What is the travel concession for differently abled persons in Tamil Nadu?

The travel concession for differently abled persons is a scheme of the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu, administered through the Commissionerate for the Welfare of the Differently Abled and the District Differently Abled Welfare Officers. It gives persons with disabilities free or heavily concessional travel in State Owned Transport Corporation buses, including the metropolitan and state transport corporations that run the bulk of Tamil Nadu's public bus network.

The Commissionerate's own scheme note sets out the concessions precisely:

  • All visually impaired persons are given travel concession to travel up to 100 km to and fro, without any condition and free of cost.
  • Intellectually disabled persons travel free of cost with one escort.
  • Speech and hearing impaired persons and locomotor differently abled persons are given travel concession free of cost up to 100 km to go to schools, colleges, hospitals, training centres or their work spot from their residence and return.
  • Children with disabilities travel free to attend early intervention centres and pre-schools, along with one escort or parent.

And the sentence that matters most for anyone worried about paperwork: "There is no income ceiling to avail concessions." This is a disability entitlement, not a poverty benefit.

Beyond these four categories, the Commissionerate provides that all categories of differently abled persons can avail a 75 per cent concession, with a photocopy of the identity card handed to the conductor on each journey and the original produced if asked. An escort accompanying a person with a severe disability can claim the same 75 per cent concession on producing a certificate from a Government doctor. District offices describe this as a bus pass valid for travel throughout Tamil Nadu at one-fourth of the fare.

Why it exists. For a person with a disability, the cost of getting to a place is often larger than the cost of being there. A student travelling daily to a special school, a young person going to a training centre, a worker commuting to a sheltered workshop, or a patient attending regular therapy all face a fare bill that recurs every single day. Removing it, rather than paying a lump sum allowance, is what actually keeps people in education and employment.

Who is eligible, and who is not eligible?

You are eligible if:

  • You hold a national identity card for the differently abled, issued by the District Differently Abled Welfare Officer. This card is normally issued to persons assessed at 40 per cent or more disability across the categories recognised under the Rights of Persons with Disabilities Act, 2016.
  • You fall into one of the categories the scheme names, visually impaired, intellectually disabled, speech and hearing impaired, locomotor disabled, or a child with a disability attending an early intervention centre or pre-school.
  • For the purpose-based free travel, you can produce a certificate from the educational institution or a bonafide certificate from the concerned authority or employer naming the destination you travel to.
  • You are travelling in State Owned Transport Corporation buses.

There is no income ceiling, and no requirement to be below the poverty line.

You are not eligible, or the concession will be refused, if:

  • You do not hold the national identity card for the differently abled, or cannot produce it on the journey. A conductor cannot allow the concession on the strength of a disability certificate alone.
  • You are travelling in a private or contract carriage bus. The scheme covers state-owned transport corporation services only.
  • You are claiming purpose-based free travel without the supporting certificate, a student without a certificate from the institution, or a worker without a bonafide certificate from the employer. Visually impaired travellers are the exception, as their concession carries no condition on purpose.
  • You are claiming a free escort in a category where only the 75 per cent escort concession applies, and have no Government doctor's certificate.
  • You are travelling beyond the distance covered by the free concession; the balance of the journey is chargeable, or falls under the 75 per cent concession where that applies.

How to apply for the travel concession

  1. Get assessed and obtain a disability certificate from the notified medical authority: normally the government hospital in your district — if you do not already hold one. The certificate records the category and the percentage of disability.
  2. Apply for the national identity card for the differently abled at the District Differently Abled Welfare Office in your Collectorate, with your disability certificate, Aadhaar, ration card and photographs. Consider applying for the UDID card on the national swavlambancard portal at the same time.
  3. Collect the prescribed application form for the travel concession. The Commissionerate confirms that the form is available with the concerned District Differently Abled Welfare Officer.
  4. Attach the certificates the scheme requires. The national identity card, the certificate from your educational institution (not required for visually impaired applicants), and a bonafide certificate from your employer or the authority running the training centre or hospital you travel to.
  5. Submit the application to the District Differently Abled Welfare Officer, who is the officer named in the scheme note for receiving it, and take an acknowledgement.
  6. Collect the pass or endorsement issued, and carry the national identity card on every journey. Keep photocopies, because the 75 per cent concession requires you to hand one to the conductor each time.
  7. Renew the supporting certificates each academic year or on changing employment, so that the purpose-based concession stays valid.

What documents are required?

Photocopy of the identity card Yes, for the 75 per cent concession Handed to the conductor each journey
Government doctor's certificate for the escort Yes, to claim the escort concession Establishes the need for an escort
Disability certificate Yes Basis on which the identity card is issued
Aadhaar and ration card No Commonly asked for with the application

How the concession works on the bus

  • Carry the original identity card, always. The concession is refused without it, whatever the paperwork on file at the district office says.
  • Hand the conductor a photocopy when travelling on the 75 per cent concession, and keep the original ready to show.
  • Travel with the escort you are entitled to. Free escort travel applies to intellectually disabled travellers and to children going to early intervention centres and pre-schools; other escorts travel at 75 per cent concession on the Government doctor's certificate.
  • Know your distance. Free travel runs up to 100 km each way for the listed categories.

Why claims are refused, and how to fix them

  • Identity card not carried, the commonest reason of all. Keep it with you, not at home.
  • Expired bonafide or institution certificate for purpose-based travel. Renew it at the start of each academic year.
  • Escort travelling without a Government doctor's certificate in a category where the certificate is required.
  • Travel in a non-state-owned bus, where the concession simply does not apply.
  • Identity card issued in another district and not recognised by a conductor; the card is a state entitlement, and a refusal on this ground should be reported to the District Differently Abled Welfare Officer with the bus and route details.
  • No photocopy available for the 75 per cent concession. Carry several.

Where to raise a grievance

The Commissionerate's scheme note names the escalation route:

  • Assistant Director (DAW), Office of the Commissionerate for the Welfare of the Differently Abled, No.5, Kamarajar Salai, Chennai 600005 to 044-28444940.
  • District Collector, for a grievance the district welfare office has not settled.
  • Managing Director of the Metropolitan or State Transport Corporation concerned, for a complaint about a specific bus, conductor or route. Note the route number, bus number, date and time; a complaint without them is hard to act on.
  • District Differently Abled Welfare Officer, for anything relating to the identity card or the application itself.

Both the identity card and the travel concession are issued free. No payment should be made to any official, agent or conductor to obtain a card, a pass or a concessional ride.

How to check your application status

The travel concession itself is not a one-time online application that produces a tracking number. What you are really tracking is the status of the underlying paperwork: your disability certificate, your national identity card for the differently abled, and the travel concession form filed with the District Differently Abled Welfare Officer. Each of these is checked differently.

  1. Disability certificate assessment. If your certificate was issued through a government hospital's medical board, follow up with that hospital's medical board section directly. There is no separate online tracker for the certificate itself; a phone call or in-person visit to the issuing hospital is the reliable route.
  2. National identity card / UDID card. If you applied through the Unique Disability ID (UDID) portal (swavlambancard.gov.in), you can log in with the application number generated at the time of submission and check whether the card is under verification, approved, or has been sent back for correction. If you applied only on paper at the District Differently Abled Welfare Office, the office itself is the only place that can tell you the stage the file is at.
  3. Travel concession form. Since this form is submitted and retained at the District Differently Abled Welfare Office, status enquiries go there directly, either in person or by phone to the office listed for your district. Carry your acknowledgement receipt or application reference number when you call or visit, since the office tracks files by that reference, not by name alone.
  4. If the office cannot locate your file or gives no clear answer, escalate in writing to the District Collector, or contact the Assistant Director (DAW) at the Commissionerate for the Welfare of the Differently Abled on 044-28444940, quoting the date you submitted the form and the officer you submitted it to.
  5. Once the card or pass is ready, the district office typically requires you to collect it in person, since it is issued against your original documents and, in most districts, a photograph or thumb verification at the counter.

There is no SMS alert or centralised web tracker specific to this travel concession; the district welfare office is the single source of truth for where your application stands at any given time.

Frequently asked questions

Who gets completely free bus travel in Tamil Nadu?

All visually impaired persons are given travel concession to travel up to 100 km to and fro, without any condition and free of cost, according to the Commissionerate for the Welfare of the Differently Abled. Intellectually disabled persons travel free with one escort, and children with disabilities travel free to early intervention centres and pre-schools with one escort or parent.

Is there an income limit for the travel concession?

No. The Commissionerate states plainly that there is no income ceiling to avail these concessions. Eligibility rests on the disability and the national identity card, not on earnings.

How far can I travel free?

Up to 100 km each way. Visually impaired persons may travel that distance without any condition on purpose. Speech and hearing impaired and locomotor disabled persons get the same free travel up to 100 km, but for a stated purpose — going to a school, college, hospital, training centre or work spot from their residence and returning.

Can someone travel with me?

Yes, in specified cases. Intellectually disabled persons are allowed free travel with one escort, and children with disabilities travelling to early intervention centres and pre-schools may be accompanied free by one escort or parent. For other categories, an escort can get a 75 per cent concession on producing a certificate from a Government doctor.

What do I have to show the conductor?

Your national identity card for the differently abled. For the 75 per cent concession a photocopy of the identity card is handed to the conductor each time, and the original has to be shown if asked for.

Where do I apply?

To the District Differently Abled Welfare Officer at your district Collectorate. The prescribed application form is available with that officer, and applications are submitted there.

Does this cover train travel too?

No, this scheme covers State Owned Transport Corporation buses. Railway concessions for persons with disabilities are granted separately by Indian Railways, and the District Differently Abled Welfare Office can advise on the certificate required for those.

Do I need to renew the concession?

The concession runs with a valid national identity card and, where the travel is purpose-based, a current certificate from the institution or employer. Both have to be kept up to date — an expired bonafide certificate is the usual reason a conductor refuses a free ride.
