Most PMKVY 4.0 enrolments fail for one of four reasons: Aadhaar authentication errors, an age or qualification mismatch for the chosen job role, no batch running locally, or biometric attendance shortfall that blocks the final assessment. Each has a specific fix. This article troubleshoots those blockers for the Pradhan Mantri Kaushal Vikas Yojana 4.0, the Skill India scheme run by the Ministry of Skill Development and Entrepreneurship (MSDE). Aadhaar authentication failure
Aadhaar-enabled registration on the Skill India Digital Hub (SIDH) is mandatory, and it is the most common point of failure.
- Fingerprint not recognised. Manual workers often have worn fingerprints. Ask the Skill India Centre to use an alternative authentication mode: iris or OTP-based, which the platform supports.
- Aadhaar-mobile not linked. OTP verification needs your mobile number seeded with Aadhaar. Update it at any Aadhaar enrolment centre, then retry.
- Name/DOB mismatch between Aadhaar and other records. Correct the Aadhaar record first, because SIDH treats Aadhaar as the source of truth.
Age band mismatch
- Short Term Training (STT) is for ages 15 to 45. A 47-year-old applying to STT will be blocked. The fix: apply through Recognition of Prior Learning (RPL), open to ages 18 to 59, if you already work in the trade.
- RPL applied without trade experience. RPL assesses existing competence, not new learning. If you have never worked in the role, RPL is the wrong route: switch to STT if you are within its age band.
Check the age band for your route before applying, not after.
Job-role entry qualification not met
Every NSQF job role is built on a National Occupational Standard that may specify a minimum qualification. Applicants often discover the mismatch only after applying.
- Fix: open the job role in the SIDH catalogue and read its entry qualification before choosing it. Many entry-level roles have no formal requirement — pick one of those if you lack certificates, or choose a role matching the qualification you hold.
No batch running in your district
PMKVY 4.0 is demand-driven and mapped district by district, so not every job role runs everywhere. An application can stall simply because no batch exists locally.
- Fix: use the SIDH centre locator to find a Skill India Centre actually running your chosen role, or pick a job role that has an open batch near you. Ask the centre's mobilisation team when the next batch for your preferred role is scheduled.
Attendance shortfall blocking assessment
Attendance is captured biometrically, and a shortfall makes you ineligible for the Sector Skill Council assessment even after you finish classes.
- Fix: confirm the minimum attendance percentage with your centre on day one, mark biometric attendance every session, and raise any biometric-capture failure with the centre immediately so it can be logged and corrected rather than counted as absence.
Certificate not issued after assessment
If you attended and were assessed but no certificate appears on SIDH:
- Confirm your assessment result is declared, certificates generate only after the Sector Skill Council uploads results.
- Check your SIDH profile details match your Aadhaar; a mismatch can hold the certificate.
- Escalate to the training centre, then to your State Skill Development Mission, which monitors certification delays.

FAQ
Is there an "application rejected" status I can appeal? PMKVY 4.0 works more through enrolment blockers than formal rejection letters; fix the underlying cause (Aadhaar, age, qualification, batch) and re-enrol.
Do I pay anything to fix a rejected enrolment? No. Training, assessment and certification are free; no agent may charge to "unblock" your enrolment.
Can I change my job role after a mismatch? Yes: pick a different NSQF role in the catalogue whose age band and qualification you meet, then apply to a running batch.
