Why a PM-AJAY request gets rejected

Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) is not an individual cash-benefit scheme, so most "rejections" people report are really a misunderstanding of how it works: there is no personal application form on the central portal, and villages, projects and institutions are selected by the state government, not by citizen application. One-line reminder: PM-AJAY funds Adarsh Gram villages (Rs 20 lakh gap-filling + Rs 1 lakh admin), district/state Grants-in-aid projects, and SC student hostels; all routed through the PM-AJAY MIS at pmajay.dosje.gov.in.

The most common reason: expecting a direct cash transfer

Reason. Many applicants look for an individual enrolment form and a personal payout. PM-AJAY has neither on the central portal. An individual benefits only as an enrolled beneficiary of a sanctioned livelihood, skilling or income-generating project under the Grants-in-aid component.

Fix. Ask your district Social Welfare Office whether any Grants-in-aid project is running in your block, and apply to that project's implementing agency with your caste certificate, Aadhaar and bank details. Do not wait for a central form that does not exist.

Village-level (Adarsh Gram) exclusions

Reason 1 to Village not selected by the State Level Committee. A village is not eligible merely by having a Scheduled Caste population; selection is made by the State Level Committee against the SC-population threshold in the guidelines, with priority to SC-dominated villages in aspirational districts and SC-concentrated blocks.

Fix. Route a selection request through the Gram Panchayat and the district administration to the State Level Committee, that committee, not the Ministry, decides the Adarsh Gram list.

Reason 2 to No Village Development Plan, or a weak one. The Village Development Plan (VDP) is prepared by the Gram Panchayat / Village Convergence and Monitoring Committee and uploaded to the MIS by the district. Without a VDP recording the gaps in drinking water, sanitation, health, nutrition and education, no work can be sanctioned.

Fix. Take part in the VDP exercise so genuine gaps are recorded and priced; the VDP is the document that decides what your village gets.

Individual-beneficiary rejections

Reason 1 to Not from a Scheduled Caste. Individual-beneficiary projects under Grants-in-aid are for Scheduled Caste persons; a non-SC applicant is not eligible. Fix. None for individual-beneficiary projects; village infrastructure works, however, benefit the whole village.

Reason 2 to Missing caste certificate, Aadhaar or bank details. These are required for enrolment in a livelihood or skilling project. Fix. Obtain a valid SC caste certificate and an Aadhaar-seeded bank account before applying to the project agency.

Hostel-component rejections

Reason. The Hostel component funds only institutions funded by the Centre, a State or a UT — NIRF-ranked higher education institutions, or schools recommended by the Ministry of Education. Private, unaided institutions are not covered. Fix. Confirm institutional eligibility and submit the proposal through the State Social Justice / SC Welfare Department, which appraises and forwards it.

How to escalate or query a PM-AJAY decision

1. Gram Panchayat and the Village Convergence and Monitoring Committee, for disputes about what was included in the VDP.
2. District Social Welfare Officer, for delays in sanctioned works or beneficiary selection.
3. State Social Justice / SC Welfare Department. The nodal implementing authority for all three components.
4. pgportal.gov.in, the central public grievance portal, for written complaints.
5. National Helpline Against Atrocities (SCs/STs): 14566, for discrimination and atrocity complaints, handled separately from PM-AJAY.

No fee is payable to be included in a village plan or as a project beneficiary; selection decisions are recorded on the PM-AJAY MIS and can be questioned with the district administration.
