What is a labour card in Telangana?

A labour card in Telangana is the beneficiary registration issued by the Telangana Building and Other Construction Workers Welfare Board, usually shortened to TBOCWWB. TBOCWWB was constituted under Section 18 of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and came into existence with effect from 17 September 2014, when Telangana formed its own board separate from the undivided Andhra Pradesh board. The Board sits under the Labour, Employment, Training and Factories Department and runs its public services from tbocwwb.telangana.gov.in.

TBOCWWB registration is not a subsidy. Registration is what converts an ordinary daily-wage construction worker into a "registered beneficiary" in the Board's records. Only registered beneficiaries can claim the Board's welfare payments; accident and death relief, disability relief, marriage assistance, maternity benefit, children's education assistance and pension-type support. A worker who never registers stays outside the system no matter how many years they have spent on site, which is the single most common reason construction families in Hyderabad, Warangal, Nizamabad and Karimnagar find themselves unable to claim after an accident.

The Board is a tripartite body. Worker representatives, employer representatives and government officials sit on it together, and it is funded mainly by the 1 per cent construction cess collected from employers under the BOCW Welfare Cess Act, 1996. The worker's own Rs 50 and Rs 12 contributions are token amounts; the real corpus comes from the cess.

Who is eligible for a TBOCWWB labour card?

A worker can apply if all of these are true:

  • Age is at least 18 years and below 60 years on the date of application. Registration closes at 60.
  • The worker has been engaged in building or other construction work for not less than 90 days during the preceding 12 months. The 90 days may be spread across different sites and different employers.
  • The work falls within "building or other construction work" as defined in the 1996 Act: construction, alteration, repair, maintenance or demolition of buildings, roads, streets, bridges, canals, dams, pipelines, towers, transmission lines and similar works.

Typical eligible trades include masons, bar benders, carpenters, shuttering workers, plumbers, electricians on construction sites, painters, welders, tile layers, well diggers, stone cutters, road workers, and unskilled helpers who carry material.

A worker cannot apply in these situations:

  • Below 18 years of age. Child and adolescent labour on construction sites is prohibited, so no registration is possible.
  • Aged 60 or above at first application. Existing beneficiaries who cross 60 move to the Board's pension-side treatment rather than fresh registration.
  • Workers who cannot show 90 days of construction work in the preceding year, for example someone who has only just started on site.
  • Persons employed mainly in a supervisory, managerial or administrative capacity, or drawing wages in a managerial capacity, are outside the definition of a construction worker.
  • Factory workers, shop employees, drivers and other unorganised workers who are not doing construction work — Telangana routes them through other schemes, not TBOCWWB.

What documents are needed for the Telangana labour card?

TBOCWWB asks for a compact list. The centrepiece is the certificate of employment, which is what proves the 90-day condition. According to the Board, this certificate is issued by an officer of the labour department not below the rank of Assistant Labour Officer on personal verification, and the verification can be requested by the worker directly, or by a trade union of construction workers, a registered establishment, or a government organisation engaged in the building industry. That last route matters for workers on government projects who have no private employer willing to sign anything.

Alongside it, carry the filled Form XXVII, proof of age by way of a school certificate or a doctor's certificate, two passport-size photographs, Aadhaar, a bank passbook in the worker's own name, and nominee details.

How to apply for a labour card in Telangana

  1. Collect Form XXVII. Get the prescribed beneficiary registration form from the Assistant Labour Officer's office in your mandal or district, or download it from tbocwwb.telangana.gov.in. Fill in your name, age, address, trade, employer details and nominee.
  2. Get the certificate of employment. Approach the Assistant Labour Officer for personal verification of your 90 days of construction work in the last 12 months, or have a registered trade union, a registered construction establishment or a government organisation engaged in the building industry support the request.
  3. Attach the proofs. Add age proof (school certificate or doctor's certificate), two passport photographs, Aadhaar, and the first page of your bank passbook. Fill nominee details fully.
  4. Pay the fees. Pay Rs 50 as registration fee and Rs 12 as annual membership contribution; or Rs 60 covering five years at once, which is what most workers choose so that membership does not lapse quietly.
  5. Submit to the labour office. Hand the complete set to the Assistant Labour Officer or the district labour office for the area where you work. Keep the acknowledgement with the application number.
  6. Collect the identity card. Once the Board approves the application, your beneficiary registration number is generated and the identity card is issued through the same office.

How do I check my Telangana labour card status?

TBOCWWB runs a registered-worker search on tbocwwb.telangana.gov.in. The search asks for your details and then verifies an OTP on the mobile number recorded in your application, which is why the mobile number written on Form XXVII must be one you actually hold. If the search returns nothing, the application is either still with the labour office or was rejected. The Assistant Labour Officer who accepted the form is the person to ask, quoting your acknowledgement number.

Does the labour card expire in Telangana?

Beneficiary status under TBOCWWB depends on the annual membership contribution of Rs 12 being kept current. A beneficiary who stops contributing can be treated as having ceased to be a beneficiary, and claims filed later run into trouble on exactly this point. Paying Rs 60 for a five-year block is the practical way to avoid an accidental lapse. Registration itself is available only up to age 60; beneficiaries who have completed the Board's minimum membership period by then are dealt with under the Board's pension provisions rather than being asked to re-register.

Why do Telangana labour card applications get rejected?

  • No valid certificate of employment. This is the most common failure. A plain contractor letter on a letterhead is not the same as verification by an Assistant Labour Officer.
  • 90 days not established. Workers who did a mix of farm work and occasional construction often cannot show 90 construction days in one 12-month window.
  • Age outside 18 to 60, or an age proof that contradicts the form.
  • Name mismatch between Aadhaar, the bank passbook and Form XXVII. Spelling variations of the same name are treated as different people by the system.
  • Work that is not construction work, for example a worker in a brick kiln production line or a factory, who belongs under a different welfare route.
  • Fees not paid or the payment receipt not attached.
  • Duplicate registration, where a worker already holds a live TBOCWWB number from an earlier district and applies again instead of updating.

Is the Telangana labour card free, and what about agents?

The Telangana labour card is not free, but it is close to it: the Board's published charges are Rs 50 registration fee and Rs 12 per year membership, or Rs 60 for five years. Nothing else is payable. Any agent, contractor or middleman asking for several hundred or several thousand rupees to "get the card made" is charging for something the Assistant Labour Officer does at the listed fee. Pay only at the labour office and only against a receipt, and never hand over your original Aadhaar or bank passbook to an agent.

Where do I complain about a Telangana labour card problem?

TBOCWWB's own portal at tbocwwb.telangana.gov.in carries the Board's contact and grievance links, and the district and mandal labour offices of the Labour, Employment, Training and Factories Department are the first point of escalation. If an Assistant Labour Officer refuses to verify a genuine 90-day claim, the next level is the Deputy Commissioner of Labour for the district, and after that the Board's headquarters in Hyderabad. Registered construction trade unions in Telangana routinely file these verification requests on behalf of members and are worth approaching where an individual worker is being turned away.
