mistake to work around, it reflects the eligibility rule that e-Shram is only for unorganised workers. If you have genuinely exited EPFO or ESIC coverage and the system still treats you as a member, the fix is to raise a grievance on gms.eshram.gov.in or call the helpline, not to answer the declaration falsely, since the data is cross-checked later and a false declaration can get the registration invalidated after the fact.
  • You are outside the 16 to 59 age band. Age is read directly from Aadhaar, so if your Aadhaar date of birth places you below 16 or at 60 and above, the system will not let the registration proceed. There is no manual override; the only path is to first correct your date of birth with UIDAI if it is genuinely wrong, then attempt registration again.
  • Aadhaar authentication itself fails. This is the single most common blocker, and it happens either because the OTP does not arrive (mobile not linked to Aadhaar) or because biometric matching fails at a CSC (worn fingerprints, older enrolment). The fix for an OTP failure is to complete registration at a CSC or State Seva Kendra using biometric authentication instead. The fix for a biometric mismatch is to try iris authentication where the CSC machine supports it, or to first update your Aadhaar biometrics at an Aadhaar Seva Kendra.
  • Post-registration invalidation from a later cross-check. A worker who registers honestly can still be flagged later if they subsequently join EPFO or ESIC, or come into the income tax net, because the Ministry runs periodic data matching against those databases. This is not a rejection of the original application but a downstream deactivation. If you believe a flag is wrong, the only route to contest it is the grievance portal or helpline, quoting your UAN, since there is no self-service appeal screen on e-Shram itself.
  • Duplicate registration attempt against the same Aadhaar. Because e-Shram is Aadhaar-seeded, a second registration attempt on the same Aadhaar number will not create a second UAN, it will surface the existing one. This is not a true rejection, workers sometimes mistake it for one; the correct response is to recover the existing UAN through the "Already registered" login rather than trying to force a fresh registration.

Documents required

Aadhaar number
The only identity document needed. Registration is Aadhaar-authenticated end to end.
Aadhaar-linked mobile number
Required for OTP authentication during self-registration. If your mobile is not linked to Aadhaar, register at a CSC or State Seva Kendra using biometric authentication instead.
Bank account detailsoptional
Captured so that any future central or state benefit can be paid directly into the account. No money is ever deducted from the account after registration.
Proof of date of birthoptional
The Ministry states no separate date-of-birth proof is required at present — the date of birth comes from Aadhaar.
Proof of incomeoptional
The Ministry states no income proof is required. There is no income limit, but the worker must not be an income tax payer.

Frequently asked questions

Who is eligible for an e-Shram card?

Any unorganised worker aged between 16 and 59 years who is not a member of EPFO or ESIC and is not an income tax payer is eligible for an e-Shram card. The Ministry of Labour and Employment defines an unorganised worker as a home-based worker, self-employed worker or wage worker in the unorganised sector. Agricultural labourers and landless farmers are explicitly eligible.

Is there any fee for e-Shram registration?

No. The e-Shram FAQ states plainly that registration on the e-Shram portal is free and that workers are not required to pay any charges to any registering entity. This applies to self-registration on eshram.gov.in and to assisted registration at a Common Service Centre.

What documents do I need to register on e-Shram?

You need only an Aadhaar number and an Aadhaar-linked mobile number. Bank account details are captured for future benefit delivery. The Ministry confirms that no proof of date of birth and no proof of income has to be submitted, and that no documents at all have to be handed over at a CSC.

What is the UAN on an e-Shram card?

UAN, or Universal Account Number, is a 12-digit number uniquely assigned to each unorganised worker after registration on the e-Shram portal. The UAN is permanent — once assigned, it never changes for that worker, and it is the number printed on the e-Shram card.

Does the e-Shram card expire or need renewal?

No. The Ministry states that the e-Shram card never expires and there is no need to renew the UAN card. Workers are, however, advised to keep the details on the card updated, particularly mobile number, address and occupation.

I do not have a mobile number linked to my Aadhaar. Can I still register?

Yes — visit the nearest Common Service Centre or State Seva Kendra and register through biometric authentication instead of OTP. You do not need to carry any paperwork; the e-Shram FAQ says workers need only their Aadhaar number and mobile number at the centre.

What happens to my e-Shram registration when I turn 60?

Nothing — the Ministry states that a worker does not need to take any action after attaining the age of 60. The card remains valid. Separately, the Pradhan Mantri Suraksha Bima Yojana enrolment offered through e-Shram is open only to those aged 18 to 59.

Can an EPFO or ESIC member register on e-Shram?

No. A worker who is a member of EPFO or ESIC is by definition an organised sector worker and is not eligible. e-Shram data is validated periodically against EPFO, ESIC and income tax department records, so an ineligible registration can be flagged later.

How do I raise a complaint about my e-Shram registration?

Call the national helpdesk on 14434 or 1800-889-6811 between 9:00 AM and 6:00 PM, any day of the week including Sundays, or file a written grievance on the e-Shram grievance portal at gms.eshram.gov.in. The Ministry of Labour and Employment runs both channels itself.
