Goa State Logistics and Warehousing Incentives Scheme: Subsidy towards Upgradation in Logistics Management Software
Goa state government scheme
Goa State Logistics and Warehousing Incentives Scheme, Subsidy towards Upgradation in Logistics Management Software, reimburses 50% of the cost of buying and installing logistics management software, capped at Rs 2,00,000 per installation and claimable once a year. Applicant units must provide at least 40% Goan employment and apply on the Goa Online portal.
What is the logistics management software subsidy in Goa?
Goa State Logistics and Warehousing Incentives Scheme is the incentive package notified under the Goa Logistics and Warehousing Policy 2023 by the Department of Industries, Government of Goa, and implemented by the Directorate of Industries, Trade and Commerce (DITC). Subsidy towards Upgradation in Logistics Management Software is the technology component of that package.
The reasoning behind it is straightforward. Goa's logistics and warehousing sector is dominated by small operators for whom a Warehouse Management System or a Transportation Management System is a real capital decision. The scheme takes half of that initial outlay off the table so that operational efficiency improves across the sector, not just at the large players.
This is an industry incentive, not a citizen benefit. There is no personal application route, and individuals cannot apply for a personal benefit.
What the subsidy pays
- A one-time reimbursement equal to 50% of the expenditure incurred on the purchase and installation of logistics management software.
- The reimbursement is capped at Rs 2,00,000 per installation for each entity.
- Each entity is entitled to benefit from the scheme once per year.
- Benefits are on a first-come-first-served basis subject to availability of funds in a particular fiscal year.
Which software counts
The scope encompasses, but is not limited to:
- Transportation Management System (TMS)
- Warehouse Management System (WMS)
- Fleet Management System
- Hub Management System
- Route optimisation software
- Reverse logistics software
- Rating and billing system for logistics and warehousing units
The test is functional: the installed software must directly contribute to the efficiency of logistics, transportation, shipping, freight forwarding or warehousing operations.
What is excluded
- Recurring expenses such as monthly or annual subscription or maintenance fees. The incentive is confined to the initial outlay for the software and its installation.
- Software for tracking devices installed in goods carriers.
Who is eligible and who is not eligible?
An entity can claim if:
- It is a non-mega industry. A project with investment of less than Rs 100,00,00,000 and/or employment generation of less than 1,000 Goans.
- It owns a business unit in Goa and provides logistics and warehousing services in Goa.
- It possesses a Permanent Account Number (PAN) and regularly files income tax returns in the name of the legal entity. The proprietor for a sole proprietorship, the firm for a partnership, the company for a private limited company.
- It has been in continuous operations for a minimum period of six months after the date of notification of the Logistics and Warehousing Policy 2023.
- It incurred the software upgrade expenses after the date of launch of that policy.
- The installed software directly contributes to the efficiency of logistics, transportation, shipping, freight forwarding or warehousing operations.
- It provides a minimum of 40% local employment, counting employees who are employed continuously during the claim year and are on the payroll of the unit for that year.
An entity is not eligible if:
- It is an individual seeking a personal benefit. Individuals cannot apply.
- It is a mega industry above the Rs 100 crore investment or 1,000-Goan employment thresholds.
- It has claimed a similar benefit under any other scheme or programme of the State or Central Government.
- Its Goan employment is less than 40%.
- The claim is for a subscription, a maintenance renewal, or software for tracking devices in goods carriers.
- The expenditure was incurred before the Logistics and Warehousing Policy 2023 was launched.
How Goan employment scales the amount
- 60% or above Goan employment. The entity receives 100% of the benefit.
- More than 40% but less than 60%, the entity receives 80% of the benefit.
- Less than 40% — the entity is ineligible.
How to apply for the logistics software subsidy
The entity must first be registered on the Goa Online portal at goaonline.gov.in and must already have obtained the necessary business approvals through the portal.
- Register on Goa Online. Visit goaonline.gov.in and click "Register" at the top right corner.
- Verify your email ID and mobile number using OTP. You are then redirected to the registration page.
- Complete the registration form. Fill all mandatory fields, create a login name and a strong password, read the declaration and terms and conditions and tick the checkboxes, fill the captcha code and click "Register/Signup".
- Log in using your login name and password, fill the captcha code and click "Login".
- Open the scheme service. In the top ribbon click "Services", then "IT Services", then "Incentives on Logistics and Warehousing Sector". The application form for the scheme opens.
- Fill the form and upload the mandatory documents. The software invoice and proof of payment, PAN, income tax returns, employment records showing the Goan share of the payroll for the claim year, and proof of six months' continuous operation.
- Submit the application. A unique registration number is generated. Note it for all future reference and follow-up.
What happens after submission?
- Query resolution. On receipt of the application, DITC raises a query to the applicant for any shortfall in the form or the documents submitted.
- Verification and inspection. On successful verification, DITC designates an official to inspect the entity and verify all records and documents as per the operational guidelines and the checklist at Annexure X.
- Inspection report upload. The inspecting officers must upload the inspection reports on the portal within 48 hours.
- Due diligence. After the inspection report is received, the application is marked to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB), for due diligence.
- Appraisal note. After the CEO's recommendation, DITC prepares the appraisal note for the Incentive Review Committee.
- Scrutiny and sanction. The Incentive Review Committee deliberates on the application, scrutinises the claim and sanctions the incentive.
- Disbursement. DITC prepares the approval note for the Accounts Department. All sanctioned claims are organised chronologically and disbursed to the respective entities. Processing and disbursement must be completed within a maximum period of 90 days from the date the application is received.
What conditions continue after the money is paid?
- The entity must submit all necessary reports, information and documents specified under the scheme, or as required or directed by DITC from time to time.
- The entity must allow free access to any official authorised by DITC for inspection or supervision of the unit or its registers, and for holding discussions with employees, to ensure proper utilisation of the incentives granted by the State Government.
- The entity undertakes to refund 10 times the concessions claimed if the benefits are found to have been obtained by misrepresentation of facts, or in case of misuse.
What are the common reasons a claim fails?
- Claiming a subscription rather than a purchase. SaaS licence fees paid monthly or annually fall outside the scheme; only the initial purchase and installation outlay is covered.
- Goan employment below 40%.
- Tracking-device software for goods carriers, which is expressly excluded.
- Expenditure incurred before the 2023 policy was launched.
- A second claim in the same year. One benefit per entity per year.
- Funds exhausted for the fiscal year. Benefits are first-come-first-served subject to availability of funds.
- Software that cannot be shown to improve logistics operations, for example a general accounting or HR package.
Where do I raise a grievance?
The Directorate of Industries, Trade and Commerce, Government of Goa, administers the scheme and is the first point of contact for a pending or rejected claim, quoting the unique registration number generated on Goa Online. Escalation runs through DITC to the Goa Investment Promotion and Facilitation Board, which conducts due diligence, and to the Incentive Review Committee, which sanctions the incentive. The 90-day outer limit on processing and disbursement is the benchmark to hold the department to. The companion component of the same scheme; Subsidy towards Investment of Fixed Capital, which pays 10% or 15% of fixed capital invested up to Rs 25,00,000 or Rs 50,00,000 a year: is claimed through the same Goa Online service.
How to check your application status
The scheme runs entirely through the Goa Online portal, so status tracking is done from the same login used to file the claim, not through a separate helpline (none is published for this scheme).
- Log in at goaonline.gov.in with the login name and password created at the time of registration.
- Open "My Applications" (or the equivalent applications dashboard) on the portal dashboard. Every service applied for, including "Incentives on Logistics and Warehousing Sector," is listed here against the unique registration number generated on submission.
- Check the stage shown against the application. Based on the process DITC follows for this scheme, the status will typically read as one of: application received and under query resolution, verification and inspection in progress, marked to Goa-IPB for due diligence, placed before the Incentive Review Committee, sanctioned, or disbursed.
- Respond promptly to any query raised. If DITC has flagged a shortfall in the form or documents, the application stays parked at that stage until the applicant uploads the correction on the portal; delays here are the most common reason a file sits idle.
- Follow up directly with DITC if the status has not moved for an extended period, especially once the 90-day outer limit for processing and disbursement from the date of receipt has passed. Quote the registration number in every communication.
- Watch for the disbursement entry once the Incentive Review Committee has sanctioned the claim and DITC has prepared the approval note for the Accounts Department; this is the final stage in the workflow.
Since no dedicated helpline number is published for this scheme, DITC (the implementing authority) and the Goa Online portal login are the two channels available for a status check; there is no SMS or offline counter-based tracking route documented for this incentive.
