What is PMKVY Recognition of Prior Learning?

Recognition of Prior Learning (RPL) is a component of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), the flagship skilling scheme of the Ministry of Skill Development and Entrepreneurship. RPL exists to solve a specific problem: millions of Indians already have real, usable skills; gained on the job or through informal learning, but no formal certificate to prove them.

RPL under PMKVY assesses and certifies those existing skills against national occupational standards, so a worker can obtain a government-recognised skill certificate without going through a long training course. This is what separates RPL from regular Short Term Training under PMKVY, where a candidate learns a new skill from scratch.

The value of RPL is formal recognition. According to descriptions of the component, RPL certification enhances employability, can support wage increases and promotion, and brings workers in the unorganized sector into the formal skilling framework. For a self-taught electrician, tailor, mason or beautician who has worked for years without a certificate, RPL converts practical experience into a credential that employers and formal programmes recognise.

Who is eligible for PMKVY RPL?

You can apply if:

• You are an Indian citizen aged between 15 and 45 years.
• You already have prior experience in the job role for which you want a certificate.
• You hold an Aadhaar card, ideally linked to your bank account.
• You meet the specific requirements of the job role you are applying for.

You cannot apply if:

• You are outside the 15-45 age band set for the component.
• You have no prior experience in the job role: RPL certifies existing skills, so it is not a substitute for training in a skill you have never done.
• You do not meet the job-role-specific criteria defined for the assessment.

Because RPL certifies existing competence, a candidate with no relevant experience should instead consider PMKVY Short Term Training, which teaches a new skill from the beginning.

How the RPL process works

RPL is delivered in structured stages by accredited agencies and training centres:

• Mobilization; candidates with relevant experience are identified and informed about RPL, often through camps and community outreach.
• Counselling and pre-screening — candidates are guided to the right job role and checked for basic eligibility.
• Orientation, a short bridge session covers any gaps and familiarises the candidate with the assessment.
• Assessment. An accredited assessment agency evaluates the candidate's skills against the national standard for the job role.
• Certification: successful candidates receive a government-recognised skill certificate.

RPL is typically delivered in more than one setting. It is run at RPL camps organised in a community or cluster where many workers of the same trade are found, at an employer's premises where an existing workforce is certified, and at skilling centres where candidates come in to be assessed. Alongside the skill assessment, RPL commonly includes a short bridge course and orientation covering job-role knowledge, basic digital and financial literacy, and workplace practices, so that certification reflects current standards and not only past habit.

How to apply for PMKVY RPL

1. Identify the job role that matches your existing skills and experience.
2. Approach a PMKVY training centre or an RPL camp run by an accredited agency, or register online on Skill India Digital at skillindiadigital.gov.in.
3. Complete your profile and enrolment, providing your Aadhaar and bank account details.
4. Attend the orientation session and then the skill assessment conducted by the accredited assessment agency.
5. On passing, collect your government-recognised RPL certificate.
