Encumbrance Certificate in Telangana (EC — Form 15 and Form 16)
Telangana state government scheme
Encumbrance Certificate in Telangana is issued by the Sub-Registrar Office of the Registration and Stamps Department, and Telangana lets any citizen run a free Encumbrance Search 24x7 on registration.telangana.gov.in for documents registered from 01-01-1983 onwards. A signed certified EC is applied for through Meeseva or the SRO, and pre-1983 entries need a manual SRO search.
What is an Encumbrance Certificate in Telangana?
An Encumbrance Certificate (EC) in Telangana is a statement issued by a Sub-Registrar Office of the Registration and Stamps Department listing every transaction registered against a specific property during a period you choose. The Registration and Stamps Department, headed by the Inspector General of Registration and Stamps, maintains the registers under the Registration Act 1908, and every sale deed, gift deed, mortgage, lease, partition, release, attachment order or court decree presented for registration is indexed against the property described in it. An EC is a report from those indexes.
Telangana's EC page puts the purpose plainly: citizens can search on their own the encumbrance on any property registered in Sub-Registrar Offices, on a 24x7 basis, from anywhere, through the internet. That free search is the single most useful pre-purchase check available to a buyer in Hyderabad, Warangal, Karimnagar or anywhere else in the state.
Form 15 or Form 16, which one will I get?
Telangana issues an Encumbrance Certificate in one of two prescribed forms, and the difference matters when a bank asks for "a clear EC".
- Form 16 is the nil certificate. The Sub-Registrar issues it when a search of the indexes for the period and property you named turns up no registered transaction at all. It is often called a Nil Encumbrance Certificate.
- Form 15 is the certificate that lists entries. It is issued when the search does find registered transactions, and it sets out each one; document number and year, date of registration, nature of the deed, names of the executant and claimant, extent of property and consideration.
A Form 15 is not bad news by itself. Every property that has ever been sold will show at least the sale deeds in Form 15; what a buyer looks for is whether a mortgage, an attachment or a lis pendens entry is still open.
Who can apply for an EC in Telangana?
Anyone can. An Encumbrance Certificate is a public record under the Registration Act 1908, and Telangana does not restrict the online Encumbrance Search to owners.
Who can apply:
- The recorded owner of a property in Telangana.
- A prospective buyer doing due diligence before paying an advance.
- A seller who wants to show a clean record to a buyer.
- A home-loan or mortgage-loan applicant, whose bank will insist on an EC before sanction.
- Legal heirs, executors and power-of-attorney holders.
- Advocates, chartered accountants and bank officers acting for a client.
Who cannot apply, or will not get what they want:
- Nobody is barred from applying, but you cannot apply without a proper property description. Telangana's portal makes the district and the Sub-Registrar Office mandatory under every one of its three search options, and a search without a survey number, document number or house number will not return a usable result.
- You cannot get an online EC for anything registered before 01-01-1983. The department states that the online data begins on that date and that earlier entries need a physical search at the SRO.
- You cannot get an EC for an unregistered transaction. If a sale was done on an unregistered agreement or a notarised paper, it will not appear, and no Sub-Registrar can add it.
- An EC is property-specific, not person-specific. You cannot ask for "all properties owned by X" through the EC route.
How to get an Encumbrance Certificate in Telangana online
The free search is the starting point for everybody. Follow these steps.
- Open the Encumbrance Search page at
registration.telangana.gov.in/ec.htmon the Registration and Stamps Department portal. No registration or login is needed for the search. - Select the district and the Sub-Registrar Office. Both are mandatory. If you do not know which SRO covers the property, check the sale deed. The SRO name is printed on the registration endorsement.
- Choose one of the three search options. Search by document number and year if you hold the deed; by house or apartment details with locality if the property is in a municipal area; or by survey number if it is in a revenue village.
- Enter the period of search, the from-date and to-date. Choose a period long enough for what you need: 13 years for most bank checks, 30 years or more for a full title trace.
- Submit and read the result. The portal warns that the search is probabilistic and may display multiple results, so read every row and match the survey number, extent and boundaries against your document before concluding anything.
- Apply for a certified EC where you need a signed document. Take the property details to a Meeseva centre or the Sub-Registrar Office, pay the charge shown on the official payment screen, and collect the signed Form 15 or Form 16.
How to get an EC offline at the Sub-Registrar Office
The offline route is the only one that works for pre-1983 records, and it is still the route of choice when the online index is patchy.
- Identify the Sub-Registrar Office in whose jurisdiction the property falls. Registration jurisdictions in Telangana follow registration districts, not always revenue districts.
- Write the application giving the full description of the property — district, mandal, village or ward, survey number, plot or flat number, extent, boundaries, and the exact period of search.
- Attach a copy of the sale deed or link document and a photo ID.
- Pay the prescribed search and certificate charge at the office counter and keep the receipt.
- Collect the certificate, signed by the Sub-Registrar, in Form 15 or Form
- Ask for a written acknowledgement with a reference number when you submit, so you can follow up.
What does an EC cost in Telangana?
The self-service Encumbrance Search on registration.telangana.gov.in is
free. There is no charge for viewing the result on screen.
For a signed, certified EC the Registration and Stamps Department levies a search and certificate charge that rises with the number of years searched. That charge is displayed on the Meeseva or departmental payment screen when you place the request: check it there rather than relying on a figure quoted by an intermediary, because the department has not published a single flat rate on its public EC page. The department's own notice on its home page tells citizens to make payment only through the pre-registration slot booking module or the eSTAMPS/Meeseva app for non-registration activities.
Warning on middlemen: the EC is a routine counter service. Agents outside Sub-Registrar Offices in Hyderabad and district headquarters routinely charge several hundred rupees to "arrange" a certificate that you can search for free and buy at the listed counter rate. You do not need one.
How do I check the status of an EC application?
An online Encumbrance Search returns its result immediately, there is no status to track. For a certified EC placed through Meeseva, keep the acknowledgement slip: it carries an application number that you can quote at the Meeseva counter or on the toll-free line 1800 599 4788. For an application filed at the Sub-Registrar Office, quote the receipt number at the same office. Certified ECs in Telangana are typically ready within a few working days, with longer searches and older periods taking more time because the staff must go through physical indexes.
How long is a Telangana EC valid?
An Encumbrance Certificate carries no expiry date. It reports the state of the register as on the day it was issued, and a transaction registered the next day will not be in it. In practice:
- Banks in Telangana normally accept an EC issued within the last one to three months and ask for a fresh short-period EC just before disbursement.
- Buyers should take a fresh EC on the day of registration or as close to it as possible, covering the gap since the earlier one.
- There is no renewal process. You simply apply again for the later period.
Why do EC applications get rejected or come back blank?
- Wrong Sub-Registrar Office selected. The commonest cause of a blank result. Property registered in a different SRO will not appear in this SRO's index.
- Survey number changed after subdivision. Land in Telangana is frequently subdivided; a search on the parent survey number may miss entries recorded against the subdivided number, and the other way round.
- Spelling variants of the village, colony or applicant's name in the index.
- Period requested starts before 01-01-1983, which the online system does not cover.
- Incomplete property description in an offline application: no boundaries, no extent, no plot number, which the Sub-Registrar will return for correction.
- Unpaid or short-paid search charge on a counter application.
Where do I complain about an EC problem?
Start with the toll-free number 1800 599 4788 published by the Registration and Stamps Department, or use its WhatsApp support on 8247619983 and the Medha chatbot on 82476 23578. If an entry in a Form 15 is factually wrong, take the certificate and the underlying registered document to the issuing Sub-Registrar Office for rectification; if that fails, escalate in writing to the District Registrar and then to the Inspector General of Registration and Stamps. Grievances about Meeseva service or overcharging at a centre should be raised through the Meeseva grievance channel with the acknowledgement number.

Frequently asked questions
Is the Telangana EC search free?
Yes — the Encumbrance Search on registration.telangana.gov.in is free and open 24x7 to any citizen without login, as the Registration and Stamps Department states on its EC page. What you get is an on-screen (informational) result. A signed, certified EC for a bank or a court has to be applied for through Meeseva or the Sub-Registrar Office and carries the department's prescribed charge.
What is the difference between Form 15 and Form 16?
Form 16 is a nil-encumbrance certificate and Form 15 lists actual entries. Form 16 is issued when the Sub-Registrar finds no registered transaction on the property for the period searched; Form 15 is issued when there are registered transactions — sales, mortgages, leases, attachments or court orders — and it lists each one with its document number, date, nature and parties.
How far back does the Telangana online EC go?
The online Encumbrance Search covers documents registered from 01-01-1983 onwards. The Registration and Stamps Department says so directly on its EC page and tells applicants that for anything registered before that date they must approach the Sub-Registrar Office concerned for a manual search of the physical indexes.
Does a nil EC mean the title is completely clear?
No — an EC only covers transactions that were registered with a Sub-Registrar. Unregistered agreements, oral mortgages, tax dues, pending litigation that has not been recorded, testamentary claims and inheritance disputes do not appear in it. The Telangana portal also warns that the search is probabilistic and may return multiple results, so a nil EC should always be read together with the title deeds and land records.
What if the EC search shows nothing for my property?
A blank result usually means the search inputs did not match the index, not that the property is unencumbered. Re-run the search using the document number and year instead of the survey number, check that you picked the correct Sub-Registrar Office, and try spelling variants of the village. If it still returns nothing, visit the SRO in person.
How long is an Encumbrance Certificate valid in Telangana?
An EC has no statutory expiry — it is simply a statement of the register as on the date of issue. Banks and buyers in Telangana normally insist on an EC issued within the last one to three months, and will ask for a fresh one covering the gap before disbursing a loan or completing a sale.
Whom do I contact if the EC is wrong or delayed?
Call the Registration and Stamps Department toll-free number 1800 599 4788, which the department publishes on registration.telangana.gov.in. The department also runs WhatsApp support on 8247619983 and a chatbot on 82476 23578. For a factual error in an entry, take the certificate and your registered document to the Sub-Registrar Office that issued it, and escalate to the District Registrar if it is not corrected.
Do I need an agent to get an EC in Telangana?
No. The online search is free and the certified EC is issued at the department's own listed charge at any Meeseva centre. Pay only through the official payment screen — the department explicitly asks citizens to make payment only through the pre-registration slot booking module or the eSTAMPS/Meeseva app — and refuse anyone who quotes a "processing" or "speed" fee on top.
