Uttar Pradesh Startup Policy Seed Capital and Marketing Assistance
Uttar Pradesh state government scheme
Uttar Pradesh Startup Policy Seed Capital and Marketing Assistance pays a recognised startup up to Rs 7.5 lakh to launch its minimum viable product in the market, released in three milestone instalments of 40, 30 and 30 percent, for a maximum of 25 startups per incubator each year. Women, divyangjan and transgender founders get 50 percent more.
What is the UP seed capital and marketing assistance?
Uttar Pradesh Startup Policy Seed Capital and Marketing Assistance is a funding head under the Uttar Pradesh Startup Policy 2020, run by the Department of IT and Electronics through the StartinUP platform. It pays a recognised startup up to Rs 7.5 lakh to take a minimum viable product into the market, the stage where a founder has something that works but no customers, no distribution and no marketing budget.
According to the StartinUP FAQ, the assistance is capped at 25 startups per incubator per year and is paid in three milestone-based instalments split 40 percent, 30 percent and 30 percent. Startups founded by women, divyangjan or transgender persons, and startups of EWS origin, receive an additional 50 percent.
The head is deliberately positioned after the prototype stage. The policy funds the idea stage through a sustenance allowance of Rs 17,500 per month for one year, funds building the prototype through a one-time grant of up to Rs 5 lakh, and then funds market entry through this head. Founders who apply to the wrong head for their stage are the largest single group whose applications go back for correction.
StartinUP, the transliterated brand under which most founders know this programme, is published and managed by Uttar Pradesh Electronics Corporation Limited (UPLC), and had 3,644 recognised startups on record at the time of checking.
Who is eligible for seed capital and marketing assistance?
You can claim this assistance if:
- Your entity is incorporated or registered in India within the last 10 years as a private limited company, registered partnership firm or LLP.
- Annual turnover has never exceeded Rs 100 crore in any financial year since incorporation.
- The entity works towards innovation, development or improvement of products, processes or services, or runs a scalable business model with high potential for employment generation or wealth creation.
- You hold both DPIIT recognition and StartinUP recognition.
- You are incubated with a StartinUP-recognised incubator that still has one of its 25 annual slots for this head available.
- You have a working minimum viable product ready for market launch, not merely a design or a prototype in progress.
Additional 50 percent applies if the startup is founded by a woman, a divyangjan (person with disability) or a transgender person, or the startup is of EWS origin. The same 50 percent enhancement principle runs through the sustenance allowance head, where it also extends to startups in Purvanchal and Bundelkhand.
You are not eligible, and cannot apply, if:
- You have no MVP. This head funds market launch; use the prototype grant instead.
- Your entity is more than 10 years old or has crossed Rs 100 crore turnover in any financial year.
- The venture is a sole proprietorship or is unregistered.
- The business was formed by splitting up or reconstructing an existing business.
- You are not incubated, or your incubator's 25 annual slots are exhausted.
- You want general working capital, salaries or equipment finance unrelated to market launch.
How to apply for UP seed capital and marketing assistance
- Obtain DPIIT recognition. Register the entity on the Startup India portal and download the DPIIT recognition certificate. There is no fee.
- Register on StartinUP. Open startinup.up.gov.in, click Register, and complete the startup registration form, following the Startup Registration Manual published on the portal. Registration is free and the certificate is issued in 3 working days. Rejected applications can be corrected and resubmitted.
- Secure an incubation slot. Choose an incubator from the Recognized Incubators list and confirm in writing that a seed capital slot is available for the current year, since only 25 startups per incubator can be supported annually under this head.
- Build the milestone plan. With your incubator, define three milestones that map to the 40-30-30 release pattern, typically launch readiness, first market traction, and scale-up of distribution or customer acquisition: each with measurable evidence and a budget line.
- File the claim online. Log in to startinup.up.gov.in, open Startup Funding, select the seed capital and marketing assistance head, and upload the incorporation certificate, DPIIT and StartinUP certificates, incubation letter, MVP evidence, go-to-market plan, milestone budget, entity PAN, bank details with cancelled cheque, and category proof if you are claiming the additional 50 percent.
- Receive the first tranche and report. On approval, 40 percent is released to the entity's current account. Submit milestone evidence and utilisation details through the incubator to trigger the second tranche of 30 percent, and again for the final 30 percent.
How much money arrives, and when?
The standard ceiling is Rs 7.5 lakh. On a full sanction, the tranches work out to roughly Rs 3 lakh, Rs 2.25 lakh and Rs 2.25 lakh. With the additional 50 percent for eligible founder categories, the ceiling rises correspondingly.
Payment is by transfer to the registered entity's current account. A personal savings account in a founder's name will not be accepted, and this is one of the more frequent causes of a stalled first tranche.
There is no published annual last date. Practically, though, the 25 slots per incubator per year make this a first-come head — founders who wait until the last quarter of a financial year frequently find their incubator's slots gone.
What else does the UP Startup Policy fund?
- Sustenance allowance: Rs 17,500 per month per startup for one year, up to 25 startups per incubator per year, at idea stage, with a 50 percent enhancement for women, divyangjan and transgender founders and for Purvanchal and Bundelkhand ventures.
- Prototype development grant: up to Rs 5 lakh, one-time, single payment.
- Patent reimbursement: Rs 2 lakh for Indian patents and Rs 10 lakh for international patents, on successfully awarded patents of incubated startups.
- Event participation support for attending industry events and conferences.
- SIDBI Fund of Funds and the central Startup India Seed Fund Scheme (SISFS), both listed on the StartinUP funding page.
- Public procurement relaxations and a "Know your industry clearances" tool.
- Centres of Excellence; MedTech CoE Lucknow, AIIDE CoE Noida, Drone CoE Kanpur, CoE Blockchain, CoE Telecom 5G/6G at Kanpur and Saharanpur, and CoE Additive Manufacturing.
Why do seed capital claims get held up?
- No demonstrable MVP. Reviewers ask for something a customer could actually use. Screens and mockups are treated as prototype-stage work.
- Milestones that cannot be verified. "Increase brand awareness" is not a milestone; "1,000 paying users by month four" is.
- Incubator slots exhausted for the year, which is a scheduling problem rather than a merit problem; confirm slot availability before you file.
- Missing DPIIT recognition, or a DPIIT certificate in a different entity name from the StartinUP certificate.
- Category proof not attached where the additional 50 percent is claimed, so the enhancement is dropped from the sanction.
- Second tranche stuck because utilisation evidence for the first 40 percent was never routed through the incubator.
Key contacts and grievance route
The startup help desk for policy support is 0522-4130303, extension 302. Portal and technical problems go to 7518980077, and legal and compliance support is on the toll-free 1800-121-1250. Working hours are 10:00 AM to 6:00 PM on working days. The email is info@itpolicyup.gov.in and the office address is 1st Floor, UPLC, Navchetna Kendra, 10 Ashok Marg, Lucknow 226001.
StartinUP publishes a dedicated Grievance Redressal page and names a nodal department, nodal agency and nodal officer under its policy section, use that chain first. If a grievance is not resolved, file it on the Uttar Pradesh Jansunwai portal at jansunwai.up.nic.in, which issues a trackable reference number and routes the matter to the Department of IT and Electronics. The governing documents, including the approval of the Uttar Pradesh Startup Policy 2020 dated 15 July 2020 and the notification on claiming financial incentives dated 31 August 2020, are downloadable from the Startup Policy 2020 page on the portal, and are worth reading before you file.
How to check your application status
- Log in to the StartinUP portal. Go to startinup.up.gov.in and sign in with the same credentials used to register the startup and file the funding claim.
- Open the Startup Funding section. The dashboard shows the seed capital and marketing assistance claim you filed, its current stage (under review, approved, first tranche released, milestone evidence pending, second tranche released, and so on) and any queries raised by the reviewing team.
- Check for a query or clarification flag. Applications commonly sit in "in process" not because they are rejected but because a document or milestone proof has been asked for and not yet uploaded. Respond directly on the portal rather than resubmitting a fresh application.
- Ask your incubator in parallel. Because tranches are verified and routed through the incubator, the incubator's programme manager typically has more current visibility into a specific milestone claim than the portal dashboard alone, especially for the second and third instalments.
- Call the helpline for anything unresolved online. For policy and funding status queries, call the startup help desk on 0522-4130303, extension 302, on working days between 10:00 AM and 6:00 PM. For portal or login problems specifically, call 7518980077. Have your StartinUP registration number and the entity's PAN ready when you call.
- Escalate through Jansunwai only if the above two steps produce no response. File on jansunwai.up.nic.in for a trackable reference number if a status query or a due tranche stays unanswered beyond a reasonable time after milestone evidence has been submitted.

Frequently asked questions
How much seed capital and marketing assistance does a UP startup get?
A startup gets up to Rs 7.5 lakh for taking its minimum viable product to market, for a maximum of 25 startups per incubator per year. According to the StartinUP FAQ, the amount is paid in three milestone-based instalments in a 40-30-30 split.
How are the instalments released?
The assistance is released in three tranches of 40 percent, 30 percent and 30 percent, each linked to a milestone agreed with the incubator. The first tranche follows approval, and the later tranches follow verified progress against the launch plan.
Do women founders get more?
Yes. Startups founded by women, divyangjan or transgender persons, and startups of EWS origin, receive an additional 50 percent under this head, taking the ceiling above the standard Rs 7.5 lakh.
How many startups can one incubator support in a year?
A maximum of 25 startups per incubator per year can be supported under this head. The same annual ceiling of 25 applies to the sustenance allowance of Rs 17,500 per month.
Who cannot apply for seed capital assistance?
A startup without a working minimum viable product is not eligible, because this head funds market launch rather than product development — the prototype grant of up to Rs 5 lakh covers that earlier stage. Entities older than 10 years, those with turnover above Rs 100 crore in any financial year, sole proprietorships, and businesses formed by splitting up or reconstructing an existing business are also not eligible.
Is a bank loan or matching contribution required?
The published FAQ describes this head as milestone-linked assistance rather than a loan, and does not state a compulsory matching contribution. Confirm the exact terms in your sanction letter and with your incubator before committing spend.
What is the difference between this and the prototype grant?
The prototype grant pays up to Rs 5 lakh in a single payment to build the prototype, while seed capital and marketing assistance pays up to Rs 7.5 lakh across three tranches to launch the resulting MVP in the market. They address consecutive stages of the same journey.
Where do I complain if the money is delayed?
Use the Grievance Redressal section on startinup.up.gov.in, or call the policy help desk on 0522-4130303 extension 302 between 10:00 AM and 6:00 PM on working days. Email info@itpolicyup.gov.in or escalate on the Uttar Pradesh Jansunwai portal at jansunwai.up.nic.in.
