Shop & Establishment Registration in Telangana (Labour Department Online Registration)
Telangana state government scheme
Shop and establishment registration in Telangana is done online through the Department of Labour portal at labour.telangana.gov.in, which carries a single "Login for Online Registration / License and Renewals" entry point for establishment registration, licence applications and renewals. The department works from Taks Bhavan, RTC Cross Road, Hyderabad, and runs a grievance module on the same portal.
What is shop and establishment registration in Telangana?
Shop and establishment registration in Telangana is the entry of a shop, office, hotel, restaurant, godown or commercial premises on the register maintained by the Department of Labour, Government of Telangana. According to the department's own portal at labour.telangana.gov.in, registration, licensing and renewals for establishments are handled through a single online entry point, "Login for Online Registration / License and Renewals"; rather than through paper filings at a circle office.
The registration certificate serves two purposes that Telangana business owners run into constantly. First, it is the labour-law hook: once registered, your establishment is formally inside the rules on working hours, weekly holidays, opening and closing times, leave, overtime, wage payment and employment of young persons, and a labour inspector can verify compliance against your record. Second, it is the proof-of-existence document that a bank asks a sole proprietor for before opening a current account, that GST officers look at during verification, and that marketplaces, aggregators and tender desks in Hyderabad routinely demand.
Telangana runs one of India's more digitised labour departments, and that changes the practical experience of this process. In many states this is still a counter transaction; in Telangana the expectation is that you create a login and file online.
Who can and cannot apply in Telangana?
You can apply if:
- You run a retail or wholesale shop anywhere in Telangana: Hyderabad, Secunderabad, Warangal, Nizamabad, Karimnagar, Khammam or a mandal town.
- You run a commercial establishment: an IT or ITES office, a consultancy, a BPO, a travel agency, a logistics or courier office, a coaching centre, an advertising agency or a godown attached to a trade.
- You run a hotel, restaurant, café, bakery, cloud kitchen or eating house.
- You run a service establishment. A salon, spa, laundry, gym, clinic reception, workshop or repair shop.
- You are the proprietor, a partner of a firm or LLP, or a director or authorised signatory of a company that operates the premises.
You cannot apply, or should not apply here, if:
- Your unit is a factory covered by the Factories Act, 1948, which is registered and licensed by the factories wing under a separate process.
- You have no premises in Telangana. Registration is address-based, and each separate establishment address needs its own registration.
- You are trying to use this instead of GST registration, a GHMC or municipal trade licence, or an FSSAI food licence. Those remain separately required.
- You are not the employer or an authorised signatory. An accountant, a relative or a consultant cannot be recorded as the employer of your establishment.
- Your activity has no commercial character, a purely residential premises with no trade or service being carried on.

How to apply for shop and establishment registration in Telangana online
- Open labour.telangana.gov.in and find the "Login for Online Registration / License and Renewals" link on the department's home page. This is the single door to establishment registration, licence applications and renewals.
- Create a user account with your mobile number and email address, and set a password. Use a number and email you control long-term — every future renewal, amendment and departmental notice will run through this login, and losing access to it is the most avoidable problem in the whole process.
- Select establishment registration from the services listed after login, and choose the correct category of establishment: shop, commercial establishment, hotel, restaurant, theatre or other.
- Fill in the establishment particulars. The name of the establishment exactly as it appears on the signboard, the full postal address with district and mandal, the name of the employer, the nature of business, the date on which work commenced and the number of employees on the date of application.
- Upload the supporting documents in the formats and size limits the portal specifies: employer ID and PAN, business PAN, premises proof with landlord NOC, address proof, and the constitution documents for a firm or company.
- Pay the fee shown on the payment screen by net banking, card or UPI. The amount is calculated by the portal from the details you entered, chiefly the employee count. Download the payment receipt immediately: regenerating it later is harder than saving it now.
- Save the acknowledgement number the portal issues on submission. This is the number you quote for status checks and grievances.
- Respond to any query or inspection. The department may raise a query on your uploads or verify the premises before approving.
- Download the registration certificate from your login once approved, and display it prominently at the establishment. Inspectors look for the certificate on the wall of the premises, not on a phone.
Is there an offline route in Telangana?
Telangana's labour services are structured around the online portal, and there is no advertised paper counter-filing alternative for ordinary establishment registration on the department's website. What exists instead is in-person support: the Department of Labour office at Taks Bhavan, RTC Cross Road, Hyderabad, and the department's contact and grievance channels, which you use when an online application is stuck rather than as a substitute for it.
If you are not comfortable filing online yourself, a Common Service Centre or Meeseva centre can help you use the portal, but the application still goes through the Labour Department's own system, and you should still hold the login credentials yourself rather than leaving them with the operator.
How do I check the status of my application?
- Log in to labour.telangana.gov.in with the credentials you created and open your application list. Status, queries raised and the downloadable certificate all live inside the login.
- Use the grievance or complaint module on the same portal if the application has not moved, quoting the acknowledgement number.
- Contact the Department of Labour office at Taks Bhavan, RTC Cross Road, Hyderabad, for matters the portal cannot resolve.
Renewal, amendment and closure
Keep three things in mind once the certificate is issued:
- Renewal runs through the same "Registration / License and Renewals" login on labour.telangana.gov.in. Note the validity date shown on your certificate the day you download it, and set your own reminder well before it expires, a lapsed registration is a compliance failure, not a technicality.
- Amendment is required whenever the recorded facts change: a new address, a change of employer, partners or directors, a change in the name of the establishment, a change of constitution from proprietorship to company, or a substantial change in employee numbers.
- Closure must be notified. An establishment that has shut but remains live on the register can still receive notices and can complicate a later registration at a new address.
Why do Telangana applications get rejected or delayed?
- Name mismatch between the establishment name on the application, the signboard, the rent agreement, the PAN and the bank record.
- Weak premises proof, an unregistered rent agreement, an expired lease or no landlord NOC.
- Wrong or understated employee count, which affects the fee and shows up during inspection.
- Poor-quality uploads, unreadable scans, files over the size limit or the wrong file format.
- Wrong establishment category chosen at the start, which sends the file down the wrong approval path.
- Applying long after the business started trading, which invites questions about the intervening period.
- Losing access to the login because it was created on a consultant's phone number and email.
What should this cost, and what should you refuse to pay?
Registration costs only the fee the Telangana Labour Department portal displays on its payment screen for your establishment, paid online through labour.telangana.gov.in against a downloadable receipt. That is the only legitimate government charge.
Hyderabad has a large ecosystem of consultants advertising "shop act registration in 24 hours" for four-figure fees. A consultant may legitimately charge for doing paperwork on your behalf, but be clear about what you are buying: they are entering the same details on the same government portal and paying the same statutory fee. There is no priority queue inside the Labour Department, no official can approve an establishment that does not meet the Act's requirements, and no middleman can prevent an inspection. Never share your portal password or Aadhaar OTP, always insist on the government payment receipt in your own name, and never accept a certificate that did not come out of your own labour.telangana.gov.in login.

Frequently asked questions
Where do I register a shop in Telangana?
Register online through the Department of Labour portal at labour.telangana.gov.in, which provides a single "Login for Online Registration / License and Renewals" entry point covering establishment registration, licences and renewals. The department's office is at Taks Bhavan, RTC Cross Road, Hyderabad.
Is shop and establishment registration in Telangana online or offline?
Online. The Telangana Labour Department runs registration, licensing and renewal through its own portal, so you create a login, file the establishment particulars, upload documents and pay the fee digitally rather than queueing at a labour circle office.
What does it cost to register a shop in Telangana?
Only the fee the Labour Department portal calculates and displays on the payment screen for your establishment, which depends on the number of employees. Pay it online through the portal and download the receipt; no agent or consultant is entitled to a fee on top of that for the government step.
Do I need shop registration to open a current account in Hyderabad?
Yes, in most cases. Banks in Hyderabad, Secunderabad and across Telangana ask a sole proprietor for a state business-existence document, and the Labour Department registration certificate is the one most commonly accepted, alongside GST registration.
Does a company with only an office in Hyderabad need this?
Yes. Commercial establishments — IT offices, consultancies, back offices, agencies — fall within shops and establishments legislation just as retail shops do, and registration attaches to each premises, so a company with offices in more than one location registers each of them.
What if my details change after registration?
File the change with the Labour Department through the same portal login. A change of address, employer, business name, constitution or a substantial change in the number of employees must be notified, and so must closure of the establishment.
How do I raise a complaint about my application?
Use the grievance and complaint module on labour.telangana.gov.in, quoting your application or acknowledgement number, or approach the Department of Labour office at Taks Bhavan, RTC Cross Road, Hyderabad. Keep the acknowledgement number from your online submission; nothing can be traced without it.
Is this the same as a GST registration or a trade licence?
No. Labour Department registration, GST registration and the municipal trade licence from GHMC or your local body are three separate requirements, and most Telangana businesses need more than one of them. Food businesses additionally need an FSSAI licence.
