Domicile Certificate in Jammu and Kashmir
Jammu and Kashmir state government scheme
Jammu and Kashmir issues the Domicile Certificate under the J&K Grant of Domicile Certificate (Procedure) Rules, 2020, which replaced the old Permanent Resident Certificate. District administrations confirm that the Tehsildar of the applicant's area issues it, and applications are filed online through the UT e-services portal at jk.gov.in/jkeservices or at the Tehsildar's office.
What is the domicile certificate in Jammu and Kashmir?
The Domicile Certificate in Jammu and Kashmir is the Union Territory's proof of settled residence, granted under the J&K Grant of Domicile Certificate (Procedure) Rules, 2020. The certificate replaced the earlier Permanent Resident Certificate (PRC) that the erstwhile State issued, and it is now the document that recruitment boards, universities and departments in the UT ask for when they require proof of domicile.
District administrations in Jammu and Kashmir are explicit about the issuing authority. The District Jammu portal states that domicile certificates are issued by the Tehsildar concerned where the applicant is residing. District Anantnag directs applicants to the concerned Tehsildar office and to the UT e-services portal. District Srinagar lists the service under the Assistant Commissioner Revenue at the Deputy Commissioner's office, Tankipora, Srinagar.
Applications are filed through the Union Territory e-services portal at jk.gov.in/jkeservices, named on the Srinagar and Anantnag district service pages, and District Jammu additionally points citizens to jansugam.jk.gov.in, the UT's ServicePlus-based citizen service delivery platform, where a citizen registers, logs in and selects the correct Tehsil while applying.
Who can and cannot apply for a J&K domicile certificate?
Domicile in Jammu and Kashmir is defined by the 2020 Rules rather than by a single address proof, and the Rules recognise several distinct routes.
You can apply if:
- You have resided in Jammu and Kashmir for 15 years, which is the principal residence route under the Rules.
- You have studied in the Union Territory for seven years and appeared in the class 10 or class 12 examination at an institution in the UT.
- You are the child of a person who qualifies under the Rules, since the Rules extend domicile to children of those covered.
- You fall in one of the specific categories the Rules provide for, such as registered migrants, or children of Central Government and All India Services officers who served in the erstwhile State for the period the Rules specify.
You cannot apply if:
- You have neither the required period of residence in the UT nor any of the alternative qualifications the Rules recognise.
- You are in Jammu and Kashmir on a short visit or a brief posting that does not meet a recognised category.
- You are filing for another adult without being their parent or guardian.
- You cannot produce documentary evidence of the residence or study period you are claiming, an oral claim of long residence with no ration card, voter list entry, school record or property document behind it will not carry.
Because the categories are set by the Rules and not by discretion, the single most useful step before applying is to identify precisely which category you fall in and assemble the evidence for that category. Ask the Tehsildar's office to confirm your category if you are unsure. A file submitted under the wrong category is the most common reason for a rejection that then has to be redone.

How to apply for a J&K domicile certificate online
- Open the UT e-services portal at https://jk.gov.in/jkeservices/, or the Jansugam portal at https://jansugam.jk.gov.in/ that District Jammu points applicants to, and register with your personal details and a mobile number you control.
- Log in and select the Domicile Certificate service. Choose the correct Tehsil; District Jammu's guidance specifically flags selecting the right Tehsil during the application, because the file goes to that Tehsildar.
- Choose your eligibility category to 15 years of residence, the seven-year study and class 10/12 examination route, child of a qualifying person, or a specific category recognised in the 2020 Rules — and fill the form accordingly.
- Upload the evidence for that category: residence proof for the residence route, school and examination records for the study route, or the parent's domicile certificate or PRC where you are applying as a child of a qualifying person. Add Aadhaar, date of birth proof and the photograph.
- Submit and save the application number. Every status check and every follow-up at the Tehsildar's office runs on this number.
- Attend to verification. The Tehsildar's office verifies the claim through the revenue staff for your area. Be reachable, and produce originals if asked.
- Download the issued certificate from the portal login once the status shows it has been granted.
How to apply offline at the Tehsildar's office
- Go to the office of the Tehsildar within whose territorial jurisdiction you reside, the authority District Jammu names for this certificate. In Srinagar, the Assistant Commissioner Revenue at the DC Office, Amar Niwas Complex, Tankipora, handles the service.
- Obtain and fill the domicile application form, stating the category you are applying under.
- Attach self-attested copies of the residence proof, Aadhaar, date of birth proof, photograph, and the category-specific evidence, and carry originals.
- Submit at the counter and collect a dated acknowledgement with the application number.
- Follow up with the Tehsildar's office against that number until the certificate is granted.
How do I check the status of my application?
Log back in to jk.gov.in/jkeservices or jansugam.jk.gov.in and use the track-application option with the application number issued on submission. The Tehsildar's office where the file sits can also state its stage against the same number, and the district administration contact points published on the district websites: District Jammu lists phone 0191-2571912 and email dcofficejammu@gmail.com, District Srinagar lists +91-194-2477054 and email dcsgr-jk@nic.in; are the route for a file that has stopped moving.
Why do domicile applications get rejected in J&K?
- Wrong category selected, so the evidence filed does not match the route claimed under the 2020 Rules.
- Insufficient proof of the residence period, a claim of 15 years supported by documents covering only a few of them.
- Study route filed without the examination record, where the class 10 or class 12 examination in an institution in the UT is part of the qualification.
- Wrong Tehsil selected in the online form, sending the file to a Tehsildar with no jurisdiction over the applicant.
- Name and parentage mismatches across the ration card, Aadhaar, school records and the application.
- Unreadable uploads, particularly old school records photographed rather than scanned.
What should it cost, and what should you not pay?
Apply directly on the official Union Territory portal or at the Tehsildar's office, and pay only the government's listed charge for the service at the counter or on the portal, against a receipt. The 2020 Rules were framed precisely to give the grant of domicile a defined, time-bound procedure with a named competent authority, and that procedure runs on documents, not on intermediaries.
Do not pay an agent or a middleman for a "guaranteed" or "urgent" domicile certificate. No Revenue Department officer will ask you for money outside the counter or for an OTP, and any payment made outside the official channel buys nothing. If someone asks, report it to the Deputy Commissioner's office of your district.
Where do I complain if the certificate is delayed?
- The Tehsildar's office where the application was filed, quoting the application number.
- The Assistant Commissioner Revenue at the Deputy Commissioner's office of your district, the authority District Srinagar names for this service.
- The Deputy Commissioner's office of your district, through the phone and email published on the district website.
- The grievance option on the UT e-services portal you applied through.
The 2020 Rules were introduced to make the grant of domicile a defined procedure with an accountable authority. A written complaint that names your application number, the Tehsil, and the date of filing is the way to invoke that accountability.
