What is a caste certificate in Jammu and Kashmir and who issues it?

A caste certificate in Jammu and Kashmir is the revenue document that records your reserved category for the purposes of the Jammu and Kashmir Reservation Rules. It is needed for reservation in J&K government recruitment through the JKSSB and JKPSC, for admission to professional colleges under the state's reserved quotas, for scholarships, and for departmental welfare schemes.

Jammu and Kashmir is unusual in one important way. Most states issue one caste certificate covering SC, ST and OBC. J&K issues five distinct reserved category certificates, and knowing which one you need is the first decision:

  • SC; Scheduled Caste
  • ST; Scheduled Tribe
  • OBC, Other Backward Class, described in the service listing as belonging to a socially and educationally backward class
  • RBA, Resident of Backward Area, a residence-based category unique to Jammu and Kashmir
  • ALC: Actual Line of Control, for residents of the belt along the Line of Control

To these the revenue system adds OSC (Other Social Caste) in some service listings. RBA and ALC in particular have no equivalent in most Indian states, and they are proved by long residence records, not by community evidence.

The issuing authority is the same across all of them. J&K district portals including jammu.nic.in and budgam.nic.in state it without qualification: caste certificates are issued by the Tehsildar concerned, and applicants should approach their respective Tehsil Office. The Tehsildar works under the Revenue Department of the Union Territory, whose portal is at jkrevenue.nic.in.

Applications are filed online on JanSugam at jansugam.jk.gov.in, and are also accepted at serviceonline.gov.in/jammu. Registration is required before you can apply.

Who can and who cannot apply for a J&K reserved category certificate?

You can apply if:

  • You are a resident of Jammu and Kashmir and apply through the Tehsil in which you live, since the Tehsildar with jurisdiction over your residence is the certifying officer.
  • For SC or ST, your caste or tribe is notified for Jammu and Kashmir under the constitutional orders, and your family appears in the village genealogical and land records: Misal-i-Haqiyat, Jamabandi or Shajra Nasab.
  • For RBA, OSC or ALC, your family has at least 15 years of recorded residence in the qualifying area, evidenced by the Khasra Girdawari, Misal-i-Haqiat or Jamabandi and the Chowkidara or Chullah Bandi records.
  • You can swear the affidavit in support of the application and file on the format prescribed in the Reservation Rules.

You cannot apply, or will not succeed, if:

  • Your caste is not notified for Jammu and Kashmir. A community listed elsewhere does not automatically qualify here.
  • You are claiming a category by virtue of marriage rather than by birth.
  • You are an RBA or ALC claimant without the 15-year records. These categories are defined by long residence in a specified area, so the records are not a formality, they are the entire basis of the claim.
  • You apply outside your own tehsil, so the Tehsildar has no jurisdiction over your residence.

What documents are required?

J&K district portals set out two distinct document lists, and mixing them up is the most common reason an application is returned.

For SC and ST certificates:

Document Notes
Application in the prescribed format As given in the Reservation Rules
Affidavit in support Sworn before a competent authority
Attested copy of ration card Household and residence
Attested / certified copy of voter list Residence corroboration
Copy of the PRC Listed on district portals
Extract of Misal-i-Haqiyat, Jamabandi or Shajra Nasab Genealogical and land record

For RBA, OSC and ALC certificates:

Document Notes
Application in the prescribed format As given in the Reservation Rules
Affidavit in support Sworn before a competent authority
Extract of Khasra Girdawari, Misal-i-Haqiat or Jamabandi Not less than the last 15 years
Extract of Chowkidara or Chullah Bandi For the last 15 years
Attested copy of ration card Household and residence
Attested copy of voter list Residence corroboration
Copy of the PRC Listed on district portals
Income certificate Where applicable

A note on the Permanent Resident Certificate. J&K district service pages continue to list the PRC among the supporting documents, but residency documentation in the Union Territory changed after the 2019 reorganisation and the domicile certificate now performs much of that role. Confirm with your Tehsil office or the Patwari which residency document they currently want before you spend time obtaining one.

How to apply for a caste certificate in Jammu and Kashmir

  1. Identify your category first: SC, ST, OBC, RBA, OSC or ALC. Each is a separate service with a separate application format under the Reservation Rules, and a wrong choice restarts the process.
  2. Collect the revenue records from the Patwari. For SC and ST this means the Misal-i-Haqiyat, Jamabandi or Shajra Nasab extract. For RBA, OSC and ALC it means the Khasra Girdawari / Misal-i-Haqiat / Jamabandi for 15 or more years and the Chowkidara or Chullah Bandi for the last 15 years. This is the slow step; start here, not on the portal.
  3. Swear the affidavit in support of the application, in the form the Reservation Rules prescribe for your category.
  4. Register on JanSugam at jansugam.jk.gov.in — the portal states applicants need to register before applying; or use serviceonline.gov.in/jammu.
  5. Select the correct service, for example, application for issuance of a certificate of being a member of a Scheduled Caste or Scheduled Tribe by the Tehsildar, or the OBC / RBA / ALC certificate service of the Department of Revenue.
  6. Fill the form and upload the scanned documents. The affidavit, the ration card, the voter list extract, the residency document and the revenue record extracts. Note the acknowledgement or application reference the portal returns.
  7. Follow up at the Tehsil office. The Patwari and the Naib Tehsildar verify the record before the file reaches the Tehsildar, who signs. Where an original affidavit or original record extract is asked for, deliver it to the Tehsil counter.
  8. Collect or download the certificate once the Tehsildar has approved it.

How to apply offline at the Tehsil office

  1. Go to your Tehsil Office and ask the reader or the certificate clerk for the application format for your category under the Reservation Rules.
  2. Attach the affidavit, the attested ration card and voter list copies, the residency document, and the revenue record extracts obtained from your Patwari.
  3. Submit at the counter and take the acknowledgement.
  4. Cooperate with the Patwari's verification, which is where an RBA or ALC claim is actually decided.
  5. Collect the signed certificate from the Tehsil office.

How do I check the status and what is the time limit?

Track the application on jansugam.jk.gov.in or serviceonline.gov.in/jammu with the reference number issued at submission, and follow up with the Tehsildar's office directly.

On timelines, Jammu and Kashmir does have a statutory framework. The Jammu and Kashmir Public Services Guarantee Act, 2011 notifies public services with a legally defined time limit for each, and makes the responsible official liable to action where the service is not delivered within that limit. The notified service list with its time limits is published on the Public Service Guarantee portal at jkgad.nic.in/gadDynamic/jKSG.aspx, which the district portals link to from their caste certificate pages. Check the current notified period there for your specific certificate rather than relying on a figure quoted elsewhere, and if it has lapsed, use the appeal route the Act provides.

Is a J&K caste certificate valid for life?

An SC or ST certificate records a fact of birth and lineage, and is generally treated as a permanent document. RBA and ALC certificates behave differently in practice, because they certify residence in a specified area rather than community, and residence can change: many J&K recruitment and admission notifications therefore ask for a recently issued RBA or ALC certificate. Read the notification you are applying against and, where it specifies a recent date of issue, apply afresh at the Tehsil office rather than submitting an old certificate.

Why do J&K caste certificate applications get rejected?

  • The 15-year records are missing or incomplete for an RBA, OSC or ALC claim. This is the single biggest cause, and it is fixed only at the Patwari's office.
  • No Misal-i-Haqiyat, Jamabandi or Shajra Nasab extract for an SC or ST claim, leaving no genealogical basis to certify.
  • Application not on the format prescribed in the Reservation Rules.
  • Affidavit missing or not sworn properly.
  • Wrong category chosen, an RBA form filed by someone who needed an ST certificate, or the reverse.
  • Wrong tehsil, so the Tehsildar has no jurisdiction.
  • Residency document mismatch, where the office asks for a current domicile document and an older PRC is supplied, or the reverse.

Where do I complain or get help?

  • JanSugam: jansugam.jk.gov.in, the J&K services portal carrying the reserved category certificate services.
  • serviceonline.gov.in/jammu, the alternative application channel.
  • Revenue Department, J&K: jkrevenue.nic.in, for the departmental guidelines the district pages point to.
  • Public Service Guarantee portal: jkgad.nic.in/gadDynamic/jKSG.aspx, for the notified time limit for your service and the appeal route where it lapses.
  • Deputy Commissioner's office, Jammu: telephone 0191-2571912, email dcofficejammu@gmail.com. Every J&K district portal publishes the equivalent contact for its own Deputy Commissioner.
  • Your Tehsildar, who is the deciding authority, and above them the Sub-Divisional Magistrate and the Deputy Commissioner.

Apply directly at your Tehsil office or on JanSugam and pay only the charge the portal or the counter actually lists. Jammu and Kashmir's certificate services sit under a statutory service guarantee precisely so that citizens do not need a broker to reach a Tehsildar. Agents who promise to "arrange" an RBA or ST certificate are selling access to a public queue, and a certificate obtained on false particulars is liable to cancellation together with any job or seat obtained through it.

Frequently asked questions

Who issues the caste certificate in Jammu and Kashmir?

The Tehsildar of the tehsil concerned issues it. J&K district portals including Jammu and Budgam state directly that caste certificates are issued by the Tehsildar concerned and that applicants should approach their respective Tehsil offices.

Which portal do I use to apply?

JanSugam, the Jammu and Kashmir services portal at jansugam.jk.gov.in, carries the reserved category certificate services. Applications are also accepted at serviceonline.gov.in/jammu. Registration on the portal is required before you can apply.

What is the difference between SC, ST, OBC, RBA and ALC in J&K?

They are five separate reserved categories with separate certificates. SC and ST follow the constitutional Scheduled Caste and Scheduled Tribe orders; OBC covers other socially and educationally backward classes; RBA is Resident of Backward Area, a residence-based category; and ALC covers residents of the areas along the Actual Line of Control. RBA and ALC are specific to Jammu and Kashmir and have no equivalent in most other states.

What extra documents do RBA and ALC applicants need?

Long-residence land records — an extract of the Khasra Girdawari, Misal-i-Haqiat or Jamabandi for not less than the last 15 years, and an extract of the Chowkidara or Chullah Bandi for the last 15 years, plus an income certificate where applicable. SC and ST applicants do not need the 15-year records but do need a Misal-i-Haqiyat, Jamabandi or Shajra Nasab extract.

Is there a time limit for the Tehsildar to decide?

Certificate issuance in Jammu and Kashmir falls under the Jammu and Kashmir Public Services Guarantee Act, 2011, which sets a legally defined time limit for each notified service and makes the responsible official liable where the service is not delivered in time. The notified time limit for each certificate is published on the Public Service Guarantee portal at jkgad.nic.in/gadDynamic/jKSG.aspx — check it there for the current figure before you assume a period.

Who cannot get a reserved category certificate in J&K?

A person whose caste is not notified for Jammu and Kashmir is not eligible, and neither is someone claiming a category through marriage rather than birth. An RBA or ALC claim fails without the 15-year residence records, because those categories are defined by long residence in a specified area rather than by community alone.

What is Shajra Nasab and why is it asked for?

Shajra Nasab is the genealogical tree maintained in the revenue records of a village, showing descent through the male line. J&K district portals list it alongside Misal-i-Haqiyat and Jamabandi for SC and ST applicants, because it is the record that links a claimant to a family already recorded as belonging to the community.

Where do I go if the Tehsil office does not act?

Escalate to the Sub-Divisional Magistrate and then to the Deputy Commissioner of the district; the Jammu district office publishes the contact number 0191-2571912. The Public Services Guarantee Act route also provides for an appeal where a notified service is not delivered within the prescribed period.
