What is Rythu Bima?

Rythu Bima is the Telangana government's group life insurance scheme for farmers, run by the Department of Agriculture. Rythu Bima pays Rs 5 lakh to the nominee of an enrolled farmer who dies, and the entire premium is paid by the state government, not by the farmer. The Telugu name translates simply as "farmer's insurance", and it is often written as Rythu Beema.

The scheme exists to answer one very specific problem. When a working farmer dies, the household loses its only earner, and typically also carries crop loans, input debt and private borrowing. Families in that position historically sold land or went further into debt. Rythu Bima is meant to put a substantial lump sum into the family's hands quickly enough to prevent that.

Three design choices make Rythu Bima unusually generous compared with ordinary insurance:

  • Any cause of death is covered. Rythu Bima is a life cover, not an accident cover. Illness, natural death, accident and suicide are all within scope.
  • No medical test and no health questions. Because it is a group policy taken out by the state, a farmer with diabetes, heart disease or any other pre-existing condition is enrolled on the same terms as anyone else.
  • No premium from the farmer. The state government pays the full premium for every enrolled farmer, so the family gets a Rs 5 lakh cover at zero personal cost.

The policy is a group insurance arrangement, which means it renews annually and enrolment is done through official drives rather than by an individual walking into an insurance office.

Who is eligible for Rythu Bima?

A farmer is covered if:

  • The farmer owns agricultural land in Telangana, with the land recorded in their own name and a valid pattadar passbook issued.
  • The farmer's age falls within the band notified for the scheme. Rythu Bima is designed for working-age farmers, so both very young and older farmers fall outside the group policy. Confirm the current age band with your Mandal Agricultural Officer before assuming cover, since the band is set in the policy document rather than in the village-level publicity.
  • The farmer has been enrolled during an enrolment drive and a nomination has been recorded.
  • The nominee has an Aadhaar-linked bank account capable of receiving the transfer.

These people are not eligible:

  • Tenant farmers, lease cultivators and sharecroppers, because the scheme is tied to recorded land ownership rather than to actual cultivation.
  • Agricultural labourers who own no land.
  • Farmers outside the notified age band on the date of enrolment.
  • Farmers who were never enrolled. This is the hardest exclusion in practice. A family cannot enrol a farmer after the death has occurred, and no amount of documentation will create cover retrospectively. Enrolling during the drive is therefore the single most important thing a farming household can do.

A farmer excluded on age grounds is not left without options. The central Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana are open at very low annual premiums through any bank, and are worth taking alongside or instead of Rythu Bima.

What documents are required for a Rythu Bima claim?

Document Mandatory Notes
Death certificate of the farmer Yes From the Panchayat, municipality or registrar
Aadhaar of the deceased farmer Yes Links the death to the enrolment record
Nominee's Aadhaar card Yes Identifies who receives the money
Nominee's bank passbook Yes Account must be active and in the nominee's own name
Pattadar passbook of the farmer Yes Proves land-owning farmer status
Rythu Bima certificate No Useful, but the mandal office can retrieve enrolment records

Notice what is not on this list: there is no requirement for a post-mortem report, no requirement to prove the cause of death, and no requirement to produce medical records. That is deliberate, and a family being asked for such papers by an intermediary should escalate rather than comply.

How to apply for Rythu Bima enrolment

  1. Watch for the enrolment drive announced by the Department of Agriculture. Enrolment is conducted mandal-wise through Agriculture Extension Officers, and dates are publicised at the village level.
  2. Meet your Agriculture Extension Officer (AEO) with your pattadar passbook, Aadhaar card and bank passbook.
  3. Give the nominee's details, full name as written on Aadhaar, relationship, Aadhaar number and bank account. Get the spelling right; a mismatch here is what delays claims years later.
  4. Sign the enrolment form and collect the acknowledgement or Rythu Bima certificate. Keep it with your land papers, not loose in the house.
  5. Review the nomination whenever the family changes. A marriage, a death, or a child turning adult are all reasons to update the nominee through the same AEO route.

Enrolment is free. No agent, insurance broker or middleman is entitled to charge a farmer for Rythu Bima enrolment, because the premium is already paid by the state.

How to file a Rythu Bima claim after a death

  1. Get the death certificate from the Gram Panchayat secretary, the municipal office or the registrar of births and deaths. This is the step that determines how fast everything else moves, so start it immediately.
  2. Inform the Agriculture Extension Officer for the village. The AEO initiates the claim and is the person who owns the file at the field level.
  3. Submit the claim papers: death certificate, the deceased farmer's Aadhaar and pattadar passbook, and the nominee's Aadhaar and bank passbook — at the Mandal Agricultural Office.
  4. Collect an acknowledgement with a reference number and the date of submission. Do not leave without it.
  5. Follow up with the Mandal Agricultural Officer if the credit has not reached the nominee's account within the expected window.

How long does a Rythu Bima claim take?

Rythu Bima was built around a fast settlement promise: broadly within about 10 days of a complete claim being registered, and that speed is the scheme's most praised feature. In practice, the clock starts when the death certificate and the nominee's details are in the file, not when the death occurs. Families that take several weeks to obtain the death certificate see the whole timeline shift by that much.

The payment is made as a single lump sum into the nominee's bank account. It is not paid in instalments, it is not adjusted against any crop loan, and no fee or commission is deducted from it. If anyone tells a grieving family that a share must be paid to get the claim released, that is a fraud and should be reported to the District Agriculture Officer or the district collectorate.

Why do Rythu Bima claims get delayed or rejected?

  • The farmer was never enrolled, or enrolment lapsed because the annual drive was missed. This is a rejection, not a delay.
  • The farmer's age was outside the notified band at enrolment.
  • No nomination on record, or a nominee who has themselves died, which forces a legal heir determination.
  • Name mismatch between the nominee's Aadhaar and their bank account.
  • Nominee's bank account is dormant, closed or frozen, so the transfer bounces.
  • Death certificate not yet issued by the local body.
  • Land record disputes that put the deceased's pattadar status in question.

Most of these are preventable years in advance by doing two things: enrolling in every drive, and checking once a year that the nominee recorded is still the person you want to receive the money.

Where do you get help with Rythu Bima?

  • Agriculture Extension Officer (AEO) for your village cluster: first point of contact for both enrolment and claims.
  • Mandal Agricultural Officer (MAO) at the mandal headquarters for claims that have stalled.
  • District Agriculture Officer at the district collectorate for escalation.
  • Grievance petitions filed at the district collectorate's public grievance day, where you receive a written reference number.

Keep photocopies of the enrolment acknowledgement, the pattadar passbook and the nominee's bank details together in one place. A family that can produce those three documents on the day of need will usually see the claim close inside the scheme's intended timeline.

Documents required

Death certificate of the farmer
Issued by the Gram Panchayat, municipality or the registrar of births and deaths. The claim cannot start without it.
Nominee's Aadhaar card
Used to identify the nominee and to match the bank account for the transfer.
Nominee's bank passbook
The Rs 5 lakh is credited to this account, so the account must be active and in the nominee's own name.
Pattadar passbook of the deceased farmer
Establishes that the deceased was an enrolled land-owning farmer.
Rythu Bima certificate or enrolment acknowledgementoptional
Helpful but not fatal if lost — the mandal office can retrieve the enrolment from its records.
Aadhaar card of the deceased farmer
Links the death record to the enrolment record.

Frequently asked questions

How much does Rythu Bima pay?

Rythu Bima pays Rs 5 lakh to the nominee of an enrolled farmer who dies, transferred directly into the nominee's bank account. It is a single lump sum, not an instalment payment, and no deduction is made from it.

Does the farmer pay any premium for Rythu Bima?

No. The Government of Telangana pays 100 per cent of the premium for every enrolled farmer, so the farmer contributes nothing. This is the feature that separates Rythu Bima from ordinary term insurance and from the contributory central schemes.

Does Rythu Bima cover natural death or only accidents?

Rythu Bima covers death from any cause — illness, natural causes, accident or suicide — which is a much wider cover than accident-only policies. The nominee does not have to prove how the farmer died beyond producing the death certificate.

Who cannot be covered under Rythu Bima?

Farmers outside the scheme's age band and people who do not own agricultural land in Telangana are not eligible, so tenant farmers, sharecroppers and agricultural labourers are not covered. A farmer who was never enrolled during an enrolment drive is also not covered, however genuine the case.

Is a medical test needed to join Rythu Bima?

No medical examination is required. Rythu Bima is a group insurance policy, so enrolment is based on the land record and age rather than on health screening, and pre-existing illness does not block enrolment.

How long does a Rythu Bima claim take?

The scheme is designed for a fast settlement, generally within about 10 days of the claim being registered with complete documents. Delays almost always come from a missing death certificate, a nominee bank account problem, or a nomination that was never recorded.

Can the nominee be changed?

Yes. A farmer can update the nomination through the Agriculture Extension Officer or Mandal Agricultural Office. This matters a great deal — an out-of-date nomination is one of the most common causes of a family fighting over a claim after a death.
