What is the Subsidy Towards Skill Development component?

The Goa State Logistics and Warehousing Incentives Scheme, 2025 is an industrial incentives package launched by the Government of Goa to develop the logistics and warehousing industry in the state. It is implemented by the Directorate of Industries, Trade and Commerce (DITC), and it is structured as an umbrella scheme containing several target components.

Subsidy Towards Skill Development is one of those components. It reimburses 50 percent of the cost incurred for skill upgradation and training manpower, limited to Rs 5,000 per person employed in the entity. Each entity may benefit from the component once per year.

The reasoning behind the component is specific to the sector. Warehousing and logistics in Goa are moving quickly towards mechanised material handling, warehouse management systems, cold chain and regulated cargo handling, and the operational skills required are not taught in general commercial courses. The subsidy pushes employers to certify their own staff on those operational skills rather than absorb the training cost themselves.

This is a business incentive, not a citizen benefit. An individual worker cannot apply for training funding under this component. The applicant is the employing entity, which trains its staff, pays the trainer, and then claims half the cost back.

Who is eligible for the skill development subsidy?

An entity can apply if:

  • It is a logistics and warehousing services provider.
  • It owns a business unit in Goa and provides logistics and warehousing services in Goa.
  • It is not classified as a Mega Project, meaning a project with investment of Rs 100,00,00,000 or more and/or employment generation of 1,000 or more Goans.
  • It holds a Permanent Account Number (PAN) and regularly files income tax returns in the name of the legal entity.
  • It has been in continuous operations for a minimum of six months after the date of notification of the Logistics and Warehousing Policy 2023.
  • It incurred the skill development expenses after the launch date of the Logistics and Warehousing Policy 2023.
  • It provides a minimum of 40 percent local employment, counting employees employed continuously during the claim year and on the payroll for that year.
  • It has not claimed a similar benefit under any other scheme or programme of the State or Central Government.
  • The training aims specifically at improving the abilities of personnel engaged solely in logistics and warehousing tasks.
  • The skill enhancement involves assessment and certification by a government-approved institute at national or state level, or an institute with international recognition and global accreditation.
  • The claim is submitted in the prescribed form ANNEXURE-VII, through the Goa Online Portal.

You cannot apply if:

  • You are an individual employee. The subsidy reimburses an employer's training spend. A worker seeking to fund their own certification must look to skill development schemes aimed at individuals, not to this incentive.
  • Your entity is a Mega Project as defined above.
  • Your Goan employment on the payroll is below 40 percent. This is not a reduction in benefit; the entity is ineligible.
  • You have claimed a similar benefit under another state or central scheme.
  • Your unit has been operating for less than six months after the Policy 2023 notification date.
  • The training was general management or administrative rather than operational logistics and warehousing training.
  • The trainer or institute is not accredited as required.

How much is reimbursed?

Element Detail
Reimbursement rate 50 percent of skill upgradation and training cost
Per-person ceiling Rs 5,000 per person employed in the entity
Frequency Once per year per entity
Statewide annual cap 1,000 individuals trained per year
Allocation First come, first served
Processing time Maximum 90 days from receipt of the application

The Goan employment multiplier. The quantum of benefit is scaled by the proportion of Goan employees on the payroll, and this materially changes the payout:

Goan employment on payroll Quantum of benefit
60 percent or above 100 percent of the calculated benefit
More than 40 percent but less than 60 percent 80 percent of the calculated benefit
Less than 40 percent Ineligible

Costs that are excluded from the eligible cost:

  • Travel, accommodation, meals, honoraria and gifts are not eligible for inclusion in the calculation.
  • Training in general management or administrative skill enhancement, or technical training not directly related to the operational aspects of logistics and warehousing, is not eligible for reimbursement.

Training costs must be assessed and sanctioned by the Incentive Review Committee (IRC), so the amount an entity claims and the amount finally admitted may differ.

What documents are required?

The document set is the standard incentives pack under the umbrella scheme, plus four Chartered Accountant certified documents specific to this component.

Entity and constitution

Aadhaar of the proprietor or managing director; authority letter or power of attorney for partnerships and companies; PAN of the business; registration certificate; trade licence; Shop and Establishment licence, factory licence or property tax number; electricity bill in the name of the unit; GST certificate; land lease, sale agreement or sale deed; annual report of the promoter company; board resolution or partnership deed; Consent to Operate from the Goa State Pollution Control Board; first sale bill and first transaction copy; sale bill and transaction copy of the sixth month from commencement of commercial operations; cancelled cheque leaf.

Employment

A copy of the payroll of the unit highlighting the number of total employees and monthly salaries paid in that year; a copy of the EPF or ESI registration; and, where the entity has more than one unit, a Chartered Accountant certificate giving unit-wise salary details.

Skill development specific, all Chartered Accountant certified

Document Purpose
List of trainees with training start and end dates Establishes who was trained and for how long
Proof of providing employment of trainees (salary statement) Confirms the trainees are employed in the entity
Proof of payment made to trainers, the institute and for training material Substantiates the eligible cost
Proof of accreditation of the trainer or training institute Confirms the certification requirement is met

A Chartered Accountant certificate is also required stating that no reimbursement listed in the Goa State Logistics and Warehousing Incentives Scheme, 2025 has been claimed under any other government scheme.

How to apply for the skill development subsidy

  1. Register on the Goa Online portal. Visit goaonline.gov.in, click "Register" at the top right, and verify your email ID and mobile number by OTP. The entity must already have obtained its necessary business approvals through the portal.
  2. Complete the registration form. Fill in all mandatory fields, create a login name and a strong password, read the declaration and terms and conditions and tick the checkboxes, enter the captcha, and click "Register/Signup".
  3. Log in with your login name and password, enter the captcha, and click "Login".
  4. Navigate to the scheme. In the top ribbon click "Services", then "IT Services", then "Incentives on Logistics and Warehousing Sector". This opens the application form.
  5. Fill in all mandatory fields and upload all mandatory documents, including the ANNEXURE-VII claim form and the four Chartered Accountant certified skill development documents. Entities owned by Scheduled Caste, Scheduled Tribe or women entrepreneurs must explicitly state their category when applying.
  6. Submit the application. A unique registration number is generated. Note this number for all future reference and follow-up.

What happens after you apply?

Query stage. On receipt of the application, the Directorate of Industries, Trade and Commerce raises a query with the applicant for any shortfall in the application form or the documents submitted.

Inspection. On successful verification, DITC designates an official to inspect the entity and verify all records and documents against the operational guidelines checklist. The inspecting officers must upload the inspection report into the portal within 48 hours, and the report is made available to the entrepreneur through their login.

Due diligence. The application is then marked to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB), for due diligence.

Incentive Review Committee. After receiving the CEO's recommendation, DITC prepares an appraisal note for each case and places it before the Incentive Review Committee, which deliberates on and sanctions the claims, and which assesses and sanctions the training costs.

Disbursement. DITC prepares an approval note for the Accounts Department, and all sanctioned claims are organised chronologically and disbursed. The entire process from receipt to disbursement is completed within a maximum of 90 days.

Post-sanction obligations and penalties

  • The entity must grant free access to any official authorised by DITC for inspection or supervision of the unit or its registers, and for discussions with employed staff, to ensure proper utilisation of the incentives granted.
  • The entity must submit all reports, information and documents specified under the scheme, or as required by DITC from time to time.
  • The entity undertakes to refund 10 times the concessions claimed if the incentives are found to have been obtained by misrepresentation of facts or in the case of misuse. The incentive itself is revoked in such a case.

Why claims fail under this component

  • Goan employment below 40 percent. This is an outright ineligibility, not a reduced payout.
  • Statewide cap exhausted. The 1,000-trainee annual limit runs first come, first served, so a late claim in a busy year can fail on the cap alone.
  • Trainer not accredited. Assessment and certification must come from a government-approved institute at national or state level, or one with international recognition and global accreditation.
  • Ineligible cost heads included. Travel, accommodation, meals, honoraria and gifts must be stripped out of the claim before it is filed.
  • Wrong training subject. General management and administrative training does not qualify; the training must be operational logistics and warehousing skills.
  • Duplicate benefit. A similar benefit claimed under another state or central scheme disqualifies the claim, and the CA non-duplication certificate is where this is tested.
  • Expenses incurred before the Policy 2023 launch date. Only post-launch expenditure counts.
  • Second claim in the same year. Each entity benefits once per year.

Where to get help

  • Directorate of Industries, Trade and Commerce (DITC), Government of Goa. The nodal department implementing the incentives scheme, and the office that raises queries, inspects, appraises and disburses.
  • Goa Online portal, goaonline.gov.in is the single window for registration, application and tracking. The service sits under Services then IT Services then Incentives on Logistics and Warehousing Sector.
  • Goa Investment Promotion and Facilitation Board (Goa-IPB) β€” conducts due diligence on each application before the Incentive Review Committee stage.
  • Official Gazette notification. The full text of the Goa State Logistics and Warehousing Incentives Scheme, 2025 is published by the Goa Government Printing Press at goaprintingpress.gov.in.

The scheme remains effective for 3 years from the date of its publication in the Official Gazette, unless the Government terminates or extends it earlier, and all benefits are subject to the availability of funds in the fiscal year. All general clauses of the umbrella scheme apply to this component unless a specific deviation is stated.

How to check your application status

  1. Log in to the Goa Online portal at goaonline.gov.in using the login name and password created at the time of registration.
  2. Open "My Applications" (or the equivalent applications dashboard) on your portal account. Every service you have applied for through the single-window portal, including the Incentives on Logistics and Warehousing Sector service, is listed here against its unique registration number.
  3. Enter or locate the registration number generated at the time of submission. This is the reference number to quote in any follow-up, whether online or with the department, so keep it saved outside the portal as well.
  4. Read the status shown against the application. Because the workflow moves through fixed stages, the status field will typically show one of: application received, query raised (a shortfall in the form or documents that needs a response), inspection scheduled or inspection report uploaded, forwarded to Goa-IPB for due diligence, placed before the Incentive Review Committee, sanctioned, or disbursed.
  5. Respond immediately if the status shows a query. DITC raises queries for missing fields or missing documents, and the claim does not move to inspection until the query is cleared. Applicants should check the portal regularly rather than waiting for a notification, since a query left unanswered stalls the file.
  6. Check the inspection report once uploaded. Inspecting officers are required to upload their report within 48 hours of the inspection, and the report becomes visible to the applicant through their own login, so this is the point at which an applicant can see whether the inspection raised any discrepancy.
  7. Contact the Directorate of Industries, Trade and Commerce (DITC), Government of Goa directly if the portal status has not changed for an extended period, particularly as the file approaches the 90-day disbursement window from the date the application was received. Quote the registration number when you call or write, since DITC and Goa-IPB track files by that number as the claim moves between the query, inspection, due diligence and Incentive Review Committee stages.
  8. Watch for the disbursement note. Once the Incentive Review Committee sanctions the claim, DITC prepares an approval note for the Accounts Department and disburses sanctioned claims in order, so a status change to "sanctioned" should be followed by payment within the remaining part of the 90-day window.

Frequently asked questions

How much does the skill development subsidy pay?

The scheme reimburses 50 percent of the cost involved in skill upgradation and training manpower, limited to Rs 5,000 per person employed in the entity. Each entity is entitled to benefit from this scheme once per year.

Is there a cap on how many people can be covered?

Yes. The incentive is limited to a maximum of 1,000 individuals trained per year across the whole State of Goa, and applications are accepted on a first come, first served basis. An entity applying late in the year may find the statewide cap exhausted.

How does Goan employment affect the payout?

If Goan employment on the payroll is 60 percent or above, the entity receives 100 percent of the calculated benefit. If it is more than 40 percent but less than 60 percent, the entity receives 80 percent. Below 40 percent, the entity is ineligible altogether.

Which training costs are not covered?

Travel, accommodation, meals, honoraria and gifts are not eligible for inclusion in the eligible cost. Training in general management, administrative skill enhancement, or technical training not directly related to the operational aspects of logistics and warehousing is also excluded.

Who cannot apply for this incentive?

An entity that is not a logistics and warehousing service provider is not eligible, and neither is a Mega Project with investment of Rs 100 crore or more or employment of 1,000 or more Goans. An entity with less than 40 percent local employment is ineligible, as is one that has claimed a similar benefit under any other state or central scheme.

How long must my unit have been operating?

A minimum of six months of continuous operations following the date of notification of the Logistics and Warehousing Policy 2023. The training expenses claimed must also have been incurred after the launch date of that policy.

How long does processing take?

Processing of the application and disbursement of the incentive is completed within a maximum of 90 days from the date the application is formally received by the Directorate of Industries, Trade and Commerce.

What happens if the claim is found to be false?

The financial incentive is revoked and the entity undertakes to refund 10 times the concessions claimed. This applies where incentives were obtained by misrepresentation of facts or in cases of misuse.
