What is PMKVY 4.0?

Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0) is the fourth phase of the Government of India's flagship skill development scheme, run by the Ministry of Skill Development and Entrepreneurship (MSDE) under the Skill India Mission. PMKVY was first launched in 2015; PMKVY 4.0 is the current version, delivered through State Skill Development Missions, Skill India Centres and the National Skill Development Corporation.

According to MSDE, PMKVY 4.0 provides free, industry-aligned skill training leading to a nationally recognised certificate. Training is delivered in NSQF-aligned courses covering more than 400 new-age job roles built on National Occupational Standards, with certification issued by Sector Skill Councils acting as awarding bodies.

Who is eligible for PMKVY 4.0?

You can apply if:

• You are an Indian citizen with a valid Aadhaar number.
• For Short Term Training, you are between 15 and 45 years of age.
• For Recognition of Prior Learning, you are between 18 and 59 years and already working in the trade you want certified.
• You meet any minimum educational qualification specified by the National Occupational Standard for the job role you choose. This varies by role and many entry-level roles have no formal requirement.
• You can register on the Skill India Digital Hub and complete biometric attendance.

You cannot apply if:

• You fall outside the age band for the route you are choosing, for example a 47-year-old is not eligible for Short Term Training, though RPL remains open up to 59.
• You do not have an Aadhaar number, since Aadhaar-enabled registration is mandatory under PMKVY 4.0.
• You do not meet the specific entry qualification the NSQF job role prescribes.
• You are seeking RPL certification in a trade you have never worked in, RPL assesses existing competence, not new learning.

Priority under PMKVY 4.0 is given to unemployed youth and school or college dropouts, but the scheme is not restricted to them.

What are the components of PMKVY 4.0?

Short Term Training (STT). Training of 200 to 600 hours, including On-the-Job Training, for candidates aged 15 to 45. STT is aimed at first-time skill learners, unemployed youth and job seekers who want a formal entry qualification in a trade. Job roles are drawn from lists issued by NSDC and the Sector Skill Councils.

Recognition of Prior Learning (RPL). Assessment and certification of skills already acquired informally, with a bridge or upskilling module of 7.5 to 132 hours, for candidates aged 18 to 59. RPL exists for the large number of Indian workers who are competent but have no paper to prove it, an experienced mason, welder or beautician can be assessed and certified without sitting a full training course.

Special Projects. Customised training programmes designed for specific employers, geographies or vulnerable groups where the standard STT model does not fit.

What benefits does PMKVY 4.0 provide?

• Free training in an NSQF-aligned job role — the candidate pays nothing.
• A government-recognised certificate issued by a Sector Skill Council, valid nationally and usable for employment, apprenticeship or further study.
• On-the-Job Training exposure with an employer as part of many STT courses.
• Placement facilitation through Rozgar Melas and job fairs, and through partnerships that State Skill Development Missions build with industry associations, employers' bodies and private enterprises to create apprenticeship, internship and direct hiring routes.
• Digital skill records on the Skill India Digital Hub, which carries the candidate's verified credentials.

MSDE has not published a uniform cash incentive for candidates under PMKVY 4.0 of the kind that existed in earlier phases of the scheme, so no such figure is stated here. Confirm any monetary component for your specific job role with your Skill India Centre before enrolling.

What documents are required for PMKVY 4.0?

How to apply for PMKVY 4.0

1. Go to the Skill India Digital Hub at skillindiadigital.gov.in and create an account using Aadhaar-enabled registration.
2. Verify your mobile number using the OTP sent to your Aadhaar-linked number.
3. Complete your candidate profile with education, work experience and location.
4. Search the catalogue for an NSQF-aligned job role that matches your interest, and check the entry qualification and duration for that role.
5. Choose whether you are applying for Short Term Training or Recognition of Prior Learning based on whether you are new to the trade or already working in it.
6. Locate a Skill India Centre or empanelled training provider near you from the portal's centre locator and apply to the batch.
7. Complete biometric attendance enrolment at the centre on the first day. This is mandatory and attendance is captured biometrically throughout.
8. Attend the training and On-the-Job Training component, then sit the assessment conducted by the Sector Skill Council.
9. Download your NSQF certificate from the Skill India Digital Hub once results are declared.

How to apply for PMKVY 4.0 offline

1. Visit a Skill India Centre, government ITI or polytechnic in your district that is running PMKVY 4.0 courses.
2. Ask for the nodal officer or mobilisation team member for PMKVY 4.0.
3. Carry your Aadhaar card and Aadhaar-linked mobile phone: registration will still be created on the Skill India Digital Hub, assisted by the centre.
4. Confirm the job role, batch start date and training hours before enrolling.

Common problems candidates face under PMKVY 4.0

• Aadhaar authentication failure at registration or biometric attendance, usually a fingerprint quality issue that the centre can resolve with an alternative authentication mode.
• Age band mismatch, applying for STT above 45, where RPL is the correct route.
• Job role entry qualification not met, discovered only after applying.
• Batch not running locally, since PMKVY 4.0 courses are demand-mapped district by district and not every job role runs everywhere.
• Attendance shortfall, which blocks eligibility for the final assessment because attendance is captured biometrically.
