What is the Grant of Stipend to Differently Abled Trainees?

Grant of Stipend to Differently Abled Trainees is a welfare scheme of the Directorate of Social Welfare, Government of Puducherry. The scheme pays a monthly stipend of Rs 1,000 to differently abled persons who are undergoing technical or professional training, so that the cost of travel, tools, notebooks and daily expenses does not force them to drop out midway.

The Directorate of Social Welfare states the objective plainly: to enable differently abled trainees to complete their training successfully, so that they can earn a livelihood rather than depend on family support. The stipend is not a scholarship for school or college fees and it is not a pension. It is a small recurring payment that runs alongside a recognised skill course.

The scheme covers all four regions of the Union Territory: Puducherry, Karaikal, Mahe and Yanam, and is administered through the Differently Abled Section of the Directorate.

Key features

  • Stipend of Rs 1,000 per month, paid while the training is in progress.
  • Open from the age of 5 years, which allows very young trainees at special training centres to be covered.
  • Course must be full-time and run by a recognised institution.
  • Applications are made offline, on a prescribed form issued free of cost.
  • Payment is made into the trainee's bank account.

Who is eligible for the differently abled trainee stipend?

You can apply if:

  • You are a differently abled person, certified by the competent medical authority under the Rights of Persons with Disabilities Act, 2016.
  • You are 5 years of age or above on the date of application.
  • You have taken admission in a full-time vocational training course at a recognised vocational training centre, workshop, Industrial Training Institute, or any other institution sanctioned by the Central Government, State Government, a local body or a voluntary organisation.
  • You are a resident of the Union Territory of Puducherry and can produce a ration card, electoral identity card or a Revenue Department residence certificate.

You cannot apply if:

  • You do not hold a valid disability certificate. An application without the certificate is not processed, however genuine the disability.
  • Your course is part-time, evening-only, correspondence or purely online. The Directorate's published condition is a full-time course.
  • The institution is not recognised or sanctioned by a government body, local body or voluntary organisation.
  • You are not a resident of Puducherry, Karaikal, Mahe or Yanam.
  • You have already completed the course. The stipend is payable during training, not afterwards as a reward.

The Directorate of Social Welfare has not published an income ceiling for this scheme, so a family income certificate is not listed among the compulsory conditions. A specific minimum disability percentage is also not stated in the published scheme text: the operative requirement is a valid certificate, and the office applies the standard thresholds used under the RPwD Act. If your percentage is borderline, ask the Deputy Director before filing.

How much money is paid and how often?

Grant of Stipend to Differently Abled Trainees pays Rs 1,000 per month.

  • The stipend accrues for each month of the recognised training period.
  • Payment is credited to the trainee's bank account. Keep the account active and seeded with Aadhaar, because dormant accounts are the single most common cause of a failed credit.
  • Payment stops when the course ends. There is no lump-sum completion bonus announced under this scheme.
  • If the trainee enrols in a second recognised course later, a fresh application has to be filed. The earlier sanction does not carry forward automatically.

Because the sanction is linked to attendance, the training institution may be asked to confirm that the trainee is still on the rolls. Poor attendance is a legitimate ground for the Directorate to stop the stipend.

How to apply for the Grant of Stipend to Differently Abled Trainees

The Directorate of Social Welfare accepts applications offline, on a prescribed form that is issued free of cost.

  1. Collect the form. Visit the Directorate of Social Welfare, No. 1, Saradhambal Nagar, Ellaipillaichavady, Puducherry - 605005, during office hours, and ask the staff entrusted with issuing and collecting applications for the prescribed format. Trainees in the outlying regions can collect the same form from the Social Welfare sub-office in Karaikal, Mahe or Yanam. The list of sub-offices is published at socwelfare.py.gov.in.
  2. Fill the form completely. Enter every mandatory field, paste a recent passport-size photograph and sign across it if the office asks. Do not leave the bank details or the course details blank, an incomplete form is the most common reason a file is returned across the counter.
  3. Attach self-attested copies of the documents. Disability certificate or UDID card, proof of enrolment from the training institution, residence proof, Aadhaar and a copy of the bank passbook. Carry the originals so the receiving clerk can verify them.
  4. Submit to the correct authority for your region. In Puducherry region, submit to the Deputy Director, Differently Abled Section, Directorate of Social Welfare. In Karaikal, submit to the Assistant Director at the Social Welfare Department sub-office. In Mahe and Yanam, submit to the Welfare Officer in charge of the sub-office.
  5. Take an acknowledgement. Ask for a written receipt showing the date of submission and, where the office issues one, a reference number. Keep this, it is what you quote when you follow up.

How do I check the status of my application?

There is no scheme-specific online tracker published for this stipend. In practice there are three routes:

  • In person or by phone. Call the Directorate of Social Welfare on +91-413-2205871 or +91-413-2205872, quote your acknowledgement number and the date of submission, and ask the Differently Abled Section for the current stage of the file.
  • Through the sub-office. Applicants in Karaikal can reach the Social Welfare sub-office on +91-4368-223026 and in Mahe on +91-490-2332370.
  • Through the e-District portal. Several Puducherry Social Welfare services are delivered through edistrict.py.gov.in, which has a Track Your Application page. If your application was routed through the portal, use the application number sent to your registered mobile number.

Once sanctioned, check your bank passbook or statement rather than waiting for an SMS. Credits arrive from the Directorate through Direct Benefit Transfer.

Why are applications rejected, and how do you fix it?

  • Disability certificate missing, expired or issued by a non-competent authority. Get a fresh certificate from the medical board and, where possible, obtain a UDID card, which the department accepts readily.
  • Course not full-time or institution not recognised. Ask the institution for a bonafide letter that states the course is full-time and names the sanctioning authority. If the institution cannot say this, the course does not qualify.
  • Bank account mismatch. The name on the passbook must match the name on the Aadhaar and the application. Correct the bank record first, then reapply.
  • Residence proof not accepted. A rental agreement is usually not enough on its own. A ration card, electoral identity card or a Revenue Department residence certificate is the safer choice.
  • Submitted to the wrong office. An application from Karaikal filed at the Puducherry Directorate can lose weeks in transit. File in your own region.
  • Duplicate benefit. If you are already drawing a stipend for the same course from another government source, disclose it. Concealment leads to recovery of the amount.

Are there any key dates to remember?

The Directorate of Social Welfare has not notified a fixed annual window for this stipend. Applications are received through the year. The practical timing rule is different: apply as soon as you have your admission letter, because the stipend runs with the training period, and months that pass before the sanction may not be paid retrospectively.

How do I raise a grievance?

  • First level: the Deputy Director, Differently Abled Section, Directorate of Social Welfare, Puducherry, +91-413-2205871.
  • Second level: the Public Grievances Redressal Officer of the Directorate, reachable on the same number, and the Director on +91-413-2206762.
  • Written route: email socwel@py.gov.in with your acknowledgement number, the date of submission and a scan of the receipt.
  • Central portal: file at pgportal.gov.in if the department does not respond within a reasonable period. Keep the registration number generated there.
