What is ESIC registration?

The Employees' State Insurance Corporation (ESIC), under the Ministry of Labour and Employment, administers the Employees' State Insurance Scheme created by the ESI Act, 1948. ESIC registration is the process by which an employer brings its establishment and its employees under that scheme.

Registration produces two things. The employer receives an ESIC employer code, and each covered employee receives an insurance number that entitles them and their family to medical care and a set of cash benefits. The scheme is contributory, the ESIC contribution page states that all employees in factories or establishments to which the Act applies shall be insured, with the contribution comprising an employer's share and an employee's share.

Scale of the scheme. According to the ESIC coverage page, the ESI Scheme is notified in 668 districts across 36 states and union territories, made up of 565 fully notified districts and 103 partially notified ones. As on 31 March 2023, it recorded 3.42 crore insured persons, 13.30 crore total beneficiaries and 20.83 lakh employers.

Who must register with ESIC, and who need not?

You must register if:

  • You run a non-seasonal factory employing 10 or more persons. This is the base applicability under Section 1(2) read with Sections 2(12) and 2(19A) of the ESI Act.
  • You run an establishment in a category the state government has notified under Section 1(5); shops, hotels, restaurants, cinemas including preview theatres, road motor transport undertakings, newspaper establishments, private medical institutions, educational institutions, and contract and casual employees of municipal corporations and municipal bodies: employing 10 or more persons, in states and UTs where the state government is the appropriate government.
  • You run an establishment where the Central Government is the appropriate government in a notified category; shops, hotels, restaurants, road motor transport, cinemas, newspaper establishments, insurance business, non-banking financial companies, port trusts, airport authorities and warehousing establishments, employing 20 or more persons.

Note the difference carefully: 10 or more where the state is the appropriate government, 20 or more for the central-government list. This is the single most misquoted fact about ESIC.

Which employees are covered? The wage limit for coverage, effective from 1 January 2017, is Rs 21,000 per month, and Rs 25,000 per month for persons with disability.

You are not required to register if your establishment is below the applicable headcount threshold, or is in a district or area where the scheme has not been notified. The ESIC coverage page notes the scheme is yet to be notified in 135 districts. Individual employees cannot apply for ESIC on their own; registration is an employer obligation and the employee is registered by the employer.

What are the ESI contribution rates?

Party Rate Effective from
Employee 0.75% of wages 1 July 2019
Employer 3.25% of wages 1 July 2019

Employees receiving a daily average wage of up to Rs 176 are exempted from paying their own contribution. The employer still contributes its own share for these employees.

Payment deadline. An employer must deduct the employee's contribution from the wage bill and pay both shares to the Corporation within 15 days of the last day of the calendar month in which the contributions fall due. ESIC has authorised designated branches of the State Bank of India and some other banks to receive payments on its behalf.

Contribution and benefit periods. ESIC runs two six-month contribution periods, each with a corresponding six-month cash benefit period:

Contribution period Corresponding cash benefit period
1 April to 30 September 1 January to 30 June of the following year
1 October to 31 March 1 July to 31 December

What documents are required for ESIC registration?

Registration certificate of the establishment Yes Incorporation certificate, partnership deed, factory licence or shops and establishment registration
PAN of the establishment Yes Identifies the employer entity
Address proof of premises Yes Utility bill, rent agreement or property document
Bank account details of the establishment Yes For paying monthly contributions
List of employees with wages Yes To identify who falls within the Rs 21,000 ceiling
Employee Aadhaar and bank details Yes For each employee's insurance number and cash benefits

How to apply for ESIC registration online

  1. Open the ESIC employer portal at esic.gov.in and follow the Employer Portal link, or go directly to the employer login page.
  2. Click Sign Up and enter your company name, principal employer name, state, region and email address. Your login credentials are emailed to you.
  3. Log in with the credentials received and select New Employer Registration, then choose the unit type; factory, shop or establishment.
  4. Complete the Employer Registration Form, entering the establishment's name, complete address, constitution, date of commencement, nature of business, PAN, bank details and the details of the owners, directors or partners.
  5. Enter the employee details, name, date of birth, date of joining, wages, Aadhaar, bank account and nominee, for every employee within the wage ceiling. Each gets an insurance number.
  6. Submit the declaration, complete any advance contribution payment the portal requires, and submit the application.
  7. Download the registration letter carrying your 17-digit ESIC employer code. That code is what you use for all future filings.
  8. From the following month, file your monthly contribution return and pay 3.25% plus 0.75% of wages through the employer portal within 15 days of the month end.

An alternative front door exists: the Shram Suvidha portal (shramsuvidha.gov.in) offers a common registration link for ESIC and EPFO, so a new establishment can register for both in one flow. The employer portal also carries a unified ECR link for ESIC/EPFO for returns.

Is ESIC registration free, and is there an offline route?

ESIC registration is free. There is no government registration fee. The only money going to ESIC after registration is the statutory contribution — 3.25% employer share and 0.75% employee share of wages, paid monthly.

There is no offline route, and this is stated by ESIC itself. The employer portal carries an unambiguous notice: no physical processing of paper is undertaken by ESIC for registration of an employer, and any complaint to the contrary may be made on help-shramsuvidha@gov.in.

That notice exists precisely because touts have historically offered to "get your ESIC code processed" for a fee. Nothing is processed on paper, nobody inside ESIC needs to be paid to move your file, and consultants, legitimate ones included; are charging you for form-filling, not for a government fee. If someone asks for cash to expedite an ESIC registration, that is the complaint the help-shramsuvidha email address exists to receive.

ESIC is also migrating to One Unit One Identifier: the government plans to replace employer codes issued separately by ESIC, EPFO, the office of the CLC(C) and DGMS with a single Labour Identification Number (LIN). Employers are advised to verify the information associated with their LIN.

What benefits does ESIC registration unlock?

According to the ESIC benefits page, registered insured persons receive:

  • Medical benefit: reasonable medical care for self and family from day one of entering insurable employment.
  • Sickness benefit; 70% of average daily wages in cash during medical leave, for up to 91 days in two consecutive benefit periods.
  • Maternity benefit, 100% of average daily wages for up to 26 weeks for confinement, 6 weeks in case of miscarriage, and 12 weeks for a commissioning or adopting mother.
  • Disablement benefit, continuous monthly payment for as long as the injury lasts in temporary disablement, and for life in permanent disablement.
  • Dependants' benefit, monthly payment apportioned among dependants in case of death due to employment injury.
  • Unemployment allowance; monthly cash allowance for up to 24 months in case of involuntary loss of employment or permanent invalidity due to a non-employment injury, under the Atal Beemit Vyakti Kalyan Yojana.

What goes wrong with ESIC registration, and how to fix it?

  • Applying under the wrong threshold. Check whether your state or the Centre is the appropriate government for your category before assuming 10 or 20 employees. Getting this wrong means either a rejected application or an unnoticed default.
  • Employee wage details inconsistent with the ceiling. Employees above Rs 21,000 a month are outside coverage; including them creates reconciliation problems later.
  • Aadhaar or bank details mismatched for an employee, which blocks cash benefit payment even though the insurance number exists.
  • Contributions filed late. Beyond the 15-day deadline, interest and damages follow, and ESIC publishes a Defaulters List on its website.
  • Portal login lost. The employer portal has a Forgot Password route and a password policy check; there is also a published Manual for Employer and Employee Registration through Portal.

Where do I get help with ESIC?

  • Toll-free help desk: 1800-11-2526
  • Medical helpline: 1800-11-3839
  • Shram Suvidha support: help-shramsuvidha@gov.in
  • Grievances: through CPGRAMS: log in, select "Others/Not Listed/Not Known" under Grievance Detail, select ESIC in the Ministry/Department dropdown, select your Regional Office under Subordinate Department, and give the details of the complaint.
  • In person: your ESIC Regional Office, Sub-Regional Office or Branch Office, findable through the Locate Us map on esic.gov.in.

Insured persons can also use the IP Portal on esic.gov.in for their own records, and the UMANG app carries ESIC services.

Who is eligible

ESIC registration eligibility works at two levels: the establishment must qualify, and then each individual employee must fall inside the wage ceiling to actually get an insurance number.

Establishment qualifies for registration if:

  • It is a non-seasonal factory with 10 or more persons on its rolls, regardless of whether the state or centre is the appropriate government.
  • It falls in a state-notified category (shops, hotels, restaurants, cinemas, road motor transport, newspaper establishments, private medical or educational institutions, municipal contract or casual staff) with 10 or more persons, in a state where the state government is the appropriate authority.
  • It falls in a central-notified category (shops, hotels, restaurants, road motor transport, cinemas, newspaper establishments, insurance business, non-banking financial companies, port trusts, airport authorities, warehousing) with 20 or more persons, where the Central Government is the appropriate authority.
  • It sits inside one of the 668 districts where the ESI Scheme has actually been notified (565 fully, 103 partially).

Establishment does not need to register if:

  • Its headcount is below the applicable threshold for its category (10 or 20, depending on which government is the appropriate authority).
  • It operates only in a district among the 135 where the scheme is yet to be notified.
  • It is a purely seasonal operation that never crosses the persons threshold during its operating months, though this needs a case-by-case check against the specific notification for the category, since some seasonal categories are still covered.

Employee qualifies for coverage if:

  • Monthly wages are up to Rs 21,000, or up to Rs 25,000 for a person with disability.
  • They are on the rolls of a covered establishment, whether permanent, contractual, or casual, since the Act looks at the establishment's coverage, not the nature of the individual's contract.

Employee does not qualify if:

  • Monthly wages exceed Rs 21,000 (Rs 25,000 for a person with disability). Such employees stay outside the scheme even if the establishment itself is registered.
  • They work at an establishment that has not crossed the applicable headcount threshold, or sits in a non-notified district.

One point that trips up many first-time applicants: an employee cannot register on their own. Registration is entirely an employer-driven action, so an employee whose employer refuses or delays registration has no separate self-service pathway; the recourse there is a complaint against the employer, not an individual application.

How to check your application status

ESIC registration itself is a one-time event that ends with a downloadable registration letter carrying the 17-digit employer code, so there is no separate multi-day "application status" screen to track the way there is for a scheme with a sanctioning committee. Even so, employers and employees have real things to check after submission:

  1. Registration submission status. After submitting the Employer Registration Form and completing the advance contribution payment on the ESIC employer portal, the registration letter with the employer code is generated on the spot within the same session. If it does not appear, log back in with the same credentials and go to New Employer Registration again; the portal will show whether the earlier submission is complete or still pending payment.
  2. Employer code lookup. Once registered, log in to the employer portal with the credentials received by email at sign-up. The dashboard shows the employer code, the list of employees added, and their individual insurance numbers.
  3. Employee insurance number status. An employee added through the Employer Registration Form gets an insurance number immediately on submission. If a particular employee's name does not show an insurance number on the employer dashboard, the usual cause is a missing or mismatched Aadhaar or bank detail for that entry, which needs to be corrected and resubmitted for that employee.
  4. Insured person's own records. An employee (insured person) can check their own registration and contribution history by logging in to the separate IP Portal on esic.gov.in with their insurance number, or through the UMANG app.
  5. Monthly return and contribution status. For an already-registered employer, whether a given month's contribution return has been filed and payment received is visible on the employer portal under the returns and payment history section, since this is what determines whether the employer appears on ESIC's Defaulters List.
  6. If the portal shows no record at all. Contact the toll-free helpline at 1800-11-2526, or write to help-shramsuvidha@gov.in if the registration was attempted through the Shram Suvidha common registration link, since that route sometimes needs a status check on the Shram Suvidha side as well as the ESIC side.

Common reasons for rejection

ESIC registration is not rejected in the sense of a discretionary approval being denied; it is an online self-service form. What actually happens instead is that submissions get stuck, employee entries fail to generate an insurance number, or the registration is later found invalid on inspection. The practical causes and fixes:

  • Wrong headcount threshold assumed. An employer applies (or fails to apply) using the factory-and-state default of 10 persons when their category is actually on the central-government list requiring 20, or vice versa. Fix: confirm which government is the appropriate authority for the specific category (shops, hotels, transport, and similar categories can sit under either list depending on state notification) before deciding whether registration is even due.
  • Establishment sits in a non-notified district. The form or manual attempt fails because the district has not been notified for ESI coverage. Fix: check the district against the ESIC coverage list; if it is among the 135 not yet notified, registration cannot proceed there regardless of headcount.
  • PAN or constitution details of the establishment do not match records. The registration form's PAN field is what identifies the employer entity, and a mismatch with the incorporation certificate, partnership deed, or licence produces a stuck or flagged registration. Fix: use the PAN exactly as it appears on the establishment's own registration certificate.
  • Employee Aadhaar or bank details rejected. An individual employee entry fails to generate an insurance number when Aadhaar details do not match, or the bank account is not in the employee's own name. Fix: verify each employee's Aadhaar and bank account before entry, and resubmit only that employee's record rather than the whole application.
  • Advance contribution payment not completed. The employer registration is treated as incomplete if the portal's required advance payment step is skipped or fails midway. Fix: complete the payment step in the same session, or log back in to resume it, since a registration letter is not issued without it.
  • Attempting a paper or offline submission. Physical forms sent to a branch office are not processed at all for registration, since ESIC has stated in writing that no physical processing of paper is undertaken for employer registration. Fix: the online employer portal, or the common Shram Suvidha registration link, is the only route; anyone offering to file a paper registration for a fee should be reported to help-shramsuvidha@gov.in.
  • Registering under the wrong unit type. Selecting factory, shop, or establishment incorrectly at the New Employer Registration step can misroute the form's mandatory fields, since each unit type asks for a different registration certificate. Fix: select the unit type that matches the actual registration certificate being uploaded, factory licence for a factory, shops and establishment registration for a shop, and so on.

Frequently asked questions

When is ESIC registration compulsory?

ESIC registration is compulsory for all non-seasonal factories employing 10 or more persons under Section 1(2) of the ESI Act, 1948. State governments have extended coverage to shops, hotels, restaurants, cinemas, road motor transport, newspaper establishments, private medical and educational institutions employing 10 or more persons in certain states and UTs.

What is the wage limit for ESIC coverage?

The wage limit for coverage under the ESI Act, effective from 1 January 2017, is Rs 21,000 per month, and Rs 25,000 per month in the case of persons with disability. An employee drawing more than this is outside coverage, though the establishment may still be a covered establishment.

What are the current ESI contribution rates?

The employee's contribution rate is 0.75% of wages and the employer's is 3.25% of wages, both with effect from 1 July 2019, according to the ESIC contribution page. Employees receiving a daily average wage of up to Rs 176 are exempted from paying their share, while the employer still pays its own.

By when must ESI contributions be paid?

Within 15 days of the last day of the calendar month in which the contributions fall due. ESIC has authorised designated branches of the State Bank of India and some other banks to receive payments on its behalf.

Is there any fee for ESIC registration?

No. ESIC registration on the employer portal is free — there is no government registration fee. The only money that flows to ESIC is the monthly contribution of 3.25% plus 0.75% of wages once you are registered.

Does ESIC still accept paper registration forms?

No. The ESIC employer portal states plainly that no physical processing of paper is undertaken by ESIC for registration of an employer, and that any complaint to the contrary may be made to help-shramsuvidha@gov.in.

What benefits do ESIC-registered employees get?

Medical care from day one of insurable employment, sickness benefit at 70% of average daily wages for up to 91 days in two consecutive benefit periods, maternity benefit at 100% of average daily wages for up to 26 weeks, disablement benefit, dependants' benefit, and unemployment allowance for up to 24 months.

What are ESIC contribution and benefit periods?

There are two contribution periods of six months each — 1 April to 30 September and 1 October to 31 March — with corresponding cash benefit periods of 1 January to 30 June and 1 July to 31 December of the following period respectively.
