Short Term Loan Scheme (Goa State Scheduled Tribes Finance and Development Corporation)
Goa state government scheme
Short Term Loan Scheme of the Goa State Scheduled Tribes Finance and Development Corporation lends up to Rs 1,00,000 at 2% a year to a member of the Scheduled Tribe community in Goa for education, medical or business needs. Education loans run 36 months and business or medical loans 18 months, applied for offline at Panaji.
What is the Goa Short Term Loan Scheme?
Short Term Loan Scheme is a credit scheme of the Goa State Scheduled Tribes Finance and Development Corporation Ltd. (GSSTFDCL), which works under the Department of Tribal Welfare, Government of Goa. The Corporation exists to channel affordable credit to Goa's Scheduled Tribe communities: principally the Gawda, Kunbi, Velip and Dhangar communities notified as Scheduled Tribes in the State.
The scheme's purpose is narrow and practical. It provides financial assistance as credit to individuals from the Scheduled Tribe community to meet immediate expenses towards education, medical and business needs. These are precisely the expenses that push a household to a moneylender: a semester fee that falls due, a hospital bill, a stock purchase that cannot wait for a bank's term loan process.
The interest rate is the point of the scheme. At 2% per annum, the cost of this credit is a fraction of any commercial alternative available to the same borrower.
How much does the scheme lend, and on what terms?
| Term | Detail |
|---|---|
| Maximum loan | Rs 1,00,000 per eligible individual |
| Interest rate | 2% per annum for education, medical and business |
| Repayment, education | Up to 36 months |
| Repayment; business and medical | Up to 18 months, with a 3-month grace period |
| Penal interest | 1% on overdue instalments |
| Prepayment | Permitted in full |
The three-month grace period on business and medical loans matters more than it looks. A medical borrower is often not earning during the period of the illness, and a small business needs a cycle to turn the borrowed stock into cash. The grace period is designed for that.
Prepayment being permitted in full, with no stated penalty, means a borrower who comes into money is not locked into paying interest for the whole term.
Who is eligible for the Short Term Loan Scheme?
You can apply if:
- You belong to the Scheduled Tribe community of Goa and hold an ST certificate from the State's competent authority, along with a 15-year residence certificate.
- You are between 18 and 55 years of age.
- You have at least an 8th standard education.
- You are currently unemployed and registered with the Employment Exchange.
- You have no default history with GSSTFDC, EDC, banks or other financial institutions.
- You propose a new enterprise in manufacturing, services or trading, and have completed or will complete the Entrepreneurship Development Programme, where the loan is for business purposes.
- You can produce a surety with a salary certificate or pay slip.
You cannot apply if:
- You do not belong to a Scheduled Tribe notified in Goa, or cannot produce the ST certificate and 15-year residence certificate.
- You are under 18 or over 55.
- You have defaulted with the Corporation, EDC, a bank or another financial institution.
- Another member of your family has already taken the benefit, the scheme allows one beneficiary per family.
- You have already received similar government support for the same purpose.
- You cannot furnish a surety who meets the Corporation's requirements.
The unemployment and Employment Exchange registration conditions are worth reading carefully alongside the medical and education purposes. Where a household's circumstances do not fit the stated conditions squarely, the sensible step is to put the case to the Corporation's office in writing before filing, rather than filing and waiting for a rejection.
What documents do I need?
- ST certificate from the State competent authority.
- 15-year residence certificate.
- Bank passbook carrying the applicant's photograph.
- Surety's salary certificate or pay slip, together with an affidavit on Rs 100 stamp paper.
- Copy of the Aadhaar card.
- Affidavit on Rs 100 stamp paper stating the loan amount sought and the purpose.
Both affidavits are on Rs 100 stamp paper and both must be executed properly. The affidavit stating the purpose is not a formality — it binds what the money may be spent on, and a diversion of the loan to a different purpose is a ground for recall.
How to apply for the Goa Short Term Loan Scheme
- Assemble your eligibility documents first, the ST certificate, the 15-year residence certificate, proof of 8th standard education and the Employment Exchange registration. These take the longest to obtain and no application moves without them.
- Identify your surety and confirm that they can provide a salary certificate or pay slip and will execute an affidavit on Rs 100 stamp paper.
- Log in to the Goa UDP portal and select the Short Term Loan Scheme from the list of offline schemes.
- Download the application form and enter your mobile number, email address and district as prompted.
- Complete the form, stating the loan amount and the purpose exactly as they appear in your affidavit.
- Attach all six documents and submit the completed application to the Goa State Scheduled Tribes Finance and Development Corporation at 2nd floor, Smruti Building, Swami Vivekanand Road, Altinho, Panaji, Goa 403001.
- Collect an acknowledgement and keep the reference for follow-up.
How is the loan disbursed and repaid?
The loan is disbursed to the bank account whose passbook was submitted with the application, and repayment is by instalments over the sanctioned term, up to 36 months for education, up to 18 months with a 3-month grace period for business and medical loans.
Interest accrues at 2% per annum. Where an instalment goes overdue, 1% penal interest applies on the overdue amount, which is a light penalty by any commercial standard but still worth avoiding, because a default record with the Corporation closes off this scheme and the Corporation's other schemes to the whole family.
Prepayment in full is permitted, so a borrower whose circumstances improve can close the loan early.
Why do applications get rejected?
- ST certificate or 15-year residence certificate not produced, or issued by an authority other than the State's competent authority.
- Age outside the 18 to 55 band.
- Existing default with GSSTFDC, EDC, a bank or another financial institution.
- Another family member has already availed the benefit.
- Surety documents incomplete. A pay slip without the affidavit, or an affidavit on plain paper rather than Rs 100 stamp paper.
- Education below 8th standard.
- Employment Exchange registration not produced.
- Purpose stated on the form differs from the purpose in the affidavit.
Where do I complain?
Grievances go first to the Goa State Scheduled Tribes Finance and Development Corporation Ltd., 2nd floor, Smruti Building, Swami Vivekanand Road, Altinho, Panaji, Goa 403001, by email at gsstfdcl@gmail.com.
The Corporation reports to the Department of Tribal Welfare, Government of Goa, which is the next level of escalation, and the Government of Goa's public grievance registration route at goaonline.gov.in is available beyond that.
Practical points
- Start with the certificates. The ST certificate and the 15-year residence certificate are issued by the revenue authorities and take time. Every other document can be assembled while they are in process.
- The surety is the real bottleneck. Line up a person willing to give a salary certificate and swear an affidavit before you begin, not after the form is filled.
- One per family. Check whether a sibling or parent has already borrowed from the Corporation before you invest effort in an application.
- Keep the purpose honest and specific. A loan sanctioned for education and spent on stock is a recall risk, and a recall record blocks future access.
- The Corporation's larger scheme is the Self Employment Scheme, which lends up to Rs 10,00,000 to an individual and up to Rs 15,00,000 to an ST group at 4% per annum on a reducing balance, repayable over up to 10 years. If your need is to build a business rather than to bridge an immediate expense, read that one instead.
How to check your application status
The Short Term Loan Scheme runs entirely offline, so there is no applicant login on the gsstfdcl.in portal and no SMS or email status update. The portal is used only to download the application form; it does not carry an online tracker. Checking status therefore means following up directly with the Corporation using the acknowledgement you collected at submission.
- Keep the acknowledgement slip or reference number you received when you submitted the form at the Corporation's office in Panaji. This is the only proof of submission and the reference the office will ask for.
- Wait a reasonable processing window before following up. GSSTFDC scrutinises the ST certificate, the 15-year residence certificate, the surety documents and the affidavits before a file goes for sanction, and this checking takes time; calling on the day after submission will not get you an answer.
- Visit the Corporation's office in person, at 2nd floor, Smruti Building, Swami Vivekanand Road, Altinho, Panaji, Goa 403001, with your acknowledgement slip, and ask the desk handling ST welfare loans for the status of your file.
- Write to the Corporation by email at gsstfdcl@gmail.com if a personal visit is not practical, quoting your name, the scheme applied for and the acknowledgement reference. Since no dedicated helpline number is published for this scheme, email and an in-person visit are the two reliable channels.
- Ask specifically what stage the file is at: document scrutiny, verification of the surety, sanction committee review, or disbursement processing. Corporation loan files usually move through these stages in order, and knowing which one your file is stuck at tells you what to do next, for instance if it is stuck at surety verification, your surety may need to submit an additional document.
- Escalate to the Department of Tribal Welfare, Government of Goa if the Corporation's office does not respond after repeated follow-up, since the Corporation functions under this Department.
- Use the Goa Government's online grievance route at goaonline.gov.in as a further option if departmental escalation does not resolve the delay, quoting the same acknowledgement reference and dates of your earlier follow-up.
Once a loan is sanctioned, the disbursement itself lands in the bank account whose passbook was submitted with the application, so a credit entry in that account is the clearest confirmation that the file has cleared and moved from sanction to disbursement.
