Indira Gandhi National Old Age Pension Scheme (Jammu and Kashmir)
Jammu and Kashmir state government scheme
Indira Gandhi National Old Age Pension Scheme gives a monthly pension to Below Poverty Line residents of Jammu and Kashmir aged 60 years and above, with the central National Social Assistance Programme contributing Rs 200 a month up to age 79 and Rs 500 a month from 80, topped up by the union territory under the J&K Integrated Social Security Scheme. Applications are filed offline with the Tehsil Social Welfare Officer.
What is the Indira Gandhi National Old Age Pension Scheme?
Indira Gandhi National Old Age Pension Scheme (IGNOAPS) is the old-age component of the National Social Assistance Programme (NSAP) of the Ministry of Rural Development, Government of India. In Jammu and Kashmir it is implemented by the Department of Social Welfare of the union territory, through the Directorates of Social Welfare at Jammu and Kashmir divisions and the District and Tehsil Social Welfare Officers below them.
IGNOAPS exists for a simple reason. India's social security architecture for formal-sector workers: provident fund, gratuity, service pension; reaches only a small minority. For an elderly person in a poor household who worked all their life as a farmer, labourer, weaver, shopkeeper or homemaker, there is no pension at 60. IGNOAPS provides a small, unconditional, monthly cash transfer to fill part of that gap.
According to the National Social Assistance Programme guidelines, IGNOAPS is payable to a person aged 60 years or above belonging to a household below the poverty line. Central assistance is paid at Rs 200 per month from age 60 to 79 and Rs 500 per month from age 80. Jammu and Kashmir adds a state contribution on top of the central share under the J&K Integrated Social Security Scheme (ISSS), whose rules were notified in 2022 and which is the umbrella under which the union territory administers old-age, widow, disability and transgender pensions together. The amount actually credited to a beneficiary in J&K is therefore higher than the central figure alone; because the state share is revised by government order from time to time, the current combined rate should be confirmed at the Tehsil Social Welfare office rather than assumed.
The pension is credited monthly by Direct Benefit Transfer into the beneficiary's own Aadhaar-seeded bank account. There is no intermediary and no cash disbursement.
Who is eligible for the old age pension in Jammu and Kashmir?
You can claim IGNOAPS if:
- You are 60 years of age or above on the date of application.
- Your household is on the Below Poverty Line list of Jammu and Kashmir.
- You are a resident of Jammu and Kashmir.
- You hold a bank account in your own name that can be Aadhaar-seeded for Direct Benefit Transfer.
- You are not already drawing another social security pension; widow, disability or a service pension, for the same period.
There is no requirement that the applicant be destitute or living alone. Having adult children does not by itself disqualify an applicant; the test is the household's BPL status, not the presence of relatives.
Who cannot apply:
- Persons below 60 years of age are not eligible. A widow under 60 should apply under the widow pension component instead.
- Households above the poverty line are not eligible under IGNOAPS.
- A person already drawing a widow pension, disability pension or any other social security pension cannot draw the old-age pension in addition; only one pension is admissible at a time.
- Retired government employees drawing a service pension are not the intended beneficiaries of a poverty-targeted social assistance pension.
- Persons not resident in Jammu and Kashmir must apply in the state where they live.
- An applicant with no bank account in their own name cannot be paid, since the scheme runs entirely on DBT.
What documents are required for IGNOAPS?
The essential set is age proof, the BPL ration card or BPL certificate, Aadhaar, a bank passbook in the applicant's own name, residence proof for Jammu and Kashmir, and a passport-size photograph.
Age proof is where most files run into trouble. Many elderly applicants in the union territory have no birth certificate. The accepted alternatives are the date of birth on Aadhaar, the electoral roll entry, a school leaving certificate, or, where nothing else exists — an age certificate issued by a government medical officer. Whichever you use, make sure the date of birth matches across Aadhaar, the ration card and the pension application, because a mismatch will hold up both the sanction and the later step-up to the Rs 500 central rate at age 80.
How to apply for the old age pension in Jammu and Kashmir
IGNOAPS is applied for offline. There is no dedicated citizen portal for the scheme in the union territory.
- Collect the pension application form from the Tehsil Social Welfare Officer's office, the District Social Welfare Officer's office or the Panchayat secretary. The form is free and covers the pension components under the Integrated Social Security Scheme.
- Fill in the form with your name, date of birth and address exactly as they appear on your Aadhaar card, and tick the old-age pension category.
- Attach the documents: age proof, BPL ration card, Aadhaar copy, first page of the bank passbook, residence proof and a photograph.
- Submit the file to the Tehsil Social Welfare Officer and take an acknowledgement with a diary number. In rural areas the Panchayat or Block Development Office often collects and forwards these files.
- Cooperate with field verification. A functionary will verify your age, your residence and the household's BPL status, and may record a statement from the Sarpanch or ward member.
- Wait for the sanction and the first credit. Once the District Social Welfare Officer sanctions the case, your name enters the monthly pension roll and the amount is credited by DBT.
How do I check my old age pension status?
Use the diary number on your acknowledgement at the Tehsil Social Welfare Officer's office, which maintains the register of pending and forwarded cases. For a sanctioned case, the District Social Welfare Officer's office holds the pension roll and can confirm whether your name is on it and from which month.
For payments, the bank passbook is the authoritative record. Update it every few months and check that a monthly DBT credit is appearing. A missing month is almost always a bank-side issue; dormancy, a KYC flag or broken Aadhaar seeding, rather than a sanction problem.
Why does an old age pension stop?
- Life certificate not submitted. Pension rolls are periodically re-verified and a beneficiary who does not present themselves or submit a life certificate is suspended until they do.
- Bank account gone dormant. An account with no customer-initiated transaction for a long period is frozen by the bank, and DBT credits bounce.
- Aadhaar seeding broken, often after a mobile number change or a re-KYC exercise.
- Name or date-of-birth mismatch between Aadhaar, the bank record and the pension roll.
- Duplicate pension detected. If the same Aadhaar appears against two pension categories, both may be held pending inquiry.
- Death of the beneficiary, after which the pension correctly stops; family members should report the death rather than continue to operate the account.
Each of these is fixable. Take the passbook, Aadhaar and the pension sanction reference to the bank branch first, and then to the Tehsil Social Welfare Officer if the branch confirms the money is not arriving from the department's side.
Where do I raise a grievance about the old age pension?
- Tehsil Social Welfare Officer, first level for a pending application, a stopped pension or a correction in the pension record.
- District Social Welfare Officer, the sanctioning authority, and the level to approach for an unexplained delay or a disputed rejection.
- Directorate of Social Welfare, Kashmir or Jammu, depending on your division. The Kashmir directorate publishes its notifications, including those on the Integrated Social Security Scheme Rules 2022, at socialwelfarekashmir.jk.gov.in.
- Deputy Commissioner's public grievance cell, which hears welfare cases at regular public hearings in each district.

Frequently asked questions
What is the age limit for the Indira Gandhi National Old Age Pension Scheme?
The applicant must be 60 years of age or above on the date of application. Central assistance is paid at one rate from 60 to 79 years and at a higher rate from 80 years onward, so a beneficiary's pension steps up automatically when the record shows the 80th birthday.
How much pension does IGNOAPS pay in Jammu and Kashmir?
Central assistance under the National Social Assistance Programme is Rs 200 per month for beneficiaries aged 60 to 79 and Rs 500 per month from age 80, and Jammu and Kashmir adds a state share on top under its Integrated Social Security Scheme so that the amount actually credited is higher. Confirm the current combined rate at your Tehsil Social Welfare office, because the state share is revised by government order from time to time.
Is a BPL card compulsory for IGNOAPS?
Yes. Indira Gandhi National Old Age Pension Scheme is limited to households identified as Below Poverty Line, and the BPL ration card or BPL certificate is the proof. An elderly person in an above-poverty-line household is not eligible under IGNOAPS.
Can a person draw IGNOAPS and a widow pension together?
No. A beneficiary may draw only one social security pension at a time, so a widow aged 60 or above moves from the widow pension to the old-age pension rather than receiving both. The Social Welfare Department de-duplicates records using Aadhaar.
Can I apply for IGNOAPS online in Jammu and Kashmir?
No dedicated online application is offered for IGNOAPS in Jammu and Kashmir; the application is filed offline with the Tehsil Social Welfare Officer or the District Social Welfare Officer, who verifies and forwards it for sanction.
Why has my old age pension stopped coming?
The most common causes are a failed or missing annual life certificate, a bank account that has gone dormant, Aadhaar seeding that has broken, or the case being flagged during a verification drive. Take the passbook and Aadhaar to the bank branch first, then to the Tehsil Social Welfare Officer.
Does the pension increase automatically at 80?
Yes, the central component steps up from Rs 200 to Rs 500 a month once the beneficiary turns 80, but only if the date of birth on the pension record is correct. If your age is wrongly recorded, get it corrected at the Tehsil Social Welfare office before your 80th birthday.
Is there any fee to apply for the old age pension?
No. The application form is free and no fee is payable at any stage. Anyone demanding money to sanction or release an old-age pension is acting illegally and should be reported to the District Social Welfare Officer.
