What is a birth certificate in Telangana?

A birth certificate in Telangana is the certified extract of the register of births maintained by the Registrar of Births and Deaths of the local body in whose area the child was born, under the Registration of Births and Deaths Act 1969. Telangana administers that central law through three separate registrar networks:

  • Greater Hyderabad Municipal Corporation (GHMC) for births anywhere in the Hyderabad urban agglomeration, with the GHMC Commissioner as the registering authority.
  • Municipal corporations, municipalities and nagar panchayats elsewhere in the state, under the Commissioner & Director of Municipal Administration, Government of Telangana.
  • Gram Panchayats, where the Panchayat Secretary registers births in rural Telangana.

The citizen-facing counter for all of this is MeeSeva, Telangana's single-window services network. GHMC states plainly on its birth registration page that relatives of a non-institutional birth "approach MeeSeva centres with required documents, including Form-1 and Form-2" and that "the certificates will be issued instantly from MeeSeva centres" once the registrar has approved the registration.

GHMC's own online lookup for registered births sits at bnd.ghmc.gov.in/Birth_Certificate.aspx. A search-and-download page where a family that already has a registered birth can pull the certificate without visiting a counter at all. The same record is reachable through GHMC's My CURE app, available on both Google Play and the Apple App Store, and MeeSeva carries a "Know Your GHMC Application Status (Birth/Death)" link for tracking a pending file.

Since 1 October 2023 the Registration of Births and Deaths (Amendment) Act 2023 has applied across Telangana. It makes the birth certificate the single document to prove date and place of birth for school admission, Aadhaar, passport, driving licence, marriage registration and government appointment, and it brings the Aadhaar numbers of the parents and the informant into the birth reporting information.

What does a birth certificate cost in Telangana?

GHMC lists a fee of Rs 45 for issuing the certificate, paid at any MeeSeva centre. That is the government charge, and it is small by design.

Registration of the birth itself, reported inside 21 days, carries no penalty at all. The fees that appear later are late fees under Section 13 of the Registration of Births and Deaths Act 1969 and the state rules, and the registrar states them before accepting the file. A family that reports on time in Telangana pays only the per-copy certificate charge.

Who can and who cannot apply?

You can obtain a Telangana birth certificate if the birth took place inside Telangana and you are an informant or interested party under the 1969 Act:

  • The father or mother of the child.
  • The head of the household where a home delivery took place.
  • The medical officer in charge of the hospital, nursing home, UPHC or PHC where the delivery happened, who reports it directly.
  • The jail superintendent for a birth in prison, and the officer in charge of a hostel, dharamshala or public institution.
  • The village headman or officer in charge for an abandoned newborn.
  • Any adult born in Telangana needing a certified copy of their own entry, on payment of the per-copy fee.

You cannot apply in Telangana for a birth that took place outside the state. Registration is territorial. A Telangana family whose child was born in Vijayawada, Bengaluru or Chennai must obtain the certificate from the local body there, and this matters especially for families whose records predate the 2014 bifurcation, where an old Andhra Pradesh entry stays with the successor local body that holds the register. Conversely, a child born in a Hyderabad hospital to visiting parents is registered by GHMC, and the home state cannot issue that certificate.

You are also not eligible for a fresh registration where the birth is already registered. The correct request there is a certified copy from bnd.ghmc.gov.in or a MeeSeva counter, or a correction of the existing entry. And no Telangana registrar can register a birth more than one year old without an Executive Magistrate's order.

There is no income limit, no caste condition and no domicile test for a birth certificate in Telangana. Residence matters only in fixing which registrar holds the record.

How to apply for a birth certificate in Telangana

  1. Check first whether the birth is already registered. For a hospital delivery in the GHMC area, the hospital was required to submit the signed and stamped Form 1 to GHMC within 7 days. Search bnd.ghmc.gov.in/Birth_Certificate.aspx with the child's name, date of birth and parents' names. If the record appears, download the certificate; there is nothing more to apply for.
  2. If nothing was reported, collect Form 1. GHMC publishes Form-1 (Birth Legal Information) for download on its website, alongside Form-2 for deaths. For a birth at home, GHMC directs the family to first obtain the immunisation card from the hospital.
  3. Go to the nearest MeeSeva centre with the completed Form 1, the hospital discharge summary or immunisation card, both parents' Aadhaar and the address proof for the time of birth.
  4. Pay the Rs 45 certificate fee at the MeeSeva counter and take the receipt with the application number on it.
  5. Collect the certificate. GHMC states that for non-institutional births the certificate is issued instantly from the MeeSeva centre once the registrar approves the registration. Order every copy you need in the same visit, since each certified copy is charged separately.
  6. Track a pending file through the "Know Your GHMC Application Status (Birth/Death)" link on the MeeSeva portal, or through the My CURE app.

How do you apply outside Hyderabad?

Outside the GHMC area the same statute applies through a different office:

  1. In a municipal corporation, municipality or nagar panchayat, submit Form 1 with the delivery record at the municipal office, or through a MeeSeva centre, which routes it to the municipal registrar under the Commissioner & Director of Municipal Administration.
  2. In a gram panchayat, submit Form 1 to the Panchayat Secretary, who is the registrar for the village, along with the hospital record or the ANM/ASHA confirmation for a home delivery.
  3. Pay the counter fee, take the receipt, and collect the signed certificate from the same office.

The rule that decides the office is always the place of birth, never where the family lives now.

What if the birth was never registered, or is over one year old?

Telangana applies Section 13 of the Registration of Births and Deaths Act 1969 in three stages:

  • Within 30 days, the registrar registers the birth on payment of the prescribed late fee.
  • After 30 days but within one year, registration requires the written permission of the Additional District Registrar, which in practice is the Block Development Officer of the concerned mandal, plus an affidavit and the late fee.
  • After one year: registration is possible only on an order of an Executive Magistrate, and a copy of that order must be attached to the prescribed application form.

For that last stage, gather secondary proof of the date of birth first — the hospital record if any, the school admission register, the immunisation card, the panchayat's confirmation, and file the affidavit of the parents with the magistrate application. Adults in Telangana who need a birth certificate for a passport or a government appointment nearly always fall in this category, and the magistrate stage is what takes the longest.

How do you add a name or correct the certificate?

A child's name can be entered in the birth register after registration by applying to the same registrar who made the entry; GHMC for a Hyderabad birth, the municipal registrar or Panchayat Secretary elsewhere. A correction to a spelling, a date or a parent's name is made under Section 15 of the 1969 Act on documentary proof: the registrar amends the original register entry and reissues the certificate. A certificate "corrected" anywhere other than at the office holding the register is not valid, and will fail the moment a passport office or a university verifies it against the register.

Why are Telangana birth certificate applications rejected?

  • The hospital never submitted Form 1, so there is no register entry to certify, the commonest cause by far in the GHMC area.
  • The application went to the wrong local body, jurisdiction follows the place of birth, not the family's present address.
  • The child's date of birth, sex or the mother's name does not match the hospital discharge summary.
  • A home birth was filed with no immunisation card and no hospital or ANM record.
  • The birth is between 30 days and one year old and the Additional District Registrar's permission is missing.
  • The birth is over one year old and no Executive Magistrate's order is attached to the application form.
  • The parents' Aadhaar details do not match the reporting information filed at the time of birth.

Where do you complain, and what about agents?

Start with the registrar who holds the record. The GHMC circle office for a Hyderabad birth, the municipal commissioner's office elsewhere, or the Panchayat Secretary in a village. GHMC's birth and death services and its status lookup run through ghmc.gov.in and bnd.ghmc.gov.in, and MeeSeva carries the GHMC birth and death application status link. Every MeeSeva centre is a franchised government counter and its receipt is the document you need to escalate anything.

Telangana issues the birth certificate at the government fee of Rs 45 listed by GHMC, plus nothing else. No clerk, no MeeSeva operator, no ward officer and no middleman is entitled to a rupee beyond that. Agents outside maternity hospitals in Hyderabad, Warangal and Nizamabad who sell a "same-day birth certificate" for a few thousand rupees are filing the same Form 1 you can file yourself, at the same MeeSeva counter, before the same registrar. Insist on the printed MeeSeva receipt for whatever you pay, and quote it if you complain.

What do you need the Telangana birth certificate for?

A Telangana birth certificate is the base proof of date of birth for school and junior college admission, Aadhaar enrolment for a child, a passport, a learner's licence, PAN, the electoral roll entry at 18, caste and residence certificates, marriage registration, EWS and scholarship applications, and any government appointment where age must be proved. Because each of those offices keeps a copy, most Telangana families order three or four certified copies in one MeeSeva visit at Rs 45 each rather than returning every time, and once the record is in the GHMC system, bnd.ghmc.gov.in lets them pull a copy themselves whenever a new office asks for one.

How to check your application status

How you track a Telangana birth certificate depends on which registrar holds the record.

For a Hyderabad (GHMC) birth:

  1. Use the MeeSeva portal's "Know Your GHMC Application Status (Birth/Death)" link. Enter the application or receipt number printed on your MeeSeva counter slip when you submitted Form 1, and the portal shows whether the entry is still pending with the circle registrar, approved, or ready for collection.
  2. Check the GHMC My CURE app (Google Play and Apple App Store), which carries the same birth and death status lookup as the web portal, useful if you filed at a MeeSeva centre away from home and want to check from your phone.
  3. Once the registrar has approved the entry, search bnd.ghmc.gov.in/Birth_Certificate.aspx directly with the child's name, date of birth and parents' names. A successful search means the certificate is already in the system and downloadable, so this doubles as a status check and a way to get the document without a second MeeSeva visit.
  4. If the status has not moved for more than a week past the normal instant-issue timeline, the delay is almost always because the hospital's Form 1 has not reached the registrar, or the registrar has queried a detail on it. In that case go back to the same MeeSeva centre with your receipt and ask the operator to check the query status with the GHMC circle office directly, since the online tracker only shows the current stage, not the reason for a hold.

Outside GHMC, in a municipality, corporation town or gram panchayat:

There is no equivalent public online tracker for these registrars. Status has to be checked offline:

  1. Keep the receipt or acknowledgment number given at the municipal office or by the Panchayat Secretary when Form 1 was submitted, whether filed directly or routed through a MeeSeva centre.
  2. If filed through MeeSeva, the same counter can usually tell you whether the file has been forwarded to and cleared by the municipal or panchayat registrar, since MeeSeva only routes the application and does not itself approve it.
  3. If filed directly at the municipal office or with the Panchayat Secretary, follow up in person or by phone with that office using the receipt number. Municipal and panchayat registers are not linked to the GHMC portal, so bnd.ghmc.gov.in will not show a result for a birth registered outside Hyderabad.
  4. For a registration that has gone to the Additional District Registrar (30 days to one year) or an Executive Magistrate (over one year), status has to be tracked at that authority's office directly, quoting the application and, where issued, the affidavit or order reference, since these approvals sit outside the routine registrar workflow entirely.

Frequently asked questions

Who issues a birth certificate in Telangana?

The Registrar of Births and Deaths of the local body where the birth took place issues the birth certificate in Telangana — the Greater Hyderabad Municipal Corporation for births in Hyderabad, the municipal commissioner under the Commissioner & Director of Municipal Administration in other towns, and the Gram Panchayat Secretary in rural areas. The Revenue Department and the Tahsildar have no role in it.

What does a birth certificate cost in Telangana?

GHMC lists a certificate issuance fee of Rs 45, payable at any MeeSeva centre. Registration of the birth itself within 21 days carries no penalty; a delayed registration attracts the late fee under the Registration of Births and Deaths Act 1969 and the state rules, which the registrar states before accepting the application.

How fast is a Telangana birth certificate issued?

For a non-institutional birth GHMC states that certificates are issued instantly from MeeSeva centres once the registrar has approved the registration. For an institutional birth the hospital submits Form 1 to GHMC within 7 days of the delivery, after which the record is available for search and download on bnd.ghmc.gov.in.

How do I download a GHMC birth certificate online?

Open bnd.ghmc.gov.in/Birth_Certificate.aspx and search the birth record using the child's name, date of birth and the parents' names, then download the certificate. GHMC also offers the same lookup through its My CURE mobile app on Google Play and the Apple App Store, and MeeSeva carries a "Know Your GHMC Application Status (Birth/Death)" link.

Within how many days must a birth be registered in Telangana?

A birth must be reported within 21 days of its occurrence in Telangana, under the Registration of Births and Deaths Act 1969. Hospitals in the GHMC area have a tighter duty — they must submit the signed and stamped Form 1 to GHMC within 7 days of the delivery.

What if a Telangana birth is more than 1 year old?

A birth more than one year old can be registered in Telangana only on an order of an Executive Magistrate, and a copy of that order must be attached to the prescribed application form. Between 30 days and one year, the permission of the Additional District Registrar — the Block Development Officer of the concerned mandal — is required instead.

What is Form 1 and who files it?

Form 1 is the Birth Legal Information form prescribed under the Registration of Births and Deaths Act 1969, and GHMC publishes it for download on its website alongside Form 2 for deaths. A hospital files Form 1 for an institutional delivery; for a birth outside an institution the family files Form 1 at a MeeSeva centre themselves.

Does a Telangana birth certificate expire?

A Telangana birth certificate never expires, because it certifies a permanent entry in the register of births of the local body. An office asking for a "recent" copy is asking for a fresh certified extract of the same entry, which GHMC or the local body issues again at the listed fee.
