Gruha Jyothi Scheme
Telangana state government scheme
Gruha Jyothi is a Telangana Energy Department scheme that gives eligible domestic households free electricity up to 200 units per month, with the state paying the discom on the household's behalf. Households crossing 200 units in a month pay the normal tariff for that month. Enrolment is linked to the family's ration card and the domestic service connection.
What is the Gruha Jyothi scheme?
Gruha Jyothi is a Government of Telangana electricity scheme under which an eligible domestic household receives free electricity up to 200 units per month. According to the Government of Telangana's official initiatives page, Gruha Jyothi "provides free electricity up to 200 units per month to eligible households", and households exceeding that amount pay standard rates. The scheme is aimed at low-income families and ration card holders.
The Energy Department of the Government of Telangana owns the scheme, and it is implemented through the state's two electricity distribution companies: TGSPDCL (Telangana Southern Power Distribution Company Limited) for the southern districts including Hyderabad, and TGNPDCL (Telangana Northern Power Distribution Company Limited) for the northern districts. The name Gruha Jyothi means "light for the home", and it is written in Telugu as Gruha Jyothi Pathakam.
How the benefit actually works
- The household's domestic connection continues to be metered normally.
- Where the month's recorded consumption is within 200 units, the state government pays the discom for the energy charges instead of the household.
- Where consumption crosses 200 units in a month, the household pays the normal domestic tariff for that month.
- The benefit applies per household, tied to a single domestic service connection at the family's residence.
- The cap is monthly, not annual: exceeding it in one month does not cancel the benefit for other months.
The design matters for how a family uses electricity. Because 200 units is a monthly ceiling rather than a pooled annual allowance, a household that runs an air conditioner heavily in April and May will pay a full bill in those months even if its consumption is low for the rest of the year.
Who is eligible for Gruha Jyothi?
A household can be covered if:
- The family is a resident of Telangana.
- The family holds a ration card / food security card, which is the identifier used to establish that the household falls in the target group of low-income families.
- The electricity connection at the residence is a domestic category connection, not commercial, industrial or agricultural.
- The connection is at the address where the family actually lives.
- The benefit is claimed against one service connection only for the family.
A household is not eligible and cannot apply if:
- The connection is commercial, industrial or agricultural. Gruha Jyothi is a domestic-category benefit only.
- The family has no ration card, since the household record used for the scheme is built on the ration card database. The route here is to obtain the ration card first through the Civil Supplies Department.
- The applicant is claiming the benefit for a second or third connection, for example a rented-out portion, a shop, or a second house. One household means one connection.
- The premises are not the applicant's residence, such as a vacant property or a property let out to a tenant whose own household record is different.
- The connection is registered as domestic but is actually used for a business; this is detected on inspection and the benefit is withdrawn.
Tenants are not excluded as a class. What matters is whose household record the connection is mapped against, which is why a tenant whose ration card address and electricity service address differ is the most common problem case at the section office.
What documents are required for Gruha Jyothi?
| Document | Mandatory | Notes |
|---|---|---|
| Ration card / food security card | Yes | The household identifier for the scheme |
| Aadhaar card of household head | Yes | Links the family record to the service connection |
| Electricity bill or unique service number | Yes | Ties the benefit to the correct domestic meter |
| Proof of residence at the premises | No | Needed when ration card and connection addresses differ |
| Mobile number | No | For confirmation messages and status checks |
Keep the physical electricity bill when you go to any office about this scheme. The unique service number (USC/USN) printed on it is the single piece of information every enquiry starts from.
How to apply for Gruha Jyothi
- Check whether your household is already enrolled. Look at your latest electricity bill. If your household was captured during a state welfare enrolment drive, the benefit shows on the bill itself rather than requiring a fresh application. This is the step to do first, because most eligible families were enrolled through those drives rather than individually.
- Collect your documents, the ration card, the Aadhaar card of the household head, and the latest electricity bill showing your unique service number.
- Go to your discom section office. The TGSPDCL or TGNPDCL section office that serves your area, whichever issues your bill. Ask them to verify whether your service number is mapped to the scheme against your ration card.
- Submit the enrolment or correction request at the section office, or through a MeeSeva centre where the local procedure routes it that way. Give the ration card number and the service number together, since the mapping between the two is what the system needs.
- Get an acknowledgement and note any reference number given.
- Verify on the next bill. The correct outcome is visible on the bill for the following billing cycle — the energy charge for consumption within 200 units is not payable by you.
Enrolment carries no fee. No agent, electrician or middleman can charge you to "add your name" to Gruha Jyothi.
How to check whether Gruha Jyothi is applied to your connection
- Read your latest bill and find the unique service number and the units billed for the month.
- Compare the units against 200. If consumption was within 200 units and the benefit is applied, the energy charge for those units is borne by the state.
- Use the discom's online bill view on tgsouthernpower.org or the TGNPDCL portal, entering your unique service number, to pull up the current bill.
- Call 1912, the discom customer care number, with your service number ready.
- Visit the section office with the bill and ration card if the online view and the printed bill do not answer the question.
Why the benefit does not show up, and how to fix it
- Name mismatch. The ration card is in one family member's name and the electricity service is in another's. Fix by getting the service transferred or the mapping corrected at the section office; carry both documents.
- Wrong service number recorded during enrolment, so the benefit is sitting on another meter. This is corrected at the section office with the bill in hand.
- Address mismatch between the ration card and the connection, common for families who moved house. Update the ration card address with Civil Supplies first, then ask the discom to remap.
- Connection is not domestic category. A connection classified commercial will never receive the benefit; the category has to be changed first, which is a separate discom process with its own conditions.
- No ration card, in which case the electricity office cannot help. The correct route is the Civil Supplies Department for a new or corrected card.
- Consumption above 200 units in that month, which is not an error at all, the bill is correct and the benefit will apply again in a month within the limit.
- Arrears from before enrolment, which remain payable. The scheme covers current consumption, not old dues.
The pattern worth noticing is that almost every failure is a mapping problem between two databases, the ration card record and the electricity service record. Taking both documents to the section office in one visit resolves the large majority of cases.
How to reduce the risk of crossing 200 units
Because the cap resets each month, keeping consumption within it is worth some attention. The heaviest domestic loads in Telangana households are typically the air conditioner, the geyser and the water pump. A household close to the boundary can often stay inside it by running the geyser for shorter periods, servicing the air conditioner so it does not run continuously, and replacing old incandescent and tube lighting with LED lamps. Reading the meter yourself in the middle of the month tells you where you stand before the bill arrives, and the meter reading is the same number the discom bills on.

Frequently asked questions
How many free units does Gruha Jyothi give?
Gruha Jyothi gives free electricity up to 200 units per month to an eligible domestic household, according to the Government of Telangana's official initiatives page. The state pays the discom for those units instead of the household.
What happens if my consumption crosses 200 units in a month?
A household that exceeds 200 units in a month pays the standard domestic tariff for that month's consumption. The benefit is a monthly cap, not an annual balance, so crossing it in one month does not remove the benefit in a later month where consumption stays within the limit.
Who is eligible for Gruha Jyothi?
Gruha Jyothi is aimed at low-income domestic households in Telangana that hold a ration card, with the benefit applied to a domestic category electricity connection at the family's residence. One benefit applies per household, tied to a single service connection.
Is a ration card compulsory for Gruha Jyothi?
Yes, the household is identified through its ration card, which is why the scheme is described as covering ration card holding families. Households without a ration card should first get one through the Civil Supplies Department before expecting the electricity benefit to appear.
Which department runs Gruha Jyothi?
The Energy Department of the Government of Telangana runs Gruha Jyothi, and it is implemented on the ground by the two state distribution companies, TGSPDCL in the southern region and TGNPDCL in the northern region, through their section offices.
Does Gruha Jyothi apply to a commercial or agricultural connection?
No. Gruha Jyothi applies only to domestic category connections used for a household's own residence. Commercial, industrial and agricultural service connections are not eligible, and a domestic connection being used commercially can lose the benefit on inspection.
My bill still shows a charge — what do I do?
Take your latest bill and ration card to your discom section office and ask them to check whether your service number is mapped to the scheme. Most failures are mapping problems — a mismatch between the ration card holder's name and the name on the electricity service, or the wrong service number recorded during enrolment.
