What is the UP teachers cashless medical treatment scheme?

Mukhyamantri Shikshak Cashless Chikitsa Yojana is a health cover scheme of the Government of Uttar Pradesh for teachers and education staff. Launched on 8 July 2026, the scheme gives every covered family cashless hospital treatment of up to Rs 5 lakh a year at government hospitals and at private hospitals empanelled under the state's health network. The teacher pays nothing at the counter; the hospital bills the scheme.

The scheme is run through the education departments; Basic Education (Basic Shiksha Vibhag), Secondary Education and Higher Education, with the treatment machinery borrowed from Ayushman Bharat. Package rates follow the Pradhan Mantri Jan Arogya Yojana and National Health Authority norms, and more than 1,900 treatment packages are available, covering cancer, heart disease, kidney ailments, neurological conditions and complex surgery.

Registration happens on a dedicated portal at cmtcts.upsdc.gov.in, where an eligible employee completes Aadhaar e-KYC and downloads the cashless medical card. The scheme is designed to cover roughly 12 to 15 lakh beneficiaries across government, aided and grant-in-aid schools in the state once counted with dependents.

Why the scheme exists

Before it, a teacher facing a serious illness had to pay the hospital first and then chase medical reimbursement through the department, a process that could take months and frequently forced borrowing. Uttar Pradesh already ran the Pandit Deendayal Upadhyay Rajya Karmchari Cashless Chikitsa Yojana for state government employees. The teacher scheme extends the same cashless logic to the education workforce, including large groups of contractual and honorarium staff who had no health cover at all.

Who is eligible for the UP teachers cashless scheme?

You can register if you are:

  • A serving teacher in a government, aided or grant-in-aid school under the Basic Education, Secondary Education or Higher Education Departments of Uttar Pradesh.
  • A Shiksha Mitra or an instructor (anudeshak) engaged by the Basic Education Department.
  • A special educator working with children with disabilities.
  • Staff of Kasturba Gandhi Balika Vidyalayas, including wardens and support staff.
  • A PM Poshan cook (rasoiya) attached to a covered school.
  • Non-teaching staff of the covered education departments, in the categories notified for the scheme.

Dependents who can be added to the card

  • Spouse of the employee.
  • Dependent children.
  • Dependent parents.

The Rs 5 lakh limit is shared across the whole family in a financial year. It is not Rs 5 lakh per person.

You are not eligible and cannot use this scheme if:

  • You are already covered under Ayushman Bharat PM-JAY or the Mukhyamantri Jan Arogya Abhiyan, or another government health scheme providing the same cover. The state does not run duplicate cover for the same person.
  • You are not on the rolls of a covered department or institution β€” for example a teacher in a wholly private unaided school with no grant-in-aid.
  • You are a dependent not listed on the card. Adding a family member after a hospital admission has already begun does not work; the addition must precede the treatment.

What documents are required to register?

Document Mandatory Notes
Aadhaar card Yes For the employee and each dependent; e-KYC is Aadhaar-based
Employee ID or service details Yes Employee code, school or office, designation, district
Aadhaar-linked mobile number Yes For OTP e-KYC and alerts
Recent photograph Yes Printed on the cashless card
Dependent family details No Needed to add spouse, children and dependent parents

You do not need income proof, a caste certificate or a medical certificate to register. This is an employment-linked benefit, not a means-tested one.

How to apply for the UP teachers cashless card

  1. Open the official portal at cmtcts.upsdc.gov.in on a computer or phone.
  2. Choose registration and sign up using your mobile number, verifying it with the OTP received.
  3. Fill in the application form with your personal details and office details: employee code, designation, school or institution name, block and district.
  4. Add each dependent family member with name, date of birth, relationship and Aadhaar number. Do this now; a dependent left off the card cannot claim later.
  5. Complete Aadhaar-based e-KYC for yourself and for the dependents, using the OTP sent to the Aadhaar-linked mobile number.
  6. Submit the application for verification by your department or DDO, who confirms that you are on the rolls.
  7. Once approved, log in again and download the Mukhyamantri Shikshak cashless medical card. Print a copy and keep a soft copy on your phone.

If you have no internet access, ask your school head or the Block Education Officer's office to complete the registration for you, or use a Jan Seva Kendra. The registration itself is free.

How to use the card at a hospital

  1. Go to an empanelled hospital. A government hospital or a private hospital listed under the scheme. Check the empanelment list on the portal before you travel, especially for a planned surgery.
  2. Report at the Ayushman or scheme help desk inside the hospital and show your cashless card and Aadhaar.
  3. The hospital's Arogya Mitra verifies your identity and raises a pre-authorisation request for the applicable treatment package.
  4. Once the pre-authorisation is approved, treatment proceeds cashless up to the sanctioned package amount within your Rs 5 lakh family limit.
  5. At discharge, sign the discharge documents and keep a copy. The hospital claims the money from the scheme, not from you.

In an emergency, treatment starts first and the pre-authorisation is raised alongside. Carry the card and Aadhaar in any case, since identity verification is what unlocks the cashless facility.

How much is covered and what is not

The cover is Rs 5 lakh per family per financial year, spread over more than 1,900 treatment packages priced on PM-JAY and National Health Authority rates. Cancer treatment, cardiac procedures, dialysis and kidney care, orthopaedic and neurological surgery, and other high-cost hospitalisations are the core of the package list.

Reported additional riders attached to the scheme include personal accident cover, air accident cover, a hospital cash benefit and term life insurance. These come from the scheme's banking and insurance arrangements rather than from the treatment package list, and the exact sums insured depend on the arrangement applicable to you, so verify them on the portal rather than relying on a figure quoted second-hand.

What the scheme generally does not do is reimburse outpatient consultations, routine medicines bought at a chemist, or treatment at a hospital that is not empanelled. Treatment taken outside the empanelled network normally falls back to the older medical reimbursement route through the department.

How to check your registration and card status

  1. Log in on cmtcts.upsdc.gov.in with the mobile number you registered with.
  2. Open the application or card status link.
  3. The screen shows whether e-KYC is complete, whether departmental verification is pending, and whether the card is available for download.
  4. If verification has been pending for a long time, follow up with your DDO or the Block Education Officer, since approval sits with the department, not with the portal.

Common registration problems and fixes

  • Mobile number not linked to Aadhaar, so no OTP arrives for e-KYC. Update the mobile number at an Aadhaar Seva Kendra first.
  • Name mismatch between the service record and Aadhaar. Get the service record or the Aadhaar corrected; the portal matches the two.
  • Employee code not found in the department database, common for recently transferred or newly appointed staff. Ask your DDO to have the record updated.
  • Dependent's Aadhaar rejected, usually a date-of-birth or name mismatch.
  • Already flagged as covered under PM-JAY, which blocks duplicate enrolment. Confirm with the department which cover applies to you.

Key dates

Mukhyamantri Shikshak Cashless Chikitsa Yojana launched on 8 July 2026. The Uttar Pradesh government directed eligible beneficiaries to complete Health Card registration by 6 September 2026. Deadlines of this kind are frequently extended by departmental order, so check the portal or your department circular before concluding that registration has closed.

Where to get help

  • Scheme and Ayushman helpline: 14555 or 1800-1800-4444.
  • Your DDO, school head or Block Education Officer, for verification and service-record problems.
  • District Basic Shiksha Adhikari office, for scheme-level disputes.
  • Jansunwai portal at jansunwai.up.nic.in, the Uttar Pradesh Integrated Grievance Redressal System, for a written and trackable complaint.

Registration is free. No hospital may ask a covered teacher for cash for a treatment that falls inside an approved package, and no agent can charge for issuing the card.

Common reasons for rejection

The page already lists registration problems (Aadhaar mismatch, missing employee code, and so on). Beyond registration, a cashless treatment request itself can be turned down at the hospital or during pre-authorisation. These are the recurring reasons and the fix for each.

  • Hospital is not empanelled under the scheme. A private hospital that is not on the scheme's list cannot raise a cashless request, however good its facilities are. Check the empanelment list on cmtcts.upsdc.gov.in before admission, particularly for a planned surgery, rather than assuming any large hospital qualifies.
  • Dependent was not added on the card before treatment. The scheme processes claims only for family members entered and e-KYC verified at registration. Adding a spouse, child, or parent after admission does not retroactively make that person eligible for the same episode of treatment. Add every dependent as soon as you register, not when a need arises.
  • Person is already flagged as covered under Ayushman Bharat PM-JAY or the Mukhyamantri Jan Arogya Abhiyan. The state does not run duplicate cover, so a pre-authorisation request can be rejected as a duplicate enrolment. Confirm with your department which of the two schemes actually applies to you before you rely on the teachers' card.
  • Treatment does not fall under a listed package. The cover works through more than 1,900 defined treatment packages priced on PM-JAY and National Health Authority norms. Outpatient consultations, routine medicines bought at a chemist, and procedures outside the package list are not paid cashless and fall back to the ordinary medical reimbursement route through the department.
  • Employee is not verified as being on the rolls of a covered department. Staff of a wholly private, unaided institution with no grant-in-aid link are outside the scheme even if they teach in Uttar Pradesh. Pre-authorisation can be denied at this check if the department has not confirmed the employee's status.
  • Rs 5 lakh family limit for the year is already exhausted. Because the ceiling is shared across the whole family and not per person, a second major hospitalisation in the same financial year after an earlier large claim can be rejected once the limit is used up. Track how much of the family limit has already been claimed before a planned procedure.
  • Identity documents do not match at the hospital desk. If the name or date of birth on Aadhaar does not match the cashless card or the hospital's records, the Arogya Mitra at the help desk may be unable to verify the patient and raise the pre-authorisation. Get any Aadhaar or service-record mismatch corrected well before you need to use the card, not at the hospital counter.

If a request is rejected at the hospital, ask the help desk for the specific reason in writing, since that determines whether the fix is departmental (adding a dependent, correcting a record) or requires switching to the offline medical reimbursement process for treatment already taken outside the network.

Frequently asked questions

How much treatment does the UP teachers cashless scheme cover?

Mukhyamantri Shikshak Cashless Chikitsa Yojana covers cashless treatment of up to Rs 5 lakh per family per financial year. Coverage runs across more than 1,900 treatment packages including cancer care, cardiac procedures, kidney treatment and complex surgery, at government hospitals and at private hospitals empanelled under the scheme.

Who is eligible for the UP teachers cashless medical scheme?

Teachers and education staff of the Basic, Secondary and Higher Education Departments of Uttar Pradesh are eligible, along with their dependent family members. The list extends beyond regular teachers to Shiksha Mitras, instructors, special educators, staff of Kasturba Gandhi Balika Vidyalayas and PM Poshan cooks.

Where do I register for the teacher cashless card?

Register on the official portal at cmtcts.upsdc.gov.in using your mobile number. Complete the application with your service and personal details, add your dependents, finish Aadhaar-based e-KYC, and then download the Chief Minister's teacher cashless medical card from the same portal.

Is the UP teacher cashless card the same as an Ayushman card?

No, but the two are closely linked. The teacher scheme follows the Ayushman Bharat framework and uses package rates aligned to PM-JAY and National Health Authority norms, and it uses the same empanelled hospital network. Staff already covered under AB-PMJAY or the Mukhyamantri Jan Arogya Abhiyan are not separately covered here.

What is the last date to register for the teacher cashless scheme?

The Uttar Pradesh government set 6 September 2026 as the date by which eligible beneficiaries should complete Health Card registration. The scheme itself launched on 8 July 2026. Check the portal for any extension before assuming registration has closed, since departmental deadlines of this kind are commonly extended.

Does the scheme cover family members?

Yes. The Rs 5 lakh limit is a family limit, not a per-person limit, and it covers the employee's dependent spouse, children and dependent parents. Dependents must be added on the portal at the registration stage; a dependent not listed on the card cannot use the cashless facility.

What extra insurance comes with the scheme?

Beyond the Rs 5 lakh hospitalisation cover, reported benefits include personal accident cover, air accident cover, a hospital cash benefit and term life insurance. These riders are tied to the scheme's banking and insurance arrangements rather than to the treatment package itself, so confirm the exact terms applicable to you on the official portal.

What do I do at the hospital to use the cashless facility?

Go to the Ayushman or scheme help desk inside the empanelled hospital with your cashless card and Aadhaar. The hospital's Arogya Mitra verifies your identity, raises the pre-authorisation request for the applicable package, and treatment proceeds without you paying, up to the sanctioned limit.

Why is my e-KYC not going through on cmtcts.upsdc.gov.in?

The most common cause is a mobile number not linked to Aadhaar, so no OTP arrives; get the mobile number updated at an Aadhaar Seva Kendra first. A name mismatch between the service record and Aadhaar, or an employee code not yet found in the department database for recently transferred or newly appointed staff, are the other frequent causes.
