Death Certificate in Jammu and Kashmir
Jammu and Kashmir state government scheme
Death Certificate in Jammu and Kashmir is issued by the Municipal Corporation or Municipal Committee for a death inside municipal limits, and by the Station House Officer concerned for a rural death. Registration of a death is compulsory. Citizens apply through the JanSugam portal at jansugam.jk.gov.in, where issuance of a death certificate is listed as a statutory service that cannot be refused to a citizen.
What is a death certificate in Jammu and Kashmir and who issues it?
A death certificate in Jammu and Kashmir is the certified extract of the entry made in the register of deaths under the Registration of Births and Deaths Act 1969. Registration of a death in Jammu and Kashmir is compulsory, and every death has to be registered with the concerned registrar's office before any certificate can be issued.
Jammu and Kashmir splits that registrar function by geography rather than by department. For areas inside municipal limits, death certificates are issued by the Jammu Municipal Corporation and by the Executive Officers of the Municipalities. For rural areas, the authority is the Station House Officer concerned, which means a village death is reported through the local police station, not a municipal office. That difference is unusual among Indian states and it is the first thing to establish, because an application made to the wrong authority simply cannot be processed.
The back-office system that urban local bodies use to make the entries is the Birth and Death Registration system at jkbdr.nic.in, run by the Housing and Urban Development Department, Government of Jammu and Kashmir. Its login page states plainly that the system is for urban and local bodies staff and is for office use only, so a citizen cannot register a death there. The citizen-facing route is the JanSugam portal at jansugam.jk.gov.in, which lists issuance of a birth or death certificate under statutory services: described as the services that cannot be refused to citizens.
A Jammu and Kashmir death certificate is the document every later process turns on: closing the deceased's bank accounts, claiming life insurance, releasing provident fund and gratuity, starting a family pension, transferring land or a vehicle, and applying for a legal heir or succession certificate.
Who can and who cannot apply?
You can report a death and obtain the certificate in Jammu and Kashmir if the death took place inside the union territory. Under the Act the informant is normally the head of the household where the death occurred. For a death in a hospital or nursing home the institution reports it; for a death in custody the jail in-charge; and where a body is found with nobody to claim it, the police.
Any close relative connected to the record; spouse, child, parent, sibling or a legal heir; can apply for a certified copy of a registered death, and for a correction to a name, age or address in the entry.
You cannot apply in Jammu and Kashmir for a death that occurred elsewhere, including in Ladakh, which has been a separate union territory since 31 October 2019 with its own local bodies. Registration follows the place of death, not the place of residence. You are also not eligible to have a very old death entered at the ordinary counter: once more than a year has passed, the Act requires an order of the competent authority before the registrar can create the entry, and the municipal counter will send you there first.
What documents are required?
- Report of Death in Form 2, signed by the informant, naming the deceased, the date, time and place of death and the informant's relationship.
- The Medical Certificate of Cause of Death from the treating hospital or the attending registered medical practitioner. Under the Registration of Births and Deaths (Amendment) Act 2023, in force since 1 October 2023, a medical institution must give this certificate to the registrar and a copy to the nearest relative, so ask the hospital for your copy before leaving.
- Identity proof of the deceased — Aadhaar, voter ID or ration card: because the printed particulars are taken from it.
- Identity proof of the informant with the relationship to the deceased.
- Proof of residence of the deceased, used by a municipal registrar to confirm the death falls inside its jurisdiction.
- An affidavit where the death is being reported late, and the competent authority's order once it is more than a year old.
How to apply for a death certificate in Jammu and Kashmir
- Establish the correct registrar. If the death happened inside municipal limits, the Jammu Municipal Corporation or the Executive Officer of the concerned Municipality is the authority. If it happened in a rural area, the Station House Officer concerned is.
- Collect the Medical Certificate of Cause of Death from the hospital or the attending doctor before anything else. No registrar will complete a registration without the certified cause of death.
- Report the death to that registrar on Form 2, with the identity proofs of the deceased and the informant, as soon as possible after the event, the Act makes reporting compulsory and time-bound.
- Apply online through JanSugam. Open jansugam.jk.gov.in, find the issuance of death certificate service under statutory services, fill the application, upload the scanned documents and submit. Keep the acknowledgement or application reference number generated.
- Track the application on the same portal using the reference number, and follow up at the municipal office or the police station if it stalls.
- Collect or download the certificate once the registration is approved, and check the spelling of the name, the date of death and the address on it before you leave the counter.
What if the death was never registered?
Apply for a written non-availability report from the registrar of the area first. Every later authority, the bank, the insurer, the revenue office: will ask for it, and no delayed registration can be processed without the registrar recording that nothing exists on the register. Then file for delayed registration with an affidavit setting out the date, place and circumstances of the death, along with whatever independent evidence exists: hospital papers, the burial or cremation ground record, the police report, a pension file or a ration card entry that was struck off. Under the Act, a report made beyond the statutory window needs the written permission of the prescribed authority and a late fee, and a death more than one year old needs the order of the competent authority before the registrar makes the entry.
Why do Jammu and Kashmir death certificate applications get stuck?
- The application went to a municipal office for a rural death, where the Station House Officer concerned is the authority, or vice versa.
- The Medical Certificate of Cause of Death was never obtained from the hospital.
- The death happened outside Jammu and Kashmir, so no J&K registrar holds the entry.
- The applicant tried to register on jkbdr.nic.in, which is restricted to urban local body staff and is not open to citizens.
- The name or age of the deceased differs between the Form 2 report and the Aadhaar or ration card attached.
- The death is more than a year old and no order of the competent authority has been produced.
- The exact date of death is disputed between the hospital record and the family's account, so the registrar has held the entry for verification.
What does it cost, and should you use an agent?
Registration of a death is a statutory duty, not a favour, and JanSugam classes the issuance of a birth or death certificate among the services that cannot be refused to a citizen. Fees for a certified copy are set by the local body, so ask the Municipal Corporation or Municipal Committee counter for its published rate and take a printed receipt for whatever you pay; viewing or downloading an already issued certificate online is free of cost.
Agents outside municipal offices in Jammu and Srinagar routinely quote large sums to "get it done". They cannot obtain a Medical Certificate of Cause of Death that the hospital never issued, they cannot shorten the competent authority's enquiry for an old death, and a death entry created on false particulars exposes the family that relies on it to prosecution alongside the agent. File it yourself on jansugam.jk.gov.in or at the registrar's counter, keep the acknowledgement, and refuse to pay anything the published rate does not cover.

Frequently asked questions
Who issues a death certificate in Jammu and Kashmir?
Death certificates in Jammu and Kashmir are issued by the Jammu Municipal Corporation and by the Executive Officers of Municipalities for areas within municipal limits, and by the Station House Officer concerned in rural areas. Registration of a death is compulsory, and the certificate is only a certified extract of that registration.
Which portal do I use for a Jammu and Kashmir death certificate?
Applications are made through the JanSugam portal at jansugam.jk.gov.in, which lists issuance of a birth or death certificate among the statutory services that cannot be refused to citizens. The separate system at jkbdr.nic.in belongs to the Housing and Urban Development Department and is marked for office use by urban and local body staff only.
Why can I not log in to jkbdr.nic.in as a citizen?
jkbdr.nic.in is the back-office birth and death registration system of the Housing and Urban Development Department, and its own login page states it is for urban and local bodies staff and for office use only. Citizens use JanSugam or approach the municipal registrar directly instead.
Who registers a death in a village in Jammu and Kashmir?
In rural Jammu and Kashmir the Station House Officer concerned is the authority for issuing the death certificate, so a death in a village is reported through the local police station rather than a municipal office. Inside municipal limits the Municipal Corporation or the Executive Officer of the Municipality does it.
What does a Jammu and Kashmir death certificate cost?
Fees for a death certificate in Jammu and Kashmir are set by the local body, so ask the Municipal Corporation or Municipal Committee counter for its published rate and insist on a receipt. Viewing or downloading an already issued certificate online is free of cost. Never pay an agent a sum the published rate does not cover.
Can a death be registered in Jammu and Kashmir long after it happened?
Yes, but not at the ordinary counter. Under the Registration of Births and Deaths Act 1969, a report made after the statutory window needs the written permission of the prescribed authority and a late fee, and a death more than one year old needs an order of the competent authority before the registrar makes the entry.
What do I do if the record cannot be traced at all?
Ask the registrar of the area for a written non-availability report first, because it is what every later authority will demand. Then apply for delayed registration with an affidavit and whatever evidence exists of the death — hospital papers, the burial ground record, the police report or a family pension file.
Does a Jammu and Kashmir death certificate expire?
A death certificate never expires, because the registered fact of a death does not change. Banks and insurers sometimes ask for a recently issued copy, which you obtain as a fresh certified extract of the same registration entry, not as a new registration.
