What is the Technology Fellowship and Patent Promotion Scheme?

The Technology Fellowship and Patent Promotion Scheme is a programme of the Department of Information Technology, Electronics and Communications, Government of Goa, administered through its Start-up Promotion Cell (SPC). The scheme identifies technology educators in Goa's technical educational institutes who want to deepen their expertise, sends them to Centres of Excellence in India and abroad for summer schools and short-term training, and then expects them to come back and run advanced facilities in Goa.

The design is unusual for a state fellowship. It is not a grant to attend a course and go back to routine teaching. The selected fellows are meant to function as master trainers and principal mentors at Centres of Excellence and Advanced Maker Labs that the Department of IT sets up in selected technical institutes, mentoring students and student start-ups incubated in those facilities. The fellowship is the input; the lab and the mentored start-ups are the output the state is paying for.

The scheme also carries a second limb: a grant for patents that fellows register in their area of specialisation.

How much does the fellowship pay?

Two distinct benefits are available:

  • Educational grant of Rs 10,00,000 per year, for a period of five years, to each selected educator or fellow.
  • Patent-specific grant of up to Rs 15,00,000 where a fellow generates and registers business and value-driven patents in their area of specialisation, either through individual research or in collaboration with students. The grant is subject to certification by the Start-up Promotion Cell.

Up to ten educators or fellows per year can take the benefit, with one person in each focus area, selected by the SPC as per its guidelines.

The scheme states plainly that under no circumstance shall the benefits be considered an entitlement, and that the SPC reserves the sole right to accept or reject applications.

Which technology areas qualify?

The fellowship runs in these focus areas:

  • Internet of Things
  • Artificial Intelligence
  • Machine Learning
  • Interaction Design
  • Big Data Analytics
  • Robotics
  • 3-D Printing
  • Data Science
  • Drones
  • Virtual Reality, Augmented Reality and Merged Reality
  • Others, subject to approval from the Start-up Promotion Cell

Because only one fellow is selected per area per year, the field you nominate matters as much as the strength of your proposal. An outstanding application in a crowded area competes against every other application in that same area.

Who is eligible for the Goa Technology Fellowship?

You can apply if:

  • You are a technology educator in a technical educational institute in Goa.
  • You have secured an acceptance letter to a summer school or short-term training programme at a Centre of Excellence, in India or abroad, in one of the focus areas.
  • Your institute or university is willing to give you a letter of recommendation.
  • You are willing to sign the bond at Annexure 2 and to serve as a master trainer or principal mentor in Goa on your return.

You cannot apply if:

  • You are not attached to a technical educational institute in Goa. Students, independent researchers and faculty at institutes outside the state are not eligible for the educator fellowship.
  • You have not been accepted to a programme. The acceptance letter is a mandatory document, so an intention to apply somewhere is not enough.
  • More than six months have passed since you incurred the relevant expenditure.
  • Your proposed area falls outside the listed focus areas and has not been approved by the SPC.

Companies and start-ups are not eligible under this particular scheme. Goa's Start-up Promotion Cell runs several separate incentives for registered start-ups; this one is specifically for educators.

What documents are required?

  1. CV of the applicant, comprising publication details, working paper details, award details and grant details.
  2. Acceptance letter to the programme.
  3. Research proposal with market potential.
  4. Statement of purpose.
  5. Letter of recommendation from the institute and/or university.
  6. Plan of action to execute the statement of purpose, or the learnings of the programme, in Goa through courses, labs or incubators upon return.
  7. Fee schedule of the programme.
  8. Copy of the certificate of registration, in case of a patent registration claim.
  9. Bond (Annexure 2).

The plan of action is the document the evaluation actually turns on. A proposal that ends at "I will be better qualified" reads weakly against one that names the course to be introduced, the lab to be set up and the student cohort to be mentored.

How to apply for the Technology Fellowship in Goa

  1. Take a print of the proforma of the application form published with the scheme guidelines, and fill in all mandatory fields.
  2. Assemble the annexures; CV, acceptance letter, research proposal, statement of purpose, institutional recommendation, plan of action, fee schedule and the signed bond at Annexure 2 to self-attesting copies where required.
  3. Submit the duly filled and signed application form along with the documents to the Start-up Promotion Cell by email at spc-dit.goa@gov.in.
  4. Await the evaluation. Applications are evaluated by the SPC and a panel of evaluators.
  5. Attend the interview and presentation when the SPC communicates a date. Shortlisted applicants must be available on the date given.
  6. Receive the selection decision. Based on the evaluation, the SPC selects one educator in each focus area for the fellowship.

When can I apply, and is there a deadline?

An applicant can apply at any time of the financial year, but only within six months of incurring the relevant expenditure. That six-month window is the real deadline in the scheme, and it runs from the expenditure, not from the programme date or from selection.

Because the fellowship is limited to one selection per focus area per year, applications received early in the year are considered against a shorter list of competitors in the same area.

How is the grant released and what are the conditions?

The educational grant runs at Rs 10,00,000 per year for five years for a selected fellow. The scheme guidelines provide for a grant utilisation certificate and deal with unutilised amounts, so keep every receipt from the programme β€” tuition, materials and travel as covered by the fee schedule.

The bond at Annexure 2 is the binding obligation. It is what commits the fellow to return to Goa and function as a master trainer or principal mentor to students and student start-ups incubated at the Centres of Excellence and Advanced Maker Labs that the Department of IT establishes. Read it before you sign, particularly the service period and the consequences of leaving Goa.

Where do I ask questions or complain?

Queries go to the Start-up Promotion Cell of the Department of Information Technology, Electronics and Communications, Government of Goa, at spc-dit.goa@gov.in. The department's start-up portal at startup.goa.gov.in carries the scheme guidelines and the application proforma along with the Cell's contact details and office hours.

The Government of Goa's public grievance route on goaonline.gov.in is available where a departmental reply does not settle the matter.

Points worth weighing before applying

  • The one-per-focus-area rule is the single biggest factor in your odds. If your work sits at a boundary: say, machine learning applied to drones, the area you nominate can decide the outcome.
  • The patent grant is not automatic. It requires an actual registration certificate and certification by the SPC that the patent is business and value-driven.
  • The plan of action and the bond are linked. The state is buying a return commitment, and an application that treats the bond as paperwork rather than a plan reads as such to the evaluators.
  • Nothing in the scheme is an entitlement. Even a complete and strong application can be rejected, and the SPC's discretion on that is expressly reserved.

How to check your application status

This scheme has no online tracking portal or application ID system. Since the form is submitted by email and evaluated by a panel rather than processed through a workflow system, checking status means following up directly with the people who decide it.

  • Email the Start-up Promotion Cell at spc-dit.goa@gov.in, quoting the date you sent your application, the focus area you applied under, and the subject line you originally used, so the reply comes from the same thread if possible.
  • Watch for the interview call. The first real signal most applicants get is a communication from the SPC inviting them to an interview and presentation. If that call has not come and the financial year is well advanced, an email query is reasonable.
  • Ask specifically which stage your file is at: received and awaited for panel review, evaluated but pending interview scheduling, or already decided. The Cell handles all ten focus areas together, so a generic "any update" query gets a slower reply than one naming your focus area.
  • Use the start-up portal for scheme-level updates. startup.goa.gov.in occasionally posts revised guidelines, extended cycles, or fresh calls for the fellowship; check there before assuming your application has gone unanswered.
  • Escalate through goaonline.gov.in's grievance route only after a reasonable interval (several weeks) with no reply to a direct email, since this is the formal channel the Government of Goa provides when a department does not respond.

Because only one fellow is selected per focus area per year, silence for a period does not necessarily mean rejection. It can also mean the panel is still comparing applicants within your area. A polite status email is the only way to tell the difference.

Common reasons for rejection

  • No acceptance letter attached, or a "likely to be accepted" claim instead of a firm one. The scheme treats the acceptance letter to the Centre of Excellence programme as mandatory, not supporting evidence. Apply only once the programme has actually accepted you, not while your own application to it is pending.
  • Plan of action reads as personal upskilling only. The SPC is funding a return commitment: a lab, a course, a mentored cohort. A plan of action that stops at "I will gain expertise in [area]" without naming what gets built or taught in Goa afterward reads weak against applicants who specify the course, the lab, or the student group they will run.
  • Focus area mismatch or an unlisted specialisation. Applying under a specialisation that does not match the listed focus areas (or a genuinely new area not pre-approved by the SPC) invites rejection on eligibility grounds alone. Where a proposal falls outside the listed areas, get SPC approval for the area before submitting rather than assuming it will be accepted alongside the application.
  • Expenditure older than six months. The scheme requires the application within six months of incurring the relevant expenditure. Applications filed after that window, even with a strong programme and a strong plan of action, fall outside the scheme's own rule and are not something the panel can waive.
  • Missing or unsigned bond (Annexure 2). Since the bond is the mechanism that binds a selected fellow to return and serve as master trainer, an application without the signed bond, or with it filled incompletely, is treated as incomplete rather than merely deficient.
  • No institutional recommendation, or one that does not confirm willingness to host the resulting lab or course. A generic character certificate from the institute is weaker than a recommendation that also affirms the institute will support the plan of action once the fellow returns.
  • Applying as a company, start-up, or independent researcher. This fellowship is restricted to technology educators attached to a technical educational institute in Goa. Founders and researchers without an institutional teaching role should look at Goa's other Start-up Promotion Cell schemes instead of this one.
  • CV missing the specific details the form asks for. A CV that lists only degrees and job titles, without publication details, working papers, awards, and grants, is thinner than what the guidelines call for and puts the applicant at a disadvantage against peers who filled every category asked for.

Since selection is by a panel of evaluators rather than an automated eligibility check, an incomplete document set is often the difference between reaching the interview stage and not, even when the underlying candidature is strong. Assembling every item on the document checklist before submission, particularly the acceptance letter and the plan of action, is the single highest-leverage step against rejection.
