What is a police character certificate in Jammu and Kashmir?

A character certificate in Jammu and Kashmir is J&K Police's written confirmation that its records disclose nothing adverse against a named person at a declared address. J&K Police delivers the service through the J&K Police Citizen Portal at jkpoliceeservices.gov.in, and Character Certificate appears by name in the portal's service list.

The portal is built on CCTNS. The Crime and Criminal Tracking Network and Systems project run nationally by the National Crime Records Bureau, which is why the site publishes the contact address cctns_jk@ncrb.gov.in. J&K Police describes the benefits to citizens in its own words: a simplified process for accessing general services such as requests for certificates, verifications and permissions; a simplified process for tracking petitions and FIRs; and multiple channels to access services from the police.

Two features make Jammu and Kashmir distinct from most states.

First, the service carries a statutory guarantee. J&K Police states that under SRO 428 of 2012, a set of police services was included in the Jammu and Kashmir Public Service Guarantee Act of 2011, and "Verification for issuance of character certificate" is one of them. The others are a copy of the FIR to the applicant, a verification report from CID for acquiring a passport, a verification report from CID for newly appointed candidates, verification by the police station concerned for certification of identity, and copies of untraced reports in accident, drowning, stolen vehicle and theft cases. A service inside the Act has a notified timeline and a designated officer answerable for it, which is the lever to use if nothing happens.

Second, the portal is a single window for police verification of every kind. Alongside Character Certificate, the citizen login gives access to C-Form, Complaint, Domestic Help Verification, Employee Verification, Event or Performance permission, Protest or Strike Request, Tenant and PG Verification, and Vehicle Enquiry.

A character certificate is a police document, not a revenue one. Domicile, income, category and permanent residence certificates in Jammu and Kashmir come from the Revenue Department through the UT's e-services channels. No tehsildar issues a character certificate, because only the police hold the criminal records the certificate speaks to.

Who can and who cannot apply?

You can apply for a J&K police character certificate if you reside at an address in the Union Territory of Jammu and Kashmir that falls within the jurisdiction of a J&K Police station, and you can create a citizen login on the portal. J&K Police applies no income limit, no caste criterion and no age bar to this service, it is a records check, not a welfare benefit, so none of the eligibility tests that govern domicile or income certificates apply here.

You cannot apply through the J&K portal for an address outside Jammu and Kashmir. Ladakh, Punjab and Himachal Pradesh addresses are verified by their own police, and J&K Police reports only on the period and area inside its own jurisdiction. You are also not eligible to receive a clean certificate while an FIR or criminal case is pending against you, because the certificate records what the police station's register actually shows rather than what is convenient.

Applicants who have lived at more than one J&K address can apply, but should list each address. Omitting an earlier one does not conceal it, it surfaces during the enquiry and lengthens the process instead of shortening it.

What documents are required?

The J&K citizen portal is built around identity, address and a verified login:

  • Proof of identity. A government photo ID in the applicant's name.
  • Proof of the address to be verified — ration card, electricity bill, rent agreement or property tax receipt for the J&K address.
  • A passport-size photograph in the size and format the upload screen states.
  • Citizen portal credentials. The login screen requires a username and a password of at least eight characters combining upper case, lower case, digits and special characters, and completes with an OTP verification.

Keep the originals of the identity and address documents at home as well as uploading them. The officer who comes from the police station will ask to see something physical tying you to the address, and producing it on the first visit is the single thing that shortens the enquiry most.

How to apply for a character certificate in Jammu and Kashmir

  1. Open jkpoliceeservices.gov.in, the J&K Police Citizen Portal, and use Create citizen login to register. The portal is available in English and Hindi.
  2. Log in with the username and password you created and complete the OTP verification the portal requires at sign-in.
  3. Select Character Certificate from the service list. The same menu carries Employee Verification, Tenant and PG Verification and Domestic Help Verification, so read the labels before choosing. An employer's requirement and an individual's character certificate are different services.
  4. Fill the application with your name, parentage and date of birth exactly as on your identity document, your complete J&K address with the district and the police station covering it, and the purpose of the certificate. Upload the identity proof, the address proof and the photograph.
  5. Pay the fee the portal displays at the payment step, and save the acknowledgement carrying the application number. Whatever that screen shows is the entire government charge.
  6. Stay available for the police station verification. Your file goes to the station covering the address you declared, and its staff verify you there before the certificate is signed.

How to apply offline through a police station

  1. Visit the police station whose jurisdiction covers your residential address, carrying your identity proof, address proof and a passport-size photograph. J&K Police publishes a Know Your Police Station facility and a district-wise list of police stations on jkpolice.gov.in.
  2. State the purpose of the certificate plainly, job, passport, admission or licence, and submit the application.
  3. Pay only the fee for which a receipt is issued, and keep that receipt.
  4. If nothing happens, take the matter to the office of the Superintendent of Police for your district, citing the Public Service Guarantee Act of 2011 and SRO 428 of 2012, under which this verification is a notified service.

How do you check the application status?

Log in to jkpoliceeservices.gov.in with the credentials used to file and open the application by its number. J&K Police lists "simplified process for tracking petitions and FIRs" among the portal's benefits, and the same account holds the record of every service request you have raised. The portal also publishes a How-to guide explaining the citizen portal screens; read it before telephoning anyone, because it is the authoritative description of the current process.

Why do J&K applications get delayed or rejected?

  • The applicant was not found at the declared address when the police station's officer visited, and no neighbour could confirm residence.
  • The address falls under a different police station from the one entered, so the file waits to be reallocated.
  • Name, parentage or date of birth on the form does not match the identity document uploaded.
  • Uploaded scans are unreadable or in an unsupported format.
  • The wrong service was selected, an employee verification filed where an individual character certificate was needed has to be applied for again.
  • A pending FIR or criminal case exists, which the certificate then has to record.

What does it cost, and what about agents?

J&K Police does not publish a fee for the character certificate on the citizen portal's public pages or on its Public Service Guarantee Act page, so the honest answer is that the amount displayed on your own payment screen after login is the government charge, and nothing beyond it is payable. Do not accept a figure quoted to you by a middleman, and do not pay any officer in cash without a receipt.

Agents who promise a J&K character certificate "in two days" for a few thousand rupees are selling a queue position that does not exist. The file goes to the same police station and the same verifying officer whoever fills the form, and the only real accelerator is being present at your address with your original documents when the officer calls.

Keep the acknowledgement and payment receipt the portal generates, it is your proof of what the government actually charged, and the first document to produce if anyone asks you for money on the side. Where a demand is made, or where verification simply does not start, escalate to the Superintendent of Police for the district and invoke the Public Service Guarantee Act of 2011, under which character certificate verification is a notified service. J&K Police publishes the headquarters email phqjk@jkpolice.gov.in and a helpline numbers page on jkpolice.gov.in.

Documents required

Proof of identity
A government photo identity document in the applicant's name. Carry the original when the police station calls you for verification.
Proof of the Jammu and Kashmir address to be verified
The address decides which police station verifies you, so it must be where you genuinely reside. A ration card, electricity bill, rent agreement or property tax receipt is what a verifying officer asks to see.
Passport-size photograph
Uploaded in the size and format the citizen portal's upload screen specifies.
Citizen portal login credentials
The J&K Police Citizen Portal requires a registered username and a password of at least eight characters combining upper case, lower case, digits and special characters, plus an OTP verification at login.
Letter from the employer, institution or requiring authorityoptional
Establishes the purpose of the certificate. Not always demanded, but it removes questions at the verification stage.

Frequently asked questions

Who issues a character certificate in Jammu and Kashmir?

Jammu and Kashmir Police issues it, and applications are filed on the J&K Police Citizen Portal at jkpoliceeservices.gov.in, where Character Certificate appears in the list of citizen services. The police station covering your address carries out the verification.

Is a J&K character certificate covered by a service guarantee?

Yes — J&K Police states that under SRO 428 of 2012, "Verification for issuance of character certificate" is one of the police services included in the Jammu and Kashmir Public Service Guarantee Act of 2011. That means a notified timeline and a designated officer answerable for it.

What other police services are covered by the J&K Public Service Guarantee Act?

J&K Police lists a copy of the FIR to the applicant, a CID verification report for acquiring a passport, a CID verification report for newly appointed candidates, verification by the police station concerned for certification of identity, and copies of untraced reports in accident, drowning, stolen vehicle and theft cases.

What does a J&K character certificate cost?

J&K Police does not publish a fee for the character certificate on its citizen portal or on the Public Service Guarantee Act page, so check the amount displayed on your own payment screen after logging in, and pay only that. Do not accept a figure quoted by an intermediary.

Can I apply for a J&K character certificate online?

Yes — create a citizen login on jkpoliceeservices.gov.in, verify it by OTP, and select Character Certificate from the service list. The portal is built on the national CCTNS platform and also handles complaints, FIR viewing, tenant and PG verification, domestic help verification and employee verification.

What other verifications can I request on the same J&K portal?

The J&K Police Citizen Portal lists C-Form, Complaint, Domestic Help Verification, Employee Verification, Event or Performance permission, Protest or Strike Request, Tenant and PG Verification, and Vehicle Enquiry, all behind the same citizen login.

Which police station will verify my application?

The police station in whose jurisdiction the address on your application falls carries out the verification, which is why that address must be where you genuinely reside. Being unavailable when the officer visits is the most common reason a file stalls.

What if my J&K application is not acted upon?

Escalate to the Superintendent of Police for your district, and rely on the Public Service Guarantee Act of 2011, under which character certificate verification is a notified service with a designated officer. J&K Police publishes the headquarters email phqjk@jkpolice.gov.in and a helpline numbers page on jkpolice.gov.in.
