What is the Telangana Micro Irrigation Project?

The Telangana Micro Irrigation Project (TSMIP) is the state's programme to put drip and sprinkler irrigation systems on farmers' fields at heavily subsidised rates. TSMIP is implemented by the Department of Horticulture and Sericulture, Government of Telangana, from the office of the Director of Horticulture at Public Gardens, Nampally, Hyderabad.

The reasoning behind TSMIP is straightforward. Flood irrigation loses a large share of water to evaporation and runoff, while a drip system delivers water to the root zone of each plant. For a state with long dry spells and heavy groundwater dependence, moving farmers from flood to micro irrigation stretches the same borewell across more acres. TSMIP removes the barrier that normally stops adoption, the upfront cost of pipes, emitters, filters and pumps, by paying most or all of it.

TSMIP is one of the more generous micro irrigation subsidy structures in the country. According to the project page published by the Telangana Horticulture Department, the subsidy runs from 80 per cent to a full 100 per cent of system cost depending on the farmer's category, on up to 12.50 acres or the actual holding, whichever is less.

Systems covered under TSMIP

  • Drip irrigation; both online drip and inline drip systems.
  • Mini sprinklers and micro sprinklers.
  • Sprinkler systems; portable, semi-permanent and rain gun types.

Crops covered

TSMIP is not limited to horticulture. The project guidelines require that at least 25 per cent of the financial target allocated to the state must be earmarked to the agriculture crop sector in drip, including sugarcane and sericulture. Field crops, plantation crops, fruit orchards, vegetables and flowers are all within scope.

Who is eligible for TSMIP subsidy?

You can be sanctioned a TSMIP system if:

  • You are a farmer in a revenue village of Telangana, and
  • The land is recorded in your name in the title deed (pattadar passbook), and
  • You hold a valid Aadhaar linked to a working mobile number for biometric and OTP authentication.

The department states plainly that all category farmers in revenue villages are eligible regardless of economic status, with eligibility fixed on the basis of land holdings documented in title deeds. There is no income ceiling, what changes with category is the percentage of subsidy, not the right to apply.

You cannot apply if:

  • The land is not in your name. Tenant farmers, sharecroppers and lessees whose names do not appear on the title deed are not eligible, because the department verifies the holding against the title deed record.
  • The land already carries a subsidised micro irrigation system. The same acreage cannot draw the subsidy twice.
  • You are claiming beyond 12.50 acres. Area above 12.50 acres, or above your actual holding if that is less, is not eligible for subsidy.
  • The land is outside a revenue village of Telangana.

How much subsidy does TSMIP pay?

Farmer category Subsidy Area limit
SC and ST farmers 100 per cent Up to 12.50 acres or actual holding, whichever is less
BC farmers 90 per cent Up to 12.50 acres or actual holding, whichever is less
Small and marginal farmers (not SC/ST) 90 per cent Up to 12.50 acres or actual holding, whichever is less
Other category farmers 80 per cent Up to 12.50 acres or actual holding, whichever is less
Portable sprinklers (any category) 75 per cent Limited to 2.50 acres

Two points inside that table decide most farmers' final bill.

First, the portable sprinkler slab is different. A portable sprinkler set draws 75 per cent subsidy and is capped at 2.50 acres, not 12.50. A farmer who expects 90 per cent on 10 acres and then chooses portable sprinklers will be sanctioned much less than expected.

Second, the farmer's share goes to the installing company, not to the government. TSMIP subsidy is paid on the farmer's behalf to the empanelled micro irrigation company that supplies and installs the system. The farmer pays only the balance share — nothing for SC and ST farmers, 10 per cent for BC and small and marginal farmers, 20 per cent for other category farmers.

What documents are required for TSMIP?

Document Mandatory Notes
Aadhaar card Yes Registration uses Aadhaar biometrics and an Aadhaar-linked OTP
Title deed / pattadar passbook Yes Eligibility is fixed on the holding recorded in title deeds
Caste certificate Yes Decides which of the 80 / 90 / 100 per cent slabs applies
Small or marginal farmer certificate No Only for a non-SC/ST farmer claiming the 90 per cent slab
Bank account passbook Yes For the farmer-share transaction and any adjustment
Aadhaar-linked mobile number Yes Receives the registration OTP and five status SMS messages

How to apply for TSMIP drip and sprinkler subsidy

  1. Decide the system and the area. Work out whether you need drip, mini or micro sprinklers, rain gun or portable sprinklers, and how many acres you want covered: remembering the 12.50 acre ceiling and the separate 2.50 acre ceiling on portable sprinklers.
  2. Go to a Mee-Seva centre, or open the Horticulture Department portal at www.horticulturedept.telangana.gov.in. Both routes lead to the same registration.
  3. Complete Aadhaar authentication. Registration requires biometric authentication and an Aadhaar-linked OTP, so carry the Aadhaar card and the mobile number linked to it. Without the linked mobile number the OTP step cannot be completed.
  4. Enter the land and category details: survey numbers from the title deed, extent to be covered, category (SC, ST, BC, small and marginal, or other) and the crop to be irrigated.
  5. Submit the registration and note the HP ID issued to you. This ID is the key for every later status check.
  6. Wait for the field inspection and sanction. A Horticulture Department officer verifies the land and the proposed layout before the work order is issued to an empanelled micro irrigation company.
  7. Pay your share to the empanelled company if you are not an SC or ST farmer, and let the company install the system on your field.
  8. Confirm the post-installation inspection, after which the subsidy portion is settled by the department directly with the company.

How to check your TSMIP application status

  1. Open the Horticulture Department portal and choose the TSMIP application tracking option.
  2. Enter your HP ID, the identifier issued at the time of registration.
  3. Read the current stage against your application.

TSMIP also pushes five SMS status updates to the registered mobile number across the processing cycle, so a farmer who keeps the registered number active receives the main milestones without logging in at all. This is exactly why an Aadhaar-linked, working mobile number matters at registration, a wrong number here silently cuts off every later notification.

Why TSMIP applications get rejected or stall

  • Land not in the applicant's name in the title deed record. The single most common disqualification.
  • Aadhaar not linked to the mobile number, so the OTP step cannot be completed at registration.
  • Biometric authentication failure at the Mee-Seva centre, usually from worn fingerprints. Try again at a different centre or ask the operator about the alternate authentication route.
  • Category claimed does not match the certificate produced, which moves the farmer to a lower subsidy slab rather than rejecting the application outright.
  • Area claimed exceeds 12.50 acres, in which case only the eligible extent is sanctioned.
  • District target exhausted. TSMIP sanctions run against a financial target fixed for the year, and once a district has committed its target, further applications wait for the next allocation.

Key dates for TSMIP

TSMIP does not publish a single annual last date. Registration is open against the year's sanctioned physical and financial targets, and the practical deadline is the point at which the district exhausts its allocation. Farmers who register early in the financial year face far less risk of being carried over to the following year, particularly for high-value drip systems on large extents.

Registration for TSMIP is free. The only money a farmer should pay is the farmer's own share of the system cost, paid to the empanelled installing company against a receipt. No payment is due to any official or agent for a sanction.

Frequently asked questions

How much subsidy does TSMIP give on drip irrigation?

TSMIP pays 100 per cent of the system cost for SC and ST farmers, 90 per cent for BC farmers and for small and marginal farmers who are not SC or ST, and 80 per cent for other category farmers. The subsidy applies to up to 12.50 acres or the actual holding, whichever is less.

What is the subsidy on portable sprinklers under TSMIP?

Portable sprinkler sets carry a 75 per cent subsidy and are limited to 2.50 acres, which is a separate and lower slab from the main drip and sprinkler subsidy. This limit applies regardless of the farmer's category.

How do I apply for the Telangana drip irrigation subsidy?

Register at a Mee-Seva centre or on the Horticulture Department portal at www.horticulturedept.telangana.gov.in. Registration requires Aadhaar biometric authentication and an Aadhaar-linked OTP, so carry your Aadhaar card and take a mobile number that is linked to it.

How do I track my TSMIP application?

TSMIP issues an HP ID at registration, and the application can be tracked online with that ID. The department also sends five SMS status updates to the registered mobile number at defined points in the processing cycle.

Is there a limit on how much land TSMIP will cover?

Yes. TSMIP subsidy is limited to 12.50 acres or the farmer's actual holding, whichever is less. A farmer with 20 acres therefore gets subsidised systems for only 12.50 acres and must pay in full for the rest.

Which farmers are not eligible for TSMIP?

A person who does not hold land in a Telangana revenue village in their own name cannot apply, which rules out tenant farmers and sharecroppers whose names are not on the title deed. Land already covered by a subsidised micro irrigation system is also not eligible for a second subsidy.

Which crops are covered under TSMIP?

TSMIP covers both horticulture and agriculture crops. The project guidelines require that at least 25 per cent of the state's financial target is earmarked to the agriculture crop sector under drip, including sugarcane and sericulture, so field crops are explicitly within scope.

Do I have to pay anything for a TSMIP drip system?

SC and ST farmers pay nothing, since the subsidy is 100 per cent. Other farmers pay the balance — 10 per cent for BC and small and marginal farmers, and 20 per cent for other category farmers — directly to the empanelled micro irrigation company that installs the system.
