Property Registration in Telangana is the compulsory registration of a sale deed under the Registration Act 1908 at the Sub-Registrar Office that has jurisdiction over the property. The Registration and Stamps Department, Government of Telangana, headed by the Inspector General of Registration and Stamps, runs the service through registration.telangana.gov.in, and reported 4,57,851 non-agriculture document registrations for the financial year 2026-27 as of 16 August 2026 on its own dashboard.

What does registering a sale deed in Telangana actually give you?

A registered sale deed gives the buyer a permanently numbered, indexed public record of the transfer. The Telangana Registration and Stamps Department converts the property description in your deed into index particulars and uses those particulars to generate the Encumbrance Certificate (EC) for that property. That is why the department warns that accuracy of the description is what decides whether later buyers, banks and courts can see your transaction at all. An unregistered sale agreement does not transfer title to immovable property worth more than Rs 100 and cannot be used as evidence of the transfer.

What is the stamp duty and registration fee for a sale deed in Telangana?

The Ready Reckoner (Stamp, TD, RF) published by the Registration and Stamps Department sets out the rates by deed type:

  • Sale Deed in Gram Panchayat areas to 5.5% stamp duty, no transfer duty, 2% registration fee.
  • Sale Deed in other areas (municipalities and corporations) to 5.5% stamp duty, 1.5% transfer duty, 0.5% registration fee.
  • Sale Agreement with possession to 5.5% stamp duty (adjustable against the later sale deed), registration fee 0.5% subject to a minimum of Rs 1,000 and a maximum of Rs 20,000.
  • Sale Agreement without possession to 0.5% stamp duty, registration fee 0.5% subject to the same Rs 1,000 to Rs 20,000 band.
  • Agreement of Sale cum General Power of Attorney to 6.5% stamp duty (5.5% adjustable and 1% not adjustable) and a fixed registration fee of Rs 2,000.
  • Conveyance and Certificate of Sale to 5% stamp duty and 0.5% registration fee.

All of these are charged on the market value or the consideration, whichever is higher. The market value for your survey number, ward or apartment can be checked free using Market Value Search and the Duty Fee Calculator on the department portal before you commit to a price.

Who can and cannot register a property in Telangana?

Any person competent to contract can buy and sell property in Telangana, and there is no income, caste or domicile condition attached to registration. The executant — the person signing the deed, presents the document. Where there are several executants, any one of them may present it, but every executant must appear and admit execution. The claimant, that is the buyer, may also present the deed. An attested power of attorney holder can present and admit execution on behalf of a principal who cannot appear; where the principal is in India the power must be attested by the Sub-Registrar of the area where the principal resides, and where the principal is abroad it must be attested by a notary public or an Indian Consul or Vice-Consul.

You cannot apply to register a sale deed for government land, assigned land, wakf property, endowment land or land in scheduled areas covered by Regulation 1 of 1970. The department states that dealing with these lands is prohibited and entails criminal proceedings, and it maintains an "Open Prohibited Properties" search so buyers can check before paying money. A document is also not eligible for registration once eight months have passed from the date of execution.

How to apply for property registration in Telangana online

  1. Verify the property first. On registration.telangana.gov.in, run an Encumbrance Search (EC) on the property, check the Prohibited Properties list, and use Market Value Search to find the government value of the survey number, plot or flat. Confirm the correct office with "Know Your SRO/Village".
  2. Draft the sale deed. Download the department's free model form for the property type; Sale Deed for agricultural land, house, flat or open plot, and fill in the parties, the full chain of title, the consideration and a complete, unambiguous property description with all four boundaries. Attest every blank, erasure, interlineation and alteration with the signatures or initials of the parties.
  3. Calculate the duty. Use the Duty Fee Calculator to compute stamp duty, transfer duty and registration fee on the higher of consideration or market value, using the Gram Panchayat or other-area rate as applicable.
  4. Complete pre-registration and pay. Open the Pre-Registration module, enter the party and property details, upload the deed and annexures, and pay stamp duty and fees online through the module or the eSTAMPS route. The department warns that no payment link is ever sent by SMS and that payment must be made only through the pre-registration slot booking module or the eSTAMPS/Meeseva app.
  5. Book the slot. Choose the jurisdictional Sub-Registrar Office and an available date and time. Note the slot number and the e-challan number.
  6. Attend the Sub-Registrar Office. Both the seller and the buyer appear at the booked time with the printed deed, Form 32-A with photographs and fingerprints, the route map, address proofs of parties and witnesses, link documents, and, for agricultural land. The Pattadar Pass Book and Title Deed. Photographs and fingerprints are captured at the counter.
  7. Collect the registered deed. The registering officer admits execution, endorses the document, assigns a permanent document number and returns the registered deed. The transaction then appears in the Encumbrance Certificate for that property.

Is there an offline route at the Sub-Registrar Office?

Registration itself is always in person, Telangana has digitised the preparation, valuation, payment and appointment, not the appearance. If you cannot use the portal, a Meeseva or Common Service Centre operator can run the pre-registration and slot booking on your behalf for the state's notified service charge, and the department's toll-free line 1800 599 4788 and WhatsApp chatbot Medha on 8247619983 and 82476 23578 answer procedural questions. What you must never do is hand cash to a private "agent" who promises a faster slot: the department publishes slot availability itself and levies only the statutory duty and fee.

How do you check the status of a Telangana registration?

Registered Document Details on the department portal returns the details of any document by its number, year and Sub-Registrar Office. Encumbrance Search (EC) shows every registered transaction on the property, which is the practical way to confirm that your sale deed has been indexed. Certified Copy (CC) lets you apply for an attested copy of the registered deed if the original is lost. eSTAMPS Dashboard shows the status of duty paid online.

How long is a registered sale deed valid, and what comes next?

A registered sale deed does not expire and needs no renewal. Two follow-up steps matter. First, mutation: for agricultural land the entries have to reach the revenue record, which is why the pass book and title deed must be produced and endorsed at registration; for a house or flat, apply for mutation of the property tax record with the Gram Panchayat or the urban local body. Second, keep the registered deed, the e-challan and the EC together, because a bank sanctioning a loan against the property will ask for all three.

Why do Telangana registrations get rejected or disputed?

  • Presenting late. Beyond four months you pay a penalty, and beyond eight months from execution the document cannot be registered at all.
  • Vague property description. The department singles this out, warning that fraudsters create multiple documents selling the same property under different descriptions, and advising against boundaries described only as "neighbour's property".
  • Unattested corrections. Blanks, erasures and alterations that the parties have not initialled are a standing ground for objection.
  • Wrong office. A deed for immovable property must go to the Sub-Registrar with jurisdiction over that property.
  • Undervaluation. If consideration is understated below market value, duty is levied on the market value, and suppression of facts leading to loss of revenue exposes the parties to prosecution.
  • Missing Form 32-A, route map or pass book for agricultural land.
  • Prohibited property. Government, assigned, wakf, endowment or scheduled-area land is refused.

Where do you complain if something goes wrong?

Start with the Sub-Registrar, then the District Registrar of the district, and then the Inspector General of Registration and Stamps. The department's toll-free enquiry number is 1800 599 4788, with WhatsApp support on 8247619983 and 82476 23578. Feedback and RTI routes, including the list of Public Information Officers, are published on registration.telangana.gov.in. The department also runs a public awareness film, "Jagraththa", on registration frauds, and repeats one warning above all: it will never send you a payment link over SMS.

Documents required

Draft sale deed on the correct value
The Telangana Registration and Stamps Department publishes free model deed templates for sale of agricultural land, houses, flats and open plots under Downloads on registration.telangana.gov.in. The department states plainly that it owns no responsibility for the clauses used and that parties should draft to their own needs.
Form 32-A with photographs and fingerprints
Section 32A of the Registration Act 1908 requires the photographs and fingerprints of both the seller and the buyer for a sale deed. The blank form is downloadable from the department portal.
Route map or sketch to the property
The department requires a map to be enclosed with every non-testamentary document affecting immovable property, drawn so that a stranger can locate the property using landmarks such as a post office, police station or temple.
Pattadar Pass Book and Title Deedoptional
Compulsory when the document affects agricultural land. Parties must produce the pass books and title deeds and ensure the registering officer makes the transaction entries in them.
Address proof of parties, witnesses and identifying witnesses
The department recognises passport, ration card, Aadhaar, a bank passbook carrying the full address, or driving licence for the executants, claimants, attesting witnesses and identifying witnesses.
Link documents proving the seller's title
The chain of prior title deeds, court decrees or succession records that show how the seller acquired the property, described chronologically in the deed.
Encumbrance Certificate for the propertyoptional
Not demanded at the counter but strongly advised. An EC can be searched free on the Encumbrance Search page of registration.telangana.gov.in before you pay any advance.
e-Challan or online payment receipt for stamp duty and fees
Generated in the pre-registration module. The department warns that payment must be made only through the pre-registration slot booking module or the eSTAMPS/Meeseva app, and that it never sends a payment link by SMS.

Frequently asked questions

What is the total cost of registering a sale deed in Telangana?

A sale deed in Telangana costs 7.5% of the market value in total in both rural and urban areas, but the split differs. In a Gram Panchayat area the Ready Reckoner of the Registration and Stamps Department shows 5.5% stamp duty, no transfer duty and a 2% registration fee. In all other areas it shows 5.5% stamp duty, 1.5% transfer duty and a 0.5% registration fee.

How long do I have to register a sale deed after signing it?

Four months from the date of signing, under the Registration Act 1908. The Telangana department states that a document presented after four months may be admitted up to eight months by paying a penalty if the Registrar condones the delay, and that no document can be accepted after eight months from execution.

Is online slot booking compulsory in Telangana?

Yes — pre-registration and slot booking on registration.telangana.gov.in is the route the department publishes for property registration, and the portal carries a separate Slot Booking Advisory and a slot booking video guide. You still appear in person at the Sub-Registrar Office at the booked time.

Which Sub-Registrar Office should I go to?

The Sub-Registrar Office that has jurisdiction over the property, not over where you live. The department gives the example that Hyderabad Municipal Corporation Wards 1 and 2 fall under the Chikkadpalli Sub-Registrar while Wards 3 to 5 fall under the District Registrar, Hyderabad. Use the "Know Your SRO/Village" tool on the portal.

Does the Sub-Registrar check whether the seller really owns the property?

No. The Telangana department states that under the Transfer of Property Act the onus of verifying title, ownership and possession is on the purchaser, that the Registrar's power to enquire is limited, and that he cannot undertake roving enquiries.

Can a document executed outside India be registered in Telangana?

Yes, within four months of its arrival in India. The party presenting it must satisfy the registering officer of the arrival date with evidence such as a courier delivery receipt or an affidavit from the carrier.

Do I need an agent or document writer to register in Telangana?

No. Every step — market value search, encumbrance search, duty fee calculator, model deed templates, pre-registration and slot booking — is free on registration.telangana.gov.in, and you pay only the stamp duty, transfer duty and registration fee shown by the portal. Anyone demanding a service charge beyond that is a private middleman, not the department.

What happens if the property is government, assigned, wakf or endowment land?

Registration is prohibited and the transaction can attract criminal proceedings. The department maintains a Prohibited Properties search on the portal and advises parties to check it before dealing with any land.
