Uttar Pradesh Sant Ravidas Shiksha Protsahan Yojana
Uttar Pradesh state government scheme
Uttar Pradesh Sant Ravidas Shiksha Protsahan Yojana pays lump-sum education assistance to a maximum of two children of a registered construction worker, from Rs 2,000 for Class 1 to 5 up to Rs 24,000 for a postgraduate degree and Rs 1,00,000 for research. Applications go through upbocw.in or the district labour office.
What is Uttar Pradesh Sant Ravidas Shiksha Protsahan Yojana?
Uttar Pradesh Sant Ravidas Shiksha Protsahan Yojana is an education assistance scheme run by the Uttar Pradesh Building and Other Construction Workers Welfare Board, a statutory board under the Labour Department, Government of Uttar Pradesh. The scheme meets part of the cost of educating the children of registered construction workers, from Class 1 right up to a research degree.
According to the Board's scheme page on upbocw.in, the money comes from the labour cess collected on construction projects in the state, not from a general budget grant. Because of that, the scheme is closed to families where no member is a registered construction worker. The worker's registration is the gateway to every one of the Board's eleven welfare schemes.
The scheme is named after Sant Ravidas, and older departmental papers refer to it as Sant Ravidas Shiksha Sahayata Yojana or, in the Board's own English translation, the Sant Ravidas Education Assistance Scheme. That earlier version paid a monthly stipend: Rs 100 a month for Class 1 to 5, Rs 250 a month for Class 11 and 12, Rs 3,000 a month for engineering and Rs 5,000 a month for medical courses. The current version on the Board's portal has replaced the monthly stipend with one-time lump-sum payments that are considerably larger per class, plus merit incentives. Readers who find the old monthly table in a circular should treat it as superseded.
Main features
- Benefit is limited to a maximum of two children per registered worker.
- The child must be 25 years or younger on 1 July of the year of claim; the limit relaxes to 35 years for medical, research and premier-institute courses.
- Aadhaar authentication of the child is compulsory.
- The worker must have completed 365 days of Board membership and kept the annual contribution paid up.
- Payment is made by Direct Benefit Transfer after district-level sanction.
Who is eligible for Sant Ravidas Shiksha Protsahan Yojana?
You can claim if:
- Your mother or father is a construction worker registered with the UP Building and Other Construction Workers Welfare Board, and the registration is active with contributions paid up to date.
- The registered worker has completed at least 365 days of Board membership after registration.
- You are 25 years or younger on 1 July of the year in which the claim is made. For an MBBS or postgraduate medical degree or diploma at a government institution, for research in any subject, and for study at an IIT, IIM, NIT, NIFT or a National Law University, the age limit rises to 35 years.
- You are studying in an institution recognised by an education board or university legally established by government.
- You have passed the previous class and taken admission in the next class, with a fee receipt to prove it.
- You are one of not more than two children of that worker claiming under the scheme.
You are not eligible if:
- No parent is a registered construction worker with the Board. The general public cannot apply. There is no route for a self-employed person, a factory worker or a shop employee who is not registered under the Building and Other Construction Workers Act.
- The worker's registration has lapsed for non-payment of the annual contribution.
- You failed the annual examination and are repeating the same class.
- You are the third or later child of the registered worker.
- You are already drawing a similar scholarship from another state or central government scheme — a self-declaration to that effect is mandatory.
- For professional and vocational courses, you did not clear a national or state level entrance examination and did not take admission in a government institution.
Who can register as a construction worker. Registration itself is open to anyone aged 18 to 60 who has worked at least 90 days in a year as a construction worker. The Board's registration page lists the qualifying trades: masonry, carpentry, welding, plumbing, blacksmithy, painting, electrical work, tiling, mosaic polishing, road making, mixer operation, well digging, tunnel construction, brick manufacturing at kilns, security work at a construction site, and even clerical and accounting work done at a construction site. The registration fee is Rs 20, with a contribution of Rs 20 per year or Rs 60 for three years.

How to apply for Sant Ravidas Shiksha Protsahan Yojana
- Make sure the parent's UPBOCW registration is active on upbocw.in and the annual contribution is deposited. Use the "Registration Status" or "Get your Application / Registration No" links if you do not have the number.
- Collect the marksheet of the class just passed, the fee receipt for the next class, the certificate of continued study signed by the principal, the worker's registration certificate, Aadhaar of the student, the 90-day employment or self-declaration certificate, and the bank passbook copy.
- Get the documents countersigned by the correct authority. The District Basic Education Officer for Class 1 to 8, the District Inspector of Schools for Class 9 to 12, and the Dean of Student Welfare or Provost for degree classes. If the child studies outside Uttar Pradesh, the District Inspector of Schools of your home district must also countersign.
- Apply online through the Schemes section of upbocw.in, uploading the scanned documents, or submit the prescribed form in two copies at the nearest labour office, the tehsildar's office of your tehsil, or the Block Development Officer's office.
- Collect the acknowledgement with the date of receipt. The Board's rules require the receiving officer to issue this online.
- Track the claim under Scheme Application Status on upbocw.in using the registration number.
The application must be filed within one year of the date on which the child passed the relevant class.
How is the application processed and paid?
Uttar Pradesh Sant Ravidas Shiksha Protsahan Yojana runs on a timetable written into the Board's own rules, which is useful when you need to chase a file.
- An application received at a tehsil, block development office or a Labour Enforcement Officer's office must reach the District Labour Office within 7 days.
- The District Labour Office lists the application, records the full particulars on the file, and places it before the Deputy Labour Commissioner or Additional Labour Commissioner within 10 working days of receipt.
- The sanctioning officer must pass orders on the admissible amount within a maximum of four weeks of being satisfied with the certified documents.
- The applicant is informed of acceptance or rejection, and the sanctioned amount is transferred to the bank account.
Under the older monthly-stipend version, payment was made quarterly, with the first instalment released after admission to the class. The current lump-sum version pays once per class or course.
Why applications get rejected
- Registration lapsed. The single most common reason. The worker's annual contribution of Rs 20 must be deposited; an inactive registration invalidates every Board scheme, not just this one.
- Less than 365 days of membership. A worker who registered eight months ago cannot claim yet.
- No fee receipt for the next class. Passing a class is not enough. The Board pays only where admission in the next class is proved.
- Aadhaar not authenticated for the student.
- Age crossed 25 years on 1 July, in a course where the 35-year relaxation does not apply.
- Third child of the same worker.
- Repeating a failed class.
- Private institution for a professional course. ITI, polytechnic, engineering, medical and management benefits are payable only where the student took admission in a government institution after clearing a national or state entrance examination.
- Duplicate scholarship drawn under another government scheme.
- Application filed more than a year after passing the class.
Where to complain if the money does not arrive
- Labour Department toll-free helpline: 1800-180-5160. The department also lists landlines 0512-2295176 and 0512-2297142 for quick redressal of workers' problems.
- Register Complaint on upbocw.in, and check progress under Complaint Status.
- District Labour Office of your district, which is the sanctioning office for this scheme.
- Jansunwai at jansunwai.up.nic.in, the state's integrated grievance portal, for a complaint that the district office has not acted within the prescribed timeline.
Registration and application are both low-cost government processes. The Board charges Rs 20 to register and Rs 20 a year to maintain membership; no agent has any authority to charge for "getting the scholarship sanctioned".

Frequently asked questions
How much money does Uttar Pradesh Sant Ravidas Shiksha Protsahan Yojana give?
Uttar Pradesh Sant Ravidas Shiksha Protsahan Yojana pays a one-time amount that rises with the class — Rs 2,000 for Class 1 to 5, Rs 2,500 for Class 6 to 10, Rs 3,000 for Class 11 and 12, Rs 12,000 for a graduation course and Rs 12,000 for ITI, polytechnic or a vocational course. Professional degree courses draw the actual fee paid or Rs 60,000, whichever is less, and a postgraduate degree draws Rs 24,000.
Who is eligible for the Sant Ravidas education scheme in Uttar Pradesh?
Sons and daughters of a construction worker registered and currently active with the UP Building and Other Construction Workers Welfare Board are eligible, subject to a maximum of two children per worker. The worker must have completed at least 365 days of Board membership, and the student must be 25 years or younger on 1 July of that year.
Is there extra money for scoring good marks?
Yes. A student who passes High School or Intermediate with 70 percent marks and takes admission in the next class gets an extra one-time Rs 5,000 for boys and Rs 8,000 for girls. Passing graduation or postgraduation with 60 percent marks draws an extra Rs 10,000 for boys and Rs 12,000 for girls.
Does the scheme cover IIT, IIM and medical college fees?
Yes, in full. The Board reimburses 100 percent of the fee paid for study at an IIT, IIM, NIT, NIFT or a National Law University, and 100 percent of the fee for an MBBS or a postgraduate medical degree or diploma at a government institution. For these courses the age limit is relaxed from 25 years to a maximum of 35 years.
Can a student who failed and repeated the same class still get the money?
No. The Board's rules state that a student who fails the annual examination and studies the same class again is not eligible for the assistance that year. The benefit is tied to passing a class and taking admission in the next one.
How many children of one worker can get the benefit?
A maximum of two children of a registered construction worker can draw the benefit. The two-child limit applies across the whole scheme, not per year, and duplicate claims are rejected at verification.
What is the deadline for applying?
The Board requires the application to be filed within one year of the date the child passed the relevant class. There is no annual window beyond that, so a family that waits longer than a year loses the claim for that class.
Is the scheme the same as Sant Ravidas Shiksha Sahayata Yojana?
Yes — the older monthly-stipend version was called Sant Ravidas Shiksha Sahayata Yojana (Sant Ravidas Education Assistance Scheme) and paid Rs 100 to Rs 12,000 a month by class. The revised scheme on upbocw.in is called Sant Ravidas Shiksha Protsahan Yojana and pays lump-sum amounts instead.
