EWS (Economically Weaker Section) Certificate in Puducherry — Income & Asset Certificate
Puducherry state government scheme
EWS Certificate in Puducherry is issued as the Income & Asset Certificate by the Department of Revenue and Disaster Management, under memorandum No. 2587/DRDM/C2/EWS/2019 dated 21 May 2019. Tahsildars and Deputy Tahsildars-cum-Executive Magistrates at the Taluk and Sub-Taluk offices of Puducherry, Karaikal, Mahe and Yanam sign it after a field enquiry, on a certificate format valid for one stated financial year.
EWS Certificate in Puducherry is issued as the Income & Asset Certificate by the Department of Revenue and Disaster Management, Government of Puducherry. The document exists because of the 103rd Constitutional Amendment, which created a 10 per cent reservation for Economically Weaker Sections who are not covered by the existing reservations for Scheduled Castes, Scheduled Tribes and Socially & Educationally Backward Classes: in civil posts and services and in admission to educational institutions. Without this certificate in the prescribed format, the reservation cannot be claimed.
Puducherry set out its own procedure in memorandum No. 2587/DRDM/C2/EWS/2019 dated 21 May 2019, signed by the Special Secretary (Revenue)-cum-District Collector, Puducherry. That memorandum enclosed both the certificate format and the application form, directed the Sub and Deputy Collectors (Revenue) to print and supply them to Taluk and Sub-Taluk offices "without any delay as there is emergent need for the issue of such certificates", and named the officers who may sign. The Government confirmed the arrangement again in G.O. Ms. No. 8 dated 19 March 2025, which records that the Department is entrusted with issuing Caste/Community, Residence/Nativity, Income and Economically Weaker Sections certificates.
Which office issues the EWS certificate in Puducherry?
The Taluk office does. The 2019 memorandum directs that besides the Tahsildar in charge of a Taluk, the Deputy Tahsildars-cum-Executive Magistrates in charge of Taluks and the Deputy Tahsildars-cum-Executive Magistrates in Sub-Taluk offices may also issue the certificate, affixing the seal reading "Tahsildar/Deputy Tahsildar-cum-Executive Magistrate".
Puducherry's geography decides which office is yours. The Union Territory is four separate regions; Puducherry and Karaikal on the Coromandel coast, Yanam on the Andhra coast, Mahe on the Malabar coast, and the 2019 memorandum was addressed to the Taluk and Sub-Taluk offices at Puducherry, Oulgaret, Villianur, Bahour, Nettapakkam, Karaikal, Thirunallar, Mahe and Yanam, and to the Sub/Deputy Collectors (Revenue) South, North, Karaikal, Mahe and Yanam. Apply where you live.
Who can and who cannot apply for EWS in Puducherry?
You can apply if you are an ordinary resident of the Union Territory, you do not belong to any community in the Central List of Scheduled Castes, Scheduled Tribes or Other Backward Classes, your family's gross annual income is below Rs 8 lakh, and your family holds none of the excluded assets. The application form says this on its face: it is "applicable only for candidates other than SC/ST/OBC".
Income is counted for the financial year prior to the year of application, from all sources. The form's income table asks you to break the figure down by source; salary, business, agriculture, profession, other sources, and by person: self, parents, siblings below 18, spouse, children below 18.
You cannot apply if your family owns or possesses any of four assets, however low the income: 5 acres of agricultural land and above; a residential flat of 1,000 sq ft and above; a residential plot of 100 sq yards and above in notified municipalities; or a residential plot of 200 sq yards and above in areas other than notified municipalities. Property held by a family in different locations or different places and cities is clubbed while applying the land or property holding test.
You also cannot apply if you already fall under SC, ST or OBC reservation. The EWS quota was created precisely for those left outside existing reservation, and a candidate holding a Puducherry OBC, MBC, EBC, BCM or BT community certificate claims through that route instead.
What does the Puducherry application form ask for?
The prescribed form runs to three parts. The first collects personal details, name, father's or husband's or guardian's name, gender, age, place of birth, religion, caste or community, marital status, mobile number, Aadhaar number and email. The second collects family details, including parents' and spouse's names and places of birth and a list of siblings and children below 18. It then asks for the present residential address, whether the present residence is owned or rented, the permanent address, residential details for the past five years preceding the date of application, and the purpose for which the certificate is sought.
The second page carries the gross annual income table and the asset table, the latter asking for area in acres, square yards or square feet with location for agricultural land, residential flats, residential plots in notified municipal areas and residential plots elsewhere, again broken down across self, parents, siblings, spouse and children. The form helpfully notes that 1 sq yard equals 9 sq ft.
The third page is the declaration. You declare that the information is exhaustive and nothing has been suppressed, that you do not belong to SC, ST or OBC, and that there are no immovable properties in other States or Union Territories except those declared. You accept liability under sections 199 and 200 of the Indian Penal Code for a wrong declaration and accept that the certificate will be summarily cancelled and all benefits withdrawn.
How to apply for an EWS certificate in Puducherry
- Identify the Taluk or Sub-Taluk office with jurisdiction over your residence — Puducherry, Oulgaret, Villianur, Bahour, Nettapakkam, Karaikal, Thirunallar, Mahe or Yanam.
- Collect the prescribed application form for issuance of Income & Asset Certificate for Economically Weaker Sections at that office, or print the copy annexed to the Department's instructions on revenue.py.gov.in.
- Fill all three parts: personal details, family details, income table, asset table and declaration, and affix a recent passport-size photograph.
- Attach the documents the form lists: proof of all assets, ration card, voter ID or Aadhaar, rental or lease agreement if any, birth certificate of the applicant or parents or spouse, salary certificate or pay slip if any, income tax returns of the last financial year if any, PAN card, and documentary proof of caste or community.
- Submit the completed form at the Taluk or Sub-Taluk counter and obtain an acknowledgement with a reference number.
- Cooperate with the field enquiry. The memorandum directs issuing authorities to act "with due care and diligence as per the prescribed criteria after thorough field enquiry and after carefully verifying all relevant documents", so a visit or a local check is part of the process.
- Collect the signed certificate and check the certificate number, the financial year printed against "VALID FOR THE YEAR", the spelling of your name and the officer's seal before you leave.
Can I do it online?
Not on the strength of the Department's own instructions, which describe printed forms supplied to Taluk offices. Puducherry does run e-District at edistrict.py.gov.in, which the Directorate of Information Technology describes as a one-stop shop for government-to-citizen services and which delivers other revenue certificates online in English, Tamil, Telugu and Malayalam. Check the e-District service list before you travel, in case EWS has since been added, and use its Track Application and Track Certificate pages for anything you have already filed there. The e-District toll-free number is 1800 425 2260.
What does it cost and how long does it take?
The Department of Revenue and Disaster Management's EWS instructions do not publish a fee or a service timeline for the Income & Asset Certificate, and no figure is invented here. Ask at the Taluk counter what the current government charge is and take a receipt.
Say plainly what this means. The certificate is a government service issued at a government office at the government's own listed charge, and no broker outside the Taluk office is authorised to file it, hasten it or collect it for a commission. The memorandum itself closes by directing that the instructions "shall be scrupulously followed and shall not give room for any complaints", and that any deviation will be viewed seriously, which is a lever you may quote if you are asked for anything irregular.
Does the certificate need renewal?
Yes, in practice. The Puducherry certificate format prints "VALID FOR THE YEAR" above the body text and certifies income "for the financial year", so it speaks for one year at a time. Recruitment notifications and admission processes usually specify the financial year for which the certificate must be issued, so read that clause and apply fresh if your existing certificate is for an earlier year.
This is a real difference from Puducherry's caste certificate. By G.O. Ms. No. 8 dated 19 March 2025, the Government ordered that Caste/Community Certificates for OBC, MBC, EBC, BCM and BT be issued with lifetime validity after one-time verification. That relief does not extend to the EWS certificate, because economic status, unlike community, changes.
Why are EWS applications rejected in Puducherry?
The asset test defeats more applicants than the income test. Families under Rs 8 lakh fail because a plot held by a parent and another held by the applicant are clubbed past 100 or 200 sq yards, or because agricultural land across the defined family reaches 5 acres.
Incomplete family declarations are the second cause. Omitting a sibling below 18, a spouse's earnings, or a property in Tamil Nadu or Kerala contradicts the declaration you signed and can lead to summary cancellation later, not merely refusal now.
Third is documentary thinness. The form asks for proof of all assets and for income evidence, and a file with no salary certificate, no return and no property papers gives the enquiring officer nothing to verify.
Fourth is jurisdiction. Puducherry's four regions are hundreds of kilometres apart, and a Yanam resident's file belongs in Yanam.
Where do I complain?
Escalate first to the Sub or Deputy Collector (Revenue) for your region, South, North, Karaikal, Mahe or Yanam; under whom the Taluk offices work, and then to the District Collector, Puducherry or the District Collector, Karaikal. Carry your acknowledgement and the date of filing.
The e-District helpline 1800 425 2260 handles portal problems. For an unresolved grievance, lodge a complaint on the central CPGRAMS portal at pgportal.gov.in, naming the Taluk office, the date of submission and the reference number.
How to check your EWS certificate application status in Puducherry
Puducherry's EWS certificate is issued offline at the Taluk or Sub-Taluk counter, so status checking is mostly a counter-and-phone process rather than a portal lookup, with one online option layered on top.
- Keep the acknowledgement slip from the day you filed the form. It carries a reference number and the date of submission; you cannot chase the file without it.
- Wait out the field enquiry period before following up. The 2019 memorandum requires issuing officers to conduct a thorough field enquiry and verify documents before signing, so a certificate issued within a day or two of filing is the exception, not the rule.
- Call or visit the same Taluk or Sub-Taluk office where you filed, quoting the reference number, and ask the clerk handling EWS certificates whether the enquiry has been completed and the certificate signed.
- If the office directs you to e-District Puducherry, check the Track Application and Track Certificate options at edistrict.py.gov.in using the application number from your acknowledgement. Not every Taluk counter routes EWS applications through this portal, since the Department's own instructions describe printed forms rather than an online workflow, so treat this as a secondary check rather than the primary one.
- For a stuck or unusually delayed file, escalate one level up to the Sub or Deputy Collector (Revenue) for your region (South, North, Karaikal, Mahe or Yanam) rather than repeatedly visiting the Taluk counter.
- Use the e-District toll-free number, 1800 425 2260, for any portal-side query, and reserve a CPGRAMS complaint at pgportal.gov.in for a genuinely unresolved delay, naming the Taluk office, the filing date and the reference number.
When you collect the certificate, the check does not end there: verify the certificate number, the financial year printed against "VALID FOR THE YEAR" and the officer's seal before you leave the counter, since a mismatch found later means returning for a correction rather than a fresh status check.

Frequently asked questions
Who issues the EWS certificate in Puducherry?
Tahsildars in charge of Taluks issue it, and the Department of Revenue and Disaster Management has additionally authorised Deputy Tahsildars-cum- Executive Magistrates in charge of Taluks and in Sub-Taluk offices to sign it under the seal "Tahsildar/Deputy Tahsildar-cum-Executive Magistrate". That order is memorandum No. 2587/DRDM/C2/EWS/2019 dated 21 May 2019.
What is the income limit for an EWS certificate in Puducherry?
Gross annual family income must be below Rs 8 lakh for the financial year prior to the year of application, the Puducherry memorandum states. Income is counted from all sources — salary, agriculture, business and profession — and not from salary alone.
Which assets disqualify a Puducherry family from EWS?
Four asset holdings disqualify a family whatever its income: 5 acres of agricultural land and above; a residential flat of 1,000 sq ft and above; a residential plot of 100 sq yards and above in a notified municipality; and a residential plot of 200 sq yards and above outside notified municipalities. Property held by the family in different locations or cities is clubbed before the test is applied.
Who counts as "family" for the Puducherry EWS test?
Family means the person seeking the benefit, his or her parents, siblings below 18 years of age, and his or her spouse and children below 18 years, exactly as set out in the Department of Revenue and Disaster Management's 2019 memorandum. Nobody else's income or property is counted, and nobody inside that list can be left out.
How long is a Puducherry EWS certificate valid?
The Puducherry certificate format carries a printed line reading "VALID FOR THE YEAR", so it is issued against one financial year and is not a lifetime document. This is unlike the Puducherry caste/community certificate, which the Government made permanent for the applicant's lifetime by G.O. Ms. No. 8 dated 19 March 2025.
Can I apply for the Puducherry EWS certificate online?
The Department of Revenue and Disaster Management's instructions describe a printed application form supplied to Taluk and Sub-Taluk offices, so treat this as an over-the-counter service. e-District Puducherry at edistrict.py.gov.in delivers other revenue certificates online and is worth checking before you travel, and its toll-free helpline is 1800 425 2260.
Where do I apply if I live in Mahe or Yanam?
Apply at your own region's Taluk or Sub-Taluk office. The 2019 memorandum was addressed to the Taluk and Sub-Taluk offices at Puducherry, Oulgaret, Villianur, Bahour, Nettapakkam, Karaikal, Thirunallar, Mahe and Yanam, which covers all four regions of the Union Territory.
What happens if I give wrong information in the EWS application?
The declaration you sign states that the certificate shall be summarily cancelled and all benefits availed summarily withdrawn in case of a wrong declaration, and that you are liable for action under sections 199 and 200 of the Indian Penal Code. Declare every family member's income and every property honestly, including property in other States and Union Territories.
