Goa State Logistics and Warehousing Incentives Scheme: Subsidy towards Investment of Fixed Capital
Goa state government scheme
Goa State Logistics and Warehousing Incentives Scheme, Subsidy towards Investment of Fixed Capital, pays 10% of fixed capital invested up to Rs 25,00,000 a year, or 15% up to Rs 50,00,000 for backward talukas, women and SC/ST entrepreneurs. Applicants must be logistics or warehousing units in Goa with at least 40% local employment, applying on the Goa Online portal.
What is the Subsidy towards Investment of Fixed Capital under the Goa logistics scheme?
Goa State Logistics and Warehousing Incentives Scheme is the incentive package notified under the Goa Logistics and Warehousing Policy 2023 by the Department of Industries, Government of Goa, and implemented by the Directorate of Industries, Trade and Commerce (DITC). Subsidy towards Investment of Fixed Capital is the capital-side component of that package, and it is the largest single incentive in it.
This is an industry incentive, not a citizen benefit. There is no personal application route. The claimant is a business entity providing logistics and warehousing services in Goa, and the claim is filed through the Goa Online single-window portal.
What the subsidy pays
| Category | Rate | Cap |
|---|---|---|
| Standard projects | 10% of fixed capital invested in fixed assets | Rs 25,00,000 per unit per year |
| Special category projects | 15% of fixed capital invested in fixed assets | Rs 50,00,000 per unit per year |
Eligible entities for the standard rate are logistics parks (multi-modal or integrated), inland container depots, container freight stations, air freight stations, warehouses, cold chain units, testing facilities and truck terminals. Special category means projects constructed in backward talukas, or owned by women entrepreneurs or by entrepreneurs belonging to Scheduled Caste or Scheduled Tribe communities.
How Goan employment scales the amount
The quantum of benefit sanctioned is determined by the proportion of Goan employees on the payroll:
- 60% Goan employment or above, the entity receives 100% of the calculated benefit.
- More than 40% but less than 60%, the entity receives 80% of the calculated benefit.
- Less than 40%. The entity is not eligible.
Who is eligible and who is not eligible?
An entity can claim if:
- It is not classified as a Mega Project.
- It owns a business unit in Goa and provides logistics and warehousing services in Goa, within the categories of business activities listed in Annexure-XI, which the scheme describes as exhaustive.
- It holds a Permanent Account Number (PAN) and regularly files income tax returns in the name of the legal entity, the proprietor for a sole proprietorship, the firm for a partnership, the company for a private limited company.
- It has been in continuous operations for a minimum period of six months after the date of notification of the Logistics and Warehousing Policy 2023.
- It incurred the expenses after the date of launch of that policy.
- It provides a minimum of 40% local employment.
- It meets the minimum land area threshold for its facility type.
- The unit was not set up with second-hand machinery, and the plant, machinery and equipment procured has not previously enjoyed incentives under any earlier incentive scheme.
Minimum land area — standard category
- 1 acre for a logistics park, inland container depot or container freight station
- 1,000 square metres for an air freight station, warehouse or truck terminal
- 200 square metres for a cold storage or testing facility
Minimum land area, special category
- 1 acre for a logistics park, inland container depot or container freight station
- 1,000 square metres for an air freight station
- 500 square metres for a warehouse or truck terminal
- 100 square metres for a cold storage or testing facility
An entity cannot apply, or is not eligible, if:
- It is an individual seeking a personal benefit. This scheme has no citizen application route.
- It is a Mega Project.
- It has claimed a similar benefit under any other scheme or programme of the State or Central Government.
- Its Goan employment is below 40%.
- The unit was set up with second-hand machinery, or with plant and machinery that already drew incentives under an earlier scheme.
- It has not been in continuous operation for six months since the policy notification.
What does not count as fixed capital investment
- Cost of land
- Diesel generator
- Transformer cost
- Value of motor vehicles
- The cost of a building purchased from an existing entity that has already availed incentives
- Values of leased buildings
- Information and Communication Technology (ICT) equipment for office use, all types of furniture, and Enterprise Resource Planning software in the office
- Investment made outside the project cost approved by the Chartered Civil Engineer or Structural Engineer, and items not covered by the project
How to apply for the fixed capital subsidy on the Goa Online portal
- Register on Goa Online. Visit goaonline.gov.in and click "Register" at the top right corner. An entity that wishes to avail incentives must first be registered on the portal.
- Verify your email ID and mobile number using OTP. You are then redirected to the registration page.
- Complete the registration form. Fill all mandatory fields, create a login name and a strong password, read the declaration and the terms and conditions and tick the checkboxes, fill the captcha code, and click "Register/Signup".
- Log in with your login name and password, fill the captcha code and click "Login".
- Open the scheme service. In the top ribbon click "Services", then "IT Services", then "Incentives on Logistics and Warehousing Sector". This opens the application form for the scheme.
- Fill the claim in the prescribed form (ANNEXURE-II) and upload all mandatory documents, including the project cost approved by the Financial Institution and the empanelled Chartered Accountant, the Chartered Civil Engineer or Structural Engineer's approval, land area proof, PAN, income tax returns and employment records.
- Submit the application. A unique registration number is generated. Note it for future reference and for all follow-up.
What happens after the application is submitted?
- Query resolution. On receipt of the application, the Directorate of Industries, Trade and Commerce raises a query to the applicant for any shortfall in the application form or documents submitted.
- Verification and inspection. On successful verification, DITC designates an official to inspect the entity and verify all records and documents as per the operational guidelines and the checklist at Annexure X.
- Inspection report upload. The inspecting officers must upload the inspection reports on the portal within 48 hours.
- Due diligence. After the inspection report is received, the application is marked to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB), for due diligence.
- Appraisal note. After receiving the CEO's recommendation, DITC prepares the appraisal note for placing before the Incentive Review Committee.
- Scrutiny and sanction. DITC calls the Incentive Review Committee meeting, which deliberates on the application, scrutinises the claim and sanctions the incentive.
- Disbursement. DITC prepares the approval note for the Accounts Department. All sanctioned claims are organised chronologically and disbursed to the respective entities following due procedure. The whole process: application processing and disbursement; must be completed within a maximum period of 90 days from the date the application is received.
What conditions continue after the money is paid?
- The entity must grant free access to any official authorised by DITC for inspection or supervision of the unit or its registers, and for holding discussions with employees, to ensure proper utilisation of the incentives granted.
- The entity must submit all necessary reports, information and documents specified under the scheme, or as required or directed by DITC from time to time.
- The entity must ensure that the information and documents submitted are correct. If found incorrect or false, the financial incentive is revoked.
- The entity undertakes to refund 10 times the concessions claimed if the benefits were obtained by misrepresentation of facts, or in case of misuse.
What are the common reasons a claim fails?
- Goan employment below 40%, which makes the entity ineligible outright rather than merely reducing the benefit.
- Land area below the threshold for the facility type at the time of application or claim.
- Claiming excluded items such as land cost, diesel generators, transformers, motor vehicles, office furniture or office ERP software as fixed capital.
- Second-hand machinery, or machinery that already drew incentives earlier.
- Double dipping on a similar benefit under another State or Central scheme.
- Expenses incurred before the Logistics and Warehousing Policy 2023 was launched.
- Investment outside the approved project cost certified by the Chartered Civil Engineer or Structural Engineer.
Where do I raise a grievance?
The Directorate of Industries, Trade and Commerce, Government of Goa, administers the scheme and is the first point of contact for a pending or rejected claim, quoting the unique registration number generated on Goa Online. The Goa Investment Promotion and Facilitation Board conducts due diligence on each case, and the Incentive Review Committee sanctions the incentive, so an escalation on a delayed sanction is directed through DITC to those bodies. The 90-day outer limit for processing and disbursement is the benchmark to hold the department to.
How to check your application status
Goa Online does not currently expose a public, ticket-based tracker for this incentive the way some other single-window services do, so status checking runs through the registration number and the portal login rather than an anonymous lookup.
- Log in to Goa Online. Go to goaonline.gov.in and sign in with the login name and password created at registration. The dashboard lists applications filed under that account, including the claim filed under Services, IT Services, Incentives on Logistics and Warehousing Sector, along with its current stage.
- Keep the unique registration number on hand. This number is generated the moment the claim is submitted. It is the reference DITC uses internally to track the file through query resolution, inspection, due diligence at Goa-IPB, appraisal, and sanction by the Incentive Review Committee, so quote it in every follow-up, whether online or in person.
- Watch for a query from DITC. If the department finds a shortfall in the form or documents, it raises a query against the application rather than rejecting it outright. This shows up as a pending action on the dashboard and needs a response before the file moves to inspection.
- Follow up with DITC directly for a stage-by-stage update. Since inspection, due diligence, and committee scrutiny happen across DITC, the Goa Investment Promotion and Facilitation Board, and the Incentive Review Committee, a phone or in-person follow-up with DITC (quoting the registration number) is the practical way to learn which of these stages the file is sitting at, since the portal dashboard does not always break the process down by internal stage.
- Use the 90-day outer limit as a benchmark. The scheme requires the entire cycle, from application receipt to disbursement, to close within 90 days. If that window has passed with no update, that is the trigger to escalate to DITC rather than continuing to wait.

Frequently asked questions
How much capital subsidy does the Goa logistics scheme give?
Standard projects get 10% of the fixed capital invested in fixed assets, capped at Rs 25,00,000 per unit per year. Special category projects get 15%, capped at Rs 50,00,000 per unit per year.
Which projects count as special category?
Projects constructed in backward talukas, and projects owned by women entrepreneurs or by entrepreneurs belonging to Scheduled Caste or Scheduled Tribe communities. These attract the higher 15% rate and the higher Rs 50,00,000 cap, and lower minimum land area thresholds.
Can an individual apply for this subsidy?
No. This is a business incentive, not a personal benefit. The applicant must own a business unit in Goa that provides logistics and warehousing services, hold a PAN in the name of the legal entity, and file income tax returns in that name. Individuals cannot apply for a personal benefit.
What is the minimum land area required?
For standard projects, 1 acre for a logistics park, inland container depot or container freight station; 1,000 square metres for an air freight station, warehouse or truck terminal; and 200 square metres for a cold storage or testing facility. Special category thresholds are lower for warehouses, truck terminals, cold storage and testing facilities.
How does Goan employment affect the amount?
An entity with 60% or more Goan employment receives 100% of the calculated benefit; one with more than 40% but less than 60% receives 80%; and one with less than 40% Goan employment is not eligible at all.
What is excluded from fixed capital investment?
Cost of land, diesel generator, transformer cost and the value of motor vehicles are not computable. Leased buildings, buildings purchased from an existing entity that already availed incentives, ICT equipment for office use, all types of furniture and office ERP software are also excluded.
How long does the process take?
The processing of the application and the disbursement of the incentive amount must be completed within a maximum period of 90 days from the date the application is received.
What happens if the information given is wrong?
The financial incentive is revoked if the information or documents submitted are found incorrect or false, and the entity undertakes to refund 10 times the concessions claimed if the benefits were obtained by misrepresentation of facts or in case of misuse.
