Telangana state government scheme
Income Certificate in Telangana is a Revenue Department service delivered through MeeSeva, the state's citizen service platform running 105 services across 38 departments from 729 MeeSeva centres. The Tahsildar of the mandal issues the certificate after field verification, and applicants submit the form with income and residence proof at a MeeSeva centre or online, paying only the notified MeeSeva charge.
Income Certificate in Telangana is a Revenue Department document issued by the Tahsildar of the applicant's mandal, and Telangana delivers it through MeeSeva: one of India's largest and longest-running state citizen service platforms. MeeSeva means "at your service" in Telugu, and the state's own portal records the scale plainly: 105 services across 38 departments, 729 operational MeeSeva centres, and more than 1.85 crore transactions in the current year. For an applicant, that scale is the point. You do not need to find the mandal office; you need to find the nearest MeeSeva counter.
What is a Telangana Income Certificate and who issues it?
Income Certificate in Telangana certifies the total annual income of an applicant's family. The Revenue Department owns the service, and the signing authority is the Tahsildar, the Mandal Revenue Officer of the mandal where the applicant lives. MeeSeva is the delivery layer: it receives the application, routes it to the mandal office, tracks it, and returns the digitally issued certificate.
That division matters when something goes wrong. A MeeSeva centre can accept your form and tell you the status, but it cannot decide your application. Only the Tahsildar's office can, and only after its staff have verified the income you declared. If your certificate is stuck, the MeeSeva counter is where you find out where it is stuck; the mandal revenue office is where you get it moved.
Telangana uses the certificate heavily because so many of its flagship citizen benefits carry income conditions. Post-matric scholarship and fee reimbursement claims rest on it. Income-linked welfare schemes rest on it. Hostel and admission concessions rest on it. And reserved-category candidates claiming non-creamy-layer status need a current income statement to do so.
Who can and who cannot apply for a Telangana Income Certificate?
Any resident of Telangana whose family income must be certified to a government office, institution or scholarship portal can apply. There is no minimum or maximum income that bars you from holding a certificate, the document records the verified figure, and it is the scheme or scholarship reading it that applies its own ceiling. A family well above every scheme threshold can still obtain a certificate, and often needs one for an admission form.
Applicants must apply in the mandal where they actually reside, because the Tahsildar of that mandal is the issuing authority and the field verification will be conducted there. An address proof that points to a different mandal, or to a different state, will not support the application.
You cannot obtain a certificate that records only part of the household's earnings. The Telangana declaration is of family income, aggregated across earning members and across sources: salary, business, agriculture, rent and pension included. Declaring one salary in a household with a second earner is the failure that mandal verification is specifically designed to catch, and it is the commonest reason a Telangana application is queried or rejected.
Residents of other states cannot apply through Telangana MeeSeva for this certificate. They must approach the revenue authority of the state where they live.
How to apply for an Income Certificate in Telangana
Applying through a MeeSeva centre:
- Collect the documents first; Aadhaar card, an address proof such as a ration card or electricity bill showing your mandal, and your income proof. Salaried applicants carry a salary certificate or recent salary slips; applicants who file returns carry the latest income tax return; self-employed, agricultural and daily-wage households carry a written declaration of the annual family income.
- Go to any MeeSeva centre in Telangana. You are not restricted to a counter in your own village. The network runs 729 centres and any of them can accept the application.
- Fill the Income Certificate application form at the counter, entering the annual family income you are declaring, the purpose for which the certificate is required, and the mobile number you want updates sent to. Attach photocopies of the supporting documents.
- Submit the form and pay the notified MeeSeva fee. Collect the acknowledgement receipt and check that it carries a legible application number, that number is the only handle you have on the file afterwards.
- Wait for the mandal verification. Revenue staff verify the declared income before the Tahsildar signs, so keep your phone reachable and be available if the office contacts you.
- Track the application using the status search on the MeeSeva portal, and collect or download the certificate once it shows as issued.
The same application can be filed online through the MeeSeva portal at ts.meeseva.telangana.gov.in, where citizens can log in, search for the service, and check application status. The document set and the verification step are identical. The online route only removes the trip to the counter for submission.
What does it cost in Telangana?
MeeSeva charges a notified service fee for each certificate it delivers, and the fee schedule is revised by the government from time to time. Because the applicable amount changes with those revisions, this guide does not quote a rupee figure that may already be out of date. The amount you owe is the amount printed on the MeeSeva receipt for your transaction on the day you apply.
Two practical rules follow from that. First, always take and keep the receipt. It is both your proof of payment and the carrier of your application number. Second, pay only what the receipt shows. MeeSeva centres are franchised operations, and an operator who asks for a round sum "for processing" or "to get it done faster" above the notified charge is overcharging, the Tahsildar's verification does not move faster for money, and nobody can make it. Agents outside the centre offering to arrange the certificate are charging you for filling a form you can fill yourself.
How do I check my application status?
The MeeSeva portal home page carries a status search where you enter the application number from your acknowledgement receipt. Telangana also sends an SMS to the mobile number recorded at the counter when the application is registered, so give a number you actually use.
If the status has not moved for an extended period, take the receipt to the mandal revenue office of your mandal and ask which stage the file is at. Verification pending, verification done and awaiting signature, and returned for a query are three quite different situations, and only the mandal office can tell you which one applies.
How long is a Telangana Income Certificate valid?
A Telangana Income Certificate states the most recent year's income and is generally treated as current for one year from issue. Scholarship portals, fee reimbursement applications and admission committees in Telangana routinely ask for a certificate issued within the current year and will not accept an older one, so plan on applying afresh each year.
Apply well before a scholarship or admission deadline rather than during it. The mandal verification step means the certificate is not handed over the counter on the same day, and applicants who leave it to the last week are the ones who miss windows.
Why do Income Certificate applications get rejected in Telangana?
The dominant reason is a mismatch between the declared income and what mandal verification finds. Understating income, or declaring only one earner's salary in a household with more than one source, will surface during verification and the application will be rejected rather than corrected.
Beyond that, the recurring causes are ordinary. An address proof that places the applicant outside the mandal applied in stops the file, because the wrong Tahsildar cannot certify. A name spelled differently on Aadhaar and on the application form stalls verification. Missing income proof for a salaried applicant, who is expected to produce a salary certificate, leaves the declaration unsupported. And an unreachable mobile number defeats the verification contact, which is a surprisingly common cause of applications sitting untouched.
If your application is rejected, find out the recorded reason at the mandal office, fix that specific defect, and file a fresh application at a MeeSeva centre.
Where do I complain if my certificate is delayed?
Escalate along the Revenue Department line. The mandal revenue office under the Tahsildar is the first stop, since that is where verification and signature happen. Above it sits the Revenue Divisional Officer, and above that the District Collectorate of your district.
For problems with MeeSeva itself, a payment made with no receipt, an application number that returns nothing on the status search, a certificate that will not download; use the helpdesk published on ts.meeseva.telangana.gov.in, which the portal makes available alongside its service search and status tools. Quote your MeeSeva application number in every complaint; without it, neither the centre nor the mandal office can locate your file.

Frequently asked questions
Who issues the Income Certificate in Telangana?

How much does a Telangana Income Certificate cost?
MeeSeva charges a notified service fee for each certificate, and the amount applicable on the day is printed on the receipt the centre issues. Pay only the amount on that receipt and insist on getting the receipt. A MeeSeva operator charging extra above the notified fee is overcharging.
How do I check my Income Certificate application status?
Use the status search on the MeeSeva portal home page and enter the application number printed on your MeeSeva acknowledgement receipt. A confirmation SMS also goes to the mobile number given at the counter.
How long is a Telangana Income Certificate valid?
A Telangana Income Certificate states the most recent year's income and is generally treated as current for one year, after which departments and scholarship portals ask for a fresh one. Apply again each year rather than resubmitting an older certificate.
Why does the mandal office visit or enquire before issuing?
Telangana's Income Certificate rests on a field verification by the mandal revenue staff, because most applicants have no payslip or tax return that independently proves household income. That verification step is the main reason the certificate is not issued over the counter the same day.
What is the certificate used for in Telangana?
The Income Certificate is the supporting document for post-matric scholarships and fee reimbursement, income-linked welfare schemes, hostel and admission concessions, and non-creamy-layer claims by reserved-category candidates.
