What is the Integrated Social Security Scheme in Jammu and Kashmir?

Integrated Social Security Scheme, usually written as ISSS and sometimes called the samajik suraksha pension locally, is the main non-contributory pension run by the Social Welfare Department of the Union Territory of Jammu and Kashmir. The scheme pays Rs 1,000 per month to people who have meagre support or no source of livelihood at all.

The scheme currently runs under the Jammu and Kashmir Integrated Social Security Scheme Rules, 2022, notified as an annexure to Government Order 156-JK(SW) of 2022 dated 8 September 2022. Those rules repealed the older Jammu and Kashmir Integrated Social Security Rules, 1994, but protected every order already passed under them, so existing pensioners did not lose their sanction when the change happened.

The stated purpose in the rules is to grant a monthly pension to old aged persons, widows, divorcees, physically and intellectually challenged persons (Divyangjans) and transgender persons, and to do so with "saturation, transparency, wider coverage and objectivity". Saturation is the operative word: the rules explicitly instruct officers that pensions must at all times be at a saturation level with "zero pendency", and forbid any officer from accumulating cases at their own level.

Who runs the scheme

  • Administrative Department; Social Welfare Department, Civil Secretariat.
  • Nodal Agency, Directorate of Social Welfare Jammu and Directorate of Social Welfare Kashmir.
  • District level; District Social Welfare Officer (DSWO).
  • Tehsil level; Tehsil Social Welfare Officer (TSWO), the officer who first receives and verifies your application.
  • Sanctioning authority, the Director, Social Welfare Jammu or Kashmir.

Who is eligible for the J&K Integrated Social Security Scheme?

Integrated Social Security Scheme eligibility is defined separately for each of the four categories. Every category has the same benefit of Rs 1,000 per month.

Old Age Pension, you can claim if:

  • You are a woman aged 55 years or more, or a man aged 60 years or more.
  • You hold a PHH or AAY ration card.

Widow or Divorcee Pension, you can claim if:

  • You are a woman whose husband has died, you have not remarried, and you are not receiving any other pension or monthly assistance from the Government; or
  • You are legally divorced, are not receiving maintenance from your divorced husband, and have not remarried.
  • You hold a PHH or AAY ration card.
  • Your age is more than the legally prescribed marriageable age.

Disability Pension (Divyangjan), you can claim if:

  • You have 40 per cent or more physical or intellectual disability, certified by the District Health Authority.
  • You hold an NPHH, PHH or AAY ration card.
  • You hold a UDID card and possess a certificate of identity from the District Magistrate.

Transgender Pension, you can claim if:

  • You hold an NPHH, PHH or AAY ration card.
  • Your gender does not match the gender assigned at birth. The rules cover trans-men and trans-women whether or not they have undergone sex reassignment surgery, hormone therapy, laser or other therapy, and also cover persons with intersex variations, genderqueer persons, and persons with socio-cultural identities such as kinner, hijra, aravani and jogta.

Who cannot apply

  • Anyone already receiving a pension or financial assistance from any other source is not eligible. This is not a soft condition, an affidavit attested by a Judicial Magistrate 1st Class confirming it is a compulsory document for every one of the four categories.
  • A person who does not hold the required category of ration card cannot apply. Old age and widow or divorcee pension are restricted to AAY and PHH card holders; NPHH cards are accepted only for the disability and transgender categories.
  • A widow who has remarried, or a divorcee who is drawing a maintenance allowance from her former husband, is not eligible.
  • A person with less than 40 per cent certified disability cannot claim the Divyangjan pension.
  • Men below 60 and women below 55 cannot claim old age pension.

The rules also give the District Development Commissioner power to have the ration card category "suitably modified" where independent verification shows a beneficiary holds the required card but is not genuinely eligible.

How to apply for the Integrated Social Security Scheme in J&K

  1. Collect the documents listed for your category in the table above, including the affidavit sworn before a Judicial Magistrate 1st Class that you receive no other pension or financial assistance.
  2. Open the JK e-Services portal at jk.gov.in/jkeservices, the online services gateway that the Directorate of Social Welfare Kashmir links its scheme applications to, and register or sign in.
  3. Select the Integrated Social Security Scheme and your pension category; old age, widow or divorcee, disability, or transgender.
  4. Fill in your personal details, domicile and residence details, ration card number and Aadhaar-linked bank account number, then upload every document from Annexure A.
  5. Submit the application. It goes to the Tehsil Social Welfare Officer, who must verify it and either recommend it to the District Social Welfare Officer within 15 days or revert it to you if documents are deficient.
  6. If the TSWO reverts your case, correct the deficiency and resubmit, a reverted case is not a rejection.
  7. Track the case with the Tehsil Social Welfare Officer, then with the District Social Welfare Officer, who has 15 days to forward clear cases to the Director Social Welfare Jammu or Kashmir.
  8. Once the Director sanctions the case, the pension is credited by DBT and becomes payable from the month following sanction.

If you cannot use the portal yourself, take your documents in person to the Tehsil Social Welfare Officer or the District Social Welfare Office. The 2022 Rules require DSWOs and TSWOs to provide "all kind of handholding" to beneficiaries, and that duty was written in specifically for the exercise of re-documenting existing pensioners.

How long does the J&K pension take to be sanctioned?

Integrated Social Security Scheme cases have a written timeline of roughly 45 days in total:

  1. Tehsil Social Welfare Officer, verifies and recommends, or reverts, in 15 days.
  2. District Social Welfare Officer, submits clear and eligible applications to the Director in 15 days.
  3. Director, Social Welfare Jammu or Kashmir: approves or rejects in 15 days of receiving the case.

The rules go further and say no officer shall accumulate cases at their level, and shall forward all eligible cases within the prescribed timelines "even if a single case is received". If your case is sitting past these windows, that sentence is the one to quote when you follow up.

How is the J&K social security pension paid?

Payment is made directly into the beneficiary's own bank account through DBT mode by the Director Social Welfare concerned, after sanction. The first payment falls due in the month succeeding the month of sanction, not the month you applied.

Two recurring compliance steps keep the payment running:

  • Life certificate, every pensioner must upload it annually, in the month of January.
  • Non-remarriage certificate, a widow pensioner must upload one duly signed by a Gazetted Officer every three years.

Missing either of these is the most common reason a long-standing pension stops without any rejection order being passed.

Why do J&K pension applications get rejected or stopped?

  • Wrong ration card category, an NPHH card holder applying for old age or widow pension is the single most frequent mismatch, because those two categories accept only AAY and PHH cards.
  • Missing affidavit before a Judicial Magistrate 1st Class about not drawing any other pension.
  • Bank account not Aadhaar-linked, so the DBT credit fails even after sanction.
  • Disability below 40 per cent, or a certificate not issued by the District Health Authority, or a missing UDID card.
  • No non-remarriage certificate, or one older than three years, for widow and divorcee pensioners.
  • Life certificate not uploaded in January.
  • Death, remarriage, change in financial condition or migration outside the Union Territory. The rules require quarterly Gram Sabha or Ward Committee social audits precisely to weed out such cases, and a resolution passed there is kept at the panchayat or ward office and the District Social Welfare Office.

How is the scheme monitored in Jammu and Kashmir?

Integrated Social Security Scheme monitoring is unusually detailed for a state pension, and it is worth knowing because it explains why verification visits happen:

  • The DSWO makes random checks and submits a mandatory report to the Director Social Welfare every six months.
  • The District Development Commissioner forms independent teams to verify implementation and periodically check beneficiary eligibility, and may engage an independent agency for random checks.
  • Gram Sabha and Ward Committee social audits are held once every quarter to find left-out eligible people and remove ineligible cases.
  • Pensioner details for each ward or panchayat are to be displayed through wall paintings at a prominent place in the panchayat, so neighbours can see who is drawing the pension.

  • Tehsil Social Welfare Officer, the first point of contact for a pending or reverted application.
  • CM Grievance Cell; jkgrievance.in, for a written grievance that has not moved at district level.

No fee is charged for applying under the Integrated Social Security Scheme, and no agent can get a name added to the pension list. Where a dispute arises over how the rules should be read, Rule 8 makes the decision of the Social Welfare Department binding on all concerned.

Frequently asked questions

How much pension does the Integrated Social Security Scheme pay in Jammu and Kashmir?

Rs 1,000 per month is paid to each beneficiary. Rule 3 of the Jammu and Kashmir Integrated Social Security Scheme Rules, 2022 states that the amount of pension for each category shall continue to be Rs 1,000 per month unless revised by the Social Welfare Department after approval by the competent authority. The same rate applies to old age, widow, disability and transgender pension.

Who is covered by the Integrated Social Security Scheme in J&K?

Four categories are covered — old aged persons, widows and divorcees, Divyangjans, and transgender persons. A man must be 60 years or more and a woman 55 years or more for old age pension. A Divyangjan needs 40 per cent or more physical or intellectual disability certified by the District Health Authority. Transgender persons were added by a later amendment to the scheme.

Who cannot apply for the J&K Integrated Social Security Scheme?

Anyone already receiving a pension or monthly financial assistance from any other source is not eligible, and every applicant must file an affidavit before a Judicial Magistrate 1st Class saying so. A person without the required ration card category also cannot apply — old age and widow pension need an AAY or PHH card. A widow who has remarried, and a divorcee receiving maintenance from her former husband, are both excluded.

Is the J&K social security pension applied for online or offline?

Online. Rule 4(i) of the 2022 Rules says the application for grant of pension shall be submitted online along with all necessary documents to the Tehsil Social Welfare Officer. The Directorate of Social Welfare Kashmir links applications to the JK e-Services portal at jk.gov.in/jkeservices.

How long does sanction of the J&K pension take?

About 45 days if no deficiency is found. The Tehsil Social Welfare Officer verifies and recommends within 15 days, the District Social Welfare Officer forwards eligible cases to the Director within 15 days, and the Director Social Welfare approves or rejects within 15 days of receiving the case. Pension becomes payable from the month after sanction.

Do J&K pensioners have to submit anything every year?

Yes, a life certificate must be uploaded every year in the month of January. Widow pensioners must additionally upload a non-remarriage certificate signed by a Gazetted Officer once every three years. Failure to submit these stops the monthly credit.

What replaced the older J&K social security rules?

The Jammu and Kashmir Integrated Social Security Scheme Rules, 2022, issued under Government Order 156-JK(SW) of 2022 dated 8 September 2022, repealed the Jammu and Kashmir Integrated Social Security Rules, 1994. Orders already made under the 1994 rules are deemed to have been made under the 2022 rules.

Where do I complain if my J&K pension is not sanctioned or not credited?

Start with the District Social Welfare Officer of your district, whose phone number and email are published on socialwelfarekashmir.jk.gov.in. The Directorate of Social Welfare Kashmir can be reached on 0194-2479645. The 2022 Rules also make the District Development Commissioner responsible for independent verification, and quarterly Gram Sabha or Ward Committee social audits are the village-level route.
