Creamy Layer / Non-Creamy Layer (OBC-NCL) Certificate in Telangana
Telangana state government scheme
Telangana issues the Non-Creamy Layer certificate as the "Creamy Layer / Non-Creamy Layer Certificate", a MeeSeva service applied for at any MeeSeva centre or on ts.meeseva.telangana.gov.in and signed by the Tahsildar of the mandal. Telangana's Backward Classes are notified as groups BC-A to BC-E, and the certificate is issued in the central Form VII-B format used by TGPSC and central recruiters.
What is the Non-Creamy Layer certificate in Telangana?
Telangana issues the OBC Non-Creamy Layer certificate under its own name: the Creamy Layer / Non-Creamy Layer Certificate, delivered as a MeeSeva service and signed by the Tahsildar of the mandal on behalf of the Revenue Department. The Hyderabad district administration lists the service on its own site and points applicants to the MeeSeva portal and to any MeeSeva centre. MeeSeva itself publishes the downloadable application form for the service on ts.meeseva.telangana.gov.in.
The certificate does two jobs. It records that the applicant belongs to a community notified in Telangana's Backward Classes lists: grouped as BC-A, BC-B, BC-C, BC-D and BC-E, and it records that the applicant's family is outside the creamy layer, the advanced section excluded from reservation. Telangana issues the certificate in the central Non-Creamy Layer format, Annexure-II Form VII-B, which is the format the Telangana Public Service Commission publishes for candidates claiming BC reservation and which central recruiters recognise.
That format point matters more than it sounds. A plain Telangana caste certificate confirming BC-B status is not, on its own, an OBC-NCL certificate. Central recruitment boards and NEET-style admission authorities reject caste certificates supplied where Form VII-B was asked for. If a Telangana candidate is applying to a central post, this is the certificate to obtain.
Who can and cannot apply in Telangana?
Who can apply: a resident of Telangana whose community is notified in the state's Backward Classes lists (BC-A to BC-E), who resides in the mandal where the application is filed, and whose parents fall outside the creamy layer. The creamy layer test is a central test applied to the parents, and it works on two different limbs: for parents in government service, the rank and class of the post held; for parents in the private sector, business or profession, income from sources other than salary and agricultural land.
Who cannot apply: a person whose community is not notified in Telangana's BC lists is not eligible. A person whose parents fall inside the creamy layer is not eligible for a non-creamy-layer certificate, the family remains BC by community but loses reservation benefit. A candidate applying for central government posts or central admissions whose community is absent from the Central List of OBCs for Telangana cannot use a state BC certificate for that purpose, because the state BC list and the central OBC list are separate instruments and do not overlap perfectly; verify your community against the National Commission for Backward Classes central list for Telangana before you apply to a central body. An applicant who cannot document the parents' occupation and income cannot have the test applied at all, and the Tahsildar has nothing on which to certify.
Two clarifications that come up constantly in Telangana. First, the applicant's own salary is not counted in the creamy layer test, a young graduate earning well is still non-creamy layer if the parents are not. Second, agricultural income and a parent's salary are excluded from the income limb of the test under the central rules; the limit applies to other income.
What documents does Telangana require?
Bring to the MeeSeva counter:
- The caste certificate showing your community and BC group (BC-A to BC-E).
- Identity proof, ordinarily Aadhaar.
- Residence proof for the mandal whose Tahsildar will sign.
- Parents' income particulars from sources other than salary and agricultural land.
- Parents' employment details, including the post held and its class, where a parent is in government service.
- The completed declaration in the MeeSeva Creamy / Non-Creamy Layer certificate application form, downloadable from ts.meeseva.telangana.gov.in.
Where a parent has retired, carry the retirement details and the class of the last post held; where a parent is deceased, carry the death certificate, because the test then applies only to the surviving parent's status.
How to apply for the Telangana Non-Creamy Layer certificate
- Download the Creamy / Non-Creamy Layer certificate application form from ts.meeseva.telangana.gov.in, or collect it at the MeeSeva centre, and fill the declaration about your parents' occupation and income.
- Confirm your BC group (BC-A, BC-B, BC-C, BC-D or BC-E) from your existing caste certificate, and, if you are targeting a central post — confirm the community also appears in the Central List of OBCs for Telangana.
- Visit any MeeSeva centre in Telangana with the form, the caste certificate, Aadhaar, residence proof and the parents' income and employment papers. Telangana's district administrations state that the service can be availed at any MeeSeva centre.
- Have the operator register the application on the MeeSeva system and pay the service charge shown on screen. Take the printed receipt. It carries your application number and the stated delivery date.
- Respond to the Tahsildar's verification. The mandal revenue staff verify the community entry and the parents' particulars; a call for originals is routine.
- Collect the signed certificate from the MeeSeva centre or download it against the application number once issued, and check that it is in the Annexure-II Form VII-B format before you submit it anywhere.
How to apply online through the MeeSeva portal
- Open ts.meeseva.telangana.gov.in and register a citizen account, or log in.
- Search the service list for "Creamy Layer / Non-Creamy Layer Certificate" and open it.
- Complete the form with your community, BC group, mandal, and the parents' employment and income details, then upload the supporting scans.
- Pay the prescribed charge online and save the acknowledgement with the application number.
- Track the number through the portal's status page until the Tahsildar signs.
How do I check my application status?
Use the application number printed on the MeeSeva receipt on the status page at ts.meeseva.telangana.gov.in. If the number shows the file pending at verification for longer than the delivery date on the receipt, the office to approach is the Mandal Revenue Office / Tahsildar's office for the mandal named in your application; MeeSeva only carries the file, it does not decide it. Keep the receipt; without the application number neither the portal nor the MRO can locate the file quickly.
What does it cost, and what should I refuse to pay?
MeeSeva charges are fixed by government order and printed on the receipt the operator hands you. Pay that amount and nothing more. Telangana runs MeeSeva precisely so that a citizen does not need a broker to reach the Tahsildar, and the counter has no discretion to charge a premium for faster handling. If a centre asks for extra cash "for the MRO", refuse and report it, the MeeSeva helpline and the district Collectorate both take complaints about excess collection. Downloading the application form from the portal is free.
How long is the Telangana NCL certificate valid?
Treat the Telangana Non-Creamy Layer certificate as a one-year document. The community entry behind it never changes, but the creamy layer finding rests on a current declaration of the parents' income and employment, and the bodies that consume the certificate know that. Central recruitment boards, TGPSC in several recruitments, central universities and national admission authorities routinely require an NCL certificate issued within the current or immediately preceding financial year, and reject older ones however genuine. Apply for a fresh certificate before an application window opens, not during it, the Tahsildar's verification is not a same-day process, and a lapsed NCL certificate is one of the most common reasons a candidature is rejected at document verification.
Why do Telangana NCL applications get rejected?
- The community is not in the notified BC list, or is in the state BC list but not in the Central List of OBCs for Telangana, when the certificate is wanted for a central post.
- Parents' income or employment details are incomplete, leaving the creamy layer test unanswerable.
- The parent's rank in government service puts the family inside the creamy layer.
- Residence falls outside the mandal whose Tahsildar was approached.
- The applicant declared their own income instead of the parents', which is not what the test asks.
- Name or parentage mismatch between the caste certificate, the Aadhaar record and the school records.
- The certificate obtained is a caste certificate, not Form VII-B, and is rejected at document verification downstream.
Where do I raise a grievance?
Escalate in this order: the MeeSeva centre where you filed, for receipt and application-number problems; the Tahsildar / Mandal Revenue Office named in the application, for verification delays, since that office holds the file; and then the District Collectorate, which supervises revenue certificate issue in the district. The MeeSeva portal at ts.meeseva.telangana.gov.in carries the status and grievance links for the service, and district websites such as Hyderabad's publish contact details for the service alongside the listing.

Frequently asked questions
Where do I apply for an OBC Non-Creamy Layer certificate in Telangana?
Apply at any MeeSeva centre in Telangana, or online at ts.meeseva.telangana.gov.in, where the service is listed as "Creamy Layer / Non-Creamy Layer Certificate". District websites such as Hyderabad list the same service and direct applicants to the MeeSeva portal and to any MeeSeva centre.
Who signs the Non-Creamy Layer certificate in Telangana?
The Tahsildar of the mandal, as the Revenue Department's competent authority, signs it after verification. MeeSeva is the delivery channel; the decision itself is a Revenue Department decision at mandal level.
What is the income limit for the non-creamy layer in Telangana?
The creamy layer income ceiling is set by the Government of India, not by Telangana, and applies to income from sources other than salary and agricultural land. Because the ceiling has been revised more than once, confirm the figure currently in force from the Department of Personnel and Training notification or the MeeSeva application form before you declare.
What format does the Telangana NCL certificate come in?
Telangana issues it in the central Non-Creamy Layer format — Annexure-II, Form VII-B — which is the format the Telangana Public Service Commission publishes for its own candidates and which central recruiters accept. Check that the certificate you receive carries this form number.
Which communities can apply in Telangana?
Communities notified in Telangana's Backward Classes lists, grouped as BC-A, BC-B, BC-C, BC-D and BC-E, can apply. For central posts and central admissions the community must additionally appear in the Central List of OBCs for Telangana, which is not identical to the state BC list.
How long does the Telangana Non-Creamy Layer certificate take?
MeeSeva registers the application immediately, but issue follows the Tahsildar's verification, which is a field process at mandal level rather than a same-day counter transaction. Ask the MeeSeva operator for the service's stated delivery date printed on your acknowledgement, and track the application number online.
How long is the certificate valid?
Treat it as an annual document. The creamy layer test is an income test, and central recruitment and admission bodies routinely require a Non-Creamy Layer certificate issued within the current or immediately preceding financial year, so a certificate from three years ago is normally rejected even though your community has not changed.
How much does it cost at a MeeSeva centre?
Pay only the MeeSeva service charge printed on the receipt the operator gives you, and insist on that receipt. MeeSeva charges are fixed by government order and revised periodically; a centre that asks for a "speed" payment on top of the printed charge is overcharging you.
