What is the stamp duty and registration charges subsidy in Goa?

Goa State Logistics and Warehousing Incentives Scheme, 2025 is the incentives package notified by the Department of Industries, Government of Goa under Notification 3/25/2024-IND/222 dated 24 September 2025 and published in the Official Gazette, Series I No. 27, on 3 October 2025. Subsidy on Stamp Duty and Registration Charges is the target scheme at clause 12.

Buying or leasing land for a warehouse in Goa carries two unavoidable state levies: stamp duty and registration charges paid to the State Registrar. This component gives that money back. Under Table 12.1 of the scheme:

Category Rate and cap Scope
Stamp Duty 100%, subject to a maximum of Rs 10,00,000 One-time reimbursement
Registration Charges 100%, subject to a maximum of Rs 10,00,000 One-time reimbursement

Key features

  • Applies to purchase of land meant for use in logistics and warehousing, and to stamp duty for lease of land, shed or building paid for a year.
  • Reimbursed only once on the land, building or shed. Subsequent transactions do not qualify.
  • Covers duty paid under the Stamp Duty Act on bonds or mortgage deeds executed in favour of EDC and scheduled commercial banks, and on lease deed documents for allotment of plots and sheds by GIDC.
  • Available on private land and government land alike.
  • Applies to new entities and to expansion or diversification projects.
  • Claimed in the prescribed form at Annexure-VIII through the Goa Online portal, goaonline.gov.in.
  • Nodal department: Directorate of Industries, Trade and Commerce (DITC).

The Government of Goa launched the Goa Logistics and Warehousing Policy, 2023 on 8 June 2023, granting industry status to the sector; the 2025 scheme is the payout instrument. It remains in force for three years from Gazette publication unless extended or terminated, and the Government has reserved the right to foreclose it on six months' notice.

Who is eligible and who is not eligible?

You can claim if:

  • Your entity is a prospective developer establishing a logistics or warehousing project of the kind listed in Table 6.1 to logistics park, ICD, CFS, AFS, warehouse, cold chain unit, testing facility or truck terminal.
  • The stamp duty and registration charges were duly paid to the State Registrar.
  • The entity owns a business unit in Goa and provides logistics and warehousing services in Goa.
  • The entity holds a PAN and regularly files income tax returns in the name of the legal entity.
  • The entity has been in continuous operations for at least six months after the notification of the Logistics and Warehousing Policy 2023.
  • The expense was incurred after the launch date of the Logistics and Warehousing Policy 2023.
  • Construction is complete and commercial operations have commenced.
  • At least 40% of employees are Goan on the payroll during the claim year.

You cannot apply, or are not eligible, if:

  • You are an individual buying a house, a plot or a shop. There is no citizen route into this scheme.
  • Your project is a Mega Project, an investment of Rs 100 crore or more, and/or employment of 1,000 or more Goans. Mega projects go to Goa-IPB for tailor-made incentives instead.
  • You are claiming on a second or subsequent transaction on the same land, building or shed, including a purchase in open auction by a financial institution.
  • You apply before construction is complete and commercial operations have commenced.
  • Fewer than 40% of your employees are Goan.
  • You have claimed a similar benefit under any other State or Central Government scheme or programme.
  • Your business activity is outside the categories listed in Annexure-XI of the scheme.

A "Goan" for this purpose is a person born in Goa, or holding a 15-year Residence Certificate, or holding another residence document issued in Goa at least 15 years earlier and accepted by the Incentive Review Committee.

How much do I actually get?

Two ceilings run in parallel, one for each head:

  • Stamp duty: 100% of what you paid, up to Rs 10,00,000.
  • Registration charges: 100% of what you paid, up to Rs 10,00,000.

Then clause 5.13 applies the employment multiplier to the total:

Goan employees on payroll Share of benefit released
60% or above 100%
More than 40% but less than 60% 80%
Less than 40% Ineligible

Annexure-VIII computes this arithmetic explicitly. It has rows for the eligible rate on stamp duty paid, the eligible amount on stamp duty, the eligible rate on registration charges, the eligible amount on registration charges, the total amount claimed, the eligible percentage as per the employment criteria, and finally the "Final Eligible Amount of Reimbursement".

An entity that paid Rs 14,00,000 stamp duty and Rs 3,00,000 registration charges with 52% Goan staff would therefore compute Rs 10,00,000 (capped) plus Rs 3,00,000, giving Rs 13,00,000, and receive 80% of that, Rs 10,40,000.

What documents are required?

Document Mandatory Notes
Common Application Form, Annexure-I Yes Entity, PAN, GST, land type, employment
Annexure-VIII stamp duty form Yes Receipt numbers, areas, registration date
Registered sale, lease or transfer deed Yes Primary proof of the transaction
Payment receipts for duty and charges Yes Must match the receipt numbers declared
Land conversion copy No Only if the land was converted
PAN and income tax returns Yes In the name of the legal entity
Proof of commencement of operations Yes Date of first sale bill is the reference
Payroll, EPF or ESI registration Yes Sets the 100% or 80% slab
CA certificate on non-duplication Yes No same claim elsewhere

Annexure-VIII also asks for the registration number, the purpose for which duty was paid, the full address of the land or the mortgaged property, the area of land purchased as per the registered sale deed in square metres, the plinth area of the building as per the approved building plan, the date of registration, the name of the Sub-Registrar office, the date of payment of land cost and the purchase value of the land as per the document.

How to apply for the Goa stamp duty subsidy

  1. Register the entity on the Goa Online portal, www.goaonline.gov.in, and obtain your business approvals through the portal. Portal registration is a precondition for every claim under the scheme.
  2. Complete construction and commence commercial operations first. Clause 12.5 says entities should apply only after both are done, so an early claim is premature and will not survive scrutiny.
  3. Log in, select "Incentives on Logistics and Warehousing Sector" and pick the stamp duty and registration charges target scheme. Each incentive is a separate claim.
  4. Fill the Common Application Form (Annexure-I), including PAN, GST number, type of land, date of the lease or sale agreement, date of commencement of commercial operations and the full employment table with Goan headcount.
  5. Fill Annexure-VIII, declaring the purpose of the payment, the location, the stamp duty and registration charge receipt numbers, land and plinth areas, the registration date, the Sub-Registrar office and the amounts paid.
  6. Upload the deed and the receipts. The registered sale, lease or transfer deed, the payment receipts for stamp duty and registration charges, and the land conversion copy if any — together with the Annexure-I uploads such as PAN, trade licence, GST certificate, payroll and the CA certificate.
  7. Submit and clear DITC's queries on any shortfall in the form or documents.
  8. Allow the inspection. A designated DITC officer inspects the unit against the Annexure-X checklist and uploads the report within 48 hours; the report is visible in your login.
  9. Await sanction. The file goes to the CEO of Goa-IPB for due diligence and then to the Incentive Review Committee, whose decision is final. Processing and disbursement are to finish within 90 days of application.

How do I check the status of my claim?

Every stage of the claim is recorded in your goaonline.gov.in login, the query raised by DITC, the uploaded inspection report, the sanction and the disbursal. Sanctioned claims are arranged chronologically and paid in that order, and clause 5.7 makes benefits first-come, first-served subject to the availability of funds in the fiscal year, so an approved claim may still wait on budget.

Why stamp duty claims get reduced or rejected

  • A second claim on the same property. Clause 12.3 permits reimbursement only once on the land, building or shed.
  • Applying before commercial operations start, contrary to clause 12.5.
  • The expense was incurred before the Logistics and Warehousing Policy 2023 launch date.
  • Land bought in open auction by a financial institution, treated as a subsequent transaction.
  • Goan employment below 40%, which makes the claim ineligible outright.
  • Receipt numbers that do not match the deed or the amounts declared.
  • A similar benefit already availed under another state or central scheme.
  • Business activity outside Annexure-XI, the exhaustive list of eligible logistics and warehousing activities.
  • Missing land conversion order where conversion was needed for the use.

What are the other components of the scheme?

The same notification carries further target schemes, each claimed separately on Goa Online:

  • Subsidy towards investment of fixed capital to 10% of the fixed capital invested in fixed assets, capped at Rs 25,00,000 per unit per year, rising to 15% and Rs 50,00,000 for projects in backward talukas or owned by women, SC or ST entrepreneurs.
  • Subsidy towards annual interest on loans to 50% of the annual interest payable on loans taken for project construction, for 3 consecutive years, or 5 years for the special category.
  • Subsidy on electricity duty to 100% of the electricity duty paid on High Tension connections by Cold Chain Units, capped at Rs 5,00,000 per unit a year.

Clause 5.11 bars claiming a similar benefit from another government's scheme; it does not bar stacking the different target schemes within this notification.

Where to get help

  • Directorate of Industries, Trade and Commerce (DITC), the nodal department, which raises queries, inspects, sanctions and disburses.
  • Goa Online single-window portal, goaonline.gov.in, for filing and tracking.
  • Incentive Review Committee, chaired by the Secretary (Industries), with the Director of DITC as Member-Convener and the CEO of Goa-IPB as Member Secretary, which decides eligibility and quantum. Its decisions are final.

The Government may relax any or all conditions of the scheme, and any question on the interpretation of a clause, word or expression is decided by the Government, whose decision is final and binding on all concerned.

Frequently asked questions

How much stamp duty does the Goa logistics scheme reimburse?

The scheme reimburses 100% of the stamp duty paid, subject to a maximum of Rs 10,00,000, and separately 100% of the registration charges paid, again subject to a maximum of Rs 10,00,000. Both are one-time reimbursements.

Is the reimbursement available more than once?

No. Stamp duty will be reimbursed only one time on the land, building or shed. Subsequent transactions are not eligible, even where the land is bought in an open auction conducted by a financial institution.

When should the claim be filed?

Entities should apply for this subsidy only after the completion of construction of the project and the commencement of commercial operations, as stated in clause 12.5 of the scheme.

Does it cover government land as well as private land?

Yes. Reimbursement of stamp duty and registration charges applies to all eligible new entities and expansion or diversification projects, whether the duty was paid on private land or on government land.

What kinds of documents does the reimbursement cover?

Stamp duty paid under the Stamp Duty Act on bonds or mortgage deeds executed in favour of EDC and scheduled commercial banks, and on lease deed documents for allotment of plots and sheds by GIDC, is covered. Annexure-VIII lists the purposes as lease deed on government land, lease deed on private land, and mortgage or hypothecation of land.

Can an individual homebuyer claim this subsidy?

No. This is an industry incentive for logistics and warehousing entities, not a personal benefit. A registered legal entity with a PAN, filed income tax returns and a logistics or warehousing operation in Goa is the only eligible applicant.

How long does DITC take to pay?

Processing of the application and disbursement of the incentive is to be completed within a maximum of 90 days from the date the application is received.

What is the minimum Goan employment required?

A minimum of 40% local employment must be provided by the entity. At 60% or more Goan employees the entity gets 100% of the benefit, between 40% and 60% it gets 80%, and below 40% the claim is ineligible.
