Financial Assistance on the Natural Death of Differently Abled Person
Tamil Nadu state government scheme
Financial Assistance on the Natural Death of Differently Abled Person is a Tamil Nadu welfare board benefit that pays Rs 15,000 to the legal heir when a registered differently abled person dies a natural death. Districts also publish a funeral expenses head of up to Rs 17,000. Apply offline at the District Differently Abled Welfare Office with the death certificate.
What is the Financial Assistance on the Natural Death of Differently Abled Person scheme?
Financial Assistance on the Natural Death of Differently Abled Person is a death benefit run by the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu, through the Tamil Nadu Differently Abled Welfare Board. When a registered differently abled person dies of natural causes, the department pays the person's legal heir a one-time sum of Rs 15,000.
The published figures need one honest note. Rs 15,000 is the amount stated for the natural death head. Separately, district collectorates across Tamil Nadu: Viluppuram, Salem and Ranipet among them, list under the Tamil Nadu Differently Abled Welfare Board a head of "financial assistance to meet the funeral expenses of a differently abled person up to Rs 17,000". These read as two related heads rather than one contradictory figure: a death benefit to the heir and a funeral expenses reimbursement. The only reliable answer for a particular case is the one the District Differently Abled Welfare Officer gives when the claim is filed, and it is worth asking explicitly which head is being sanctioned.
The purpose is immediate and narrow. A death in a household where one member was differently abled often removes the person around whom the family's pension, allowance and welfare entitlements were built, and it creates a same-day cash need: transport, the burial ground, the materials for the rites. The board pays a small sum quickly. It is not compensation for the loss and it is not a pension to the survivors.
Who is eligible, and who cannot apply?
You can claim if:
- You are the legal heir of the deceased, established by a legal heir certificate from the Tahsildar.
- The deceased was a differently abled person holding a disability certificate from a government medical board.
- The deceased was a registered member of the Tamil Nadu Differently Abled Welfare Board, with membership current.
- The death was a natural death, and it has been registered with the local body so that a death certificate exists.
- The family is resident in Tamil Nadu.
You cannot apply if:
- The deceased was not registered with the Tamil Nadu Differently Abled Welfare Board. This is the hardest condition in the scheme and the one families discover too late — registration must have happened while the person was alive, and a family that never enrolled the member is not eligible for the board's death benefit. Such families should ask the DDAWO whether any departmental head outside the board applies.
- The death has not been registered and no death certificate is available.
- You cannot establish yourself as the legal heir. A carer, neighbour or institution that met the funeral cost is not eligible to claim in place of the heir.
- The death was accidental. That case goes under the separate accidental death relief head, published by districts at up to Rs 1,00,000, and the claim must be made under that head.
- The family has already drawn assistance for the same death from another department or welfare board. Assistance is not paid twice for one death.
- The family is not resident in Tamil Nadu.

How to apply for natural death assistance
- Register the death with the village panchayat, town panchayat, municipality or corporation where it occurred, and obtain the death certificate. Registration within the normal statutory period keeps this simple; a delayed registration needs an order and adds weeks.
- Apply for a legal heir certificate at the Taluk office. This is issued by the Tahsildar and is the document that decides who receives the money. In many districts the application can be started through the Tamil Nadu e-Sevai centre, and the certificate itself is issued after a Village Administrative Officer enquiry.
- Locate the deceased person's welfare board membership record, the identity card or the registration number, and confirm at the DDAWO that the membership was current.
- Collect the prescribed application form from the District Differently Abled Welfare Office at the district collectorate. Several district collectorate websites publish the form as a downloadable PDF.
- Fill the form, entering the deceased person's name, disability, welfare board registration number, date and cause of death, and the claimant's relationship, and paste the claimant's photograph.
- Attach self-attested copies of the death certificate, disability certificate, board membership proof, legal heir certificate, Aadhaar, ration card and bank passbook.
- Submit the application at the District Differently Abled Welfare Office and take an acknowledgement with a reference number and date.
- Follow up after the field verification. The DDAWO normally verifies the death and the membership record before the sanction is issued, and the payment then goes by transfer to the heir's account.
How do you check the status of a claim?
There is no online tracking system for this benefit. The route is:
- Keep the acknowledgement slip issued at submission.
- Follow up at the District Differently Abled Welfare Office with the reference number, and ask whether the membership verification has been completed, since that is where death claims usually sit.
- Ask for the sanction number once the claim is approved, and the date the payment was released.
- Escalate to the District Collector's weekly grievance day if the file has not moved for months.
Why do claims get rejected, and how are they fixed?
- The deceased was never registered with the welfare board. This cannot be cured after the death. Families with a differently abled member should register now rather than later.
- Membership lapsed. Welfare board membership generally requires renewal. A lapsed membership is the second commonest reason a death claim fails, and it is entirely avoidable.
- No death certificate. Register the death with the local body first.
- No legal heir certificate, or a claim by someone other than the heir. Obtain the certificate from the Tahsildar.
- Cause of death disputed. Where the death was in fact accidental, the claim belongs under the accidental death head; filing it as natural death gets it returned and loses time.
- Name mismatch between the death certificate, disability certificate, board record and Aadhaar. Correct the record before submitting.
- Duplicate claim where another department has already paid for the same death.
- Bank account not in the claimant's name or not KYC-complete.
Where can the family raise a grievance?
- The District Differently Abled Welfare Officer at the district collectorate, where the claim was filed. Districts publish their own contacts, the Thanjavur office sits at Room No. 14, Ground Floor, Collectorate Building Campus, Thanjavur 613010, and Ranipet's DDAWO is reachable on 04172 274177.
- The District Collector's weekly grievance day.
- The Commissionerate for the Welfare of the Differently Abled, Chennai, through scd.tn.gov.in.
- The State Commissioner for the Differently Abled, for a complaint under the Rights of Persons with Disabilities Act, 2016.
No fee is payable to anyone for this claim, and no agent can accelerate a welfare board sanction.
What are the related death and funeral heads in Tamil Nadu?
Death assistance in Tamil Nadu is spread across departments and boards, and families routinely apply at the wrong counter. The main heads:
| Who the deceased was | Scheme and body | Amount |
|---|---|---|
| Registered differently abled person, natural death | Natural death assistance, Welfare of Differently Abled Persons | Rs 15,000 |
| Registered member of the Differently Abled Welfare Board | Funeral expenses assistance | Up to Rs 17,000 |
| Registered differently abled person, accidental death | Accidental death relief | Up to Rs 1,00,000 |
| Registered member disabled in an accident | Accident relief causing disability | Up to Rs 25,000 |
| Scheduled Caste or Scheduled Tribe family member | Assistance for Funeral Rites, Adi Dravidar and Tribal Welfare | Rs 500 centrally listed; Rs 2,500 in district listings |
| Registered folk artiste | Natural death and funeral assistance, Folk Artistes Welfare Board | Rs 25,000 |
The pattern across all of them is the same: registration during the person's lifetime is what unlocks the money after the death. A family with a differently abled member, a folk artiste or a construction worker should treat welfare board enrolment as the priority task, not the claim form.

Frequently asked questions
How much is paid on the natural death of a differently abled person in Tamil Nadu?
Rs 15,000 to the legal heir under the natural death head of the Department for the Welfare of Differently Abled Persons. District collectorates separately publish a Tamil Nadu Differently Abled Welfare Board funeral expenses assistance of up to Rs 17,000, so confirm which head your claim falls under at the District Differently Abled Welfare Office.
Who can claim the assistance?
The legal heir of the deceased differently abled person, established by a legal heir certificate from the Tahsildar. The claim is not paid to a neighbour, a friend or an institution.
Does the deceased need to have been registered with the welfare board?
Yes. The deceased must have been a registered member of the Tamil Nadu Differently Abled Welfare Board. Registration during a person's lifetime is what makes the death benefit claimable, and there is no way to register after the death.
What if the death was accidental rather than natural?
A separate and much larger head applies. Districts publish accidental death relief for registered differently abled persons at up to Rs 1,00,000, and accident relief causing disability at up to Rs 25,000.
Can the claim be made online?
No. The application is offline, on the prescribed form, at the District Differently Abled Welfare Office.
How soon after the death should the claim be filed?
As soon as the death certificate and legal heir certificate are available. Welfare board death claims are normally required within a limited period after the death, so delay risks the claim being time-barred.
Is this the same as the Adi Dravidar funeral rites assistance?
No. That is a separate Adi Dravidar and Tribal Welfare Department scheme for Scheduled Caste and Scheduled Tribe families. Assistance is not paid twice for the same death.
