Telangana Sheep Distribution Scheme is the state's large livestock asset programme for traditional shepherd families, run by the Animal Husbandry, Dairy Development and Fisheries Department and implemented on the ground by the Telangana Sheep and Goat Development Cooperative Federation Ltd, usually written as TGSGDCFL or TG-SheepFed. On the department's own portals the scheme appears under its administrative name, the Sheep Rearing Development Scheme (SRDS), and the two names refer to the same programme.

What is the Telangana Sheep Distribution Scheme?

The scheme distributes a breeding unit of 20 sheep and 1 ram to a member of a shepherd cooperative society. The unit was priced at about Rs 1.25 lakh, of which the Government of Telangana bears 75 per cent and the beneficiary contributes 25 per cent, roughly Rs 31,250 from the beneficiary against roughly Rs 93,750 of state support. The design is deliberately asset-based rather than cash-based: a breeding unit is expected to multiply, so a family that receives one unit should end up with a growing flock rather than a one-time payment.

The scheme was launched on 20 June 2017 and was structured in phases. Phase 1 ran on a National Cooperative Development Corporation (NCDC) loan of Rs 3,955 crore, against a programme size reported at Rs 12,000 crore. Sheep were bought in bulk, including from outside the state, with the stated aim of raising Telangana's sheep population. Telangana's Sheep Federation currently records a sheep population of 191 lakh and a goat population of 49.48 lakh.

Alongside the sheep unit, the state has run supporting measures: mobile veterinary units reachable on the toll-free number 1962, a 75 per cent subsidy on grass seed for fodder, an ex gratia payment for animal deaths, and a Centre of Excellence at Mamidipally in Ranga Reddy district for training.

Who is eligible for the sheep unit, and who is not?

You can be selected if:

  • You belong to a traditional shepherd community, the scheme was framed for Yadavas and Kurumas.
  • You are over 18 years of age.
  • You are an enrolled member of a Primary Sheep Breeders Cooperative Society (PSBCS) in your area, affiliated to your District Sheep Breeders Cooperative Union (DSBCU).
  • You are a resident of Telangana and can pay the 25 per cent beneficiary contribution.

You are not eligible if:

  • You are outside the traditional shepherd communities the scheme targets.
  • You are under 18.
  • You are not a member of a Primary Sheep Breeders Cooperative Society — there is no direct public application route that bypasses the society.
  • Your household has already been sanctioned a unit in an earlier phase. The unit is one per eligible member, and duplicate sanctions within a household are flagged.

This is the point most readers get wrong. Sheep are not distributed on the basis of an individual online form. Society membership is the eligibility list, and selection is drawn from it in the order and numbers the department sanctions for that district.

What is the current status of the scheme?

The scheme is not distributing sheep in the ordinary way, and any guide that implies otherwise is out of date.

On 5 March 2024 the Chief Minister reviewed the Animal Husbandry, Dairy Development and Fisheries departments and ordered a comprehensive Vigilance and Enforcement probe into the transactions in the sheep and fishlings distribution schemes, covering beneficiary selection, purchase and distribution from the day the schemes were launched. The state's own press release records that the findings were to be handed to the Anti-Corruption Bureau if the preliminary report showed corruption, that the CAG had already raised objections and detected irregularities, and that the NCDC had stopped releasing the second instalment of the loan.

The release also sets out where second-phase beneficiaries stand:

  • 85,488 beneficiaries had already paid their 25 per cent share.
  • Rs 430 crore was already deposited in the accounts of district collectors.
  • 2,20,792 further beneficiaries had not yet paid their share.

If you are in the first group, your money is accounted for at district level. Keep the payment receipt and pursue it through the DSBCU and the District Collector's office rather than through intermediaries.

How to apply for a sheep unit under this scheme

  1. Join your Primary Sheep Breeders Cooperative Society. Ask the Executive Director of your District Sheep Breeders Cooperative Union, or the District Veterinary and Animal Husbandry Officer, which society covers your village and how to enrol as a member. Membership registration is the real first step.
  2. Get your details entered in the society's member register with Aadhaar, caste certificate, age proof and residence proof, so your name appears when the department draws the beneficiary list for the district.
  3. Wait for the district beneficiary list to be drawn and verified. Selection is done by the department and the union from society membership; field officers verify eligibility before sanction.
  4. Pay the 25 per cent beneficiary contribution through the bank when your name is called, and collect a receipt. Do not pay cash to any individual.
  5. Complete the grounding formalities when the unit is issued, age, health, valuation and fit-to-transport certification, the sale-cum-purchase certificate and the arrival certificate are all prescribed forms, downloadable from the e-Laabh portal.
  6. Track sanction and subsidy release on e-Laabh at elaabh.telangana.gov.in, the department's web-based benefit management system, which sends SMS acknowledgements at registration, application and sanction.

Because no fresh statewide call is open at present, steps 1 and 2 are what you can act on today. Steps 3 onward depend on the department reopening sanctions.

How does e-Laabh work?

e-Laabh is the Animal Husbandry, Dairy Development and Fisheries Department's online benefit management system for sanction and release of subsidy. A farmer registers once, receives a Farmer Registration Number and an SMS acknowledgement, then applies for schemes for which they are eligible. Field officers verify the application, sanction is intimated by SMS, and the beneficiary must upload the purchase bills after using the subsidy. The portal warns that failure to upload bills makes a beneficiary ineligible for any future scheme until the proper bill is uploaded. Applications are processed on a first-in-first-out basis as budget allows. The Sheep Federation has its own reporting sections on e-Laabh, including a total sanction amount abstract, and downloadable forms for sheep claims, retagging, death certificates and tag-loss intimation.

Common reasons an application fails

  • Not being on the society roll. No membership, no selection. This accounts for most disappointment.
  • Caste certificate mismatch. The name and community on the certificate must match the Aadhaar and society record exactly.
  • Bank account not seeded with Aadhaar, which stalls the DBT release.
  • Bills not uploaded after an earlier subsidy, which blocks the applicant from any further scheme on e-Laabh.
  • Duplicate claim within a household, where a second member applies for a unit the family has already received.
  • Waiting on a phase that has been suspended. For the second phase, the blocker is the stalled NCDC instalment and the ongoing probe, not anything wrong with the individual file.

Where to complain or follow up

Contact the Telangana Sheep and Goat Development Cooperative Federation Ltd at 10-2-289/127, Shanthi Nagar, Masab Tank, Hyderabad 500028, on 040-23391321 or the toll-free number 18005993699, email tssheepfed@gmail.com. The Federation site publishes key contacts for District Collectors, District Veterinary and Animal Husbandry Officers and the Executive Directors of the district unions, and has a Public Grievances Cell section.

At department level, the Animal Husbandry, Dairy Development and Fisheries Department sits in Room No. 33, 2nd Floor, Dr. B. R. Ambedkar Telangana Secretariat, Hyderabad, telephone 040-23452423, email prlsecyahddf@gmail.com. For animal health emergencies, the mobile veterinary service number is 1962.

How to check your Sheep Distribution Scheme application status

Because the scheme runs through cooperative society membership and e-Laabh rather than a public tracking number, checking status means combining an online check with an offline one.

  1. Check your Farmer Registration Number and SMS trail first. Every step on e-Laabh, registration, application and sanction, triggers an SMS to the mobile number linked to your record. If you registered with your society, search your messages for these acknowledgements before assuming nothing has happened; a missed SMS is common if the number on file is outdated.
  2. Log in at elaabh.telangana.gov.in with your Farmer Registration Number to see whether your application shows as registered, under verification, sanctioned, or pending bill upload. If you cannot log in or do not have a Farmer Registration Number, that itself tells you registration was never completed, and you need to go back to your Primary Sheep Breeders Cooperative Society.
  3. Ask your society and the DSBCU directly if the portal shows no movement. Since sanction is drawn from the society's member roll in batches, the Executive Director of your District Sheep Breeders Cooperative Union can tell you whether your district's list has been finalised, whether your name is on it, and where in the sequence it sits.
  4. If you have already paid your 25 per cent contribution, your status check should focus on confirming the payment reached the district account rather than waiting for a portal update: take your payment receipt to the DSBCU office or the District Collector's office and ask them to confirm it against the deposited funds, since the state's own figures show the money for many second-phase beneficiaries is already sitting with district collectors awaiting the unit purchase.
  5. Call the Federation helpline on 18005993699 (toll-free) or 040-23391321 for a status update on your district and society, or write to tssheepfed@gmail.com with your Farmer Registration Number, society name and district for a written response.
  6. Treat "no update" on the second phase as a system-wide pause, not a lost file, given the ongoing Vigilance and Enforcement probe and the halted NCDC loan instalment; a status check right now can only confirm where your record sits in that paused pipeline, not produce a delivery date.

Documents required

Membership of a Primary Sheep Breeders Cooperative Society (PSBCS)
The single gate to the scheme. Selection is made from the society's enrolled member list, not from open public applications.
Caste certificate
Must establish that the applicant belongs to the traditional shepherd communities — Yadava or Kuruma — for whom the scheme was framed.
Aadhaar card
Used for beneficiary identification, de-duplication and seeding the bank account for the subsidy release.
Bank account passbook
The beneficiary's 25 per cent contribution is deposited through the bank and the subsidy is released to the account by DBT.
Proof of age (18 years or above)
Aadhaar, voter ID or birth record. The scheme is for adults only.
Residence proof in Telangana
Ration card, voter ID or equivalent, showing the applicant lives in the district where the society is registered.
Receipt for the 25 per cent beneficiary contribution
Keep this safe. In the second phase 85,488 beneficiaries had already paid their 25 per cent share and Rs 430 crore was lying with district collectors when distribution stalled.

Frequently asked questions

What does a beneficiary actually receive under the Telangana Sheep Distribution Scheme?

A beneficiary receives one unit of 20 sheep and 1 ram, on which the Government of Telangana bears 75 per cent of the cost and the beneficiary pays 25 per cent. The unit was priced at about Rs 1.25 lakh, so the beneficiary's share works out to roughly Rs 31,250.

Who can get a sheep unit under this scheme?

Adults aged over 18 from the traditional shepherd communities — Yadavas and Kurumas — who are enrolled members of a Primary Sheep Breeders Cooperative Society in Telangana. Selection is made from society membership rolls, so joining the society is the first step, not the application.

Is the scheme currently distributing sheep?

No, fresh statewide distribution is not running normally. In March 2024 the Chief Minister ordered a comprehensive Vigilance and Enforcement probe into the sheep distribution scheme, with the file to be handed to the Anti-Corruption Bureau if irregularities were confirmed, and the National Cooperative Development Corporation had stopped releasing the second loan instalment.

I already paid my 25 per cent share but never got sheep. What now?

Take your payment receipt to the District Sheep Breeders Cooperative Union and the District Collector's office, because the money for the second phase was parked with district collectors. State records placed 85,488 such beneficiaries and Rs 430 crore already deposited with collectors when the review was held in March 2024, with a further 2,20,792 beneficiaries who had not yet paid.

Is there compensation if a sheep dies?

An ex gratia component exists under the Sheep Federation for animal deaths, and reported rates are Rs 5,000 for a sheep and Rs 7,000 for a ram. Claims are made on the prescribed sheep claim form available from the e-Laabh portal, supported by a death certificate from a veterinarian or para-veterinarian and a tag-loss intimation where relevant.

Who cannot apply for this scheme?

Anyone outside the traditional shepherd communities the scheme was framed for cannot apply, and nor can a person under 18 or a non-member of a Primary Sheep Breeders Cooperative Society. Only one unit is sanctioned per eligible member, so a household that has already received a unit in an earlier phase is not eligible for a second one.

What veterinary support comes with the sheep?

Mobile veterinary services are reachable on the toll-free number 1962, and the Animal Husbandry Department runs veterinary institutions across the state alongside the Sheep Federation's Centre of Excellence at Mamidipally in Ranga Reddy district. A 75 per cent subsidy on fodder and grass seed has also been offered to sheep rearers.

Which office should I contact about my application?

Contact the Telangana Sheep and Goat Development Cooperative Federation Ltd at 10-2-289/127, Shanthi Nagar, Masab Tank, Hyderabad 500028, on 040-23391321 or the toll-free line 18005993699. At district level, the Executive Director of the District Sheep Breeders Cooperative Union and the District Veterinary and Animal Husbandry Officer handle beneficiary cases.
