Free Fish Seed and Prawn Juveniles Stocking Programme

Telangana state government scheme

Quick answer

The Free Fish Seed and Prawn Juveniles Stocking Programme supplies fish seed and prawn juveniles on a 100 per cent grant basis for stocking in Telangana's water bodies, with quantities allotted according to the water spread area of each tank or reservoir. In 2018-19 the Fisheries Department stocked fish seed in 10,776 water bodies and prawn juveniles in 24, through fishermen cooperative societies.

Benefit
Fish seed and prawn juveniles supplied free, on a 100 per cent government grant, for stocking in tanks and reservoirs
Maximum benefit
100 per cent grant — the full cost of the seed is borne by the government
Last date to apply
No fixed last date announced — stocking follows the monsoon filling of tanks, so the indent must go through the society well before the stocking season
How to apply
Offline through the Primary Fishermen Cooperative Society and the District Fisheries Officer

What is the Free Fish Seed and Prawn Juveniles Stocking Programme?

The Free Fish Seed and Prawn Juveniles Stocking Programme is a state-sponsored scheme of the Department of Fisheries, Government of Telangana, under which fish seed and prawn juveniles are supplied for stocking in the state's water bodies on a 100 per cent grant basis. The Fisheries Department states the support level plainly: it is a full grant, and the coverage extends to all state water bodies, allotted on the basis of water spread area.

The programme rests on a simple biological fact. A tank or reservoir does not produce a worthwhile fish crop on its own. Telangana's tanks fill during the monsoon and dry down over the year, so the natural fish population in most of them is neither large nor reliable. If a tank is stocked with seed soon after it fills, that seed grows through the season into a harvestable fish crop for the fishermen who hold the tank. If it is not stocked, the same tank yields very little. Stocking is therefore the single highest-return intervention available in inland capture fisheries, and Telangana runs it as a saturation programme rather than a selective one.

The scale is what makes the point. In 2018-19 the department stocked fish seed in 10,776 water bodies across the state, and prawn juveniles in 24 water bodies. That contrast is instructive: fish seed goes almost everywhere, while prawn juveniles are placed only in water bodies where conditions suit prawn culture.

Main features

  • 100 per cent grant, the fishermen cooperative society pays nothing for the seed.
  • Quantity fixed by water spread area of each tank or reservoir.
  • Routed through fishermen cooperative societies, not to individuals.
  • Covers both fish seed and prawn juveniles, with prawn juveniles stocked selectively.
  • Timed to the monsoon, since stocking follows the filling of tanks.

Who is eligible for free fish seed?

A society can receive seed if:

  • It is a registered fishermen cooperative society, a Primary Fishermen Cooperative Society, a fisherwomen cooperative society, or a society within the district and state federation structure.
  • It holds the water body under a valid lease or licence.
  • The water body is an open water body, a tank, reservoir or similar public water body, with a recorded water spread area.
  • The indent is placed through the society and in time for the stocking season.

You cannot apply if:

  • You are an individual fisherman applying in your own name. Seed is allotted against a water body held by a society, not to a person.
  • You run a private aquaculture pond or a commercial fish farm. This programme stocks open water bodies; private culture ponds are not eligible under it, and the correct route for private culture support is the culture component of the Integrated Fisheries Development Scheme.
  • Your society does not hold a valid lease or licence over the water body for which seed is sought.
  • The water body has no recorded water spread area, since that record is what fixes the quantity.
  • The indent arrives after the stocking season, in which case it cannot be met that year regardless of eligibility.

How much seed does a water body get?

The department fixes quantity by water spread area. A large reservoir gets proportionately more seed than a small village tank, and the allotment is calculated rather than negotiated. Two practical consequences follow:

  • The water spread area record matters more than any other document. If a tank's recorded area is understated, the society receives less seed than the tank can actually support, and the shortfall shows up as a poor catch a year later. Getting that record corrected is worth more effort than most societies give it.
  • There is no benefit in asking for more. The allotment is formula-driven, so a request above the water spread area entitlement is simply trimmed to the entitlement.

Prawn juveniles are handled differently. Because only a small number of water bodies are suited to prawn culture, prawn juvenile allotment is selective and a society interested in prawns should raise it specifically with the District Fisheries Officer rather than assume it comes with the fish seed indent.

What documents are required?

Document Mandatory Notes
Society registration and membership record Yes Seed is allotted to societies, so this is the base document
Water body lease or licence Yes Establishes the society's right over the tank or reservoir
Water spread area record Yes Decides the quantity allotted
Society resolution indenting the seed Yes Records how much seed is needed and for which water body
Aadhaar of society office-bearers No For identification at indent and at receipt of seed
Fisherman identity cards of members No Where the department verifies active membership

How to apply for free fish seed and prawn juveniles

  1. Confirm your society's hold on the water body. Check that the lease or licence over the tank or reservoir is current, because the indent is made against that water body.
  2. Check the recorded water spread area of the water body, since this fixes the quantity you will be allotted. Get it corrected first if it is wrong.
  3. Pass a society resolution indenting the seed; stating the water body, its water spread area, and whether prawn juveniles are also being sought.
  4. Submit the indent to the District Fisheries Officer through the society, with the society registration record, the lease or licence and the water spread area record attached.
  5. Do this before the stocking season. Stocking follows the monsoon filling of tanks, and seed procurement and transport for the whole district are planned in advance, so a late indent cannot be accommodated.
  6. Coordinate the stocking date with the District Fisheries Officer once the allotment is sanctioned, so that the society has people at the water body when the seed arrives.
  7. Receive and stock the seed promptly, and record the receipt in the society's books. Seed held too long after transport suffers heavy mortality, which defeats the purpose of the grant.

How to check the status of a seed indent

The programme is administered through the district and cooperative structure, so status is checked with people rather than on a portal:

  1. Your society secretary, who holds the indent and the forwarding reference.
  2. The District Fisheries Officer's office, which sanctions the allotment against water spread area and arranges supply.
  3. The Fisheries Department state offices, listed under the Contacts section of fisheries.telangana.gov.in, if a district matter has stalled.

Why seed indents fail or fall short

  • Indent submitted late, after the district's stocking plan is fixed.
  • Lease or licence over the water body has lapsed, so there is no valid claim to seed for that tank.
  • Water spread area understated in the record, producing a smaller allotment than the tank warrants.
  • Society dormant or not in good standing, with membership records not current.
  • Tank did not fill in a poor monsoon year, in which case stocking is deferred rather than refused.
  • Prawn juveniles sought for an unsuitable water body, where the department restricts prawn stocking to selected water bodies.

Related Telangana fisheries schemes

A society placing a seed indent should raise these at the same time, since they run through the same District Fisheries Office:

  • Integrated Fisheries Development Scheme (IFDS) — the wider programme built on about Rs 1,000 crore of NCDC-sanctioned assistance to the Telangana State Fishermen Cooperative Societies Federation across 31 districts, covering cage culture, pond culture and prawn culture.
  • Savings-cum-relief scheme. A fisherman licensee saves Rs 1,500 over nine months and the state provides Rs 3,000 during the fishing ban period.
  • Community hall construction for fishermen cooperative societies at a unit cost of Rs 10 lakh, including Rs 1 lakh from MLA, MP or MLC funds; 561 sanctioned, 277 completed and 284 in progress.
  • Fish market construction to 84 markets sanctioned at Rs 760.89 lakh, with 29 completed.

Help and grievance redressal

  • Department of Fisheries, Telangana: fisheries.telangana.gov.in. The Contacts section lists the Hon'ble Minister, state officers, divisional officers and district officers
  • District level: the District Fisheries Officer, who sanctions seed allotment
  • Society level: the Primary Fishermen Cooperative Society secretary, who places the indent

Fish seed and prawn juveniles under this programme are a full grant. No society or member should pay anything for the seed, and any demand for money in exchange for an allotment or for a larger quantity should be reported in writing to the District Fisheries Officer.

Documents required

Primary Fishermen Cooperative Society registration and membership record
Seed is allotted to societies against the water bodies they hold, so the society record is the base document.
Water body lease or licence
Establishes the society's right over the tank or reservoir for which seed is being sought.
Water spread area record of the water body
The quantity of seed allotted is fixed on the basis of water spread area, so this record decides the allotment.
Society resolution indenting the seed
The society formally records how much seed it needs and for which water body, and forwards it to the District Fisheries Officer.
Aadhaar of the society office-bearersoptional
Used for identification when the indent and the receipt of seed are recorded.
Fisherman identity cardoptional
Held by individual members; relevant where the department verifies the society's active membership.

Frequently asked questions

Is the fish seed really free under this Telangana scheme?

Yes. The Telangana Fisheries Department supplies fish seed and prawn juveniles on a 100 per cent grant basis under this programme, so the fishermen cooperative society pays nothing for the seed itself. The full cost is borne by the government.

How is the quantity of fish seed decided?

Quantity is fixed on the basis of the water spread area of each water body. A larger tank or reservoir gets proportionately more seed, which is why the water spread area record for the water body is a decisive document in the indent.

How many water bodies does the programme cover?

Coverage is very wide. In 2018-19 the Fisheries Department stocked fish seed in 10,776 water bodies across the state and prawn juveniles in 24 water bodies, which shows that the fish seed component is a saturation programme while prawn juveniles are stocked selectively.

How does a fishermen society get fish seed under this programme?

The Primary Fishermen Cooperative Society passes a resolution indenting the seed for the water body it holds and forwards it to the District Fisheries Officer, who sanctions the quantity against the water spread area. The department then arranges supply for stocking.

Can an individual fisherman get free fish seed for a private pond?

No. This programme is for stocking open water bodies through fishermen cooperative societies, not for private aquaculture ponds. An individual running a private pond is not eligible under this component and should ask the District Fisheries Officer about the culture components under the Integrated Fisheries Development Scheme instead.

Who is not eligible for the free fish seed programme?

A person or group that is not a registered fishermen cooperative society is not eligible, and neither is a society that does not hold a valid lease or licence over the water body for which seed is sought. Private ponds and commercial aquaculture farms are outside this programme.

When should a society apply for fish seed?

Apply well before the stocking season, because stocking follows the monsoon filling of tanks and reservoirs. An indent submitted after the season has begun usually cannot be met, since seed procurement and transport are planned in advance for the whole district.

How do I check the status of a fish seed indent?

There is no online tracker for this programme. Check with your society secretary, who holds the indent and forwarding reference, or the District Fisheries Officer's office, which sanctions the allotment. If a district matter has stalled, the Fisheries Department state offices listed under the Contacts section of fisheries.telangana.gov.in can be approached.

What is the difference between fish seed and prawn juveniles here?

Fish seed is stocked across the great majority of the state's water bodies, while prawn juveniles are stocked in a small number of selected water bodies suited to prawn culture — 24 water bodies in 2018-19 against 10,776 for fish seed. Both are supplied on the same 100 per cent grant basis.
