Telangana Dalit Bandhu
Telangana state government scheme
Telangana Dalit Bandhu gives a Scheduled Caste family a one-time capital grant of Rs 10 lakh as a 100 per cent subsidy to start an income-generating business of its own choice. Dalit Bandhu is a grant, not a bank loan, so there is no margin money, no collateral and no repayment, and beneficiaries are selected by the district administration.
What is Telangana Dalit Bandhu?
Telangana Dalit Bandhu is a Scheduled Caste empowerment scheme run by the Scheduled Castes Development Department of the Government of Telangana. Dalit Bandhu provides, in the words of the official portal, "one time capital assistance of Rs.10 lakhs per SC family... as 100% grant / subsidy to establish a suitable income generating scheme as per their choice."
Two features make Dalit Bandhu genuinely different from the SC welfare schemes that came before it, and both are worth understanding before anything else:
- It is a grant, not a subsidised loan. For decades, SC development schemes worked by giving a subsidy on top of a bank loan. That design excluded exactly the poorest families, who had no collateral, no credit history and no way to service a loan. Dalit Bandhu removes the bank loan entirely, the family contributes no margin money and repays nothing.
- The family chooses the activity. Rather than being assigned a fixed trade, the beneficiary family selects the income-generating activity it wants to run, from a wide set of permitted sectors.
The scheme's stated purpose is to attack poverty among Scheduled Castes directly, by putting enough capital in one place to build a real business rather than a subsistence activity. Rs 10 lakh is a large enough sum to buy a commercial vehicle, set up a shop with stock, buy dairy animals with a shed, or equip a small manufacturing unit: none of which Rs 50,000 of subsidy could ever do.
What businesses can be set up under Dalit Bandhu?
According to the official Dalit Bandhu portal, beneficiaries can establish income-generating units in these sectors:
- Agriculture and allied activities
- Manufacturing and industry
- Retail and shops
- Transport
- Services and supplies
- Animal husbandry
In practice the most common units are transport vehicles, dairy and livestock units, retail shops and small service establishments, because those are the businesses a household can start and run without specialised training. Where an activity requires a licence, a transport permit, a shop and establishment licence, a fair-price shop authorisation, that permission has to be obtained for the unit to be sanctioned.
The grant is tied to the approved unit. The Rs 10 lakh is not handed over as free cash to be used for anything; it is released against the asset or the working capital of the unit that was sanctioned. Diverting it is a ground for recovery.
Who is eligible for Dalit Bandhu?
A household can be considered if:
- The family belongs to a Scheduled Caste, evidenced by a caste certificate issued by the Tahsildar.
- The family is resident in Telangana and in the constituency where the current phase of selection is running.
- The family has not already received a Dalit Bandhu unit, the grant is one per family, not one per adult.
- The family can identify a viable income-generating activity it is willing and able to run.
Poorer and landless SC families are prioritised in selection, and the district administration weighs the household's economic condition when drawing up lists.
These households cannot apply:
- Families that are not Scheduled Caste. Dalit Bandhu is a targeted SC scheme, and no other category is covered by it.
- Non-residents of Telangana.
- Families that have already received a Dalit Bandhu unit. A second grant to another member of the same family is not sanctioned.
- Applicants who cannot produce a caste certificate in the family's name.
One thing to be clear-eyed about: Dalit Bandhu is not an open-application entitlement. There is no counter where every eligible SC family can walk in and receive Rs 10 lakh. The scheme is rolled out constituency-wise and phase-wise, with a fixed number of units sanctioned in each phase, and the district administration selects beneficiaries from within the eligible pool. Being eligible and being selected in a given phase are two different things.
What documents are required for Dalit Bandhu?
| Document | Mandatory | Notes |
|---|---|---|
| Scheduled Caste certificate | Yes | Issued by the Tahsildar; the first eligibility filter |
| Aadhaar card | Yes | Identity and duplicate check |
| Ration card | Yes | Defines the family unit for the one-per-family rule |
| Bank passbook | Yes | Grant is routed through a dedicated unit account |
| Residence proof | Yes | Telangana and constituency residence |
| Unit proposal / business plan | Yes | The chosen activity with an indicative cost |
| Trade licence or permit | No | Only where the chosen activity requires one |
The caste certificate is the document to sort out first, because nothing moves without it and it is issued through a separate MeeSeva process at the Tahsildar's office.
How to apply for Dalit Bandhu
- Obtain the Scheduled Caste certificate from the Tahsildar through MeeSeva if the family does not already hold a valid one.
- Approach the Mandal Development Officer or the district SC Development Officer and ask for the household to be recorded for consideration in the current or next phase of Dalit Bandhu selection in your constituency.
- Register your household details with the field officials conducting the survey or enumeration in your village or ward when a phase is announced. Selection lists are built from these surveys.
- Decide the income-generating activity the family will run, and discuss its viability with the district officials, who help prepare the unit proposal and the indicative cost.
- Submit the documents, caste certificate, Aadhaar, ration card, residence proof, bank passbook and the unit proposal — and collect an acknowledgement.
- Attend the district-level scrutiny and approval of the unit. The district committee approves both the family and the specific unit.
- Open the dedicated bank account through which the grant is released, and complete the purchase or setting up of the unit against it.
Note carefully that there is no self-service online application where a family can register itself and be automatically sanctioned. The route runs through the district administration.
How do you check your Dalit Bandhu application status?
- Ask the Mandal Development Officer or the mandal-level SC welfare functionary whether your household appears in the current phase's list.
- Take your acknowledgement to the District SC Development Office at the collectorate and ask which stage the file is at, enumeration, scrutiny, unit approval, or release.
- Check the official portal at dalitbandhu.telangana.gov.in for scheme notifications and any phase announcements for your constituency.
- Attend the district collectorate grievance day if the file has been stuck for a long period, and register a written petition with a reference number.
Why do Dalit Bandhu cases get held up or rejected?
- Caste certificate missing, expired or in a different name from the applicant.
- The family has already received a unit, detected through Aadhaar and ration card linkage.
- No phase running in that constituency, the commonest reason of all, and one that is not a rejection at all but a queue.
- Unit proposal judged unviable by the district scrutiny, for example a transport unit where no permit can be obtained.
- Required licence or permit not obtained for the chosen activity.
- Bank account problems, not opened, not in the beneficiary's name, or not Aadhaar-seeded.
- Diversion of the grant away from the sanctioned unit, which triggers recovery proceedings rather than a rejection.
The most useful thing a family can do while waiting is to have the caste certificate, ration card, Aadhaar and bank account all in order and consistent with one another, so that no time is lost when a phase opens in the constituency.
Where do you get help with Dalit Bandhu?
- Mandal Development Officer (MDO): first point of contact at the mandal level.
- District SC Development Officer at the district collectorate, who runs selection, scrutiny and unit approval.
- District Collectorate grievance day, for written petitions with a reference number.
- Official portal at dalitbandhu.telangana.gov.in for scheme information and notifications.
Dalit Bandhu costs nothing to apply for. Because the sums involved are large, the scheme also attracts middlemen promising selection for a commission, no such person has any role in the process, and paying one is both a loss and a risk to the family's own file.

Frequently asked questions
How much money does Dalit Bandhu give?
Telangana Dalit Bandhu gives a one-time capital assistance of Rs 10 lakh per Scheduled Caste family as a 100 per cent grant or subsidy. There is no bank loan component, so the family puts in no margin money and repays nothing.
Is Dalit Bandhu a loan?
No, Dalit Bandhu is a grant, not a loan. That is the whole point of the scheme's design — earlier SC welfare schemes were subsidy-linked bank loans, and many families could not access them because they lacked collateral or a credit record.
Who is eligible for Dalit Bandhu?
Scheduled Caste families resident in Telangana are eligible, with actual beneficiaries selected by the district administration from the SC households in each constituency. Poorer and landless families are prioritised in the selection.
Who cannot apply for Dalit Bandhu?
Families that are not Scheduled Caste are not eligible, and neither are non-residents of Telangana. Only one unit is sanctioned per family, so a family that has already received Dalit Bandhu cannot claim a second grant for another member.
Can I take the Rs 10 lakh in cash?
No. The Rs 10 lakh is tied to a specific income-generating unit approved for the family and is released against that unit, not handed over as free cash. Diversion of the grant is a ground for recovery.
What businesses can be started with Dalit Bandhu?
Beneficiaries choose from agriculture and allied activities, manufacturing and industry, retail and shops, transport, services and supplies, and animal husbandry. The family picks the activity, which is a deliberate departure from schemes that assign a fixed trade.
What is the Dalit Bandhu Protection Fund?
The scheme carries a protection fund concept intended to support a beneficiary whose unit runs into distress, with a contribution recorded against each unit. Ask the district SC Development Officer for the current rules, since the fund's operation is set by government order.
How are Dalit Bandhu beneficiaries chosen?
Selection is made by the district administration constituency-wise and phase-wise, since the scheme is rolled out in tranches rather than opened to all applicants at once. Approach your Mandal or district SC Development Officer to have your household considered.
