Character Certificate (Police) in Telangana

Telangana state government scheme

Quick answer

Character Certificate work in Telangana runs through the Telangana State Police Police Verification and Clearance portal at pvc.tspolice.gov.in. The portal issues two separate documents. A Police Clearance Certificate against a Rs 500 challan paid at State Bank of India, and a Police Verification Certificate against a Rs 1,000 challan. Both are applied for online and verified by the police unit covering your address.

Benefit
An official police clearance or police verification certificate issued by Telangana State Police after checking its records and verifying your declared address, used for employment, visas, licences and empanelment
How to apply
Online on pvc.tspolice.gov.in, with the fee paid as a challan at State Bank of India and documents produced in original at the verification stage

What is a police character certificate in Telangana?

A police character certificate in Telangana is Telangana State Police's written statement about what its records show against a named person at a declared address. Telangana State Police delivers this online through the Police Verification and Clearance portal at pvc.tspolice.gov.in, branded on the portal itself as "Police Verification and Clearance, Telangana State Police".

Telangana is unusual in splitting the service cleanly into two named products rather than one loosely defined "character certificate":

  • Police Clearance Certificate (PCC), the document normally required in visa, immigration and overseas employment contexts. The portal charges Rs 500, paid as a challan at State Bank of India.
  • Police Verification Certificate (PVC), the antecedent verification used in employment and similar background-check contexts. The portal charges Rs 1,000, again as an SBI challan.

Each has its own application page, its own document list and its own status-check link. Choosing between them is the first real decision an applicant makes, and it is worth making correctly, because the portal states that fees once paid cannot be refunded.

Note also what a Telangana PCC is not for. The PCC application screen carries the explicit line "Not Applicable for Visiting / Tourist Visas". Applying for a tourist visa purpose is wasted money.

Who can and who cannot apply?

You can apply on pvc.tspolice.gov.in if you reside in Telangana and can document the address the police are being asked to verify. There is no income test, no caste criterion and no age slab, a character certificate is a records check, not a welfare benefit, so none of the eligibility filters that govern Telangana's income or caste certificates through Meeseva apply here.

You cannot apply through this portal for an address outside Telangana's jurisdiction. The portal's PCC document list is explicitly framed around present and previous places of stay "in Hyderabad City limits", which tells you how tightly the enquiry is tied to the police unit that actually holds the ground. An address in another state has to be verified by that state's police.

You are also not eligible to receive a clean certificate while an FIR or a criminal case is pending against you. Telangana State Police reports what its register shows; a pending case appears on the certificate rather than being left out.

Finally, there is a procedural disqualifier that catches many applicants: the portal warns that "All applicants should ensure selection of correct department and unit before filling the application and payment of fees. In case of selecting wrong department, the application would be summarily rejected." A wrong selection is effectively a rejection with a non-refundable fee attached.

What documents does Telangana ask for?

For a Police Clearance Certificate, the portal's Documents Submission list includes the Rs 500 SBI challan receipt; a clear colour photocopy of every page of every passport including blank pages, with the dotted passport number legible, plus the original passport for verification; a photocopy of the visa application form; residence proof for the present address and for previous places of stay in Hyderabad city limits, being any one of Aadhaar, an electricity bill, a landline telephone bill, a voter identity card or a residential certificate from the MRO; a purpose letter for the PCC; an affidavit by a serving government servant on Rs 20 non-judicial stamp paper certifying the applicant, in the enclosed proforma; a study certificate if the applicant is a student; a marriage certificate if the applicant is married; and an affidavit of the residential address on Rs 20 non-judicial stamp paper. A self-declaration if you own the house, or a lease deed or owner's certification if it is rented. The applicant must also state clearly the period of stay at the present address, from date to date.

If the applicant is abroad, the portal accepts an original authorisation letter along with a colour copy of the first and last passport pages attested by the Indian Embassy of that country.

For a Police Verification Certificate, the list is shorter: a photocopy of proof of residence, ration card, voter identity card or electoral ID, Aadhaar, bank account passbook, and the Rs 1,000 SBI challan receipt.

Across both services, the portal states that originals of all the listed documents are to be produced during verification.

How to apply for a character certificate in Telangana online

  1. Open pvc.tspolice.gov.in and pick the right service. The landing page splits into Police Clearance and Police Verification. Read the "Documents Submission" pop-up on the page you choose before you commit — it is the authoritative list of what you must bring.
  2. Confirm the department and unit. The portal's warning banner is not decorative: an application filed against the wrong department or unit is summarily rejected and the fee is not returned. If the choice is not obvious, use the portal's Help Line Numbers link first.
  3. Pay the challan at State Bank of India. Rs 500 for a PCC, Rs 1,000 for a PVC. Keep the stamped challan receipt. It is a listed document, not just a payment record.
  4. Fill the application and upload the documents. Enter your name exactly as it appears on the passport or identity document, the complete present address with the period of stay from and to date, and every previous address within the city limits.
  5. Submit and note the reference number. This is what the status screen works on.
  6. Attend the verification. The police unit covering your address carries out the enquiry, and you must produce the originals of everything you uploaded. Stay reachable on the mobile number you registered.

How do you check the application status?

Both the Police Clearance and Police Verification pages on pvc.tspolice.gov.in carry a Check Verification Status link sitting directly beside the apply link. Open it and enter the reference number generated at submission.

An application that looks frozen for several days is usually sitting with the verifying police unit rather than stuck in software. That is the stage the portal has least visibility into, and the stage where being unavailable at your declared address costs the most time.

Why do Telangana applications get rejected or delayed?

  • The wrong department or unit was selected while applying, which the portal treats as a summary rejection.
  • The challan was for the wrong amount: Rs 500 and Rs 1,000 are not interchangeable between the two services.
  • A previous address in Hyderabad city limits was left off the form and surfaced during the enquiry.
  • The period of stay at the present address was not stated with dates.
  • Originals could not be produced when the verifying officer asked.
  • Passport photocopies were incomplete, or the dotted passport number did not print legibly.
  • An affidavit was on the wrong stamp value or missing the government servant's certification.
  • A PCC was applied for on a visiting or tourist visa purpose, which the portal excludes outright.

What does it cost, and what about agents?

Telangana State Police publishes the government fee on its own portal: Rs 500 for a Police Clearance Certificate and Rs 1,000 for a Police Verification Certificate, each paid as a challan at State Bank of India. That challan is the whole legitimate cost of the service. Nobody at a police station, at a verification visit, or at any office in between is entitled to a rupee beyond it.

Agents who offer a Telangana PCC "without verification" or "in three days" for several thousand rupees are selling a queue position that does not exist. The file still goes to the same police unit, the same officer visits the same address, and the same originals have to be produced. What the agent can genuinely do: filling the form and scanning documents: is worth a small service charge and nothing more.

Keep the SBI challan receipt. It is your proof of exactly what the government charged, and it is the first document to produce if anyone asks you for money on the side. If verification has not started at all, or if money is demanded, escalate to the office of the Commissioner of Police or the Superintendent of Police for your district, and use the Help Line Numbers published on pvc.tspolice.gov.in as the first point of contact.

Frequently asked questions

Which portal issues a police character certificate in Telangana?

Telangana State Police issues it through the Police Verification and Clearance portal at pvc.tspolice.gov.in. The same portal carries both the Police Clearance Certificate and the Police Verification Certificate, plus a status check for applications already filed.

What does a Telangana police certificate cost?

A Police Clearance Certificate costs Rs 500 and a Police Verification Certificate costs Rs 1,000, both paid as a challan at State Bank of India and uploaded with the application. The portal states plainly that fees once paid cannot be refunded.

What is the difference between a PCC and a PVC in Telangana?

A Police Clearance Certificate is the document usually asked for in visa and immigration contexts and carries the Rs 500 fee, while a Police Verification Certificate at Rs 1,000 is the antecedent check used for employment and similar verification. The two have separate application screens and separate document lists on pvc.tspolice.gov.in.

Can I use a Telangana PCC for a tourist visa?

No — the portal's own application screen says the Police Clearance Certificate is "Not Applicable for Visiting / Tourist Visas". Apply only when the purpose is one the certificate is actually issued for, such as long-stay, employment or immigration processes.

What happens if I pick the wrong department while applying?

The portal warns that an application filed against the wrong department or unit "would be summarily rejected", and that the fee is not refunded. If you are unsure which department and unit to select, use the portal's Help Line Numbers link before paying anything.

Do I have to show original documents?

Yes — the portal states that originals of all the listed documents must be produced during verification, even though scanned or photocopied versions are what you upload. Keep the passport and address proofs ready for the verifying officer.

How do I check my Telangana PCC or PVC status?

Both service pages on pvc.tspolice.gov.in carry a "Check Verification Status" option next to the apply button. Use the reference number generated when you submitted the application.

Do I need to declare previous addresses?

Yes — the PCC document list asks for residential proof of your present address and of previous places of stay within Hyderabad city limits, and asks you to state the period of stay at the present address with dates. Leaving an earlier address out is one of the surest ways to stall the file.
