What is the T-PRIDE scheme?

T-PRIDE, the Telangana State Program for Rapid Incubation of Dalit Entrepreneurs Incentives Scheme, 2014 to is the Government of Telangana's package of industrial incentives reserved for Scheduled Caste and Scheduled Tribe entrepreneurs. It is run by the Industries and Commerce (IP & INF) Department and delivered through the Commissioner of Industries and the District Industries Centres. The scheme is often written locally as T-Pride or TS-PRIDE.

The policy was announced in G.O.Ms.No.29, dated 29 November 2014, and the operational guidelines were issued in G.O.Ms.No.78, dated 9 October 2015. The introduction to those guidelines states that the State Government will offer incentives and benefits to all new industrial enterprises set up by Scheduled Caste and Scheduled Tribe entrepreneurs in the state, and that projects involving substantial expansion or diversification of existing industries in eligible lines of activity are also entitled to benefits.

T-PRIDE is the SC/ST counterpart of T-IDEA (Telangana State Industrial Development and Entrepreneur Advancement), the general incentive scheme notified the same day in G.O.Ms.No.77. Both sit inside the TS-iPASS framework created by the Telangana State Industrial Project Approval and Self Certification System Act, 2014.

The important point for a reader is what T-PRIDE is not. It is not a personal subsidy, a loan or a monthly benefit. Every component reimburses a cost that a registered enterprise has already incurred, and every component is claimed on a prescribed Annexure form through Meeseva to the General Manager of the District Industries Centre.

Who is eligible for T-PRIDE?

A unit can claim T-PRIDE incentives if:

  • The entrepreneur belongs to a Scheduled Caste or Scheduled Tribe. Where the unit is a partnership or private limited company, the SC/ST promoters must hold 100 per cent of the shareholding; a sole proprietress structure is also accepted.
  • The enterprise is a new industrial enterprise established with new machinery and equipment, holding valid approvals from the respective authorities, or is a substantial expansion or diversification of an existing unit in an eligible line of activity.
  • The unit commenced commercial production on or after 1 January 2015. The original scheme window closed on 31 March 2019, and G.O.Rt.No.52 dated 28 March 2019 continued the operational period of T-IDEA and T-PRIDE until further orders.
  • The unit is located in an eligible area. The whole of Telangana except within the Greater Hyderabad Municipal Corporation limits, other than existing and notified Industrial Estates and Parks.

A unit is not eligible, or is eligible only in part, if:

  • It is located in the Sanathnagar, Azamabad, Chandulal Baradari or Kattedan Industrial Estates of Hyderabad and Ranga Reddy districts. These are excluded from all incentives and concessions.
  • It is a service activity inside a municipal corporation limit, such units are eligible only for investment subsidy, not the full package.
  • It manufactures or trades in two-wheelers or three-wheelers, which clause 6.5.8 puts outside the scheme entirely.
  • It is set up entirely with second-hand machinery. Indigenous second-hand machinery is capped at 25 per cent of total plant and machinery value and is not counted towards eligible fixed capital investment.
  • It runs on leased plant and equipment, which is expressly excluded from the incentive computation.
  • It is departmentally run by the Government of India or the State Government, which falls outside the definition of an industrial enterprise.
  • It has already availed investment subsidy under a similar state incentive scheme. The Rs 75 lakh ceiling applies across all schemes taken together.

An individual who has not established an eligible enterprise cannot apply for a personal cash benefit under T-PRIDE. There is no citizen-level application.

What benefits does T-PRIDE provide?

G.O.Ms.No.78 sets out the components. Read them as a menu — a given unit qualifies for some and not others.

Investment subsidy. 35 per cent of fixed capital investment for micro and small enterprises set up by SC/ST entrepreneurs. An additional 5 per cent is allowed for units set up in Scheduled Areas by ST entrepreneurs, and an additional 10 per cent for SC women and ST women entrepreneurs on fixed capital investment subject to a maximum of Rs 10 lakh for MSEs. The total investment subsidy is limited to Rs 75 lakh per unit.

Stamp duty and transfer duty. 100 per cent reimbursement of stamp duty and transfer duty paid by the enterprise on the purchase of land meant for industrial use, and 100 per cent reimbursement of stamp duty on the lease of land, sheds or buildings.

Land cost in industrial estates. 33⅓ per cent reimbursement of land cost in IE, IDA and Industrial Parks, limited to Rs 10 lakh. A matching 33⅓ per cent rebate on land cost, subject to Rs 10 lakh, is also available on TSIIC land allotments, with 25 per cent of the land cost payable at allotment within 90 days and the balance 75 per cent after the moratorium.

Land conversion charges. 25 per cent of land conversion charges for industrial use, limited to Rs 10 lakh for micro, small and medium enterprises.

Power cost. Fixed power cost reimbursement at Rs 1.50 per unit for five years from the date of commencement of commercial production, paid on energy consumption (KVAH) charges only and settled every six months.

Seed capital assistance. For first-generation entrepreneurs setting up micro enterprises, 20 per cent of machinery cost, which is then deducted from the eligible investment subsidy. Not available for expansion or diversification.

Tax reimbursement. 100 per cent of VAT, CST or State GST for five years for micro and small enterprises; 75 per cent for seven years for medium enterprises; and 50 per cent for seven years for large industries; in the last two cases capped at realisation of 100 per cent of fixed capital investment, whichever is earlier.

Quality certification and patents. 100 per cent of expenses on quality certification or patent registration, limited to Rs 3 lakh for micro, small and medium enterprises.

Cleaner production measures. 25 per cent subsidy limited to Rs 5 lakh on capital equipment for specific cleaner production measures.

Skill upgradation. 50 per cent reimbursement of skill upgradation and training cost for local manpower, limited to Rs 2,000 per person as a one-time facility.

Pavala Vaddi interest subsidy. Interest on term loans for fixed capital investment by new micro and small enterprises is reimbursed above 3 per cent per annum up to a maximum of 9 per cent per annum for five years from the date of commencement of commercial production. The enterprise bears the first 3 per cent, and anything above 12 per cent. Transport of passengers or goods by road, water, air, ropeway or lift is also covered. Expansion and diversification projects are excluded.

How to apply for T-PRIDE incentives

  1. Register and get approvals through TG-iPASS. Applications for incentives are submitted through the TG-iPASS portal at ipass.telangana.gov.in, and the enterprise must hold valid approvals from the respective authorities under the TS-iPASS Act, 2014.
  2. Obtain a term loan sanction from a bank or financial institution. G.O.Ms.No.78 states that SC/ST entrepreneurs are eligible for investment subsidy only after a term loan is sanctioned by the Telangana State Financial Corporation, a scheduled bank or an RBI-recognised institution. Self-financed enterprises are not eligible for investment subsidy prior to DCP.
  3. Commence commercial production and fix your DCP date. Almost every claim window is counted from the date of commencement of commercial production, so record it and get it certified.
  4. Fill the prescribed Annexure claim form for each component. Annexure-VI covers stamp duty, land cost and land conversion; Annexure-VII power cost; Annexure-VIII investment subsidy; Annexure-X seed capital; Annexure-XI tax reimbursement; Annexure-XII quality certification; Annexure-XIV skill upgradation; Annexure-XVI investment subsidy prior to DCP.
  5. Submit the claim through Meeseva to the General Manager, District Industries Centre of the district where the unit is located, with the Chartered Accountant's certificate of fixed capital investment and the supporting documents listed on the form.
  6. File within the window. Six months from DCP for investment subsidy and power cost, six months from registration of the sale deed for land cost, six months from term loan sanction for seed capital, and half-yearly by 31 March and 30 September for tax reimbursement.
  7. Track the sanction at the District Industries Centre. Investment subsidy is released against a seniority list maintained centrally, and service sector releases are limited to 50 per cent of the budget provision so that the remaining half goes to manufacturing.

How is investment subsidy released before production starts?

T-PRIDE allows new micro and small enterprises to draw investment subsidy before the date of commencement of commercial production, which is unusual and worth understanding:

  1. The subsidy prior to DCP is released as 35 per cent and 45 per cent of the eligible investment subsidy as the first and second instalments, on a "pari passu" basis with the term loan disbursement.
  2. The final 20 per cent is sanctioned and released after commercial production begins.
  3. After release, the enterprise must commence commercial production within 18 months, failing which the released investment subsidy is recovered.
  4. Self-financed enterprises are not eligible for this pre-DCP route.

What is the SC/ST contractors component of T-PRIDE?

A separate order, G.O.Ms.No.31 dated 29 November 2014, created an affirmative action track inside T-PRIDE for building a cadre of SC and ST contractors to execute government works. The stated goal is to create at least 200 SC/ST contractors in Telangana over a five-year period, sufficient to execute Class V works for the PWD, Irrigation and CAD, Rural Water Supply, Public Health and Panchayati Raj departments.

Interested civil engineers belonging to SC/ST communities with at least a second class aggregate in their engineering degree or diploma are selected and trained at the National Academy for Construction, Hyderabad. The GO states that the NAC certificate is to be treated by government works departments as fulfilling the education and experience qualification requirement for at least a Class V contractor, and that the Government will arrange financial support for equipment and working capital.

What are the common reasons a T-PRIDE claim fails?

  • Filing after the six-month window for the component concerned.
  • No term loan; investment subsidy for SC/ST entrepreneurs is contingent on a sanctioned term loan.
  • Shareholding short of 100 per cent SC/ST in a partnership or private limited company.
  • Location inside GHMC limits outside a notified industrial estate, or inside one of the four excluded industrial estates.
  • Second-hand or leased machinery forming too large a share of the investment, which reduces or wipes out the eligible fixed capital investment.
  • Double claiming, the Rs 75 lakh ceiling applies across all state incentive schemes taken together, so a subsidy already drawn elsewhere is set off.

Where do you get help with T-PRIDE?

The first point of contact is the General Manager of the District Industries Centre in the district where the unit is located, all claim applications are routed there through Meeseva. Above that sits the Commissioner of Industries, Telangana, Hyderabad, who administers the scheme, and the Industries and Commerce (IP & INF) Department of the Secretariat, which issues the governing orders.

The scheme documents, G.O.Ms.No.29, G.O.Ms.No.31, G.O.Ms.No.77, G.O.Ms.No.78 and the continuation order G.O.Rt.No.52 to are all published on the Industrial Incentives page at industries.telangana.gov.in. No dedicated T-PRIDE telephone helpline is published, and no consultant or agent is authorised to charge a fee for "getting a T-PRIDE sanction". Because incentive rates and windows are revised by government order from time to time, confirm the current position with your District Industries Centre before committing capital on the strength of an expected subsidy.

How to check your T-PRIDE claim status

T-PRIDE does not have a single online status-tracking portal for incentive claims, so the follow-up route depends on which stage of the process you are checking.

  1. Check the enterprise approval stage on TG-iPASS. If you are still waiting on the initial registrations and clearances needed to set up the unit, log in at ipass.telangana.gov.in with your application credentials and check the status of each department approval linked to your TS-iPASS application. This covers the pre-establishment stage, not the incentive claim itself.

  2. Follow up on a submitted Meeseva claim at the District Industries Centre. Because Annexure claims (investment subsidy, power cost, stamp duty, seed capital, tax reimbursement, and the rest) are filed through Meeseva to the General Manager of the District Industries Centre where the unit is located, the DIC office is the only authority that can tell you where your specific claim stands. Keep the Meeseva acknowledgement number or receipt from submission and quote it when you follow up.

  3. Ask specifically where you are in the seniority list, for investment subsidy claims. Investment subsidy is released against a centrally maintained seniority list, and service-sector releases are capped at 50 per cent of the budget provision in a given year. A claim can be sanctioned but still awaiting a budget-linked release, so ask the DIC whether your claim has been sanctioned, or sanctioned and queued for release, rather than only asking if it has been "approved."

  4. Track the DCP-linked deadline yourself. Since most claim windows run six months from the date of commencement of commercial production (or from sale deed registration or term loan sanction for the land and seed capital components), do not wait passively for a status update. If you have not heard back close to the end of your claim window, contact the DIC before the window lapses rather than after.

  5. Escalate to the Commissioner of Industries if the District Industries Centre does not respond. The Commissioner of Industries, Telangana, Hyderabad administers the scheme above the district level, and unresolved delays at the DIC can be raised there. There is no dedicated T-PRIDE helpline number published, so escalation is by letter or in-person visit through the Commissionerate rather than by phone.

  6. Watch for revisions on the Industrial Incentives page. Because incentive rates, windows and the scheme's continuation are governed by orders issued from time to time (as with the continuation order that kept T-PRIDE running past its original 2019 closing date), periodically check the Industrial Incentives section of industries.telangana.gov.in for any order that affects a claim already in process.

Frequently asked questions

Who can apply for T-PRIDE?

Scheduled Caste and Scheduled Tribe entrepreneurs setting up new industrial or eligible service enterprises in Telangana can apply. G.O.Ms.No.29 dated 29 November 2014 extended the scheme to SC/ST entrepreneurs and physically handicapped persons, and expansion or diversification of existing units in eligible lines of activity also qualifies.

How much investment subsidy does T-PRIDE give?

T-PRIDE gives 35 per cent investment subsidy on fixed capital investment for micro and small enterprises set up by SC/ST entrepreneurs, with an additional 5 per cent for ST entrepreneurs in Scheduled Areas and an additional 10 per cent for SC women and ST women entrepreneurs subject to Rs 10 lakh. The total investment subsidy is capped at Rs 75 lakh per unit.

Is T-PRIDE a personal loan or grant for individuals?

No. T-PRIDE is an industrial incentive scheme, not a personal benefit. It reimburses costs already incurred by a registered enterprise — stamp duty, land cost, power charges, tax, interest and part of fixed capital investment. An individual who has not set up an eligible enterprise cannot apply for a personal cash benefit.

Which areas of Telangana are covered by T-PRIDE?

T-PRIDE covers the whole state except within the Greater Hyderabad Municipal Corporation limits, other than existing and notified Industrial Estates and Parks. Units in the Sanathnagar, Azamabad, Chandulal Baradari and Kattedan Industrial Estates are not eligible for any incentive, while service activities inside municipal corporation limits are eligible only for investment subsidy.

What is the Pavala Vaddi interest subsidy under T-PRIDE?

Pavala Vaddi reimburses term-loan interest above 3 per cent per annum, up to a maximum of 9 per cent per annum, for five years from the date of commencement of commercial production. The enterprise bears the first 3 per cent and anything above 12 per cent, and the facility does not apply to expansion or diversification projects.

Is T-PRIDE still open?

Yes. The scheme's original operational period ran from 1 January 2015 to 31 March 2019, and G.O.Rt.No.52 dated 28 March 2019 ordered that the operational period of T-IDEA and T-PRIDE be continued until further orders. Confirm the current position with your District Industries Centre before investing on the strength of the incentive.

How long do I have to file a T-PRIDE claim?

Most components carry a six-month window — six months from the date of commencement of commercial production for investment subsidy and power cost, six months from registration of the sale deed for land cost, and six months from sanction of the term loan for seed capital assistance. Tax reimbursement is claimed half-yearly by 31 March and 30 September.

Can two-wheeler or three-wheeler businesses claim T-PRIDE?

No. Clause 6.5.8 of G.O.Ms.No.78 states that two and three wheelers are not eligible for any type of incentive under the T-PRIDE Incentives Scheme 2014.
