What is an EWS certificate in Telangana?

An EWS certificate in Telangana is the Income and Asset Certificate that the Revenue Department issues to prove a person belongs to the Economically Weaker Sections, so that the 10% reservation created by the 103rd Constitutional Amendment can be claimed. Telangana delivers the service through MeeSeva, the state's citizen service platform, and the certificate is certified at mandal level with the officer's name, designation, mandal and district printed on it.

The Telangana certificate is not a general poverty certificate and it is not an income certificate. An income certificate states only what a family earns. The EWS certificate additionally certifies that the family owns none of four specific assets, and that the applicant's caste is not recognised as Scheduled Caste, Scheduled Tribe or Backward Class. Telangana prints two versions of the second paragraph, one referring to the State list of Backward Classes and one referring to the Central list, because the two lists do not match for every community.

The certificate is used for central government direct recruitment, for admission under the EWS quota in central and state educational institutions, and by public sector recruiters who follow the central reservation roster. Employers verify it back through the issuing officer before confirming an appointment.

Who can and who cannot apply in Telangana?

You can apply in Telangana if your family's gross annual income is below Rs 8 lakh for the financial year, counting salary, agriculture, business and professional income together, and if your family owns none of the excluded assets. The Department of Personnel and Training rules define "family" narrowly: the applicant, the applicant's parents, siblings below 18 years, spouse, and children below 18 years. A married elder brother's salary does not enter the calculation.

You cannot apply if you are recognised as Scheduled Caste, Scheduled Tribe or Backward Class. Those groups already have their own reservation and are outside the EWS scheme entirely. You are also not eligible, irrespective of how low your income is, if your family owns or possesses any of the following:

  • 5 acres of agricultural land or more;
  • a residential flat of 1,000 sq ft or more;
  • a residential plot of 100 sq yards or more in a notified municipality;
  • a residential plot of 200 sq yards or more in an area other than a notified municipality.

Property held by the family in different locations or different cities is clubbed together before the land and property test is applied. A family owning three acres in one district and three acres in another crosses the 5-acre bar and is excluded.

What documents are required?

Telangana's MeeSeva application collects the applicant's permanent address, photograph, caste and income from all sources, so carry proof for each of those heads:

  • Aadhaar card of the applicant, as identity and as the key for the MeeSeva record.
  • A recent passport-size photograph, because the certificate carries the applicant's photograph on its face.
  • Residence proof for the mandal; ration card, electricity bill or equivalent; since the Tahsildar of that mandal is the certifying officer.
  • Income proof covering every source — salary certificate or Form 16, income tax return where filed, and a declaration of agricultural, business or professional income.
  • Land and property records, pattadar passbook or Dharani record for agricultural land, and house, flat or plot documents for residential property, for every place the family holds property.
  • A declaration on caste, confirming the applicant is not SC, ST or BC.

How to apply for an EWS certificate in Telangana

  1. Collect the family's income and asset papers first. Gather the salary certificate or return, the pattadar passbook or Dharani record for every parcel of agricultural land the family holds anywhere, and the documents for any house, flat or plot. Missing property papers are the single most common reason a file is sent back for a fresh field report.
  2. Visit a MeeSeva centre in the mandal where your family normally resides, or log in to the MeeSeva portal at ts.meeseva.telangana.gov.in. Ask for the Revenue Department's EWS Income and Asset Certificate service, not the plain income certificate, and not the integrated community certificate.
  3. Fill the application with the address fields exactly as they will print. The certificate reproduces village or town, post office, district, State or Union Territory and PIN code, so an error at this step means a reissue later.
  4. Attach the photograph and upload or hand over the documents, then pay the MeeSeva service charge shown on the screen or at the counter and collect the acknowledgement carrying the application number.
  5. Wait for the mandal-level verification. The Village Revenue functionary and the Revenue Inspector verify income and property on the ground and report to the Tahsildar, who signs the certificate.
  6. Download or collect the digitally signed certificate once it is issued. It needs no physical signature.

How do you check the status of a Telangana EWS application?

Use the application number printed on the MeeSeva acknowledgement. The same number verifies the finished certificate: the Telangana certificate itself states that it is digitally signed, does not require a physical signature, and can be verified at ts.meeseva.telangana.gov.in by furnishing the application number. Any employer or college that doubts a certificate can run that check, which is why a forged EWS certificate is caught quickly.

If the file has not moved for several weeks, take the acknowledgement to the Tahsildar's office of your mandal and ask for the field verification report, then escalate to the Revenue Divisional Officer of the division.

Why are Telangana EWS applications rejected?

  • The applicant belongs to a caste recognised as SC, ST or BC, and is therefore outside the EWS scheme.
  • Family income crosses Rs 8 lakh once agricultural and business income is added to salary.
  • Agricultural land in two or more places adds up to 5 acres or more once clubbed.
  • A residential flat of 1,000 sq ft or more, or a plot above the 100 or 200 sq yard limits, is found during field verification.
  • The applicant filed in a mandal where the family does not normally reside.
  • Income was declared for the wrong financial year. The certificate is year-specific and recruiters usually want the financial year immediately before the year of application.

What does it cost, and what about agents?

The Telangana EWS certificate costs only the MeeSeva service charge published at the counter and on the portal payment screen. No Tahsildar's clerk, Village Revenue functionary or MeeSeva operator is entitled to anything beyond that. Agents who promise an EWS certificate "without verification" for a few thousand rupees are selling a document that a digital verification check will expose. Because a false EWS claim can lead to termination of an appointment, paying an agent to inflate or hide income or property is worse than useless. Always ask for and keep the printed MeeSeva receipt with the application number.

What happens after you get the certificate?

Submit the certificate against the recruitment or admission you are claiming EWS for. Under the central rules, the crucial date for holding a valid income and asset certificate is the closing date for receipt of applications for the post, unless the recruiting body fixes another date. An appointment made on an EWS claim is provisional until the appointing authority verifies the certificate through the issuing officer, and a false claim leads to termination of service. Renew the certificate for each new financial year rather than reusing an old one.

Documents required

MeeSeva application form for the EWS Income and Asset Certificate
Filled at the MeeSeva centre or online. The form collects the applicant's permanent address down to village or town, post office, district, State or Union Territory and PIN code, exactly as those fields appear on the printed certificate.
Aadhaar card of the applicant
Identity of the person seeking the certificate, and the key on which the MeeSeva record is created and later searched.
Passport-size photograph
The Telangana certificate carries the photograph of the applicant on its face, so a recent photograph is attached at the application stage.
Proof of residence in the mandal
Ration card, electricity bill or an equivalent document. The Tahsildar of the mandal where the family normally resides is the certifying officer, so the mandal has to be established first.
Income proof covering all sources
Salary certificate or Form 16 for salaried families, income tax return where one is filed, and a declaration of agricultural, business or professional income. The Rs 8 lakh test covers every source together.
Details of family land and property holdings
Pattadar passbook, Dharani record, house or flat documents and municipal records. Property held in different places is clubbed before the asset test is applied.
Declaration that the applicant is not SC, ST or OBC
The certificate itself records the caste and states that it is not recognised as Scheduled Caste, Scheduled Tribe or Backward Class. Telangana prints two versions, one referring to the State list and one to the Central list.

Frequently asked questions

Who issues the EWS certificate in Telangana?

The Tahsildar, also called the Mandal Revenue Officer, of the mandal where the family normally resides issues the EWS Income and Asset Certificate in Telangana, and the certificate carries that officer's name, designation, mandal and district. Telangana delivers the service through MeeSeva under the Revenue Department.

What is the income limit for an EWS certificate in Telangana?

The gross annual family income must be below Rs 8 lakh for the financial year, counting salary, agriculture, business and professional income together. The Telangana MeeSeva certificate reproduces this Rs 8 lakh ceiling word for word from the Department of Personnel and Training rules.

Who counts as "family" for the Telangana EWS certificate?

Family means the applicant, the applicant's parents, siblings below 18 years of age, spouse, and children below 18 years of age. The Telangana certificate prints this definition as a note at the foot of the document, so an older married sibling's income is not counted.

Can an SC, ST or BC candidate in Telangana get an EWS certificate?

No, a candidate recognised as Scheduled Caste, Scheduled Tribe or Backward Class cannot get an EWS certificate. The Telangana certificate expressly states that the applicant's caste "is not recognized as Scheduled Caste, Scheduled Tribe and Other Backward Class", and the EWS quota exists only for people outside those three groups.

How long is a Telangana EWS certificate valid?

A Telangana EWS certificate is valid for the financial year printed on its face, because the income test is applied year by year. Most recruiting bodies and admission authorities ask for a certificate issued for the financial year immediately before the year of application.

Is the Telangana EWS certificate signed by hand?

No, the Telangana EWS certificate is digitally signed and does not require a physical signature. The certificate itself says so and states that it can be verified at ts.meeseva.telangana.gov.in by entering the application number printed on it.

What does the EWS certificate cost in Telangana?

Applicants pay only the MeeSeva service charge displayed at the counter or on the portal payment screen, and nothing more. No Revenue Department official or MeeSeva operator is entitled to a cash payment beyond that published charge.

Does owning agricultural land disqualify me in Telangana?

Owning 5 acres of agricultural land or more disqualifies the family regardless of income. Three other asset tests apply as well — a residential flat of 1,000 sq ft or more, a residential plot of 100 sq yards or more in a notified municipality, and a residential plot of 200 sq yards or more outside notified municipalities.
