Legal Heir / Succession Certificate in Telangana (Family Member Certificate)
Telangana state government scheme
Legal Heir Certificate in Telangana is a Revenue Department service delivered through MeeSeva, the state platform running 105 services across 38 departments from its network of MeeSeva centres, and the Tahsildar of the mandal signs it after Village Revenue enquiry. Families pay only the notified MeeSeva charge printed on the receipt. Larger bank, share and debt claims need a court-issued succession certificate instead.
What is a legal heir certificate in Telangana?
A legal heir certificate in Telangana is the Revenue Department's official record of who survived a person who has died. Telangana's Revenue Department delivers this family and heirship certification through MeeSeva, the state's citizen service platform, which runs 105 services across 38 departments from MeeSeva centres in every mandal, with the portal at ts.meeseva.telangana.gov.in. The Tahsildar, also called the Mandal Revenue Officer, of the mandal where the deceased last resided is the signing authority.
The certificate answers one narrow question: who are the surviving heirs, and how is each related to the deceased. It does not divide the property, it does not decide a dispute, and it does not override a will. That limitation is the single most misunderstood point in Telangana heirship cases, and it is why the second route exists.
Legal heir certificate or succession certificate, which one do you need?
Telangana families routinely need one of two very different documents, and asking for the wrong one wastes months.
The legal heir certificate (Revenue route). An administrative certificate signed by the Tahsildar after a village-level enquiry, delivered through MeeSeva. Telangana government offices accept it for family pension and pensionary arrears, compassionate appointment of a dependant, provident fund and gratuity claims from a government employer, transfer of a ration card or a gas connection, and succession mutation of land and house property where no one is disputing the claim.
The succession certificate (court route). An order of the civil court under Part X of the Indian Succession Act 1925, granted on a petition to the district judge having jurisdiction where the deceased ordinarily resided. The court certificate authorises the named holder to collect the debts and securities of the deceased, bank fixed deposits, shares, debentures, company deposits and money owed to the deceased, and it protects the bank or company that pays against a later claim. Banks, insurers and depositories ask for it once the amount involved is large or the account had no nomination.
The practical rule in Telangana: start at MeeSeva for anything a government office needs, and go to court when a bank, an insurer or a company refuses the Revenue certificate, or when heirs disagree with each other. The two documents are not alternatives to one another and holding one does not remove the need for the other.
Who can and who cannot apply?
You can apply for a Telangana legal heir certificate if you are a surviving heir of a person who died while ordinarily resident in Telangana:
- The surviving husband or wife of the deceased.
- Sons and daughters, including married daughters, who remain Class I heirs.
- The mother of the deceased.
- Children of a son or daughter who predeceased the person who died.
- A guardian applying on behalf of a minor heir, with proof of guardianship.
You cannot apply where the deceased last resided outside Telangana, jurisdiction follows the mandal of last residence, and no Telangana Tahsildar can certify heirs of a person who lived and died in another state. You are not eligible if you cannot show a documented relationship to the deceased: a friend, a tenant, a business partner or a creditor has no standing before the Tahsildar and must go to the civil court instead. A Revenue file will also be refused, or stopped mid-way, where another claimant has already objected, because a contested claim is beyond an administrative enquiry.
There is no income limit, no caste condition and no age bar on a legal heir certificate. Residence of the deceased is the only jurisdictional test.
What documents are required?
- Death certificate of the deceased, issued by the Panchayat, Municipality or Corporation registrar where the death was registered.
- Completed MeeSeva application form, listing every surviving heir with age and relationship.
- Aadhaar of the applicant, and identity proof of each heir named in the form.
- Residence proof of the deceased in the mandal: ration card, electricity bill or voter roll entry.
- Self-declaration or affidavit that the persons listed are the only surviving heirs.
- Ration card of the family, widely used in Telangana to show the heirs lived as one household.
- Pension payment order or service record of the deceased, where the certificate is for family pension or compassionate appointment.
How to apply for a legal heir certificate in Telangana
- Register the death first and collect the death certificate. Every later step is blocked without it, and the spelling of the name on this certificate becomes the spelling the Revenue file carries.
- List all heirs before you fill anything in. Include married daughters, the mother of the deceased, and the children of any son or daughter who died earlier. An heir omitted at this stage is omitted from the certificate, and correcting it later means a fresh enquiry.
- Visit any MeeSeva centre in your mandal, or log in at ts.meeseva.telangana.gov.in. MeeSeva centres exist in every mandal precisely so that no one has to travel to the district headquarters or use an intermediary.
- Submit the form with the death certificate, the identity proofs of all heirs, the residence proof and the affidavit. The operator scans the documents into the MeeSeva application.
- Pay the notified MeeSeva service charge at the counter and take the printed receipt. The receipt carries your application number and the applicable delivery window.
- Cooperate with the field enquiry. The Village or Panchayat Secretary and the Revenue Inspector verify the household, and may record statements from neighbours. Keep an adult family member available at the address during this period.
- Collect or download the signed certificate once the Tahsildar approves it, using the application number at a MeeSeva centre or on the portal.
How do you apply for a succession certificate in court?
- File a petition before the district judge with jurisdiction over the place where the deceased ordinarily resided, under Section 372 of the Indian Succession Act 1925, listing the death, the heirs, and each debt and security you want the certificate to cover.
- Pay the court fee, which under the Act is calculated as a percentage of the value of the debts and securities covered — not a flat charge, so a larger estate means a larger fee. The court's own office tells you the exact amount payable on your valuation.
- Wait out the public notice. The court publishes notice inviting objections from anyone else claiming a right, which is the step that makes the process take months rather than days.
- Attend the hearing and produce the death certificate, the heirship evidence and the bank or company statements showing the assets.
- Collect the certificate and produce it to the bank or company, which is then legally protected in paying the holder.
How do you check the application status?
Use ts.meeseva.telangana.gov.in and enter the application number printed on the MeeSeva acknowledgement. A transaction number also reaches your registered mobile by SMS and works as a second reference when the slip is lost. If the status shows the file pending with the Mandal Revenue Office, the useful next step is an enquiry at the Tahsildar's office of your mandal, quoting both numbers, because that is where the verification sits.
Why are legal heir applications rejected in Telangana?
- No death certificate attached, or the name on it does not match the identity documents of the deceased.
- The application was filed in the wrong mandal, jurisdiction is the last residence of the deceased.
- One or more heirs were left out, and the enquiry turned up a name the form did not carry.
- Another claimant objected, turning the matter into a dispute the Tahsildar cannot decide.
- Identity proof of a named heir was missing, unreadable or inconsistent on age or relationship.
- Nobody was available at the address when the Revenue Inspector called for the field enquiry.
What does it cost, and what about agents?
Telangana issues the legal heir certificate at the notified MeeSeva service charge, displayed at the counter and printed on your receipt. MeeSeva charges are fixed by the Government of Telangana and revised from time to time, so the figure on the receipt for the day you apply is the authoritative one; older amounts quoted on private websites are not. Always take the printed receipt.
Nobody, operator, Revenue Inspector, Village Secretary or middleman, is entitled to anything beyond that notified charge. Agents who offer to "get the heir certificate done" for a lump sum are charging privately on top of a small government fee for a form any MeeSeva counter fills in front of you. The court route is different in kind: a succession certificate carries a genuine statutory court fee calculated on the value of the estate, and most families engage an advocate, whose fee is a private professional charge and not a government one.
Where do you complain if the file is stuck?
Start at the MeeSeva centre where you applied, with the receipt, the application number and the transaction number. Escalate next to the Tahsildar / Mandal Revenue Office, which is the issuing authority, then to the Revenue Divisional Officer, and then to the District Collectorate. Telangana district administrations publish meesevasupport@telangana.gov.in as the MeeSeva support email alongside their local centre addresses, and grievances can also be raised through ts.meeseva.telangana.gov.in itself.
If an heir was wrongly left out, the objection goes to the Tahsildar and, on appeal, to the Revenue Divisional Officer, who can order a fresh enquiry and a corrected certificate. Where two sets of claimants each insist they are the rightful heirs, no Revenue officer can resolve it, that is a civil suit, and the succession certificate route is where it belongs.

Frequently asked questions
Who issues the legal heir certificate in Telangana?
The Tahsildar, also called the Mandal Revenue Officer, of the mandal where the deceased last resided issues the legal heir certificate in Telangana, and MeeSeva is the delivery channel. The Village or Panchayat Secretary and the Revenue Inspector conduct the local enquiry, and the file returns to the Tahsildar for signature.
What is the difference between a legal heir certificate and a succession certificate in Telangana?
A legal heir certificate is an administrative Revenue Department record of who the surviving heirs are, while a succession certificate is a court order under the Indian Succession Act 1925 that authorises a named person to collect the debts and securities of the deceased. Telangana government offices accept the Revenue certificate for family pension, compassionate appointment and routine mutation; banks, insurers and companies holding large deposits or shares usually insist on the court certificate.
Can I apply for a Telangana legal heir certificate online?
Yes, the Revenue certificate is a MeeSeva service, so you can apply at any MeeSeva centre in Telangana or through the portal at ts.meeseva.telangana.gov.in after registering. A succession certificate cannot be applied for online in the same way — it is a petition filed in the district civil court.
What does a legal heir certificate cost in Telangana?
Telangana charges only the notified MeeSeva service charge, which is displayed at the counter and printed on your receipt. MeeSeva charges are fixed by the Government of Telangana and revised from time to time, so treat the amount on the receipt for the day you apply as the authoritative figure and refuse to pay anyone more than that.
How long does a legal heir certificate take in Telangana?
The file moves at the pace of the village-level enquiry, and MeeSeva prints the applicable delivery window on the acknowledgement when you apply. Measure your follow-up against the date on that receipt rather than an assumed number of days, and escalate to the Tahsildar's office if the file is still pending after it.
Does a Telangana legal heir certificate expire?
A legal heir certificate does not expire, because it records who survived a person who has died — a fact that does not change. Offices that ask for a "recent" copy are asking for a fresh print, which a MeeSeva centre can issue from the existing record without a new enquiry.
What if one heir is left out of the certificate?
An omitted heir can object to the Tahsildar, and the Revenue Divisional Officer can direct a fresh enquiry and a corrected certificate. Because the Revenue certificate is administrative rather than judicial, a genuine dispute between claimants ends up in the civil court, which is the only forum that can decide competing claims to the same estate.
Do I need a succession certificate for land in Telangana?
Agricultural land in Telangana is normally transferred to heirs by succession mutation in the land records system on the strength of the death certificate and the legal heir certificate, not by a court certificate. A succession certificate becomes necessary where the estate consists of debts, bank deposits, shares or securities, or where heirs are in dispute.
