Goa State Logistics and Warehousing Incentives Scheme: Subsidy Towards Annual Interest Rate Payable On Loans
Goa state government scheme
Goa State Logistics and Warehousing Incentives Scheme reimburses 50% of the annual interest payable on construction loans for logistics and warehousing projects, capped at Rs 25,00,000 a year per project, for 3 years or 5 years for backward talukas, women and SC or ST entrepreneurs. Entities apply on goaonline.gov.in and are sanctioned within 90 days.
What is the Goa State Logistics and Warehousing Incentives Scheme?
Goa State Logistics and Warehousing Incentives Scheme is an industrial incentive scheme of the Department of Industries, Government of Goa, implemented by the Directorate of Industries, Trade and Commerce (DITC) under the state's Logistics and Warehousing Policy 2023.
The Subsidy Towards Annual Interest Rate Payable On Loans component reimburses part of the interest cost of building a logistics or warehousing facility in Goa. The reimbursement is 50% of the annual interest amount payable on loans taken for the construction of the project, and the entitlement per project shall not exceed Rs 25,00,000 in a year.
This is important to state plainly at the outset: individual citizens cannot apply for a personal benefit under this scheme. It is a business incentive for entities that own and operate logistics and warehousing units in Goa.
Key features
- 50% of annual interest reimbursed, capped at Rs 25,00,000 per project per year.
- 3 consecutive years of subsidy for standard projects, 5 years for backward talukas, women entrepreneurs and SC or ST entrepreneurs.
- Benefit scaled by Goan employment share on the payroll.
- Applications through the Goa Online single-window portal.
- Entire process from application to disbursement completed within 90 days.
Who is eligible for the interest subsidy?
Your entity can apply if:
- It is a non-mega industry.
- It owns a business unit in Goa and provides logistics and warehousing services in Goa.
- It holds a PAN and regularly files income tax returns in the name of the legal entity.
- It has been in continuous operation for at least six months after the date of notification of the Logistics and Warehousing Policy 2023.
- The loan was availed after the launch date of that policy.
- It provides at least 40% local employment, counting employees on the payroll continuously through the claim year.
- The loan is a term loan or working capital loan for the business of the claiming unit, taken from a nationalised bank, scheduled private bank, co-operative bank, EDC Ltd, or an RBI-recognised NBFC.
Your entity cannot apply, or is not eligible, if:
- It is a mega industry. The component is for non-mega industries only.
- Goan employment is below 40% of the payroll. This is an outright ineligibility, not a reduction.
- It has claimed a similar benefit under any other state or central scheme or programme.
- The loan is covered under the Modified Interest Rebate Scheme 2012, or the interest is already claimed under the Chief Minister Rojgar Yojana or another employment generation scheme of the Government of India or Goa.
- The project falls below the minimum land area for its category.
- You are an individual seeking a personal subsidy, no such route exists under this scheme.
How much subsidy is available, and for how long?
| Situation | Subsidy period |
|---|---|
| Standard project | 3 consecutive years from the date the loan was taken |
| Project in a backward taluka, or owned by a woman entrepreneur or an SC or ST entrepreneur | 5 consecutive years from the date the loan was taken |
Quantum by Goan employment
| Goan employees on payroll | Share of benefit |
|---|---|
| 60% or above | 100% of the benefit |
| More than 40% but less than 60% | 80% of the benefit |
| Less than 40% | Not eligible |
The benefit is granted on a first come, first served basis, contingent on funds being available in that fiscal year.
What minimum land area does the project need?
| Project category | Standard minimum area | Backward taluka / SC / ST / women |
|---|---|---|
| Logistics Park (multi-modal or integrated), ICD, CFS | 1 acre | 1 acre |
| Air Freight Station (AFS) | 1,000 sq m | 1,000 sq m |
| Warehouses, Truck Terminals | 1,000 sq m | 500 sq m |
| Cold Chain Unit, Testing Facilities | 200 sq m | 100 sq m |
How the subsidy is computed
- The calculation takes the interest amount paid up to the end of the previous fiscal year, for the claim submitted for that year or part year.
- It is based on the actual interest incurred at the prevailing rate for the transaction.
- Penal interest, liquidated damages and similar charges are excluded.
- Only the original loan sanctioned is considered, not a rescheduled loan.
- Where loans are taken from multiple financial institutions, the aggregate interest qualifies, subject to the same maximum.
- On default in repayment of the term loan, the interest reimbursement is reduced to the extent of the default.
- Where several units share a consolidated balance sheet, a Chartered Accountant's certificate giving unit-wise interest must be filed, and the claim made only for the eligible unit.
- If interest could not be claimed because it was not paid before filing, the unit may claim it subject to payment in the subsequent year.
How to apply for the logistics and warehousing interest subsidy
- Register the entity on goaonline.gov.in โ click Register, verify the email ID and mobile number by OTP, complete the registration form, create a login name and password, accept the declaration and terms, and sign up. The entity must already hold the necessary business approvals through the portal.
- Log in with the login name and password and the captcha.
- In the top ribbon, go to Services โ IT Services โ Incentives on Logistics and Warehousing Sector.
- Fill in all mandatory fields of the application form and upload every mandatory document, the term loan sanction letter, interest paid certificate, loan disbursement certificate, bank certificate on loan status, detailed project report, Chartered Engineer certified project cost and civil works details, TCP approved area certificate, implementation schedule and bank proof.
- Submit the application. A unique registration number is generated; note it for all follow-up.
- Respond promptly to any queries raised by the DITC on shortfalls in the form or documents.
- Facilitate the departmental inspection, in which an officer verifies records and the structures created against the Civil Engineer Certificate (Annexure X). Inspection reports are uploaded to the portal within 48 hours.
What happens after submission?
- The DITC raises queries, verifies documents and designates an official to inspect the entity, checking records and the civil works completed against the Civil Engineer Certificate.
- The application and inspection report are marked to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB) for due diligence. On the CEO's recommendation, the DITC prepares an appraisal note.
- The DITC convenes the Incentive Review Committee (IRC), which deliberates, scrutinises the details and sanctions the claims. The IRC's decisions are final and binding on the incentive and the eligible investment.
- The DITC prepares an approval note for the Accounts Department and disburses funds in the chronological order of IRC sanctions. The entire process from application receipt to disbursement must finish within 90 days.
Why claims get reduced or rejected
- Goan employment below 40%, which disqualifies outright, or between 40% and 60%, which reduces the benefit to 80%.
- Penal interest included in the claim, which is expressly excluded.
- Rescheduled loan claimed instead of the original sanctioned loan.
- Similar benefit already claimed under another state or central scheme.
- Loan covered by the Modified Interest Rebate Scheme 2012 or the Chief Minister Rojgar Yojana.
- Project below the minimum land area for its category.
- No TCP approved area certificate or Chartered Engineer certification of the project cost and civil works.
- Funds exhausted for the fiscal year under the first come, first served rule.
- Loan taken before the Logistics and Warehousing Policy 2023 was launched.
Where to get help
- Goa Online services helpline: +91-8882988000, 9.30 am to 1.15 pm and 2.15 pm to 5.45 pm, Monday to Friday, excluding public holidays.
- IT and Startup policy queries: 18002335060.
- Email: services[dot]goa[at]gov[dot]in for portal issues.
- Directorate of Industries, Trade and Commerce (DITC), which implements and monitors the scheme and convenes the Incentive Review Committee.
- Goa Investment Promotion and Facilitation Board (Goa-IPB), which conducts due diligence before the IRC stage.
Note that PAN validation of the company is mandatory on Goa Online before any business-related service, including this incentive, can be accessed.
How to check your application status
- Note your unique registration number at the time of submission on goaonline.gov.in. This number is the reference for every follow-up, so keep it with your other project papers, not only in an email or SMS.
- Log in to goaonline.gov.in with your registered login name and password, then open My Applications (or the equivalent dashboard link on the top ribbon) to see the current stage recorded against your registration number.
- Check the queries tab or your registered email and mobile regularly. If the DITC has flagged a shortfall in the form or a missing document, the application will show as pending on you until you respond; it does not advance to inspection or the Incentive Review Committee (IRC) on its own.
- Track the inspection stage separately. Once DITC designates an official to inspect the unit and verify the civil works against the Civil Engineer Certificate, the inspection report is expected on the portal within 48 hours of the visit; a long gap after a scheduled inspection is worth a follow-up call rather than a wait.
- Call the Goa Online services helpline on +91-8882988000 (9.30 am to 1.15 pm and 2.15 pm to 5.45 pm, Monday to Friday, excluding public holidays) for portal-side issues such as a stuck status, a login problem or a document upload failure. For IT and Startup policy queries specific to this incentive, the number is 18002335060.
- Contact the DITC directly if the portal shows no movement for an extended period after inspection. Since the IRC (not the portal) is the body that sanctions claims and its decisions are final and binding, and disbursement follows the chronological order of IRC sanctions, an applicant far along in the queue may see no portal change for some time even while the underlying process is on track; a direct query to DITC is the way to distinguish a queue delay from a genuine document or eligibility problem.
- Escalate by email to services[dot]goa[at]gov[dot]in if the helpline cannot resolve a portal-access issue such as an inaccessible dashboard or a status that has not updated despite a completed inspection.
Because the entire cycle from application to disbursement is meant to close within 90 days, an applicant whose registration number shows no progress well past that window should treat it as a signal to escalate, first through the portal's own status view, then the helpline, then DITC directly, rather than assume the claim is simply queued.
