Food Security Card (Ration Card) in Telangana
Telangana state government scheme
Telangana calls its ration card a Food Security Card, issued by the Food, Civil Supplies and Consumer Affairs Department. You apply at a MeeSeva centre using the "Application for New Food Security Card" form from tg.meeseva.gov.in, pay the prescribed fee and keep the acknowledgement slip. Status is tracked on epds.telangana.gov.in and the NFSA helpline is 1967.
What is a Food Security Card in Telangana?
Telangana does not call it a ration card in its official records. It calls it a Food Security Card (FSC). The Food, Civil Supplies and Consumer Affairs Department, Government of Telangana issues it, and the department's own explanatory note describes a ration card as "an essential document through which a person's nation is to be identified" and through which food can be obtained at low cost.
Functionally the FSC is the household's National Food Security Act entitlement document. It lists the head of the household and every member, records the category, is Aadhaar-seeded for biometric authentication, and is attached to a Fair Price Shop. Telangana has been moving these to personalised PVC QR-code smart ration cards, the department floated procurement for them in March 2025.
Two portals matter, and they do different jobs:
- civilsupplies.telangana.gov.in. The department portal, carrying the "How to Apply for a New Ration Card" note, "Know Your Ration Card Status", the helplines and the T-Ration app.
- epds.telangana.gov.in/FoodSecurityAct/. The EPDS Food Security Act system, which is where card search and status queries actually run.
Where do I apply, and why MeeSeva?
Telangana routes citizen applications through MeeSeva, the state's common service delivery network. The Civil Supplies Department's own instruction is direct: if any person wants to apply for a ration card, he or she has to go to a nearby MeeSeva office to apply.
The form lives on the MeeSeva side. On tg.meeseva.gov.in, the MeeSeva Service Forms page (tg.meeseva.gov.in/DeptPortal/Meeseva-Applications.html) lists forms department by department; under Civil Supplies Department you will find Application for New Food Security Card. You can download and print it, or pick up a printed copy at the centre.
Who is eligible for a Food Security Card in Telangana?
You can apply if:
- Your household is resident in Telangana and you can produce residence proof.
- Your family does not already hold a Food Security Card.
- You can produce Aadhaar as identity proof, the department lists it as a necessary document, and the whole FSC system runs on Aadhaar authentication.
- You can state the number of family members and the total income of the family, both of which the application form asks for.
You cannot apply if:
- Your household already holds a valid Food Security Card. One card per household is the rule, and duplicates are removed at verification.
- You are not resident in Telangana, in which case a Telangana MeeSeva centre is not the right counter.
- You are an individual already listed on a parent's or spouse's card and the family has not been formally split.
- You have not completed Aadhaar e-KYC where the department has required it — cardholders who miss an e-KYC deadline can have benefits temporarily suspended until the KYC is done, so an incomplete KYC on a linked card blocks progress.
Category placement; Antyodaya Anna Yojana or Priority Household under NFSA, is a departmental decision made at verification. It is not something you select on the form.
Is BPL a separate certificate in Telangana?
No. In Telangana the poverty classification is a category on the Food Security Card, not a separate certificate. There is no counter that issues a standalone "BPL certificate" as the food entitlement document; the card is the document. If a scheme or institution asks for proof of economic status, they normally want either a copy of the Food Security Card or an income certificate, which is a different MeeSeva service issued by the Revenue Department.

How to apply for a Food Security Card in Telangana
The department publishes the procedure in six steps. This is that procedure, stated plainly:
- Get the application form. Go to your nearest MeeSeva centre and ask for the Food Security Card form, or download it yourself from tg.meeseva.gov.in.
- Open the MeeSeva Service Forms page at tg.meeseva.gov.in/DeptPortal/Meeseva-Applications.html, which lists forms by department.
- Click Civil Supplies Department on that page and select Application for New Food Security Card from the list of applications.
- Print the downloaded form.
- Fill in every field, applicant's name, age, gender, father's name, address details, mobile number, qualification details, district, region, number of family members and total income of the family.
- Attach the documents and submit the form at the MeeSeva centre with the prescribed fee, and do not leave without the acknowledgement slip. The slip carries the reference number you will need for every status check afterwards.
How do I check my application status?
- EPDS Telangana, epds.telangana.gov.in/FoodSecurityAct/, the Food Security Act system, where FSC search and status queries run. You will generally need the FSC reference number from your acknowledgement slip, or the existing ration card number, or the Aadhaar number linked to the application.
- "Know Your Ration Card Status", linked directly from the home page of civilsupplies.telangana.gov.in.
- The T-Ration app, the department's public mobile app, also linked from the department home page.
- The MeeSeva centre where you filed, quoting the acknowledgement slip.
Keep the acknowledgement slip photographed on your phone. In Telangana every status route keys off that reference number, and reconstructing it later from a MeeSeva centre's records is slow.
What does the card give you, and does it expire?
A Food Security Card draws the household's monthly NFSA entitlement of subsidised rice from its attached Fair Price Shop, authenticated on an e-PoS machine against the Aadhaar of a listed member. Telangana's rice-centred PDS is the practical benefit for most households.
The card does not carry a fixed expiry date the way a licence does. What it does require is upkeep: Aadhaar e-KYC for the members, additions when a child is born, deletions when a member dies or marries out, and address correction when the household moves. Telangana has enforced e-KYC deadlines, and cardholders who did not complete e-KYC by the announced date have had benefits temporarily suspended until it was done. Treat e-KYC as the renewal step for a Telangana card.
Why applications get rejected or delayed
- A duplicate card is found for the same household or the same members.
- Aadhaar e-KYC is incomplete for one or more members.
- Residence proof is weak or does not match the address on the form.
- The income and family-size details are inconsistent with what verification finds at the household.
- Name or age mismatches between Aadhaar, the form and the supporting copies.
- The acknowledgement slip was never collected, leaving the applicant with no reference number and no way to trace the file.
Grievance and helpline route
- NFSA helpline: 1967, with 040-23324614 and 040-23324615, the first call for ration card, Fair Price Shop and entitlement problems.
- Consumer helpline: 1800-425-00333, with 040-23336112, 040-23336114 and 040-23336115, for consumer complaints, short weight and overcharging.
- Department portal: civilsupplies.telangana.gov.in, which carries the Commissioner's office links, the how-to-apply note and the status service.
- EPDS portal: epds.telangana.gov.in for Food Security Act data and card status.
- MeeSeva: the centre where the application was filed, for questions about the acknowledgement and the service charge.
Applying for a Food Security Card is a MeeSeva counter transaction against a notified service charge. The department's own instruction is to submit the form "with prescribed fee" and to take the acknowledgement slip, so ask the operator to show the notified charge, pay only that, and make sure the slip is printed. No agent or middleman is authorised to charge extra to "get a card approved" or to "upgrade" a category, and no officer will ask for an OTP from your phone to issue a card.

What does a ration card cost in Telangana?
The Civil Supplies Department's own instruction says to submit the application form "with prescribed fee" at the MeeSeva centre, but the department does not publish the amount on its website. Ask the MeeSeva operator to show you the notified service charge and insist on the printed acknowledgement slip that records what you paid.
Is BPL a separate certificate in Telangana?
No, the poverty classification is carried on the Food Security Card itself rather than issued as a separate certificate. Under the National Food Security Act the operative categories are Antyodaya Anna Yojana and Priority Household, and the card is what evidences the household's status.
Who cannot apply for a Food Security Card in Telangana?
A household that already holds a valid Food Security Card cannot apply for a second one, and a person not resident in Telangana cannot apply at a Telangana MeeSeva centre. An individual already listed on a family member's card also cannot hold a separate card unless the family is formally split.
What is the T-Ration app?
T-Ration is the Telangana Civil Supplies Department's mobile app for the public, linked from civilsupplies.telangana.gov.in, and it won the CSI Nihilent eGovernance Award in 2018. It lets cardholders check card details and Fair Price Shop transactions from a phone.
