TS-iPASS Investment and Power Cost Reimbursement Incentives for MSMEs

Telangana state government scheme

Quick answer

TS-iPASS is Telangana's single-window industrial clearance system, through which a micro, small or medium enterprise registers, obtains time-bound approvals and then files for state incentives such as investment subsidy on fixed capital investment and power cost reimbursement. Incentive rates are fixed by the state MSME policy and differ for general, SC and ST entrepreneurs. Registration is online at ipass.telangana.gov.in.

What is TS-iPASS?

TS-iPASS is the Telangana State Industrial Project Approval and Self-Certification System, run by the Department of Industries and Commerce, Government of Telangana. TS-iPASS is best understood as two things bolted together: a single-window clearance system that gets an industrial project its approvals in a defined time, and the gateway through which that unit later claims state industrial incentives such as investment subsidy and power cost reimbursement.

Before TS-iPASS, an entrepreneur setting up a factory in Telangana had to approach pollution control, labour, fire services, power distribution, town planning and revenue departments separately, each with its own form, fee and timeline. TS-iPASS replaces that with one application on ipass.telangana.gov.in, routed to every department concerned, with defined timelines and a self-certification route for eligible projects. The Department of Industries and Commerce can be reached on 040-23441636.

The incentive side sits on top. Telangana publishes an MSME Policy with downloadable operational guidelines and a handbook of government schemes for MSMEs, alongside two long-running incentive schemes: T-IDEA (Telangana State Industrial Development and Entrepreneur Advancement) for general category entrepreneurs, and T-PRIDE (Telangana State Program for Rapid Incubation of Dalit Entrepreneurs) for SC and ST entrepreneurs, both dating from 2014 and revised since. A unit that has come through TS-iPASS and holds Udyam registration files its incentive claims under whichever of these applies.

What TS-iPASS delivers

  • One common application for all industrial clearances.
  • Time-bound disposal of each clearance, with self-certification for eligible projects.
  • A single tracking view of where each clearance stands.
  • The registered identity a unit needs before it can claim state incentives.

Which incentives can an MSME claim in Telangana?

The Department of Industries and Commerce operates the incentive package through the MSME policy in force. The main heads are:

  • Investment subsidy on fixed capital investment, a percentage of the eligible plant, machinery and building investment, subject to a per-unit cap.
  • Power cost reimbursement, a reimbursement per unit of electricity consumed, for a defined number of years from the date of commencement of commercial production.
  • Interest subvention. A share of the interest on the term loan taken for the fixed capital investment.
  • Stamp duty and registration charge reimbursement on land and shed purchase or lease.
  • Reimbursement of quality certification and patent costs, and support for cleaner production measures and effluent treatment.

Read the rates from the policy, not from a summary. The percentages, the per-unit caps and the number of years for which power cost is reimbursed are set by the MSME policy in force, and they differ by enterprise size, by location and by whether the entrepreneur is a general, SC or ST category entrepreneur. Telangana publishes the current MSME Policy in English and Telugu, the MSME operational guidelines, and a handbook of government schemes for MSMEs on industries.telangana.gov.in. Any figure quoted anywhere else should be checked against those documents before a project is planned around it.

Who is eligible for TS-iPASS incentives?

A unit can claim if:

  • It is a manufacturing enterprise or an eligible service enterprise located in Telangana.
  • It holds Udyam registration as a micro, small or medium enterprise, which fixes the incentive slab.
  • It has obtained its clearances through TS-iPASS.
  • It has made eligible fixed capital investment in plant, machinery and building, evidenced by invoices and payment proof.
  • It has commenced commercial production, which is the event that makes an incentive claim due.
  • It files within the time limit fixed in the applicable policy.

A unit is not eligible if:

  • It is a trading business rather than a manufacturing or eligible service unit. Buying and reselling goods does not qualify for industrial incentives.
  • It falls in the negative or ineligible list of activities in the applicable policy.
  • It has not obtained TS-iPASS clearance or holds no Udyam registration.
  • It has already drawn the same incentive for the same investment, whether from the state or from another source. Double-dipping on one asset is not allowed.
  • It files the claim after the time limit following commencement of commercial production. A time-barred claim fails regardless of how strong the case is on merits.

Individuals cannot apply to TS-iPASS for a personal benefit. This is the point readers most often get wrong. TS-iPASS is not a welfare scheme and there is no cash transfer to a person. The applicant is the enterprise; the money, where it is paid, is a reimbursement to the enterprise against verified investment or verified power consumption. A person who wants to benefit must first set up or already own an eligible unit.

What documents does a TS-iPASS incentive claim need?

Document Mandatory Notes
Udyam Registration certificate Yes Fixes the micro, small or medium classification and the incentive slab
Constitution documents Yes Partnership deed, LLP agreement, or incorporation certificate with MoA and AoA
Land or shed documents Yes Sale deed, lease deed or industrial park allotment letter
Detailed project report Yes Fixed capital investment, machinery, employment and production plan
PAN and GST registration Yes Used in verification of investment and production
Bank sanction letter Yes Means of finance; term loan sanction for credit-linked components
Machinery invoices and payment proof Yes Evidence of eligible fixed capital investment actually made
Commercial production certificate Yes Starts the clock for filing the incentive claim
Caste certificate of the entrepreneur No Only where the enhanced SC or ST incentive slab is claimed
Electricity bills and consumption record No Required specifically for a power cost reimbursement claim

How to apply through TS-iPASS

  1. Register the enterprise on ipass.telangana.gov.in. Create a login for the unit and complete the enterprise profile with its constitution, PAN and proposed location.
  2. File the common application form, selecting every clearance the project needs: pollution control consent, factory plan approval, fire NOC, power connection, building permission and any others applicable to your activity.
  3. Upload the supporting documents and pay the prescribed fees through the portal, and note the application reference issued.
  4. Track the clearances on the portal. Each clearance carries its own defined timeline, and the tracking view shows which department is holding which approval. Use the District Industries Centre in your district to push a clearance that has stalled.
  5. Complete Udyam registration for the enterprise if not already done, since the incentive slab depends on it.
  6. Set up the unit and commence commercial production, keeping every machinery invoice, payment proof and building bill, because these are what the incentive claim is verified against.
  7. File the incentive claim through the portal after commercial production begins, selecting the applicable head — investment subsidy, power cost reimbursement, interest subvention or another, and within the time limit fixed in the policy.
  8. Respond to the field inspection. A departmental team verifies the investment, the machinery and the production before the claim is sanctioned, after which the amount is released to the unit's bank account.

How to check the status of a TS-iPASS application or claim

  1. Log in to ipass.telangana.gov.in with the enterprise's credentials.
  2. Open the application or claim reference to see the current stage and the department currently holding it.
  3. For a clearance stuck beyond its notified timeline, escalate to the District Industries Centre in the district, then to the Department of Industries and Commerce at 040-23441636.

Why TS-iPASS incentive claims get rejected

  • Claim filed after the time limit following commencement of commercial production. This is the most common and the least curable failure.
  • Trading activity claimed as manufacturing, which does not qualify.
  • Investment not evidenced; machinery bought in cash without invoices, or payments that cannot be traced through the unit's bank account.
  • Second-hand machinery claimed where the policy counts only new plant and machinery as eligible fixed capital investment.
  • Unit not in production at the time of inspection, so the claim cannot be verified.
  • Wrong classification, a unit claiming a micro enterprise slab when its Udyam registration shows small or medium.
  • Missing TS-iPASS clearance for an activity that required one.

Key dates for a TS-iPASS unit

TS-iPASS registration itself is open all year; there is no seasonal window for setting up an enterprise. The dates that actually matter to an entrepreneur are project dates, not portal dates: the date each clearance is due under its notified timeline, the date of commencement of commercial production, and the last date for filing each incentive claim counted from that commencement date under the applicable MSME policy. Record the commercial production date carefully and diary the claim deadline from it.

Frequently asked questions

What is TS-iPASS?

TS-iPASS is the Telangana State Industrial Project Approval and Self-Certification System, the state's single-window clearance mechanism for industry, operated by the Department of Industries and Commerce at ipass.telangana.gov.in. An entrepreneur files one application for all required departmental approvals instead of approaching each department separately.

Can an individual apply for TS-iPASS incentives?

No. TS-iPASS incentives are for enterprises, not for individuals seeking a personal cash benefit. The applicant is the manufacturing or service unit itself, and the claim is settled to the unit's account against verified fixed capital investment or verified power consumption.

What incentives can an MSME get in Telangana?

The main heads are investment subsidy on fixed capital investment and reimbursement of power cost, alongside components such as interest subvention, stamp duty reimbursement, and reimbursement of quality certification and patent costs. The exact percentages and caps are fixed by the MSME policy in force, published on industries.telangana.gov.in.

How do I register on TS-iPASS?

Register the enterprise on ipass.telangana.gov.in, create a login, and file the common application form listing the clearances required. The District Industries Centre in your district supports the process and is the correct place to go for help with a stuck application.

How long do TS-iPASS clearances take?

TS-iPASS is built around time-bound approvals with defined deadlines for each clearance and a self-certification route for eligible projects, which is the entire point of the system. Check the current timeline notified for your specific clearance on ipass.telangana.gov.in, because the periods differ by clearance type and project scale.

Are SC and ST entrepreneurs given higher incentives in Telangana?

Yes. Telangana operates a separate incentive scheme for SC and ST entrepreneurs alongside the general scheme, and the SC and ST scheme carries higher subsidy rates. Both are listed by the Department of Industries and Commerce, and the caste certificate of the entrepreneur is what moves a unit onto the enhanced slab.

When should an MSME file its incentive claim?

File after commercial production begins, and within the time limit fixed in the applicable MSME policy. Missing that window is the most common way an otherwise eligible unit loses its investment subsidy, because a late claim is rejected on time-bar regardless of merit.

Which units are not eligible for TS-iPASS incentives?

A unit that has not obtained TS-iPASS clearance and Udyam registration is not eligible, and neither is a unit that is only trading rather than manufacturing or providing an eligible service. Units in the negative or ineligible list of the applicable policy, and units that have already drawn the same incentive, also cannot claim.
