Trade Licence in Tamil Nadu (Municipal Corporation and Municipality Trade Licence)

Tamil Nadu state government scheme

Quick answer

A trade licence in Tamil Nadu is granted by the urban local body where the business stands: Greater Chennai Corporation, another municipal corporation, a municipality or a town panchayat: under the Commissionerate of Municipal Administration. The Commissionerate runs TNUrbanePay at tnurbanepay.tn.gov.in, an end-to-end online municipal services platform with more than 7 lakh registered users, where payments, service request status and certificate downloads are handled without a physical visit.

Benefit
Municipal permission to run a shop, hotel, eating house or commercial establishment at a specific address inside a Tamil Nadu urban local body
How to apply
Both — online through the urban local body's online services on TNUrbanePay at tnurbanepay.tn.gov.in, or at the zonal or corporation office counter

What is a trade licence in Tamil Nadu?

A trade licence in Tamil Nadu is the written permission of the urban local body to carry on a named trade at a named address within its limits. The licence attaches to three things at once, the trade, the premises and the person or entity running it, and changing any one of them means a fresh application, not a quiet continuation.

Tamil Nadu is one of India's most urbanised states and runs a deep municipal structure. Greater Chennai Corporation governs the capital; municipal corporations govern Coimbatore, Madurai, Tiruchirappalli, Salem, Tirunelveli, Erode, Vellore, Thoothukudi, Tirupur and the other large cities; municipalities govern the mid-sized towns; and town panchayats govern the smallest urban settlements. All of these sit under the Commissionerate of Municipal Administration (நகராட்சி நிர்வாக ஆணையரகம்), Government of Tamil Nadu, which runs the state's common citizen platform, TNUrbanePay at tnurbanepay.tn.gov.in.

TNUrbanePay describes itself as an end-to-end online service where no physical touch point is required, and reports more than 7 lakh registered users. Its citizen-side features are quick payment, service request status verification, certificate download, assessee history and water quality information. That is the account a shop owner in Tamil Nadu lives in: it holds the property tax record for the premises, the payment history, and the status of service requests raised with the urban local body.

The licensing itself, though, is local. The fee schedule, the list of licensable trades, the inspection and the signature on the licence all belong to your own corporation, municipality or town panchayat. Two shops of the same kind in two different Tamil Nadu towns can pay genuinely different amounts, and both are correct.

Who can and who cannot apply?

You can apply for a trade licence in Tamil Nadu if:

  • The premises where the trade is carried on lies inside the limits of Greater Chennai Corporation, another municipal corporation, a municipality or a town panchayat in Tamil Nadu.
  • You are the proprietor, a partner, a director or an authorised signatory of the business, with identity proof.
  • You occupy the premises lawfully; as owner, or under a registered rent or lease agreement with the owner's no-objection.
  • Property tax on the building is paid up to date.
  • The building is an authorised structure and its approved use permits the trade.

You cannot apply on this route, or the urban local body will not grant the licence, where:

  • The shop is in a village panchayat area outside any urban local body. The municipal trade licence has no jurisdiction there; the village panchayat's own permission applies.
  • The premises is an unauthorised structure, an encroachment, or is under a sealing or demolition order.
  • The approved use of the building does not permit the trade: most often a dangerous or offensive trade proposed in residential premises.
  • The trade requires a prior sectoral approval you do not hold, FSSAI for a food business, Pollution Control Board consent for a regulated activity, a drugs licence for a pharmacy, an excise licence for liquor. The urban local body will not licence a trade the sectoral authority has not cleared.

There is no income limit, no caste condition and no domicile requirement for a Tamil Nadu trade licence. A trader from any state can hold one, provided the premises is in Tamil Nadu and the papers are in order.

What documents are required?

The checklist shown on your urban local body's application screen or counter is the one that binds you. In practice these are the papers Tamil Nadu urban local bodies ask for:

  • Identity proof of the proprietor, partner or director: Aadhaar, PAN, voter ID or driving licence.
  • Proof of the premises, ownership document, or a registered rent or lease agreement with the owner's no-objection letter.
  • Property tax receipt for the building, paid up to date. The TNUrbanePay assessee history is the quickest way to produce this record.
  • Photograph of the premises showing the name board in the trade name being applied for.
  • Constitution documents; partnership deed, certificate of incorporation with board resolution, or LLP agreement, where the applicant is not a sole proprietor.
  • GST registration certificate, where the business is registered under GST.
  • FSSAI registration or licence, for every eating house, hotel, bakery, tea shop, mess or food stall.
  • Fire and Rescue Services no-objection certificate, for larger premises, hotels, lodges and marriage halls.
  • Tamil Nadu Pollution Control Board consent, where the trade falls in a regulated category.

How to apply for a trade licence in Tamil Nadu

  1. Identify the urban local body and zone from the address of the premises. Trade licence jurisdiction in Tamil Nadu follows the shop, not the owner's home town. In Chennai this means identifying the Greater Chennai Corporation zone and division; in other cities, the corporation zone; in a town, the municipality or town panchayat.
  2. Clear the property tax on the premises first. Tamil Nadu urban local bodies hold up a licence file where property tax on the building is in arrears. Pay it through TNUrbanePay and keep the receipt.
  3. Obtain the sectoral approvals that come first: FSSAI registration or licence for a food business, Pollution Control Board consent for a regulated trade, a drugs licence for a pharmacy. Filing the trade licence application without them only puts the file in a queue behind them.
  4. Create a TNUrbanePay account at tnurbanepay.tn.gov.in using "New User Registration", complete the activation with the code sent to you, and log in. The same account carries quick payment, service request status verification, certificate download and the assessee history for the property.
  5. Open your urban local body's trade licence service, select the zone and ward for the premises, and start a new application.
  6. Enter the business details; trade name exactly as on the name board, the nature of the trade in the local body's own category list, the premises address and property assessment number, the applicant's identity details, and the date the business started.
  7. Upload the supporting documents in the slots shown, each within the stated file size and format. Scan the property tax receipt and the rent or lease agreement in full.
  8. Pay the fee displayed on the payment screen by net banking, card or UPI, and save the transaction reference along with the acknowledgement number.
  9. Expect an inspection. The health or licence section of the zonal or municipal office verifies the premises, its use and the nature of the trade before granting the licence. Keep the originals of every uploaded document at the shop.
  10. Download the licence through the certificate download option once approved, display it at the premises, and note the expiry date immediately.

How to apply offline at the zonal or municipal office

  1. Go to the health or licence section of the zonal office of the corporation, or the municipality or town panchayat office, for the ward the shop is in.
  2. Fill that body's trade licence application form and attach identity proof, proof of the premises, the property tax receipt and the photograph of the shop with its name board.
  3. Pay the notified fee at the counter and insist on a printed receipt. The receipt is your only proof of what the licence actually costs.
  4. Keep the acknowledgement with the file number and follow up with the same section. The inspection of the premises is normally the step that determines how long the file takes.

How do you check the application status?

Use "Service Request Status Verification (For Citizen)" on TNUrbanePay at tnurbanepay.tn.gov.in with the reference number from your acknowledgement, and use the site's certificate download option to pull the licence once it is granted. Where the online record has not moved, the file physically sits with the health or licence section of your zonal or municipal office — take the acknowledgement there. Escalation runs to the Commissioner of the corporation or municipality, and above that to the Commissionerate of Municipal Administration, Government of Tamil Nadu, which supervises the urban local bodies.

Validity and renewal

A Tamil Nadu trade licence is granted for a period and carries an expiry date on its face; it is not a one-time registration. Renewal is made to the same urban local body for the next period, with property tax on the premises again paid up to date and the sectoral approvals, FSSAI, Pollution Control Board consent, fire no-objection; still current. Renew before the expiry date. Trading on a lapsed licence is treated as trading unlicensed, which lets the urban local body levy a penalty, refuse the renewal or seal the premises. Any change of trade name, ownership, partner, premises or line of trade is a fresh application or a formal amendment, not something to carry into a renewal.

Why are trade licence applications rejected in Tamil Nadu?

  • Property tax arrears on the shop building. The most common reason a file stalls.
  • The wrong urban local body or zone, the application was filed against the trader's home address rather than the shop's.
  • The building is unauthorised, or its approved use does not permit the trade at that address.
  • No valid right of occupation, an unregistered or expired rent agreement, or no owner's no-objection.
  • A missing sectoral approval; no FSSAI registration for a food business, no Pollution Control Board consent for a regulated trade, no fire no-objection for a hotel or marriage hall.
  • The trade name on the application does not match the name board in the uploaded photograph.
  • The trade category chosen does not match the activity actually carried on at the premises, which the inspection exposes.
  • Unreadable uploads or documents attached in the wrong slot.

What does it cost, and what about agents?

Tamil Nadu grants the trade licence at the fee the urban local body itself has notified for that category of trade, and that amount is shown on the payment screen before you pay or printed on the counter receipt. There is no charge for the application form, no charge for the inspection and no charge for downloading the licence. No clerk, sanitary inspector, ward officer or middleman is entitled to a rupee beyond the receipted amount.

Agents outside corporation and municipality offices in Chennai, Coimbatore and Madurai sell "trade licence in a week" packages to new restaurants and shops. They file the same application, through the same portal, before the same health or licence section. Where the premises has a real defect: unauthorised construction, tax arrears, a missing FSSAI registration; no agent can cure it, and money paid for that promise is money lost. File it yourself on tnurbanepay.tn.gov.in, keep the online receipt, and report any demand for extra money in writing to the Commissioner of the urban local body.

What else does a shop in Tamil Nadu need?

A municipal trade licence is one layer of compliance. A food business, hotel, mess, bakery, tea shop, sweet stall, needs FSSAI registration or a licence. A business above the turnover threshold needs GST registration. An establishment with employees needs Shops and Establishment registration from the Labour Department, which governs working hours, leave and holidays and is entirely separate from the municipal licence. A hotel, lodge or marriage hall needs a Fire and Rescue Services no-objection certificate. A regulated trade needs Tamil Nadu Pollution Control Board consent to establish and operate. Deal with the sectoral approvals first: the licence section will ask for them, and a file missing one of them simply waits.

Identity proof of the applicant
Aadhaar, PAN, voter ID, passport or driving licence of the proprietor, partner or director signing the application, matching the name entered.
Proof of the business premises
Ownership document, or a registered rent or lease agreement with the owner's no-objection letter. The Tamil Nadu urban local body grants the licence for one specific premises, so this address must match everywhere.
Property tax receipt of the premises
Tamil Nadu urban local bodies check that property tax on the building is paid up to date before granting or renewing a trade licence, and the TNUrbanePay assessee history lets you produce the record.
Photograph of the premises with its name board
The board should carry the same trade name entered on the application, because the licence is issued in that name.
Constitution documents of the businessoptional

Frequently asked questions

Who issues a trade licence in Tamil Nadu?

The urban local body where the business premises stands issues the trade licence in Tamil Nadu — Greater Chennai Corporation inside Chennai, the municipal corporation in a city such as Coimbatore, Madurai, Tiruchirappalli, Salem, Tirunelveli, Erode, Vellore or Thoothukudi, and the municipality or town panchayat in a smaller town. These bodies work under the Commissionerate of Municipal Administration, Government of Tamil Nadu, but the licence is granted and signed by your own local body.

What is TNUrbanePay and what is it used for?

TNUrbanePay at tnurbanepay.tn.gov.in is the Commissionerate of Municipal Administration's citizen platform for Tamil Nadu urban local body services, described on the site as an end-to-end online service needing no physical touch point, with more than 7 lakh registered users. Its citizen features include quick payment, service request status verification, certificate download and assessee history — the account through which you pay municipal dues and pull up the property record for the shop.

What does a trade licence cost in Tamil Nadu?

The fee is the one your own urban local body has notified for your category of trade, and Tamil Nadu does not apply a single flat state-wide rate — Greater Chennai Corporation, a municipal corporation and a town panchayat each work from their own schedule, usually graded by the type of trade and the size of the premises. Pay only the amount shown on the portal payment screen or the counter receipt, and keep that receipt.

Is a trade licence the same as Shops and Establishment registration?

No — they are two separate approvals from two separate authorities. The trade licence is the urban local body's permission to carry on a trade at a given address, under the Commissionerate of Municipal Administration. Shops and Establishment registration is a Labour Department registration about working hours, leave, holidays and employment conditions. A shop with employees in a Tamil Nadu city normally needs both.

Does a Tamil Nadu trade licence need renewal?

Yes — a municipal trade licence in Tamil Nadu is granted for a period and lapses unless renewed with the same urban local body for the next period, with property tax on the premises paid up to date. Renew before the expiry date printed on the licence, because trading on a lapsed licence lets the urban local body levy a penalty, refuse renewal or seal the premises.

Do small shops and tea stalls need a trade licence in Tamil Nadu?

A trade carried on from fixed premises inside a Tamil Nadu urban local body area needs the local body's licence, and small eating houses, tea shops, bakeries and provision stores are squarely inside that net — food-serving trades are among the most closely licensed. Each urban local body publishes its own list of licensable trades, so confirm your category with the zonal or municipal office rather than assuming a small shop is exempt.

How do you check a trade licence application status in Tamil Nadu?

Use the "Service Request Status Verification (For Citizen)" link on TNUrbanePay at tnurbanepay.tn.gov.in with the reference number on your acknowledgement; approved documents come through the site's certificate download option. Where the online record has not moved, the file sits with the health or licence section of your zonal office or municipality, and the acknowledgement should be taken there.

What other approvals does a shop in Tamil Nadu need?

A municipal trade licence rarely stands alone. A food business also needs FSSAI registration or a licence, a business above the turnover threshold needs GST registration, an establishment with employees needs Shops and Establishment registration from the Labour Department, a hotel, lodge or marriage hall is asked for a Fire and Rescue Services no-objection certificate, and a regulated trade needs consent from the Tamil Nadu Pollution Control Board. None of these replaces the trade licence.
