Puducherry state government scheme
Festival Gift Coupons, listed by the Department of Sainik Welfare, Puducherry as the Festival Grant, pays Rs 5,000 a year from the Armed Forces Flag Day Fund to non-pensioner ex-servicemen aged 60 and above and to widows of ex-servicemen with no age bar. Beneficiaries must be registered with the department and collect the grant in person, normally between November and January.
What are the Festival Gift Coupons from the Puducherry Armed Forces Flag Day Fund?
Festival Gift Coupons is a welfare benefit financed by the Armed Forces Flag Day Fund and administered by the Department of Sainik Welfare, Government of Puducherry. On the department's current published schedule of assistance from the AFFD Fund, the benefit appears as the Festival Grant, paid at Rs 5,000 per annum.
Two groups receive it. The first is non-pensioner ex-servicemen who have completed 60 years of age as on 31 March of the current year. The second is widows of ex-servicemen, with no age bar. In both cases the person must be registered with the Department of Sainik Welfare, Puducherry.
The department's note on the mode of payment is unusually specific: the grant is to be collected in person on intimation from the Directorate of Sainik Welfare, normally November to January. That timing spans the main festival season and the period around Armed Forces Flag Day on 7 December, which is commemorated annually under a July 1948 directive of the Defence Committee of the Cabinet to honour the fallen, salute veterans and strengthen the bond between citizens and the Armed Forces.
The important caveat on AFFD schemes
The department attaches a general condition to almost all its Flag Day Fund schemes. Except for schemes it specially marks, the scope of the financial assistance does not apply to ex-servicemen, living spouses or widows who are re-employed as regular or deemed-to-be-regular in government, public sector or private organisations, and to self-employed income-tax assessees. The department also states plainly that the published table is a quick reference and not complete in detail, that beneficiaries should contact the department for clarification, and that in case of any discrepancy the government order on the subject is final.
Who is eligible for the festival grant?
You can receive it if:
- You are an ex-serviceman as defined by the Department of Personnel and Training, and you are a non-pensioner who has completed 60 years of age as on 31 March of the current year; or
- You are the widow of an ex-serviceman, in which case there is no age bar; and
- You are registered with the Department of Sainik Welfare, Puducherry.
The definition of ex-serviceman is not loose. It follows the DoPT definition in force at the time of discharge and varies by release date, for example, those released on or after 1 July 1987 must have been released or retired with a pension from the defence budget, or on completion of a specific term of engagement with gratuity, otherwise than at their own request or by dismissal for misconduct or inefficiency. Personnel of the Territorial Army in certain categories and of the Army Postal Service who are part of the regular Army are included. Recruits are not ex-servicemen, and service in the Defence Security Corps, General Reserve Engineer Force, Lok Sahayak Sena and the paramilitary forces does not count.
You are not eligible if:
- You are an ex-serviceman drawing a defence pension, the festival grant is specified for non-pensioners.
- You are an ex-serviceman below 60 years as on 31 March of the current year.
- You are not registered with the Department of Sainik Welfare, Puducherry.
- You are re-employed as regular or deemed regular in a government, PSU or private organisation, or you are a self-employed income-tax assessee. The general AFFD exclusion.
- You do not meet the DoPT definition of ex-serviceman, for instance because you were a recruit or served only in a paramilitary force.

How to apply for the festival grant
- Register with the Department of Sainik Welfare, Puducherry, if you have not already done so. An ex-serviceman registers with the discharge certificate showing a Puducherry address, the Pension Payment Order, four passport size photographs of self and one with spouse, and, where he is not a native of the Union Territory. A five-year continuous residence certificate.
- Widows register separately with the death certificate of the ex-serviceman, his discharge certificate or her service particulars from the defence records, three latest passport size photographs, and the Pension Payment Order carrying her name as family pensioner. A widow should register within three months of the death of the ex-serviceman to keep entitlements continuous.
- Download the application form published against the Festival Grant on the department's Assistance from AFFD Fund page, or collect it at the department office.
- Fill in the form and attach proof of non-pensioner status and age (for ex-servicemen) or of widow status, together with the registration particulars.
- Submit the application to the Department of Sainik Welfare, Puducherry.
- Collect the grant in person when the department sends intimation, normally between November and January.
How to register if you moved to Puducherry from another state
Ex-servicemen who relocate need a slightly different bundle: a residential certificate for not less than five years from a Revenue officer not below the rank of Deputy Tahsildar, a cancellation or no-objection certificate from the previous Zilla Sainik Board, a copy of a ration card or voter identity card issued by the Government of Puducherry, and the Pension Payment Order. A widow relocating from another state additionally needs documentary evidence that the family stayed in Puducherry for not less than five years continuously before the death of the ex-serviceman.
Where a serving defence person dies in harness, or an ex-serviceman dies without having registered with the Zilla Sainik Board, posthumous registration is possible on an application from a family member, subject to nativity or five-year continuous residence certified by a Revenue officer not below Deputy Tahsildar rank.
What else the Armed Forces Flag Day Fund pays in Puducherry
Understanding the festival grant is easier alongside the rest of the fund's schedule:
- Subsistence allowance: Rs 14,000 a month to Second World War veterans irrespective of financial status, and Rs 12,000 a month to non-pensioner ex-servicemen above 60 below the poverty line and to widows of those two categories. A life certificate must be submitted at the bank by January each year for the allowance to continue.
- Marriage grant: Rs 50,000, for up to two daughters, where the benefit has not been availed from the Kendriya Sainik Board. Apply within three months of the marriage.
- Funeral grant; Rs 25,000 on the death of an ex-serviceman and Rs 20,000 on the death of a widow.
- Cash grant in lieu of a sewing machine; Rs 20,000 to all widows of ex-servicemen, applied for at the time of the widow's registration.
- Medical aids: spectacle grant Rs 5,000, hearing aid grant Rs 25,000 and denture grant Rs 40,000, each once, for non-ECHS members, claimed within three months of purchase or treatment with bills and prescriptions.
- Spot assistance of Rs 25,000 for severe injury in a road or fire accident or natural calamity, and relief up to Rs 1,00,000 for damage from natural calamities.
- Education support, reimbursement of tuition fees ranging from Rs 1,000 a month for a polytechnic diploma to Rs 3,000 a month for a school for special children, book and uniform allowances, and merit grants of up to Rs 25,000 for a first rank in Class 12 and Rs 30,000 for a university gold medal.
Why a beneficiary misses the festival grant
- Registration not renewed or never completed with the department.
- Drawing a defence pension, which puts an ex-serviceman outside the non-pensioner category for this grant.
- Re-employment on a regular basis or status as a self-employed income-tax assessee, which triggers the general AFFD exclusion.
- Widow not registered within three months of the ex-serviceman's death.
- Not collecting in person when the department issues its November-to-January intimation.
Where to get help
- Department of Sainik Welfare, Government of Puducherry; phone 0413-2253107, email sainik.pon@nic.in.
- The department maintains an Employment Cell for ex-servicemen; an employment card must be renewed once in three years with a three-month grace period, failing which the name is deleted from the live register.
- Related national resources include the Kendriya Sainik Board at ksb.gov.in, the Directorate General Resettlement at dgrindia.com and ECHS at echs.gov.in.
- Grievances may also be filed on the central portal at pgportal.gov.in.
The department's own advice is worth repeating: the published table is a quick reference, and the government order on the subject prevails in case of any discrepancy. Confirm the current year's figures with the department before planning around them.
How to check your application status
The festival grant runs on an offline, non-portal process, so there is no online tracking ID or dashboard to log into. Status checking works through three channels instead.
- Confirm your registration status first. Since the grant is only paid to ex-servicemen and widows already registered with the Department of Sainik Welfare, Puducherry, the first thing to verify is whether that registration (or the widow's registration, if applicable) is on record and current. A lapsed or incomplete registration is the most common reason nothing happens after applying for the grant itself.
- Call or email the department directly. The Department of Sainik Welfare, Puducherry can be reached at 0413-2253107 or sainik.pon@nic.in. Quote your registration number or Pension Payment Order details when asking about your festival grant application, since the department tracks beneficiaries against its own registers rather than an online application number.
- Watch for the department's intimation. The festival grant is disbursed only when the Directorate of Sainik Welfare sends out intimation, normally between November and January. If an applicant has not received any intimation by the end of that window in a given year, that itself is the signal to follow up with the department rather than wait further, since there is no separate "application pending" status shown anywhere online.
- Visit in person if calls go unanswered. Because the grant is collected in person at the department office on intimation, a visit to the Department of Sainik Welfare office serves the dual purpose of checking status and, if the intimation has already gone out, collecting the payment in the same trip.
- Use the central grievance portal as a last resort. If the department does not respond to phone or email follow-up, a grievance can be filed on pgportal.gov.in, which routes it back to the same department for a reply.
